During a visit to the branch of the Central Bank of Iraq in the Kurdistan region, a high-level banking delegation discussed on Thursday the most important challenges that hinder banking performance and curtail its role in achieving development and supporting projects.

The delegation was headed by the President of the Association of Iraqi Private Banks, Wadih al-Handal, and the Chairman of the Board of Directors of Erbil Bank and a team of the Association of Banks in the region.

The delegation held upon arrival an important meeting with the Director General of the Central Bank in the region and the presence of the Central Bank of Iraq adviser and a number of senior officials.

The meeting decided to address the decision of the Tax Authority in the region, which ordered the closure of one of the branches of the Bank of Erbil in contravention of customs and laws under the pretext of non-payment of taxes the bank owed to the Commission.

In turn, the Chairman of the Board of Directors of Erbil Bank presented the evidentiary receipts for tax accounting.

The participants appealed to the Government of the Territory through the Minister of Finance to lift the injustice from the Bank of Erbil and to the detriment of the reputation of private banks.

The meeting stressed that the issue of settling the problem of double taxes has been resolved between the region and the Center and that the Banking Law requires coordination with the Central Bank before taking any action towards banks.

The Ministry of Finance and Economy of the Kurdistan Regional Government, on Wednesday, to distribute the salaries of employees of the region after the arrival of funds from the federal government in Baghdad. 
A source in the ministry said in a statement singled out (Mawazine News) that "the ministry began to distribute the salaries of the Ministry of Peshmerga and its departments, while the salaries of other ministries will be distributed according to the monthly schedule."

He added that "the Ministry of Finance in the Kurdistan Regional Government yesterday received an amount of 454 billion dinars allocated from the federal government, which was deposited in the Central Bank of Erbil branch has been direct distribution from the beginning of the day."

ERBIL (Kurdistan 24) – Mohammed Bin-Zayed, the Crown Prince of the Emirate of Abu Dhabi, received Kurdistan Region President Nechirvan Barzani on Sunday in the United Arab Emirates. 

A meeting between the two leaders took place following Barzani's arrival in Abu Dhabi the previous evening. They discussed a wide range of topics, including security in Iraq and the economies of both nations.

Both spoke about improving ties between the two and boosting investment from the Emirati private sector into the Kurdistan Region, and from there to the rest of Iraq.

Bin-Zayed, who is also Deputy Supreme Commander of the United Arab Emirates, and Barzani both emphasized the importance of keeping a close eye on security, peace, and political stability in Iraq and the region in general.

They also covered the current state of Erbil-Baghdad ties, stressing the importance of dialog to solve ongoing disputes between the two. 

The meeting concluded with a discussion on the continued threat of the Islamic State and other terrorist groups in Iraq and Syria, stressing the importance of ongoing local and international coordination to prevent the resurgence of the radical ideologies behind such organizations.

Erbil and Baghdad to Resume Budget Talks: Envoy

ERBIL — The Kurdistan Regional Government (KRG) and federal government of Iraq will resume negotiations on the 2020’s budget bill in the coming days, said KRG envoy to Baghdad.

Faris Issa told BasNews that delegations from both Erbil and Baghdad are ready to embark on a new round of talks on budget.

He explained that the budget talks will be followed by separate negotiations on issues pertaining to census, Peshmerga affairs, and energy.

Following the formation of the new cabinet for the KRG, Prime Minister Masrour Barzani formed committees to begin talks with Baghdad and urgently find solutions to the prolonged disputes between Erbil and Baghdad.

The KRG has said repeatedly that the Erbil-Baghdad disputes should be resolved in accordance to the Iraqi Constitution.

ERBIL — The Kurdistan Regional Government (KRG) is optimistic that its talks with Baghdad on the 2020 budget bill will lead to an agreement, a spokesperson said.

Since the formation of the new cabinet of the KRG earlier this year, Erbil and Baghdad have embarked on serious talks to address the outstanding disputes, including Iraq’s national budget and KRG’s share.

Speaking to BasNews on Monday, KRG Spokesperson Jutyar Adil said that the budget talks remain open, and that Erbil is optimistic about a desired outcome in the end.

He reiterated that the disputes between regional and federal governments should be addressed in accordance to the Iraqi Constitution.

KRG representative to Baghdad told BasNews earlier today that the budget talks are expected to be resumed “in the nearest future”.

He explained that Erbil has concluded the preparations to dispatch specialized delegations to resume the talks.

President Barham Saleh met on Wednesday with the President of the Kurdistan region, Nechirvan Barzani, in Baghdad.
An informed source told (Mawazine News), "President Barham Saleh received today, in the Peace Palace in Baghdad, the President of the Kurdistan region, Nechirvan Barzani."
The Information Office of the Prime Minister, in a statement earlier, that "Prime Minister Adel Abdul Mahdi received the President of the Kurdistan region, Nechirvan Barzani."
A government source said today, "The President of the Kurdistan region Nechirvan Barzani arrived this morning, on an unannounced visit to the capital Baghdad."
The visit comes in the light of what is witnessing in Baghdad and several provinces of the movement of angry protests demanding early elections and amendment of the Constitution and the dismissal of the government.

1400 applicants covered with social protection salaries in Kirkuk

ERBIL — Kurdistan Region President held separate meetings with Iraqi President Barham Salih, Prime Minister Adil Abdul Mahdi, and Parliament Speaker Mohammed al-Halbousi on Wednesday.

Barzani arrived in Baghdad earlier the day, reportedly to discuss the latest political developments in the country, as well as the Erbil-Baghdad relations.

BasNews has learned that ongoing protests in Baghdad and other southern provinces of Iraq was also on the agenda of Barzani’s meetings.

Details of the discussions are yet to be revealed to the media.

Barzani is accompanied by Vice Presidents Jafaar Sheikh Mustafa and Mustafa Said Qader in his visit to Baghdad.

The head of the Kurdistan region, Nechirvan Barzani, ended on Wednesday meetings with the three presidencies in the capital Baghdad.

Barzani and his deputies arrived this morning in Baghdad and proceeded immediately upon arrival to meet with Prime Minister Adel Abdul Mahdi.

Barzani also met with Speaker of the House of Representatives Mohammed Halbousi and President Barham Saleh.

Barzani discussed with the presidencies the situation in Iraq as well as the differences and outstanding issues between Erbil and Baghdad.

Barzani is scheduled to hold a fourth meeting with the leader of the "national wisdom" Ammar al-Hakim.

This is the second visit by Nechirvan Barzani to Baghdad since assuming the presidency of the Kurdistan region.

The head of the national wisdom movement, Mr. Ammar al-Hakim, discussed with the President of the Kurdistan region, Nervan Barzani, the latest political situation in Iraq and the region, and the file of demonstrations and demands of demonstrators and ways to achieve them in order to provide services and employment opportunities and contribute to the reform of the political process.

ERBIL, Kurdistan Region — President of the Kurdistan Region Nechirvan Barzani made an unannounced visit to Baghdad on Wednesday to meet Iraq’s prime minister, president, and parliament speaker to discuss Erbil-Baghdad relations and the month-long protests that have engulfed Iraq’s south and center.

Meetings with Iraqi Prime Minister Adil Abdul-Mahdi in Baghdad on Wednesday morning, then with Speaker of Parliament Mohammed al-Halbousi, were followed by discussions with President Barham Salih at Salam Palace.

The visit takes place amid ongoing protests in Iraq’s south and center that began on October 1, demanding an end to corruption, unemployment, and nepotism, among other grievances.

Protesters have been met with violent repression, including the fire of live rounds of ammunition and of military-grade tear gas canisters that have pierced the skulls of over 10 Iraqi protesters.

At least 319 people have died and more than 15,000 people have been injured, according to the Iraqi High Commission for Human Rights in the protests.

Protests have evolved to demand a complete overhaul of Iraq’s electoral laws, electoral commission, and amendments to the 2005 national constitution.

Some Kurds have expressed worry about potential amendments to a constitution which enshrined their autonomy in the Iraqi state and increased their national political influence.

This prompted Barzani to meet with Salih and senior Kurdish political officials in Erbil to discuss the developments last week

The Kurdistan Region president has stood by the Iraqi prime minister, who has been in office for less than year, saying he needs more time to deliver change in Iraq.

Abdul-Mahdi is generally considered to be sympathetic to Kurds, especially in comparison to his predecessors. 

Despite the warm relations, there remain some outstanding issues between the Kurdistan Region and the Iraqi government. The Region’s independent oil sales, budget disagreements, and the issue of the disputed territories continue to be points of contention.

Ashwaq Jaff, a former Kurdistan Democratic Party MP in the Iraqi parliament, told Rudaw on Wednesday that there are serious fears among Kurdish officials that the Region’s standing could be dented, as some Iraqi political actors weaponize Iraqi anti-corruption protests to push for constitutional changes.

“We all know that Iraqi rulers of past terms, especially the second and third terms [former prime ministers Nouri al-Maliki and Haider al-Abadi] tried hard to do away with the Kurdistan Region as a [federal] entity … whether through amending the constitution or force. But they didn’t succeed,” Jaff asserted.

With the protests in Iraq showing no signs of abating, US Secretary of State Mike Pompeo spoke with Abdul-Mahdi on Tuesday, condemning the use of violence on protesters and urging the Iraqi premier to address their demands. 

“The Secretary deplored the death toll among the protesters as a result of the Government of Iraq’s crackdown and use of lethal force, as well as the reports of kidnapped protesters. Secretary Pompeo urged Prime Minister Abd al-Mahdi to take immediate steps to address the protesters’ legitimate grievances by enacting reforms and tackling corruption,” according to a US State Department readout.

“He reaffirmed the United States’ enduring commitment to a strong, sovereign, and prosperous Iraq, as outlined in our bilateral Strategic Framework Agreement,” added Pompeo.

post-call readout from Abdul-Mahdi, however, presented the discussion as taking a less condemnatory tone.

“The Secretary of State of America affirmed the support of the United States of America to his Excellency the Prime Minister and the Iraqi government, and the desire to bolster… affirming the right of peaceful protests in light of the democratic system of Iraq and supporting Iraqi security forces,” according to the prime minister. 

As Iraqi security forces continue their crackdown on protesters, tribal leaders, activists and protesters in Basra demanded that the city’s judiciary and police release all detained protesters within 48 hours. Hundreds of Iraqis have been detained since the protests began.

“We want them [detained protesters] released now, now, now in a period that doesn’t exceed 48 hours,” the Basra collective said in a Tuesday statement.

In a reiteration of comments made yesterday, Muqtada al-Sadr, an influential cleric and main rival of Abdul-Mahdi, urged security forces to exercise restraint and called on protesters to prevent American intervention in their movement.

“The honorable security forces … should not harm protesters and demonstrators, but they should push away infiltrators and the undisciplined, who assault the revolutionaries by killing, kidnapping, sniping them,” Sadr said.

“The revolutionaries have to fend off the ghost of external American or other interventions, and even [the intervention of] some activists sitting behind their keyboards, whose fingers are moved based on the colonial agendas of America and others,” he added.

ERBIL (Kurdistan 24) – The President of the Kurdistan Region, Nechirvan Barzani, on Wednesday arrived in Baghdad at the head of a delegation that met with the top three Iraqi officials amid an apparent lull in nationwide protests that began on October 1 and continued into November.

Erbil-Baghdad relations was one of the main topics of discussion between President Barzani and Iraqi President Barham Salih, Prime Minister Adil Abdul Mahdi, and Parliamentary Speaker Mohammed al-Halbousi.

In efforts to mend ties that deteriorated in late 2017, talks between the federal government of Iraq and the Kurdistan Regional Government (KRG) had been ongoing until September, approaching a concrete understanding between both sides. However, dialogue struck a pause due to Baghdad’s shift in focus to address violence-ridden protests in October.

A widespread violent crackdown by members of the security forces and paramilitaries resulted in the deaths of at least 300 protesters and injury to over 12,000 others in various Iraqi cities, with many of the casualties being in the capital.

As the violence continued, Abdul Mahdi repeatedly called for calm and tried to placate protests by offering a reform package that purports to address the grievances of a class of citizens who see the ruling political elite as corrupt and incapable of meeting their daily needs.

During his meeting with Abdul Mahdi, Barzani reaffirmed the Kurdistan Region’s “support for Iraq’s security and political stability, and the steps taken by [Baghdad] to reform and meet the legitimate demands of citizens.”

The President also highlighted bilateral Erbil-Baghdad relations and the need for “dialogue to solve outstanding issues and the progress achieved in this direction.” He noted that coordinated efforts are required to prevent a resurgence of terrorism, especially in vulnerable areas, namely the disputed territories.

Amendments to Constitution

In his meeting with President Salih, Barzani discussed “amendments planned for the Iraqi constitution,” deputy speaker Bashir Haddad told reporters in Baghdad. This is part of Baghdad’s reform agenda, with a recently-formed parliamentary committee dedicated to writing amendments.

Haddad pointed out that Barzani affirmed during his meeting with Salih the region’s “support for any constitutional amendments that serve Iraq and ensure better services to the Iraqi people in general.”

Erbil has, however, previously expressed that the current woes of the country are not due to the contents of Iraq’s founding document following the fall of the former regime in 2003. Rather, they have arisen because the Constitution’s stipulations have not been implemented.

Barzani reiterated this position during his meeting with Speaker Halbousi, saying “any amendments to the Constitution must serve the interests of Iraq, the country’s stability, and protect the constitutional rights of the Kurdistan Region and all of Iraq’s components in general.”

The Kurdistan Region has also stated its firm rejection of any amendments that affect the rights of Kurds and the powers of the KRG.

ERBIL (Kurdistan 24) – The President of the Kurdistan Region, Nechirvan Barzani, warned on Wednesday that the deteriorating situation in Iraq could affect the Kurds as well, and affirmed that Erbil is ready for “any cooperation or coordination to resolve the issues,” a statement from his office said.

Barzani had expressed his concerns regarding the current unrest in central and southern Iraq during a series of meetings with senior leaders of the country in Baghdad, where fresh violence resurfaced on Thursday as the security forces cracked down on protesters.

Widespread violent repression by members of the security forces and paramilitaries has resulted in the deaths of at least 300 protesters and injury to over 12,000 others in various Iraqi cities, with many of the casualties being in the capital. Four demonstrators were killed and at least 50 others were wounded on Thursday.

Arriving in Baghdad on an unannounced visit on Wednesday, Barzani initially met with top Baghdad officials, including Prime Minister Adil Abdul Mahdi, President Barham Salih and Parliament Speaker Mohammed al-Halbousi.

 

Continuing his meetings that same day, Barzani met with senior politicians and officials, including the leader of the National Wisdom Movement, Ammar al-Hakim, the head of the Fatah Alliance, Hadi al-Amiri, the head of the political body of the Sadrist movement, Nassar al-Rubaie, the chief of the State of Law Coalition, Nouri al-Maliki, and the leader of the National Coalition Iyad Allawi.

In a statement issued by his office, Barzani reiterated during the meetings Erbil’s “support for the security and political stability of Iraq.” He added that “Iraq’s situation affects the whole country, including the Kurdistan Region,” and called on all sides “to take responsibility in dealing with the situation, reform and solve problems.”

President Barzani had discussed with all senior leaders the ongoing unrest throughout the central and southern cities, “their causes and consequences, ways to solve issues and meet the legitimate demands of citizens, and expectations for the future of the political process in the country.”

In his meeting President Salih on Wednesday, Barzani discussed “amendments planned for the Iraqi constitution,” deputy speaker Bashir Haddad told reporters in Baghdad. This is part of Baghdad’s reform agenda, with a recently-formed parliamentary committee dedicated to writing amendments.

Haddad pointed out that Barzani affirmed during his meeting with Salih the region’s “support for any constitutional amendments that serve Iraq and ensure better services to the Iraqi people in general.”

Erbil has, however, previously expressed that the current woes of the country are not due to the contents of Iraq’s founding document following the fall of the former regime in 2003. Rather, they have arisen because the Constitution’s stipulations have not been implemented.

Barzani reiterated this position during his meeting with Speaker Halbousi, saying “any amendments to the Constitution must serve the interests of Iraq, the country’s stability, and protect the constitutional rights of the Kurdistan Region and all of Iraq’s components in general.”

The Kurdistan Region has also stated its firm rejection of any amendments that affect the rights of Kurds and the powers of the Kurdistan Regional Government.

SULAIMANI — Kurdistan Region Vice President Mostafa Said Qadir said Thursday (November 14) that the necessary committees have been formed to resolve the ongoing disagreements between Erbil and Baghdad.

On Wednesday, President Nechirvan Barzani led a delegation that included his vice presidents to Baghdad and met with Iraqi President Barham Salih, Prime Minister Adil Abdul Mahdi, Speaker of the Council of Representatives Mohammed al-Halbusi, and a number of federal political leaders.

“The necessary committees have been formed [to resolve] the suspended issues between the Kurdistan Region and the Iraqi government,” Qadir said.

Regarding the employees’ payments from Baghdad, he added the Kurdistan Region's leaders hope that the issue will be tackled in the interest of the Kurdistan Region.

The Region's delegation also discussed current developments in Iraq with Abdul Mahdi, including the protests in Baghdad and the southern provinces, according to a statement by the region’s presidency.

It was Barzani’s second visit to Baghdad since his inauguration as President of the Kurdistan Region in June.

A spokesman for the Kurdistan Democratic Party, Aram Balti, said Wednesday   Blachart works according to orders dictated to them and most of those present during the visit Blachart were resentful of her words.

"The political forces must take responsibility and carry out reforms. We are key partners in Iraq and we will take our full responsibility," Balti told Al-Ahd television.

He continued: "We support Abdul-Mahdi and we will correct the course of the system and do not want to return to the old form of central government and we will defend the federal system."

He pointed out that "Parliament did not stand a stumbling block to any proposal or law or amendment and we will work to reform the system and we are part of the same Iraq."

He added, "We are ready to proceed with the interests of the Iraqi citizen and we will cooperate with all political forces to reach a solution from this crisis." is over/ 6

LMAO!!! What you really mean we need some fresh faces to further the stall. The poor sheep of Kurdistan and Iraq have been lied to for so many years that these thugs can tell them anything an expect them to believe it.

It appears though from the bloody bodies in the streets that this time around the sheep might have had enough.
