SULAIMANI — The Kurdistan Regional Government (KRG) announced on Tuesday (December 3) that it has reached an agreement with the federal government on the 2020 federal budget.

“The Region will send 250,000 barrels of oil daily to Baghdad and in return Baghdad will send the Kurdistan Region’s share of the budget,” the KRG said in a brief statement.

The statement was light on details, but appeared to indicate that the agreement would follow the same contours of the 2019 Federal Budget Law, which was never fully implemented because Erbil refused to send its oil to Baghdad.

It added that the KRG will participate in the drafting process for the 2020 Federal Budget Law.

In its statement, the KRG also called on Kurdish lawmakers in the Council of Representatives to preserve the rights and privileges of the Kurdistan Region. This point is likely in reference to calls by protesters for constitutional changes, which have been greeted warily by Erbil.

Because of Erbil’s refusal to send 250,000 barrels of crude oil per day to Baghdad over the past 10 months, the KRG was facing the prospect of difficult negotiations over the budget. These were further complicated by the ongoing anti-establishment protests that have swept central and southern Iraq over the past two months.

An Iraqi source said that a Kurdish delegation arrived in Baghdad during the last hours to sign the final oil agreement signed with the government of Abdul-Mahdi, which provides for not talking about the quantities of oil produced during the past years by the region.

The source said in an interview with " Sputnik ", on Wednesday, that the Kurds wanted to use the period experienced by the country to pass the agreement before the formation of any new political entity or change the situation in Iraq through the uprising of the street burning for more than two months.

 

 

The source added that the agreement stipulates that the Kurdistan region from the beginning of 2020 to hand over the federal government in Baghdad daily 250 thousand barrels of oil of the region, in addition to the delegation's visit also aims to sign all items of the state budget, including the budget of the region, which includes the proportion 22 percent are in favor of the region.

Rahim added that the federal budget for 2020 is still in the process of legislation.
He said that the Kurdistan region will contribute to increase financial revenues for Iraq in accordance with the agreement reached with Baghdad, stressing that the recent agreement is in the interest of both sides.
He added that "Iraq borrowed 62 billion dollars and part of it has nothing to do with the Kurdistan region."
He pointed out that the region will provide Baghdad with information about the debt of the Kurdistan region, noting that the debt of the region will be installed in the financial budget for next year.

BAGHDAD: The Kurdistan Regional Government on Thursday called on the federal government in Baghdad to deal with the Peshmerga forces directly in providing financial dues and supplies as part of the defense system in the country.

The State of Law Coalition announced on Wednesday its refusal to implement any agreement by the current government with the Kurdistan region , being a "caretaker government."

The Kurdistan Regional Government , after a meeting held last Tuesday, hoped to implement what was agreed with the Federal Ministry of Finance in Baghdad .

According to a statement, the meeting expressed the hope to implement what has been agreed between the two sides, and urged the Kurdish blocs in the House of Representatives and other blocs to support the preparation of subsequent phases during the discussion of the draft budget, including securing the constitutional rights and financial benefits for the Kurdistan region .

The Kurdistan Regional Government announced on Thursday its readiness to hand over the Iraqi company "Sumo" to market oil 250 thousand barrels per day, as part of an agreement also includes the financial dues file within the framework of the country's fiscal budget for 2020.

This is the first time that the Kurdistan region officially announced its readiness to deliver oil to SOMO since the deterioration of relations between Baghdad and Erbil after 16 October 2017 and the federal government redeployment in Kirkuk and the disputed areas between Baghdad and Erbil.

This came in a joint press conference, held on Thursday, the Minister of Finance in the Government of the Awat Sheikh Janab, and the Secretary of the Council of Ministers of the region Amang Rahim, and the Chief of the Cabinet of the Council of Ministers of the region Omid Sabah.

Sheikh Janab said that the region agreed with Baghdad to deliver the amount of 250 thousand barrels of oil per day to the oil marketing company "SOMO", starting from the beginning of next year.

He added that "with the adoption of the federal budget law for 2020, the problem of salaries of employees of the region will be fully resolved."

He considered that "reducing the share of the Kurdistan region in the financial budget, was a political decision, unfortunately," pointing out that "the share of the region's budget next year, like in the budget this year, which is 12.67 per cent."

Last week, the two sides reached a preliminary agreement on the draft budget and oil, to deliver the region 250 thousand barrels of oil per day to the Iraqi oil marketing company "SOMO", in return to stabilize the financial dues of the region by the 2020 budget. Oil wealth for many years.

The region has been exporting crude oil unilaterally since 2014 amid opposition from Baghdad, at a time when Baghdad and Erbil are in talks to find a final agreement to resolve differences on oil exports and the federal budget.

ERBIL (Kurdistan 24) – The Kurdistan Regional Government (KRG) will deliver 250,000 barrels of oil per day (bpd) to Baghdad as part of an agreement that also includes the payment of financial dues within the framework of the country's fiscal budget for 2020, KRG Finance Minister Awat Sheikh Janab said on Thursday.

“We have decided to deliver 250,000 barrels of oil per day to Baghdad,” Janab said during a joint press conference in Erbil with members of the Kurdish negotiating delegation that has visited the Iraqi capital in recent weeks.

“We agreed on a formula for the payment of debts,” he added, pointing out that “most of our demands have been met in agreements with Baghdad within the draft financial budget.”

According to Janab, both Erbil and Baghdad had “reached an agreement on budget and oil.”

The KRG Finance Minister said the talks between the Kurdish delegation and officials from the Federal Government of Iraq were “successful,” noting that the reduction of the Kurdistan Region’s share of the national budget had been “a political decision.”

Erbil–Baghdad negotiations struck a pause in early October when central and southern provinces in Iraq organized widespread anti-government protests. So far, Iraqi security forces have killed over 400 demonstrators and wounded at least 16,000 others.

The KRG negotiating delegation resumed talks with Baghdad last week and, following a second visit on Monday, reached an agreement with the federal government regarding oil revenue sharing, according to Iraq’s Oil Minister, Thamer al-Ghadhban.

“If Baghdad is committed to the agreement, there will be no problem regarding the payment of the salaries of employees in Kurdistan,” Janab said on Thursday.

Erbil has also agreed to hand over “all data and statistics” about loans and payroll lists to the federal government, Minister of Finance and Economy Awat Sheikh Janab said. 

“An amount [of money] will be [provided] for the Kurdistan Region’s loans,” he told reporters. 

The KRG has reached agreements with the federal government on oil exports and the Region’s share of the federal budget. The KRG said on Tuesday that that Erbil will send 250,000 barrels of oil per day to Baghdad starting next year and in return Baghdad will transfer the Region’s full share of the budget, which currently amounts to 12.67 percent.

The KRG carries a significant amount of debt, owed to both local and foreign banks. Additionally, it owes the Region's public sector employees significant sums from the salary withholding scheme that ended earlier this year.

The contours of the deals that emerged over the last two weeks appear to be similar to the provisions of the 2019 Federal Budget Law, parts of which the KRG ignored by refusing to send oil to Baghdad. It claimed that it could not do so because it had to service its debt.

Secretary of the KRG’s Council of Ministers Amanj Rahim said during the press conference that the agreements would be implemented after the federal budget law was adopted and published in the Official Gazette of Iraq next year.

He added Baghdad would continue to send employees’ salaries every month in 2020 if a federal budget was not adopted by the Council of Representatives, accordance with the 2019 law.

Because of Erbil’s refusal to comply with the 2019 budget, the KRG was facing the prospect of difficult negotiations with Baghdad for the 2020 cycle. These were further complicated by the ongoing anti-establishment protests that have swept central and southern Iraq over the past two months.
