BAGHDAD: Tension between Iraqi Defense Minister Najah Al-Shammari and several Iranian-backed armed factions peaked on Thursday after documents emerged showing the Iraqi Defense Ministry had tear gas canisters in its warehouses imported from Serbia years ago.

Baghdad and nine southern Shiite-dominated provinces have been witnessing anti-government demonstrations since Oct. 1.

More than 300 demonstrators have died and about 16,000 have been injured so far, mostly in Baghdad, by tear gas and live bullets used by Iraqi forces to quell the protests.

In an earlier television interview, Al-Shammari said Iraqi security forces had not shot at demonstrators and that orders since October had been clear that no live bullets should be used to deal with the protesters.

Al-Shammari also said tear gas that killed dozens of demonstrators after they were hit directly in the head and chest by canisters was not imported by the Iraqi government. 

He accused a “third party” of killing the demonstrators.

“Third parties fired (at the demonstrators) in an attempt to make the conflict seem between security forces and demonstrators,” Al-Shammari said.

“A third party has been killing protesters and security forces.”

Since the start of the protests, the majority of Iraqis have used specific words to describe the demonstrators, security forces, and armed factions supporting the government.

The “third party” is the description used to describe Iranian-backed factions to differentiate between them and security forces, often referred to as the “second party,” while describing the demonstrators as the “first party”.

“Third party” became a term of ridicule after Iraqi Prime Minister Adel Abdul Mahdi unintentionally used it several times in a statements to shirk responsibility for killings, kidnappings and arrests of protesters, activists, journalists and even officials.

The defense minister’s allegations have angered a number of Iranian-backed armed factions and their associated security and military leaders.

He has also faced charges of forgery, manipulation of official records and lying.

On Thursday, the Resistance Media Network, a group of Iranian-funded channels, distributed documents revealing that the Iraqi Ministry of Defense had imported tear gas, smoke and sound bombs, rifles and other riot gear from Serbia under a contract entered into by the Ministry with Yugo Import SDPR in 2007.

Another document revealed the quantity and types of equipment and weapons used by riot police and government-affiliated forces during the past seven weeks, starting from Sept. 30 to Nov. 18, clearly indicating that the Ministry of Defense forces used thousands of tear gas canisters during that period.

Similarly damaging for the defense minister were links to press reports in the Swedish media about Al-Shammari, indicating that the minister, who has been living in Sweden since 2007 and holds  Swedish citizenship, is registered there as exempt from work and taxes, and enjoys a pension and free health care as a result of poor mental health.

Iraqi security and military figures have confirmed the involvement of Gen. Qasem Soleimani, commander of the Iranian Revolutionary Guards and field commander of Iranian operations in Iraq in the suppression of demonstrators.

“The minister is under tremendous pressure now,” a senior military commander told Arab News. “He revealed their (Iranian-backed factions) involvement in the killing of protesters. Although he did not name them, it was clear who was meant by the ‘third party’.

“To be honest, he (Al-Shammari) refused to use violence against demonstrators when he was asked to do so. Then these statements came out to destroy his political future.

“They (Iranian-backed factions) decided to terminate him politically, so these files began to appear both inside and outside Iraq.”

The Observatory said in a statement issued on its website, on Saturday: «Media and Communications Commission, decided to close and alert local and foreign television stations, and accordingly received security forces in Iraq, orders from government authorities to stop the work of nine prominent domestic and international television stations, and warning 5 other television stations, because of coverage of popular protests in the cities of southern and central Iraq ».

The Observatory said it had seen a document sent by the Communications and Information Commission to the Office of the Prime Minister and the Ministry of Interior , recommending that security forces prevent 14 prominent Iraqi and foreign media institutions from operating in different parts of the country, including the Kurdistan Region .

According to the statement of the Observatory, the document provided for «resolution voted by the members of the Board of Trustees of the Commission to close the channels: Tigris, Eastern, NRT Kurdish, Rashid, Fallujah, and here Baghdad, Arab event, and free, and ANB channel; Articles of the Media Licensing Regulations.

NASIRIYAH, Iraq: Six protesters were killed Sunday in Iraq’s south, where resurging anti-government demonstrations turned up the heat on paralyzed politicians facing the country’s largest grassroots movement in decades.

Three demonstrators were killed and around 50 wounded in clashes with security forces near the key southern port of Umm Qasr, the Iraqi Human Rights Commission reported.

An AFP correspondent said security forces had fired live rounds at protesters trying to block access to the port.

Since October 1, Iraq’s capital and majority-Shiite south have been swept by mass demonstrations over corruption, lack of jobs and poor services that have escalated into calls for an overhaul of the ruling system.

Top leaders have publicly acknowledged the demands as legitimate and promised measures to appease protesters, including hiring drives, electoral reform and a cabinet reshuffle.

But the rallies have continued, waning on some days but swelling when demonstrators felt politicians were stalling.

On Sunday, protesters in the southern city of Nasiriyah blockaded five main bridges, shut down schools and burned tires outside public offices in anger.

They blocked access to oil fields and companies around the city, torching as well its Shiite endowment center, a government body that manages religious sites.

Medical sources said overnight three protesters had been shot dead and at least 47 others wounded by security forces in the city, some 300 kilometers (200 miles) south of the capital Baghdad.

An estimated 350 people have been killed and thousands wounded since October 1, according to a tally compiled by AFP as authorities are not providing precise or updated figures.

That makes the protests Iraq’s deadliest grassroots movement in decades, but also its most widespread.

The rural and tribalistic south has carried the torch of the movement for weeks, with students and teachers leading rallies outside schools and public offices.

In an attempt to resume classes, the education ministry issued a directive for schools to open normally on Sunday, the first day of the work week in Iraq.

But protesters in Nasiriyah defied the order and shut down schools anyway, AFP’s correspondent said.

In the oil-rich southern city of Basra, demonstrators blocked main roads just before dawn, including those leading to the ports of Umm Qasr and Khor Al-Zubair.

The ports, which bring in food and medicine to Iraq but also export fuel products, have seen some delays in loading and offloading due to the unrest in recent weeks.

Clashes also pitted protesters against security forces overnight in Karbala, one of Iraq’s two Shiite holy cities.

The two sides lobbed Molotov cocktails at each other from behind barricades set up in small alleyways.

“They’re throwing Molotov cocktails at us and at midnight, they started shooting live rounds,” one demonstrator said.

The streets were lit only by fires from the exploding makeshift grenades and green laser pointers used by demonstrators to disrupt the riot police’s vision.

“Our demands are clear: the downfall of this corrupt government,” said another demonstrator, his face wrapped in a black scarf.

Iraq is the 12th most corrupt country in the world, says Transparency International, and many protesters say the current political class is to blame.

They accuse elites of awarding public sector jobs based on bribes, nepotism or sectarianism, leading to an unemployment rate of 25 percent.

Iraq’s cabinet is currently discussing the 2020 budget before it is submitted to parliament and government sources say it is expected to be one of the country’s largest yet.

Sunday’s violence came a day after the surprise visit of United States Vice President Mike Pence to Iraq, where he dropped in on American troops stationed in the country’s west and met top leaders in the Kurdish region in the north.

He did not, however, meet officials in Baghdad for “security reasons.”

The US and Iraq have been close allies since the former led the 2003 invasion that toppled ex-dictator Saddam Hussein, but ties are now at their “coldest,” officials from both countries have said.

The Court of Cassation
