Kurdistan, Japan Sign Agreement for Construction of Erbil Sewer

ERBIL — Kurdistan Regional Government (KRG) and Japan signed an agreement for a massive project in Erbil.

On Monday, KRG’s Minister of Municipality, Erbil governor, Japan’s Consul General, and head of Japanese International Cooperation Agency (JICA) attended a ceremony during which an agreement was signed for the construction of Erbil Sewer.

JICA will provide technical consultation support to the KRG in the major project which will be completed within 77 months.

SULAIMANI — Kurdistan Region President Nechirvan Barzani met with the Region's political parties on Tuesday (December 10) about creating a coalition in Baghdad.

NRT Digital Media reporter Herish Qadir said the meeting, which was closed to the press, is an attempt to create a Kurdistani bloc to support an agreement between Erbil and Baghdad about the budget. 

Officials from the Kurdistan Democratic Party (KDP), the Patriotic Union of Kurdistan (PUK), the Change Movement (Gorran), the Kurdistan Islamic Group (KIG), and the Kurdistan Islamic Union (KIU) are participating in the meeting. 

The New Generation Movement declined to participate, Qadir said.

While the parties are often at odds within the Kurdistan Region, they have historically cooperated in Baghdad and in Kirkuk to advance the interests of residents of the Region.

The meeting came after the Kurdistan Regional Government (KRG) and the federal government reached an agreement on the Region’s share of the federal budget for 2020. Erbil has agreed to export 250,000 barrels of oil per day through Baghdad starting next year.

There are a total of 44 MPs that represent Sulaimani, Erbil, and Duhok governorates in the Council of Representatives.

The KDP has 25 seats, the Patriotic Union of Kurdistan PUK has 18, the Change Movement has 5, New Generation has 2, the Future Bloc has 2, the KIU has 2, the KIG has 2, and there are 2 independents that were formerly associated with the Coalition for Democracy and Justice. The PUK and KDP also hold seats in Diyala, Kirkuk, and Nineveh governorates.

, Kurdistan region signed, on Monday, a loan agreement with Japan regarding the completion of projects related to the service sector at a cost of up to two billion dollars.
"The Ministry has concluded an agreement with the Japanese Agency for International Cooperation" JICA "in the field of the service sector in the region," Sasan Awni, Minister of Municipalities in the region, said in a press conference held to announce the agreement.
He explained, "The contract is within the framework of the Japanese loan to Iraq, and that one of the terms of the loan relates to the major Irbil sewage project, which will be completed in four stages."
He pointed out that "the cost of the loan amounts to nearly two billion dollars and in the stages of the first stage of it at a cost of 300 million dollars."

ERBIL, Kurdistan Region – How a government fairs in its first 100 days often cements lasting perceptions of its overall performance. As the Kurdistan Regional Government (KRG) passes this milestone, reviews have been mixed.

Unsurprisingly, the coalition of parties which make up the ninth cabinet have slapped themselves on the back, praising a job well done, while opposition parties in the Erbil-based legislature have called out the administration’s shortcomings.

Following a KRG report on its achievements to date, Prime Minister Masrour Barzani made a lengthy televised speech on Saturday detailing his government’s progress and restated the goal of fighting corruption, improving Erbil-Baghdad relations, and increasing domestic revenue.

“We have made great developments and our works are moving forward on the right track and considerable achievements have been made,” Barzani said. “We reiterate our commitment to work towards a stronger Kurdistan and have a government to serve the people, not the contrary; that has been the basis of our work since day one.”

The KRG has made good progress in “improving our relations with the federal government of Baghdad, fighting corruption, restoring transparency to the domestic and public revenues, and ending bureaucracies across government apparatuses,” he added.

Barzani’s Kurdistan Democratic Party (KDP) is the senior partner in the joint administration, alongside the Patriotic Union of Kurdistan (PUK) and the Change Movement (Gorran).

On Sunday, Gorran officially expressed its stance on the government’s self-assessment, sharing reservations on the pedestrian pace of pension and salary reform.

“We believe the reform steps have not yet met the expectations of the calls of the people of the Kurdistan Region,” a statement from the party’s media office read, calling on the KRG “to speed up” the steps and “make them more effective” in order to serve the people of the Region.

The KRG sent a pension and salary reform package to parliament to be debated and passed back in August 2018. However, the previous parliament did not pass the bill due to disagreements among parliamentary blocs. The task was therefore left to the current cabinet, which is amending the previous government’s reform package before sending it back to parliament to be passed into law. 

Though generally content with the government’s performance, the PUK believes there is yet more to be done.  

“In the partnership government, good work has been done in the past 100 days,” Saadi Ahmed Pira, a PUK politburo member, said Sunday. “Much more is yet to be done.”

“I am sure as the Patriotic Union of Kurdistan, for the sake of reform and protection of the interests of the people of the Kurdistan Region, we will do our utmost to support the KRG,” Pira said.

Opposition parties, however, have expressed strong disapproval of the government's performance over the past three months.

A Kurdistan Islamic Union (KIU) official derided the government’s achievements. With government unable to provide even the most basic of the public’s needs, he questioned how it could then be expected to address corruption and the controversial reform project.

"They [KRG] have not been able to fulfill their promises for the people of the Kurdistan Region," senior KIU official Mustafa Abdulla said.

"People had pinned much hope on this new government believing massive changes will be made," he explained. "In matters related to salaries, the living conditions of people and heating oil for people in this winter, you feel like nothing big has been done."

Leader of the New Generation Shaswar Abdulwahid slammed PM’s Barzani speech, branding it a cabinet assessment “of no value.”

It is the people who should evaluate the government's work, not political leaders and the prime minister, Abdulwahid said on Monday.

Prime Minister Masrour Barzani meets diplomatic representatives in Kurdistan Region

Erbil, Kurdistan Region (GOV.KRD) - Prime Minister Masrour Barzani and Deputy Prime Minister Qubad Talabani on Wednesday convened a meeting to provide a year-end update to consuls, representatives, and diplomats in the Kurdistan Region.

Prime Minister Barzani expressed his gratitude to the foreign envoys for their unwavering support throughout the year, which has been marked by hardship as well as resilience and optimism.

As the new year approaches, Prime Minister Barzani shared his hopes for a brighter future for the Kurdistan Region. He noted that efforts towards a positive and meaningful agreement with the federal government of Iraq would continue in the best interests of all people in the Kurdistan Region and Iraq.

Highlighting the KRG’s ambitious reform programme, Prime Minister Barzani emphasised the government’s plan to modernise and diversify the economy of the Kurdistan Region, in turn bolstering trade and investment across the region.

The Prime Minister reaffirmed the KRG’s commitment to peace and security. He welcomed the support of the international community to the Kurdistan Region and the Peshmerga forces in helping to combat security threats, including the re-emergence of ISIS. ERBIL (Kurdistan 24) – The Iraqi government announced on Thursday that, according to a new agreement, the Kurdistan Region will hand over 250,000 barrels per day (bpd) of crude oil to the Iraqi Oil Marketing Company (SUMO) starting on the first of the year. 

The Kurdistan Regional Government’s (KRG) Minister of Finance previously stated that Erbil would begin delivering the oil to Baghdad within the framework of the agreement between the two which was also to include Iraq dispursing the Kurdistan Region’s allotment of the 2020 national budget.

For the first time, Kurdistan Region will participate in preparing the budget bill for 2020, instead of merely having a chance for Kurdish lawmakers to vote on it when submitted to parliament, as in past years' budgets. 

Iraq’s Oil Minister, Thamer al-Ghadhban, said in an interview with Al-Sabaah newspaper that “The KRG and Iraq Federal government are serious in solving the oil issue, in which several negotiations with the Kurdish delegation occurred regarding how to move forward.”

“The last two meetings were an intensive discussion on the national budget bill, finding joint mechanisms on how to calculate the Kurdistan Region's share,” added al-Ghadhban.

He also said, “We agreed that Kurdistan Region's production capacity should be no more than 450,000 bpd as it affects Iraq’s production share in the Organization of the Petroleum Exporting Countries (OPEC),” explaining that the agreement will be put into effect starting from Jan. 1, 2020. 

The minister also mentioned that, according to current plans, 2020 oil exports from Iraq are set to total 3.8 million bpd, including the 250,000 from the Kurdistan Region.

Following a near-total breakdown of ties between Erbil and Baghdad following the Kurdistan Region's September 2017 independence referendum, the governments have converged on a range of issues, especially after Prime Minister Adil Abdul Mahdi came into office in late 2018. The 250,000 bpd per month amount was agreed upon between Erbil-Baghdad as relations began to improve but has never been carried out.

ERBIL - The Kurdistan Regional Government will start to delivering 250,000 barrels per day to the Iraqi government on the 1st of January, 2020, Iraq's Minister of Oil said on Thursday.

After a chain of meetings between the sides, the Kurdistan Region and Iraq reached an agreement earlier, based on which, Erbil will begin delivering 250,000 bpd of crude oil to the Iraqi Oil Marketing Company (SUMO).

Speaking to Al-Sabaah newspaper, Iraqi Oil Minister Thamer al-Ghadhban, said that "the KRG and Iraq Federal government are serious in solving the oil issue, in which several negotiations with the Kurdish delegation occurred regarding how to move forward," as cited by Kurdistan 24.

"The last two meetings were an intensive discussion on the national budget bill, finding joint mechanisms on how to calculate the Kurdistan Region's share," al-Ghadhban continued.

The Iraqi minister explained that the agreement between Erbil and Baghdad will be put into effect on the 1st of January, 2020.
