Barzani's party threatens referendum if constitutional amendment touches "rights of the region"

Baghdad / Obelisk: The Kurdistan Democratic Party, on Friday, November 15, 2019, refuses to prejudice the rights of the Kurdistan region, in the event of the amendment of the Iraqi constitution.

Sudden statement by Qubad Talabani about the regime in Iraq
BAGHDAD - The deputy head of the Kurdistan Regional Government, Qubad Talabani, said on Sunday that what is happening in Iraq now is the result of the problems accumulated for many years.

ERBIL - A Kurdish lawmaker in the Iraqi Parliament revealed on Thursday that a delegation from the Kurdistan Regional Government (KRG) will visit Baghdad in the near future.

MP Sherwan Mirza told BasNews that the delegates will head to Baghdad next week for talks on the issues of oil & gas, the budget bill for the year 2020, and Kurdistan Region's share from it.

He further pointed out that the visit had been postponed for several times due to the recent evolving situation in Iraq.

Erbil and Baghdad have been successful in improving their ties based on peaceful dialogue between the sides. They also have intensified their efforts to resolve the remaining disputes.

ERBIL, Kurdistan Region— A delegation from Kurdistan Regional Government (KRG) arrived in Baghdad today to discuss its share of the 2020 Iraqi budget. 

The delegation, consisting of ministers and other senior officials are now said to be in talks with Iraqi Prime Minister Adil Abdul-Mahdi. 

The trip comes one day after statements from Iraq’s oil minister that Erbil could soon send 250,000 barrels of oil per day to the Iraqi government. 

Iraq’s 2019 budget law stipulates that the KRG shall hand over 250,000 barrels of oil daily to Baghdad in return for roughly 12 percent of the federal budget.

Iraq’s Oil Minister Thamir al-Ghadhban told Iraqi al-Ahd TV on Friday that Erbil has not sent a “drop” of oil since 2016 but it may start in the new year. 

Baghdad cut the KRG’s share of the budget from 17 percent to zero in 2014 in response to the region’s independent oil sales to Turkey. 

The funding cut, coupled with a costly war with the Islamic State (ISIS) and the collapse of global oil prices in 2016, plunged the Kurdistan Region into a financial crisis. 

“The [Kurdistan] Regional Government is obliged to hand over at least 250,000 barrels per day to the Iraqi Oil Marketing Company (SOMO) for sale in Ceyhan, Turkey,” al-Ghabdan said.

He added that he has told SOMO officials to prepare for deliveries from the KRG to begin in 2020.

Recent protests in Baghdad and elsewhere in Iraq have negatively affected the talks as the federal government focuses on curbing the demonstrations that have spread across the country’s south.

KRG spokesperson, Jutiar Adil, told Rudaw on Friday that they are close to reaching a deal with Baghdad on the budget share. 

“We have previously expressed our goodwill to the Iraqi government and we are optimistic about the talks,” he said.

Sherwan Mirza, member of the Iraqi Parliament’s financial committee told Rudaw if the KRG starts sending the specified amount of the oil, it will “ return a sort of trust between both governments.”

He added that this will embolden the KRG to ask for other financial privileges. 

Fars Musa, a KRG representative in Baghdad reiterated that the KRG is ready to send oil to Baghdad once a deal is procured. 

Izzet Sabir, an economic expert and former lawmaker for the Kurdistan parliament has also advised the KRG to send the oil to Baghdad to increase profits.

“The money we receive in return is more than the amount we get if we sell the oil ourselves because Baghdad sells its for five dollars more and pays the transportation fees,” he told Rudaw on Saturday.

He said this could change in 2020 and he told SOMO officials to “prepare themselves to receive 250,000 bpd from the beginning of next year because that is what I understand so far from understandings”.
He said a delegation of regional ministers is scheduled to arrive in Baghdad on Sunday to discuss budget issues.

ERBIL (Kurdistan 24) – A Kurdistan Regional Government (KRG) delegation arrived in Baghdad on Saturday and held a meeting with Iraqi Prime Minister Adil Abdul Mahdi to discuss critical issues of mutual concern, including the oil file and the region’s share of the national annual budget.

The Kurdish delegation consisted of Minister of Finance and Economy Awat Sheikh Janab, Minister of the Region for Negotiations with Baghdad Khalid Shwani, as well as several other senior KRG officials.

A source familiar with the matter told Kurdistan 24 the delegation discussed issues related to oil and energy and the KRG’s share of the fiscal budget for 2020 in addition to debt and trade.

The trip to Baghdad marks the first once since anti-government protests began in the capital and spread to southern cities at the start of October. Amid a violent crackdown, over 325 protesters have been killed and close to 16,000 others have been wounded.

Following a near-total breakdown of ties between Erbil and Baghdad in 2017, the governments have converged on a range of issues, especially after Abdul Mahdi came into office in late 2018. Talks struck a pause recently as Baghdad’s focus shifted due to the unrest.

KRG representative to Baghdad, Faris Issa, told Kurdistan 24 that Erbil and Baghdad are “near a solution” regarding issues related to the KRG’s share of the national budget and salaries of public workers.

“The salary of employees will not be cut. This is a red line for us, and there is a good understanding on the issue of oil delivery,” he said.

Negotiations on oil and gas exports have been among key issues between the two governments. The autonomous Kurdish government has exported its oil independently since 2013.

Following the post-referendum fallout, the KRG agreed to send 250,000 barrels of oil per day (bpd) to Baghdad in exchange for the payment of civil servants’ salaries and other budgetary disbursements.

The KRG has yet to implement the oil article.

What needs to happen is the people of Kurdistan start protesting like the demonstrators throughout the rest of Iraq are doing. I’m thinking the Kurds are either to dumb to scared or just don’t care one way or the other....

The crooks in charge of Kurdistan are more corrupt than the ones at the GOI....

Year after Year....the same  :bs: There’s an extraordinary and ridiculous mind set with these people. All their actions are diametrically opposed to our attitudes and understanding of our structures and under pinnings that support common sense in the Western World.

 

Im not suggesting they adhere completely to our ways: but their greed and astounding cynical perspective towards the ( Iraq & Kurdistan ) citizens is without peer: blocking and real chance of economic success to the people.

 

I wholeheartedly agree with DoD’s suggestion the Kurdistan citizens rise up in similar fashion as the Iraqis citizens have done. The entire corrupted mess requires nothing short of both populations kicking down the doors of this greedy house of horrors, bringing the whole rotten thing crashing down.... thus hopefully ushering in a new and much better chance For viable economic and personal freedom for both peoples.
