ERBIL (Kurdistan 24) – Iraq's caretaker Prime Minister Adil Abdul Mahdi, and an accompanying delegation, discussed Iraq's current political and security turmoil, as well as Erbil-Baghdad ties, during meetings with top Kurdistan Region officials on Saturday.

Upon his arrival in Erbil, Abdul Mahdi was received by Kurdistan Region President Nechirvan Barzani.

In the meeting, President Nechirvan Barzani “reiterated that Iraq should not become a battleground for settling rivalries among regional and international powers” amid ongoing tensions between the United States and Iran, a statement on the Kurdistan Regional Government’s (KRG) Presidency website read.

Both leaders agreed that all sides must work together to de-escalate the tensions and work toward stability and security in Iraq, it added.

Further cooperation and coordination between Peshmerga and Iraqi security forces, particularly in the disputed territories between Erbil and Baghdad, to prevent the re-emergence of the so-called Islamic State led another part of their meeting.

In a separate gathering on Saturday, Abdul Mahdi met his Kurdistan Region counterpart, Prime Minister Masrour Barzani.

Both sides highlighted the need to de-escalate tensions in the region and prevent Iraq from becoming a battlefield for external conflicts,” a statement the Kurdish prime minister’s office released said. “They agreed that Iraq should maintain a balanced relationship with all countries.”

During the meeting, both Prime Minister Barzani and Abdul Mahdi stressed the need to develop a “stronger and mutually beneficial relationship between Erbil and Baghdad,” emphasizing the importance of dialogue to reach an understanding on outstanding issues.

Both sides also “reaffirmed their commitment to implement the agreements already reached between the Kurdistan Regional Government and the Federal Government of Iraq, which will benefit all Iraqis.”

Fighting the threat of terrorism, particularly the Islamic State, was another segment of the meeting. “They agreed to strengthen cooperation and coordination between Peshmerga forces and Iraqi Security Forces,” the statement noted.

“Prime Minister Barzani stressed the importance of the Global Coalition’s continued support, as its ongoing presence in Iraq will help to prevent ISIS’ re-emergence.”

Elsewhere, Abdul Mahdi met with Masoud Barzani, the leader of the Kurdistan Democratic Party (KDP).

The two discussed the latest developments in Iraq as Prime Minister Abdul Mahdi praised Masoud Barzani’s role in addressing the recent events in Iraq, a statement on the KDP leader’s website read.We discussed the recent developments in Iraq and the region and reviewed the options of resolving the current issues,” Masoud Barzani wrote on Twitter after the meeting. “The Prime Minister and I agree that the issues should be addressed and solved in accordance [with] the Iraqi Constitution.”Saturday’s visit was Abdul Mahdi’s first official trip to the Kurdistan Region since he took office in late 2018.

The President of the Kurdistan Region, Nechirvan Barzani, received the head of the caretaker government, Adel Abdul-Mahdi, at Erbil Airport yesterday (AFP)
Baghdad: Hamza Mustafa
The resigned Iraqi Prime Minister Adel Abdul-Mahdi said yesterday that his country does not want hostility with the United States, during his meeting with the leader of the Kurdistan Democratic Party, Massoud Barzani, on his first visit to Erbil, the largest city of Iraqi Kurdistan, since he took office 15 months ago.
A statement issued by Abdul Mahdi's office indicated that the latter discussed with Barzani various issues related to the relationship between the federal government and the territorial government «and the right to peaceful demonstrations, the repercussions of the current crisis in the region, and the issue of the presence of foreign forces».
The statement reported by Agence France-Presse confirmed that the Prime Minister pointed out that "the current crisis is serious, and requires cooperation, coordination and filling all gaps that (ISIS) can exploit in these circumstances."
And the Iraqi parliament voted, last Sunday, on a resolution authorizing the government to work to end the foreign military presence in the country, in the aftermath of the US assassination of the influential Iranian general Qasim Soleimani in Baghdad.
Abdel-Mahdi stressed that “from the start, we decided to establish balanced relations, not to enter into the policy of axes and penalties, and we have established good cooperative relations with all neighboring countries, and we do not want hostility with anyone, including the United States, to preserve the interests and sovereignty of our country, and not to interfere in its affairs Interior ».
Although that event put everyone on the alert, from pro-Iranian factions to federal authorities, the autonomous Kurdistan region of the United States remained an observer.
Barzani said, according to the same statement, that the Kurds "with any decision preserves the interest, stability, security and sovereignty of Iraq, and avoids future risks." In turn, he stressed the need for Iraq to be "a point of peace, free from conflicts and non-interference in its internal affairs."
An Iraqi government source close to the atmosphere of the talks, conducted by Abdul-Mahdi, said, "The atmosphere of the talks was good, comfortable, and the government delegation was surprised by the region's position, which seemed to be identical with the government's viewpoint on many important issues, or was understood by them, even with notes."
The government source, who preferred not to be named, told Asharq Al-Awsat that the Kurdish leadership has shown understanding about basic matters, such as the American withdrawal, or other points that appear controversial, but there is a feeling among all of the importance of looking at the future of Iraq.
On the main objective of the visit, the government source says that "after internal and regional events, it was necessary to consult with Kurdish leaders on common sensitive files, including security and the internal situation, the regional crisis and its implications, and the US withdrawal decision taken by the Iraqi parliament."
Abdul-Mahdi also held talks described as "constructive" with the President of the Kurdistan Region, Nechirvan Barzani, and the President of the Kurdistan Regional Government, Masroor Barzani.
And the Kurdistan Regional Government announced the details of its president Masroor Barzani's meeting with Abdul-Mahdi. A statement of the regional government, a copy of which was sent to the "Middle East", said that "during the meeting between the two sides, the latest developments in Iraq and the region, and the relations between the two sides, were highlighted."
Abdul-Mahdi said during the meeting: «There is a good basis for understanding and solving problems between the Kurdistan Region and the federal government, and there is an opportunity to solve all problems, and in the interest of all Iraqis.»
For his part, the President of the Kurdistan Regional Government stressed the "need to resolve all outstanding problems between the Kurdistan Region and the federal government, through the implementation of the agreements concluded between the two sides," and he explained that "the implementation of this needs a decision and a firm and serious will to be decided on all contentious issues", noting ISIS is still a serious threat to Iraq, and there must be increased coordination between the two sides, with the assistance of the international coalition. The two sides stressed, according to the statement, the importance of distancing Iraq from external conflicts, and it was stressed that the country should have balanced relations with all.
Gutiar Adel, the official spokesman for the Kurdistan Regional Government, told Al-Sharq al-Awsat that “the visit made by Dr. Adel Abdel-Mahdi to the region is an appropriate visit at a very appropriate time for both parties, in terms of the files that should be discussed by both parties Noting that the two sides discussed various aspects of the bilateral relationship between Baghdad and Erbil, including the budget, in addition to that on the other hand, it was the completion of previous talks that had been completed, in addition to the recent developments in the region, particularly the current regional crisis. He added that «the discussions on the budget were taking good steps on them, as it was stressed the importance of the government's commitment, whether current or future, to the budget agreement, because of its great importance, from our point of view».
A spokesman for the Kurdistan Regional Government stated that the importance of the independence of the Iraqi decision regarding all the issues raised was emphasized. There was a convergence of views on it, as it was emphasized that the relationship between the center and the region should be a mutual trust relationship for the benefit of both parties. In response to a question about the decision to withdraw the US from Iraq, Adel says that «the Iraqi parliament issued a decision in this regard, and we had - and still are - a opinion on this issue, as we see that the decision was taken under the weight of emotions and haste, and we have proven this clearly, but it In the end, it became a decision, as long as it was passed by the majority. ”He pointed out that“ the Kurdistan Region’s vision is based on the fact that decisions of this kind need time, and we also see that the international coalition is still a need we have because the (ISIS) threat remains Standing. ”
And on the issue of choosing the next government, the spokesman for the regional government assured that «the current prime minister does not bear responsibility for what happened, as an accumulation of legacies, and the reasons are clear, the most prominent of which is not adhering to the constitution. Consequently, our point of view is based on the premise that the next prime minister is accepted by all, and that he abide by the constitution so that the same mistakes are not repeated. ”

Iraq PM tells Kurdish leaders he does not seek ‘hostility’ with US

Iraq’s caretaker premier told Kurdish leaders on Saturday he did not seek a hostile relationship with the United States, in his first visit to the autonomous region since coming to power in 2018.

Prime Minister Adel Abdel Mahdi travelled to Arbil with a delegation of top ministers and his intelligence chief.

The trip came at a time of political turmoil for Iraq, after months of anti-government rallies that saw Abdel Mahdi resign and worsening ties with the US as Iraqi lawmakers push for a withdrawal of foreign troops.

Abdel Mahdi met the region’s Prime Minister Masrour Barzani, President Nechirvan Barzani, and influential powerbroker Masoud Barzani, who heads the ruling Kurdistan Democratic Party.

A statement from Abdel Mahdi’s office said he and the Barzanis discussed the ongoing anti-government protests, the presence of foreign troops in Iraq, and broader regional tensions.

“We do not want hostility with anyone, including the United States,” Abdel Mahdi said.

He then travelled to the Kurdistan region’s second city, Sulaymaniyah, to meet leaders of the rival Patriotic Union of Kurdistan party.

The Kurdistan Regional Government (KRG) sees Abdel Mahdi as a reliable ally and had hoped he would help rebuild ties between Baghdad and Arbil, which frayed following the KRG’s controversial independence referendum in 2017.

The KRG continued to back him as protests erupted across Baghdad and Iraq’s Shia-majority south in October, which eventually prompted Abdel Mahdi to step down.

Days before his resignation, the KRG had agreed “in principle” with Baghdad on a revenue-sharing deal that granted it a share of the 2020 federal budget in exchange for exporting its oil through the national seller.

The KRG saw the terms of the agreement as favorable and feared that Abdel Mahdi’s replacement would not stick to it, but political factions have not agreed on a candidate.

Kurdish authorities have also been worried by Baghdad’s insistence that foreign troops leave Iraq, following a vote in the federal parliament last week.

No Kurdish parliamentarians attended the vote and many see the US-led coalition’s presence as a counterweight to Iran.

Some 5,200 US troops are stationed across Iraq to back local forces preventing ISIS resurgence.

They make up the bulk of the broader coalition including troops from dozens of countries, invited by the Iraqi government in 2014 to help combat ISIS.

Mahdi. A man trying desperately to hang on to power will put on a new mask of co operation. Why did it take 15 months to agree to what you are agreeing to now? Something change your mind? Like being thrown to the citizens in the public square?

Erbil and Baghdad Keen on Budget Agreement: Spokesperson

Basnews English 12/01/2020 - 13:31 Published in Kurdistan

ERBIL — The Kurdistan Regional Government (KRG) and the Federal Government of Iraq are keen on mutual commitment to their budget agreement, said a spokesperson for the KRG.

Speaking to Asharq al-Awsat newspaper on Sunday, Jutyar Adil said Iraqi caretaker Prime Minister Adil Abdul Mahdi’s Saturday visit to Erbil came “at the right time” to reiterate commitment to Erbil-Baghdad budget bill.

Abdul Mahdi, accompanied by a high-level delegation met with top Kurdish leaders in Erbil to discuss a range of issues.

According to the KRG spokesperson, bilateral ties and the recent increased tensions between the US and Iran were among the topics of discussion.

On the resolution by the Shia majority factions at the Iraqi parliament to oust foreign forces from the country, Adil said the move was sentimental and hasty because Iraq still needs help to counter the threat of the Islamic State.

Discussing the ongoing crisis and protests in Iraq, the KRG spokesperson emphasized that Adil Abdul Mahdi’s cabinet is not to be blamed for the problems because the ongoing crisis in the country are accumulated from previous cabinets.
