ERBIL (Kurdistan 24) – Iraq’s Foreign Ministry said on Monday that it had summoned the ambassadors of four Western countries following statements their embassies made to condemn killings militia groups carried out during protests in central and southern provinces.

The statements came after a night of deadly violence in the Iraqi capital on Friday when unidentified armed persons shot and stabbed protesters in what appeared to be a coordinated effort to crack down on demonstrations.

Iranian-backed Popular Mobilization Forces (PMF) militias are suspected of having been behind the Friday killings, among others, which were estimated at 23 deaths, including three police officers, and over a hundred more people wounded.

Three of the diplomats in question were those from Germany, Britain, and France, the mission offices of which issued a joint statement on Sunday following a meeting with Prime Minister of the Iraqi caretaker government, Adil Abdul Mahdi.

“No armed group should be able to operate outside of the control of the state,” the statement from the three European countries said. They “encouraged” Baghdad to implement its recent decision to keep the Hashd al-Shaabi militias away from protest locations.

 

The fourth person the Iraqi Foreign Ministry summoned was Canadian Ambassador to Iraq Ulric Shannon, who officially began his role on Monday.

Shannon’s comments on the protests came in a tweet on Saturday, saying that a state should not allow the existence of “armed groups with private interests,” and calling on the authorities to hold “the criminals” who attacked protesters to account.

A Foreign Ministry official, Abdul Karim Hashem, had met with the ambassadors. He said in a statement that “the mission of ambassadors to Baghdad is to strengthen relations and build a base of common interests without interfering in [Iraq’s] internal affairs.”

Hashem expressed Iraq’s rejection of the contents of the joint European statement, which he considered “unacceptable interference in the internal affairs of Iraq and a clear violation of Article I of the Vienna Agreement that regulates international relations.”

On the protests, the Foreign Ministry statement reiterated that the government had “launched a reform package in response to the demands of the protesters.” It claimed investigations into the breakout of violence were “ongoing” and “have taken legal measures to hold the perpetrators accountable and bring them to justice.”

Since the demonstrations began, over 460 people have died, most of them killed by Iraqi security forces, while 17,600 others have been wounded.

The announcement comes amid ongoing anti-government protests in Iraq that have left over 450 people dead and at least 17,600 others injured in clashes between demonstrators and security forces.

The protests in Iraq reflect widespread dissatisfaction with the economy, a call for more jobs, the dismal state of public services, and widespread government corruption.

The United Nations, as well as Amnesty International, have called for an end to the bloodshed and urged security forces to show restraint against protestors.

Demonstrators in Iraq are calling for radical change in Iraq’s political system, which they say fails to address their needs, but, rather, serves the interests of a small governing elite.

The developments have forced Iraqi Prime Minister Adil Abdul Mahdi to hand in his resignation. In a special session held last week in Baghdad, the Iraqi Parliament voted to accept Abdul Mahdi’s resignation.

As you know, we are continuing to restore the country and the land. Yes, we feel that our land is usurped despite the fact that the Iraqi rule us .. We have come out revolting in the face of injustice and oppressors, and every day of protest we shed a lot of blood and tears and we lose companionship and friends, who have noble and honorable positions, who have fallen martyrs of heroes in various cities of our beloved country Which is witnessing a peaceful struggle to restore what the oppressors had taken away from us.
After patience and determination, we managed to overthrow the government of killing with sniping. Now, we are at the threshold of a new phase that requires us to clarify. Therefore, after the consultation, we found it important to determine the characteristics of the Iraqi Prime Minister who will receive the helm of government in the next "transitional" stage leading to the early elections, given that the next stage is a sensitive stage and will determine the fate of a nation.
Our basic conditions that the incoming Prime Minister should have are as follows:
1- That he is independent, not affiliated with any party or current, and who is not of dual nationality.
2- He was not a minister or the rank of minister, parliamentarian or governor.
3- He must be honest and brave and did not refer to any corruption case.
4- He must be young and not older than 55 years old.
5- To pledge not to run in the upcoming elections.
6- That he be obligated to implement the demands of the revolutionaries in the sit-in squares.
7 - That his decision is Iraqi, independent, pure, and not subject to pressure from political blocs or external interference.

Sistani losing trust of young protesters in Baghdad’s Tahrir Square

BAGHDAD, Iraq – Young Iraqi protesters who spoke to Rudaw in Baghdad’s Tahrir Square last week say they are losing faith in the country’s top Shiite religious authority, Grand Ayatollah Ali al-Sistani, because he has failed to support their cause. 

Although he rarely appears in public, Sistani has a profound influence over Iraq’s Shiite majority, government ministers, and even the country’s powerful armed militias. 

Sistani’s interventions led to the resignation of Prime Minister Adil Abdul-Mahdi late last month, but protesters say they are disappointed with the ‘marja’ – or ‘source’ – and his failure to fully embrace the demands of their movement from the start. 

As the ongoing protests rattle the foundations of the Shiite political order that has ruled Iraq since the 2003 ousting of Saddam Hussein, could the Grand Ayatollah’s spell over young Iraqis also be broken? 

Walking through Tahrir Square on December 4, I got talking to Abdul-Salam*. The 39-year-old protester is delighted Iraqis have finally woken up and begun fighting back. 

Together we enter one of the many tents pitched around the square. We are immediately offered tea and cigarettes by those camped inside listening to revolutionary music. 

Tahrir Square has become the epicenter of the anti-government protests, which began on October 1. The overwhelmingly young crowd initially limited its demands to jobs, services, and action against corruption. 

However, following a pause on October 9 during the Shiite religious observance of Arbaeen, the protests resumed on October 25 with fresh demands for regime changes, the dissolving of the parliament, and for a presidential system.

More than 420 protesters and members of the security forces have been killed and 16,000 wounded since the unrest began.

The crackdown has left the protesters feeling wary. Abdul-Salam is happy to share his views with me, but insists I don’t film him or use his real name. 

His caution is easy to understand. Since October 25, unidentified armed groups have been kidnapping and killing young activists.

Just on Sunday, Fahim al-Taie, an activist from Karbala, was killed outside his home by unknown gunmen riding a motorcycle.

Settling down in the tent, I fire up my voice recorder and ask our hosts what they think of Sistani’s role in the protests. 

“Sistani let us down, and I don’t believe in him anymore because he did not stand with us,” says Ahmed, an activist from Baghdad. 

Um Muhammad, also from Baghdad, has not completely written off the marja, saying she believes he is with them.

But Hayder argues Sistani only started backing the protesters “when he felt threatened and was losing the trust of the people”. 

“He got scared and he stood with us,” Hayder says.

“Because his image was ruined and he wanted to make it up,” Ilaf concurs. 

If Sistani is only concerned about his position, is the Grand Ayatollah more of a businessman than a religious leader, Abdul-Salam asks the group. 

“I will respond without fear,” says Salih, who has been camped out in Tahrir Square since October 26. 

“Even if my father sees me in trouble and does not support me, I don’t count him as my father anymore. And so, Sistani does not represent me anymore, since he did not support me in my struggle and protests.” 

Sistani, to his credit, has called on the government to meet the demands of the protesters since the unrest began. 

However, it took the marja more than a month after the resumption of protests on October 25 and the death of hundreds of young people before he demanded the prime minister’s resignation on November 29. 

Protesters ask whether lives could have been spared had Sistani intervened sooner.

We say our goodbyes and move on to another tent where I pose the same question. 

Mustafa and Muhammad, both from Baghdad, waste no time thinking through their answer. Sistani is against them, they say.

But Ali, who is sitting with them, is more forgiving of the marja, questioning his understanding of the movement and even his relevance.   

“Sistani is neither my friend nor my enemy, but I’m sure he is not with me and my friends,” Ali says. 

“I have respect for Sistani, but he has been locked in a house in Najaf for years without coming out. I have respect for his ‘Abaya’, but does he know about our struggles? I don’t think so; he has no idea about our struggle.”

Qusai agrees, saying Sistani has no clue how the poor live because he has never had to struggle himself.

“Sistani has no idea how poor we are and what our struggles are, because he has never witnessed my struggles, even though they say he is living in a rented house, but I think it is not true,” he says. 

Mustafa, a 19-year-old protester whose leg was injured in clashes in Khilani Square last month, disagrees. 

“He knows about our struggles, but his interests block him from supporting us or helping us,” he says.

My companion Abdul-Salam neatly sums up the mood of the room. 

“Sistani is an imaginary character,” he says. 

For many of the young people protesting in the square, Sistani is part of the same Shiite religious establishment they have grown to detest. 

As Ali explains, if Iraqis want to “change the country from an eastern style state into a western style”, then the power of men like Sistani is bound to be rolled back.

“We want to isolate the religion from the politics,” he says.

Saleh: The next prime minister must win acceptance and fulfill his aspirations

Amid the ongoing political movement to choose the alternative personality of the resigned Prime Minister, Adel Abdul Mahdi, the political blocs are still divided over the mechanism of choosing the alternative with the shape, powers, and duration of the next government.
In their talks with Al-Sabah, deputies said that the new government will have full validity and that there will be no "interim government" in the constitution. This comes at a time, during which President Barham Saleh, on Wednesday, discussed with university presidents and academics the nomination of an "interim prime minister."
Saleh stressed the necessity for the candidate for the position to receive the acceptance of the Iraqi people and meet their aspirations and hopes for a free and dignified life and within the constitutional times and contexts.
