Erbil and Baghdad had reached an agreement on the oil and budget disputes, the Iraqi Oil Minister Thamir Ghadhban announced.

 

In remarks on Monday after a meeting with a delegation from the Kurdistan Regional Government (KRG), Ghadhban said Erbil will begin to hand in oil to Baghdad on January 1, 2020, adding that the federal government and the KRG agreed that Erbil would start sending 250,000 barrels of oil to Baghdad daily from January onwards. 


He went on to say that they also discussed the efforts to prepare the budget bill for the year 2020.


The deal came after several meetings between officials from the KRG and the federal government for talks on the issues of oil and budget.

ERBIL (Kurdistan 24) – The Kurdistan Regional Government (KRG) reached an agreement with Iraq's federal government regarding oil revenue sharing, which will reportedly be implemented in January 2020, according to the country's Minister of Oil.

A delegation from the KRG visited Baghdad this week for a second round of talks regarding disputes between Erbil and Bagdad. Thamer al-Ghadhban, Iraq's Oil Minister, announced in a press conference following the meeting with the Kurdish delegation on Monday that "preparations for the 2020 budget bill" included discussions regarding an oil revenue sharing agreement and that "both sides reached a common understanding."

At the same time, Nouri Sabah al-Dulaimi, Iraq's Planning Minister, stated that the meeting between the KRG delegation and the Iraqi federal government witnessed positive developments and established a basic understanding as a foundation for future negotiations.

Al-Dulaimi also said that they were planning to meet next week as well to further discuss the remaining issues between Erbil and Baghdad and reach a final agreement, which is to be implemented in the new year. 

It was reported that according to the new oil agreement between the two governments, the KRG is to hand over 250,000 barrels of oil per day (bpd) of its oil to Baghdad, formalizing a previous accord.

The KRG delegation flew down to Baghdad on Saturday and held a series of meetings with senior Iraqi officials, including Prime Minister Adil Abdul Mahdi. The talks focused on several issues, the most important of which included the oil file, the KRG's share of the national budget, and the salaries of the Kurdistan Region's public servants.

Following a near-total breakdown of ties between Erbil and Baghdad in late 2017, the governments have converged on a range of issues, especially after Abdul Mahdi came into office in late 2018. Talks struck a pause recently as Baghdad's focus shifted due to the protests that are still ongoing.

Negotiations on oil and gas exports have been among key issues between the two governments. The autonomous Kurdish government has exported its Oil independently since 2014.

Following the post-referendum fallout, the KRG agreed to send 250,000 bpd to Baghdad in exchange for the payment of civil servants' salaries and other budgetary disbursements.

Independent Iraqi politician and activist Mehsad Jamal al-Din sent an open letter to the head of the Kurdistan Democratic Party (KDP), Massoud Barzani, about the "abuse and infiltration" of people from Erbil on the supreme religious authority and its positions.

If you do not accept it and you do not accept, why accept from you and your party to host the abusive faces of Najaf! You will never find a single bird singing from Erbil or Dohuk, contrary to the political orientations of Mr. Barzani's party. "
He continued, "Mr. Massoud Barzani, how could a generalized Shiite cleric to look through satellite channels and infringe on the reference place of Mr. Sistani in Najaf without your consent! Or at best was his appearance in coordination with your party, how ?! And we did not notice one Kurdish figure - Arab - Turkmen through the satellite channels from Erbil to criticize Saudi policy, for example! Why? Because your strict guidance prevents this and follow your party leaders to your guidance does not allow criticism of the Kingdom's politics in the Iraqi scene .. Why allow you and your party to encroach on Najaf from Erbil!
Barzani's response to Jamal al-Din's message: "We have seen your letter and appreciate the respect of which came with the utmost respect and unfortunately we were outside the region did not have access to the details of your letter."
He added, “We affirm our great respect and pride in the religious authority and its historical role which has been witnessed since the days of Grand Ayatollah Sayyed Mohsen al-Hakim to this day.

issued the Ministry of Peshmerga four decisions prevented its employees from working in them.
The book banned members of the Peshmerga forces and party work in the ministry, as well as banned any political or party activity in the ministry.
The resolutions also included the suspension of any political punishment within the military establishment and the receipt of funds on the basis of partisan backgrounds.

The President of the Kurdistan region, Nechirvan Barzani, on Tuesday, a third visit to the delegation of the Kurdistan region to Baghdad to resolve the contentious problems between the two parties.
Barzani said in a speech during his visit to the grave of former President Jalal Talabani, "the delegation of the provincial government made two visits to Baghdad, and will visit again next week in order to reach an agreement on the issue of oil exports and the general budget."
He pointed out that "relations between Erbil and Baghdad are good and continue to cooperate with Baghdad to overcome the current situation."

Parliamentary Finance: Baghdad will not send salaries saved to the region
According to the meetings of the Parliamentary Finance Committee, Ahmed Haj Rashid, said that according to meetings held a few days ago between the delegation of the Kurdistan region and the federal government, the payment of salaries of employees of the region next year will continue by Baghdad.
Haji Rashid said, "The condition of Baghdad to continue to send salaries is the delivery of 250 thousand barrels of oil per day by the Kurdistan region to the company SOMO, and the regional government expressed its readiness to commit to this."
As for sending a budget for salaries saved to the employees of the Kurdistan region by Baghdad, Rashid added, "The talk that Baghdad will send the salaries saved baseless and according to the law, the Kurdistan Regional Government to spend the entire savings of salaries to employees."

(Independent)… Deputy Prime Minister and Oil Minister Thamer Ghadhban, reached an agreement with the Kurdistan region on the federal budget for 2020.

This came after a delegation from the Iraqi government met with a delegation from the Kurdistan Regional Government to discuss the draft Iraqi budget law.

In an interview with reporters after the meeting, Minister Thamer Ghadhban said, “A preliminary agreement has been reached that I can personally describe as final. Daily.

 

Relations with Baghdad and Erbil, the capital of the Kurdistan region, have improved.

As part of the 2018 and 2019 budgets, the Kurdistan Region agreed to send 250,000 barrels per day to federal authorities in return for Baghdad's payment of government salaries.

Minister Thamer Ghadhban said that the process of receiving oil from Kurdistan will be from 1/1/202.

He added, that a meeting will be prepared next week in which representatives from the region to discuss the draft budget law and in order to finalize it and send it to the Council of Ministers for discussion and approval and then sent to Parliament to be legislated and become a law. (End)

Barzani in Sulaimani to mend Gorran-PUK ties, build united Kurdish front in Baghdad

ERBIL, Kurdistan Region – Nechirvan Barzani, the Kurdistan Region president, was in Sulaimani on Tuesday to mediate between the Change Movement (Gorran) and the Patriotic Union of Kurdistan (PUK) and to appeal for their help building a united Kurdish front in the Baghdad parliament.

“Today I have come alongside the two vice presidents to reiterate the message that all of us should work together to obtain the rights of the people of Kurdistan,” Barzani told reporters following a visit to the grave of late Iraqi president and PUK leader Jalal Talabani.

“Our main priority now is to create anonymity in Baghdad. If everyone – KDP, PUK or Gorran or someone else – works alone, then we cannot achieve anything,” he added, calling for a new “Kurdistani Alliance”.

Barzani, accompanied by his two VPs Shiekh Jaffar Shiekh Mustafah and Mustafah Sayid Qadir, first headed to Gorran’s HQ atop Sulaimani’s Zargata Hill, where he laid a wreath at the grave of Gorran founder Nawshirwan Mustafah. He later met with the PUK politburo, and laid a wreath at Talabani’s grave.

One of the aims of the visit was to help rectify the fractured relationship between Gorran and the PUK, who are partnered with Barzani’s Kurdistan Democratic Party (KDP) in the Kurdistan Regional Government (KRG).

Late in the evening on May 12, 2018, just hours after polls closed in Iraq’s parliamentary election, PUK forces, allegedly under the command of VP Shiekh Jaffar Shiekh Mustafah, fired upon Gorran’s HQ on Zargata Hill.

Already tense relations between the PUK and Gorran went into meltdown. 

Gorran is a PUK splinter party, founded in 2009 by Mustafah, at that time a prominent PUK leader. The party pulled the rug from under the PUK and became the dominant electoral force in Sulaimani.

The PUK and Gorran signed a 25-article pact on May 17, 2016 in the presence of the late PUK leader Talabani and late Gorran leader Mustafah, arousing hopes of an eventual merger of the two parties.

However, on December 2017, Gorran suspended its strategic agreement with the PUK, accusing the party of failing to adhere to its commitments. Whatever hopes remained in salvaging the deal appear to be spent.

The PUK has already apologized for the May 12, 2018 incident and PUK officials have paid several visits to Gorran HQ. Relations, however, have never been fully restored.

Gorran has launched a lawsuit against Shiekh Jaffar for his alleged role in the incident and has demanded an apology. With Barzani’s mediation on Tuesday, Gorran appears to have got the apology it was looking for.

“He honestly said that he apologizes for whatever he has done before,” Shamal Abdulwefa, a member of Gorran’s Executive Council, told Rudaw.

Shiekh Jaffar told Rudaw: “There is nothing wrong with it. Our relations were good, and they will be even better.” He did not confirm the apology.

Unity is very important for the semiautonomous Kurdistan Region in order to negotiate with the Iraqi federal parliament in Baghdad from a position of strength. Such unity is now more urgent than ever, as protests rock the Shiite-majority south.

“It was a very good and morale [lifting] visit… This is one of the positive visits aimed at peace at home and how we can coordinate with Iraq,” Gorran’s Abdulwefa told Rudaw

“The peace-making and normalization of ties between us and the PUK has started. We have made some steps before, but this will be an even better start,” he added.

Dilshad Shahab, Barzani’s adviser, told a press conference in Sulaimani: “As you know the Regional Presidency has put forth the program to unite and bring together the political parties of Kurdistan.” 

“Amid the conditions the Region and Iraq are faring, all of the people of Kurdistan together expect unity of from the political parties. The Kurdistan Regional Presidency has assumed this role,” he added.

“The Regional Presidency, as the umbrella under which all sides meet, as the biggest national institution and highest executive authority, is undertaking this role,” Shahab added. This will be especially important during federal budget talks.

In the past two months, the Kurdistan Region president has met several times with the leadership of various Kurdish parties to build the united Kurdish front ahead of Baghdad talks addressing the budget and constitutional amendments.

The current 2005 constitution of Iraq is considered an achievement by Kurds. Its amendment has raised fears that the federal status of the Region enshrined by the constitution could be jeopardized.

Kurdish leaders have said it is not the constitution that prevents protesting Iraqis from enjoying a better standard of living but Baghdad's failure to implement the constitution

“If we all get together and add up our numbers, you can see that we have a good number in the Iraqi parliament. One of our priorities now is for this [Kurdish] alliance to be established in Baghdad,” Barzani said Tuesday in Sulaimani.

“The stance of the Kurdistan Region is that it is ready to discuss any constitutional amendment that improves the lives of the people of Iraq generally,” he said.

KRG relations with the federal government are doing well, Barzani said. Erbil and Baghdad reached an initial agreement on Monday for the Kurdistan Region to supply a quota of oil in exchange for its share of the federal budget

SULAIMANI — Commenting on the future of Prime Minister Adil Abdul Mahdi, Kurdistan Region President Nechirvan Barzani said on Tuesday (November 26) that issues in Iraq would not be solved by changing one person.

Speaking to reporters following a meeting with Change Movement (Gorran) officials, Barzani said Iraq's challenges have long antecedents.

“Adil Abdul Mahdi has been the Prime Minister of Iraq for only one year and the issues are old issues. We do not think they will be solved by the change of one person,” he said.

Barzani added the Kurdistan Region would participate in amending laws that prevent the provision of services for Iraqis in general.

“Iraqis deserve a better life,” he noted.

Anti-government protests erupted in early October and have swollen into the largest demonstrations since the fall of Saddam Hussein in 2003. Security and medical sources said more than 340 people had been killed in the protests.

Barzani said a Kurdistan Regional Government delegation would meet their federal counterparts in Baghdad next week to discuss the region’s share of the federal budget for 2020.

The Iraqi and Kurdish officials reached an agreement to resolve on ongoing dispute over oil on Monday.

Minister of Oil Thamer Ghadhban told reporters that the Kurdistan Region had agreed to export 250,000 barrels of oil per day through Baghdad to Turkey’s Ceyhan next year in a belated implementation of the 2019 federal budget law.

Oil is just one of several persistent disagreements between the two governments, which also include security and the disputed areas.

BAGHDAD: The federal government and the Kurdistan Regional Government will sign on Sunday, an agreement on the fiscal budget for 2020.
The source told (Euphrates News) that "it is scheduled to sign Baghdad and the region on Sunday, an agreement on the share of the region in the general budget, but it is not clear whether the agreement will be on 12, 14 or 17% as a share of the region in the budget."

Political parties described the oil agreement between the federal government and the Kurdistan region as "vague" so far, while confirmed its intention not to hand over any money to the region unless it delivers the estimated quantities of oil estimated at 250 thousand barrels per day to the Iraqi oil marketing company "SOMO".

 
The head of the Committee on Oil, Energy and Parliamentary Natural Resources, Hipet Halbousi, in an interview with "morning" that the Committee learned of the details of the agreement through the media, and has not yet received any official letter of the text of the agreement, which took place between the delegation of the region, which recently visited Baghdad and the federal government.

For his part, the committee member Ghalib Mohammed Ali counted the oil agreement between the federal government and the region as "vague" and do not know any clear details on this subject.

The member of the House of Representatives Abbas Zamili has shown that the problem of non-compliance by the Kurdish side of the oil agreement is eternal, and due to the weakness of the government side in this matter.
Zamili explained, for the "morning", that the region is reluctant to deliver the planned share of oil to the federal government in the budget of 2019, while the government delivered the salaries of its employees in full.
He said that the House of Representatives will have a firm position in the 2020 budget not to hand over any money unless the region delivers its full share of crude oil to the government Federal.

KRG Delegation to Visit Baghdad for Drafting Iraq’s 2020 Budget BillERBIL — A delegation from the Kurdistan Regional Government (KRG) is set to visit Baghdad over the weekend as part of the coordinations on the budget bill.

KRG’s representative to Baghdad confirmed that the delegation will take part in decisive meetings with the Iraqi counterparts next Sunday.

According to Fars Issa, the delegation will be part of the committee finalizing the draft bill of Iraq’s 2020 budget bill.

“They will be there to make sure KRG’s demands in the budget bill are met,” Issa told BasNews.

Iraqi oil minister said earlier this week that they had reached an initial agreement with Erbil on budget and oil.

He said Erbil has agreed to submit 250,000 barrels of oil to Baghdad daily, starting from day one of 2020. In return, Baghdad will send the regular budget share to Erbil.

SULAIMANI — The Kurdistan Regional Government (KRG) Council of Ministers will convene on Wednesday (November 27) to discuss the results of the talks that have taken place between Erbil and Baghdad over the last several days.

NRT reporter Omed Chomani said that the Council of Ministers would discuss the Kurdistan Region’s share of the federal budget for 2020, as well as mechanisms to rearrange and reorganize the return of revenue to the Ministry of Finance.

The KRG and the federal government reached an agreement to resolve their ongoing disagreement over oil on Monday, belatedly implementing the terms of the 2019 budget.

The Kurdistan Region is expected to export 250,000 barrels of oil per day through Baghdad to Turkey’s Ceyhan port. In return, Baghdad will send the Region’s full share of the federal budget.

A KRG delegation is expected to visit Baghdad next week.

Oil is just one of several persistent disagreements between the two governments, which also include security and the disputed areas.
