Hi there LB, trust all is well.

 

It is sad and to think people have to endure this crap for years and these guys are living good. This is not going to get done unless the protests get louder or one or two of the MP gets shot. Then maybe they will start taking this seriously.

ERBIL — The Kurdistan Regional Government (KRG) and Iraqi federal government are closer to a final agreement which would address their oil and budget disputes, said Erbil’s envoy.

Earlier on Saturday, a high-level delegation from the KRG visited Baghdad where they held a meeting with Iraqi Prime Minister Adil Abdul Mahdi.

KRG’s representative in Baghdad described the meeting as “one of the best so far”.

“They [Erbil and Baghdad officials] discussed a framework for KRG’s submission of 250,000 barrels of oil to the Iraqi government,” Fars Issa told BasNews.

He revealed that an Erbil delegation is scheduled to visit Baghdad again on Monday this week to discuss the disputes related to Iraq’s 2020’s budget bill before it could be sent for parliament’s approval.

Kurds may start oil delivery in 2010

BAGHDAD (Reuters) - Iraq's semi-autonomous Kurdistan region may start delivering 250,000 barrels per day of oil to the federal government in Baghdad by early 2020, Iraq's oil minister said in a television interview late on Thursday. The oil will be delivered to the Iraqi Oil Marketing Company (SOMO), which will export it via a pipeline to the Turkish port of Ceyhan. The deliveries were to begin under an agreement reached two years ago.

"The provincial government is committed to delivering at least 250,000 barrels per day to the Iraqi Oil Marketing Company (SOMO) for sale in Ceyhan, Turkey ... and resources (revenues) like other resources ... come to the federal budget," he said. The region produced 440 thousand barrels per day last month.

Kurdistan's oil exports have long been a source of friction with Baghdad. The Kurds, who control Iraq's only northern pipeline, have been exporting oil independently since 2013. Exports from Kirkuk resumed in 2018 after a year-long suspension following an unsuccessful attempt by the region for independence. Note that the bulk of that oil ends in the Israeli port of Ashkelon (as will be explained in below)!

Exports from smaller oil fields controlled by the KRG continued. Relations with the governments of Baghdad and Erbil, the capital of the Kurdistan region, have improved.

As part of the 2018 and 2019 budgets, the KRG agreed to send 250,000 barrels per day to federal authorities in return for Baghdad's payment of government employees' salaries, but this has not been implemented.

The minister said that the federal budget law of 2019 is very clear on the rights and obligations of the parties, the federal government and the regional government, adding that the Kurds have not sent any oil so far.

He said this could change in 2020 and he told SOMO officials to “prepare themselves to receive 250,000 bpd from the beginning of next year because that is what I understand so far from understandings”. He said a delegation of ministers from the region is scheduled to arrive in Baghdad on Sunday to discuss budget issues.

ARBIL (Kurdistan 24) - A government delegation that held talks with the Iraqi government will visit Baghdad on Monday, a government spokesman said.

Adel said at a press conference that the negotiating delegation with the Iraqi government met with the Kurdistan Regional Government headed by Masrour Barzani to brief the government on the details of talks with Baghdad and consultation in response to the federal government.

A delegation from the Kurdistan Regional Government in the past two days a series of detailed discussions with senior officials of the federal government.

The talks focused on several files, the most important of which is the share of the Kurdistan region of the federal budget for 2020 and the salaries of the employees of the region as well as the oil file.

The delegation, which visited Baghdad, consisted of Minister of Finance and Economy Awat Sheikh Janab, Regional Minister Khalid Shwani, Chief of Cabinet Omid Sabah and Secretary of the Council of Ministers of the region Aman Rahim.

The Kurdish delegation's visit to Baghdad is the first since anti-federal protests began in the capital and southern cities last month.

The move comes within the framework of visits exchanged by both sides after the improvement of relations between them, although many differences remain.

Fars Mousa told BasNews that the delegation will meet with Iraqi Minister of Finance to resolve the remaining disputes over KRG’s share from the 2020’s budget.

“They are expected to sign a deal after the meeting,” Mousa pointed out.

Another Kurdish delegation visited Baghdad on Saturday where they met with Iraqi Prime Minister Adil Abdul Mahdi and discussed the oil and budget disputes.

Mousa previously described Saturday’s visit to Baghdad as “one of the best so far”, noting that Erbil and Baghdad are close to a final agreement.

ERBIL (Kurdistan 24) – Marking the second visit since nationwide protests began in October, a delegation from the Kurdistan Regional Government (KRG) is due to arrive in Baghdad to hold further talks on issues of mutual concern, a KRG official said on Sunday.

KRG spokesperson Jutiyar Adil said during a press conference in Erbil on Sunday that the Kurdish negotiating delegation met and briefed Prime Minister Masrour Barzani on the progress made during talks with Baghdad.

The KRG delegation went to Baghdad on Saturday and held a series of meetings with senior Iraqi officials, including Prime Minister Adil Abdul Mahdi. The talks focused on several issues, the most important of which includes the oil file, the KRG share of the national budget for 2020, and the salaries of the Kurdistan Region’s public servants.

The Kurdish delegation consisted of Minister of Finance and Economy Awat Sheikh Janab, Minister of the Region for Negotiations with Baghdad Khalid Shwani, as well as several other senior KRG officials.

Speaking to Kurdistan 24 on Saturday, KRG representative to Baghdad Faris Issa said Erbil and Baghdad are “near a solution” regarding issues related to the KRG’s share of the national budget and salaries of public servants.

“The salary of employees will not be cut. This is a red line for us, and there is a good understanding on the issue of oil delivery,” he said.

Saturday’s trip to Baghdad marks the first once since anti-government protests began in the capital and spread to southern cities at the start of October. Amid a violent crackdown, over 325 protesters have been killed and close to 16,000 others have been wounded.

Following a near-total breakdown of ties between Erbil and Baghdad in late 2017, the governments have converged on a range of issues, especially after Abdul Mahdi came into office in late 2018. Talks struck a pause recently as Baghdad’s focus shifted due to the protests that are still ongoing.

Negotiations on oil and gas exports have been among key issues between the two governments. The autonomous Kurdish government has exported its oil independently since 2013.

Following the post-referendum fallout, the KRG agreed to send 250,000 barrels of oil per day (bpd) to Baghdad in exchange for the payment of civil servants’ salaries and other budgetary disbursements.

The KRG has yet to implement the oil article.
