  Minister of Finance and Economy at Kurdistan Region Government, Awat Sheikh Janab, confirmed on Thursday that Erbil has already reached an agreement with Baghdad to deliver 250,000 barrels of oil per day and receive its share from the federal budget of 2020.

During a joint press conference with KRG’s negotiating team, Janab said Erbil and Baghdad have also agreed on a formula for the payment of debts.

Formed by the new cabinet of the Kurdistan Regional Government (KRG), the negotiating team has been in talks with the Iraqi counterparts for weeks to find a feasible solution to their prolonged disputes over budget and oil.

Minister Janab pointed out that most of Erbil’s demands have been met in the new 2020’s budget bill.

Now is time for the Kurdish lawmakers to unite and help the approval of the bill at the Iraqi parliament, Janab emphasized.

Shafak News / The Secretary of the Kurdistan Regional Council, Amang Rahim, confirmed on Thursday that the region will contribute to raising financial revenues for Iraq according to the agreement he reached with the federal government on budget and oil.

Rahim said in a joint press conference held with the Minister of Finance Awat Sheikh Janab, and the head of the Cabinet Office of the Region Omid Sabah that the federal fiscal budget for 2020 is still in the process of legislation

He added that the Kurdistan Region will contribute to increasing financial revenues for Iraq according to the agreement that we reached with Baghdad, stressing that the recent agreement is in the interest of both sides.

Rahim went on to say that "Iraq borrowed 62 billion dollars and part of that debt has nothing to do with the Kurdistan Region."

He pointed out that the region will provide Baghdad with information about Kurdistan's debt, noting that the region's debt will be fixed in the financial budget for the next year.

Rahim continued that there is an understanding between Erbil and Baghdad about the debts.

hope ur interpretation is correct steveflex , i really do , the kurds have had the 250k barrel deal to baghdad before baghdad stopped sending the kurds their percentage of the budget 15-17% whatever it was , that they supposedly hammered out between them baghdad claiming the oil wasnt being sent thru SOMO and the train wreck piled up once again , im seeing these articles stating the kurds saying we worked this out before Mahdi got the ax and im guessing its baghdad saying they have a caretaker gov. now we cant move on anything .. so to recap i have no idea where this is all at now maybe someone can break it all down and shine a light on it all for me to know / understand but as usual we wait ....... cheers

Oil-for-budget deal will help Erbil and Baghdad settle political differences

ERBIL, Kurdistan Region – If the Kurdistan Regional Government (KRG) meets its budget deal obligations and hands over its quota of 250,000 barrels per day (bpd) of oil to the Iraqi government, this concession could bode well for more complex political dialogue later. 

To answer the question of whether the KRG should hand over its oil to Baghdad, one has to approach this as a math problem. For our mathematical journey, we will use the 2019 budget by way of example.

The Kurdistan Region’s share of the 2019 federal budget was 9.8 trillion dinars (roughly $8.2 billion), with a monthly average of 816 billion dinars ($684 million). Here, we have to make a distinction between the budget share and financial entitlements, as the latter are bigger than the former.

The financial entitlements of the Region include budget share, Peshmerga salaries, and loans. The Kurdistan Region has been receiving a monthly payment of 453 billion dinars, subtracted from its 816 billion monthly allotments.

According to Iraq’s 2019 budget bill, the KRG was supposed to hand over 250,000 bpd of oil to the federal government and in return receive the full 816 billion. Under the deal’s provisions, if the KRG fails to deliver the oil, a corresponding proportion of the Region’s budget is cut – a move Baghdad has taken.

If we subtract 453 billion from 816 billion, that leaves 363 billion dinars. Moreover, as per the budget bill, Baghdad was supposed to send a monthly payment of 68 billion for Peshmerga salaries, but this never arrived. Now if we add 68 billion to the 363 billion, we have 431 billion.

According to the latest data, the Kurdistan Region produces 490,000 bpd and it is expected to increase this to 500,000 bpd by 2020.

Moreover, according to a report by auditing firm Deloitte, the Kurdistan Region has been selling a barrel of oil for $54.197. If we multiply $54 by 250,000 bpd and then multiply this again by 30 days, its means the KRG makes 488 billion dinars each month when converted from USD. 

We did these simple mathematical steps in order to conclude that if the Kurdistan Region refuses to hand over oil and decides to sell it independently, it will receive about 490 billion dinars monthly. If it hands the oil over to Baghdad, meanwhile, it receives less money, ranging from 425 billion to 430 billion dinars. 

So why would the Region choose to lose out financially? Because there are political gains to be made later. 

A bit of goodwill between Erbil and Baghdad could see the KRG take a share of the Provinces Development Fund. 

It could get its share of the loans that donor countries give to Iraq. The Kurdistan Region’s share of these loans is $9 billion, yet Baghdad has never sent the money. Baghdad has also failed to send Peshmerga salaries worth 816 billion dinars this year.

The Kurdistan Region’s share of sovereign expenditure, the release of the financial entitlements of farmers, and a share of customs revenues and fees could also be on the table. Kurdish representatives in Iraqi parliament claim 35 percent of Iraq’s customs revenues are taken by armed groups, not by the central government treasury.

One complex area which may benefit from this oil settlement is the issue of the disputed territories, where both the Iraqi government and the KRG lay claim.

The Kurdistan Region’s independent oil exports started in 2013, infuriating Iraq’s then-PM Nouri al-Maliki, who in 2014 chopped the Region’s share of the federal budget from 17 percent to zero.

Now that Iraq has started sending a share of the budget, at a reduced rate of around 12.5 percent, the livelihoods and the economy of the Kurdistan Region have gradually been replenished. 

If the Kurdistan Region now hands over its oil or oil revenues, this will mark the beginning of a new phase where the KRG can continue to export independently while handing over a quota to Baghdad. 

This allows the Region retain its buyers and partners, who have remained in spite of difficult circumstances. The Kurdistan Region can enjoy the best of both worlds.

Unlike previous years, when all efforts were political, the best option this time is to reach a legal, technical, and then political solution, because none of these alone can guarantee a sustainable deal. Iraq’s political conditions and politicians cannot be counted on. Neither can the law or technical aspects stand alone.

What is obvious now is that the Kurdistan Region does not need to exert too much pressure on those politicians who are its allies so that they don’t become the victims of Iraqi public anger due to implementing the demands of the Kurds.

There is the belief that outgoing Prime Minister Adil Abdul-Mahdi’s openness to Kurdish demands, although normal and legal, was one of the factors that angered the political parties. That is why handing over the 250,000 bpd eases that pressure.

A member of the Finance Committee of the House of Representatives Sherwan Mirza, denied that the provincial government has signed a final agreement with the federal government on the oil file and outstanding controversial issues, pointing out that there is an initial understanding on the delivery of oil in return for the region to receive dues from the federal budget.

Mirza said in a statement to the new morning that the delegation of the provincial government reached during its meetings in Baghdad with the ministries concerned with preparing the budget «planning and finance» to a preliminary agreement to install most of the demands of the region in the draft federal budget for 2020.

Mirza said that according to the initial agreement, the regional government will deliver 250 thousand barrels of oil exported daily to the federal government, in exchange for the federal government to pay 10 trillion and a half trillion to the Kurdistan region of the total amount of the federal budget of 162 trillion dinars, which includes the salaries of employees and peshmerga .

He added that the government of the region will pay the dues of foreign oil companies operating in the region of the remaining oil imports, which is estimated at 200 thousand barrels per day, after the delivery of 250 thousand barrels to Baghdad.

On the delivery of ports to the federal government Mirza stressed that the regional government is ready to hand them to the federal government in accordance with the law on border access, which provides that the distribution of these ports between the federal government and provincial governments. 

He pointed out that the meetings to prepare a draft budget law for the year 2020 continues with the participation of a technical delegation from the regional government, pointing out that it is the first time that a delegation from the region in meetings to prepare a draft budget law, stressing that the technical delegation of the regional government will remain in the capital Baghdad until completion The preparation of the draft budget law.

He continued, that the regional government will according to the agreement to put all its oil contracts before the federal government and SOMO, which will in turn audit the expenses of oil in the Kurdistan region and the quantities of export and domestic consumption of them.

He noted that the two sides also agreed that the federal government to send an amount of 454 billion dinars per month to employees in the Kurdistan region, and that the Peshmerga allocations within the allocations of employees and not the Ministry of Defense.

Shafaq News / The head of the Kurdistan Regional Government, Masrour Barzani, said on Saturday that the region is participating, for the first time, in preparing the federal budget with the Iraqi government in Baghdad, noting that the two sides jointly export the disputed Kirkuk governorate oil.

Barzani gave a speech to the people in which he reviewed the most important achievements that were achieved during the first hundred working days of the formation of the government, and pointed out that what has been achieved represents only the beginning.

The Prime Minister said that strengthening relations with the federal government was one of the priorities of the new government formation, stressing that his visit to Baghdad after he supervised the first cabinet meeting represented a goodwill gesture of desire to reach a fair agreement under the constitution.

He continued: "Strengthening relations with Baghdad has a positive impact, not only on the daily life of the citizens of Kurdistan, but also on the daily life of all Iraqis, and the Kurdistan Regional Government is seeking to conclude a comprehensive agreement with the federal government that is in the interest of everyone."

Turning to the file of talks with Baghdad, the Prime Minister said that he has made good progress on four issues, the first of which is to find a fair formula for the Kurdistan share of the financial budget, while the second issue centered on the region's powers and constitutional powers over oil and gas.

As for the third issue, the Prime Minister said that it relates to the disputed areas and mechanisms for resolving them based on the constitution, while the fourth issue was devoted to the Peshmerga forces and ensuring their constitutional rights as part of the defense system for Iraq.

He said: "We are still continuing our discussions with the federal government to decide on these problems, and for the first time the regional government is involved in preparing the early stages of the annual budget for Iraq, and we have made good steps with the Ministry of Finance in this regard."

The Prime Minister stressed that resolving the issue of the Kurdistan Region's share of the federal budget will contribute to the completion of many projects that will serve the citizens of Kurdistan and Iraq in general, noting that there are other developments that have been achieved in the file of relations with Baghdad.

He went on to say that the Iraqi Ministry of Interior has become providing the necessary facilities in granting entry visas for foreigners wishing to visit the Kurdistan Region, pointing out that this step would help foreign investors to go to Kurdistan to work.

He said that the Kurdistan Regional Government provided facilities for the citizens of Iraqi provinces coming to the region, which included the cancellation of the financial fees obtained from issuing the entry card, explaining that the current procedures are now limited to security audits only.

The Prime Minister continued his speech, saying: "We provide all the necessary facilities for the citizens who come from the Iraqi provinces to visit the cities of the Kurdistan Region, and they spend their time in reassurance in light of stability and security in the region."

It is noteworthy that the Kurdistan Regional Parliament elected on June 11, 2019, Masrour Barzani to head the ninth government formation, by a majority of votes. On July 10, 2019, he was sworn in as head of a coalition government with the participation of the main parties, consisting of 23 ministers, including three women.

This is darn close to a miracle (imo). Honestly, sometimes I become discouraged with our investment but this article represents hope to me. This area has come a long way since 2010 (for me), longer for some of you. It appears, according to another posted article, that the U.S. is going to have some say in stopping the stealing and corruption, so again, I’m beginning to feel hopeful again.

The Ministry of Trade denied the approval of commercial lists or certificates of origin for any arms contracts for the Kurdistan region of Iraq unless the central Iraqi government first agreed to those contracts.
Trade said in a brief statement that "many arms contracts relating to the Kurdistan region are returned to our commercial attachés in Washington and other countries. We did not ratify any commercial list or certificate of origin related to these contracts until after obtaining the approval of the central government."
She added, stressing that "since we have not received any approval from the central government on it, and therefore it is not possible to export these weapons to Iraq, and none of the contracts mentioned can be implemented."
The Parliamentary Security and Defense Committee announced months ago that it would form investigative committees regarding the Kurdistan region's import of weapons from Israel without the knowledge of the federal government in Baghdad.
The move described that it was a serious matter and pointed out that "the military laws prevent the region from importing heavy weapons and it is limited to light only." M hn

The European delegation was led by Vincent Bobbio, the official of the European Union Mission Office in the region. Especially the ingredients.
At the beginning of the meeting, the official of Foreign Relations presented a special brief on the latest developments in Iraq, the relations between Erbil and Baghdad and the discussions on budget, oil and security issues, after which he reviewed the visions and views of the Kurdistan Regional Government in order to reach peaceful solutions on all fateful issues with Baghdad. Then he also shed light on humanitarian and security issues, especially terrorism and the conditions of refugees and displaced persons. In this regard, he praised the role of the international coalition in supporting and supporting Kurdistan Peshmerga forces during the war against ISIS terrorists, and providing humanitarian assistance to refugees and displaced persons.
For his part, Vincent Popio presented the position of the European Union in supporting and supporting the Kurdistan Region of Iraq, while reviewing the latest activities and projects for refugees and displaced persons, with the aim of developing and enhancing stability.
In another axis of the meeting, a number of representatives of the European Union Mission in the Kurdistan Region provided an overview of their latest activities, and a number of questions, inquiries and exchanges of views regarding a number of current issues were raised in the meeting.

Shafaq News / After the agreement between Erbil and Baghdad regarding the budget and oil, and after the arrival of the draft budget from the government to the House of Representatives, a delegation from the Kurdistan Regional Government is scheduled to visit Baghdad to meet the political blocs in the House of Representatives, and a representative of the Kurdistan Regional Government in Baghdad said that they will make Efforts to implement the agreement as is.
Representative official Faris Issa said that the agreement was reached between the governments of the region and Baghdad regarding the budget and oil and the general Iraqi budget bill for the year 2020 was to be sent from the Iraqi government to the parliament last week, so the Kurds are awaiting the arrival of the draft law to the council and are making efforts with the blocs The other policy is to pass it as it is.
Issa added that with the arrival of the bill to the parliament, a delegation from the region’s government will visit Baghdad and meet with the political blocs in the Iraqi parliament, adding that this Kurdish political delegation includes representatives of all the Kurdish blocs in the parliament.
He stressed that the agreement between the region and Baghdad is linked to the budget and oil and will be implemented as is.

The Kurdistan Region denied, today, Sunday, the agreement with the resigned Prime Minister Adel Abdul Mahdi to hand over the region 22% of the budget before submitting his resignation, explaining that the agreement provides for the delivery of 250 thousand barrels per day.

The head of the Kurdistan Regional Government’s representative in Baghdad, Faris Issa, said in a press statement that the final agreement reached by the Kurdish delegation with the federal government requires that the region hand over 250,000 barrels per day to SOMO Company in exchange for granting Kurdistan 12.6% of the federal budget that includes the salaries of the peshmerga.


In his statement, Fares denied the authenticity of the news regarding the agreement with Prime Minister Adel Abdel Mahdi before submitting his resignation to hand over the region 22% of the budget.

He added that the implementation of this agreement will be done if the budget for next year 2020 is approved.

On Thursday, December 5, the Minister of Finance of the Kurdistan Regional Government announced that the federal government in Baghdad would deliver 250,000 barrels of crude oil "per day."

The State of Law coalition announced yesterday, Wednesday, its refusal to implement any agreement that the current government will make with the Kurdistan Region, as it is a "caretaker" government.

The Kurdistan Regional Government, after a meeting held on Tuesday, expressed its hope to implement what was agreed with the Federal Ministry of Finance in Baghdad.

According to a statement, the meeting expressed its hope to implement what was agreed upon between the two sides, and also urged the Kurdish blocs in the House of Representatives and other blocs to support the preparation of the subsequent stages during the discussion of the draft budget, including securing constitutional rights and financial entitlements to the Kurdistan region.
