Ministry of Finance announced in the Kurdistan Regional Government continued staff without problems paying salaries to the process, saying it would start the salaries of the month of September last exchange in December 8 next.

A ministry source told Dow on Friday that there was no problem with the salaries, noting that salaries would be paid in the coming months as before, and there was no fear of being paid to employees.

He added that the process of disbursement of salaries will begin on 8 of next month because the days of 6 and 7 of the month as a holiday, pointing out that the finance will pay the salaries of the Ministry of Peshmerga on Sunday.

The resignation of Prime Minister Adel Abdul Mahdi from his post will not affect the course of the ongoing negotiations on the draft budget law, confirming a visit to the capital Baghdad on Sunday.

"The prime minister has submitted his resignation and we should not anticipate the events and wait for what happened," regional minister Khalid Shwani said in a press statement.  

He added that "we will visit Baghdad tomorrow and we will meet with the Iraqi parties in order to reach a final agreement on the budget law and go to submit its draft law to the House of Representatives for approval."

Asked if Abdul-Mahdi's resignation would affect the progress of the negotiations, Shwani said:

SULAIMANI — A delegation from the Kurdistan Region will visit Baghdad on Sunday (December 1) for talks on the federal budget for fiscal year 2020, a senior Kurdish official said. 

Minister of State Khalid Shwani told reporters on Saturday that the delegation would hold talks with the Iraqi Ministry of Finance about the Region’s share of the 2020 federal budget. 

Regarding the resignation of Iraqi Premier Adil Abdil Mahdi, Shwani said the Kurdistan Region would make agreements with the government, not a specific person. 

All of our attempts are to make the understandings between the Region and Baghdad reach a final agreement,” he added.

Abdul Mahdi submitted his letter of resignation to the Iraqi Council of Representatives on Saturday. The Iraqi premier later called on the Council of Representatives to find an alternative as soon as possible as the country does not bear any vacuum. 

The Kurdistan Regional Government (KRG) and the federal government reached an agreement last week to resolve their ongoing disagreement over oil.

Minister of Oil Thamer Ghadhban said the KRG had agreed to export 250,000 barrels of oil per day through Baghdad to Turkey’s Cihan next year.  

Oil is just one of several persistent disagreements between the two governments, which also include security and the disputed areas.

Coordinator of the Council of Representatives' Finance Committee Ahmed Safar said on Wednesday that Baghdad is expected to send nearly one trillion Iraqi dinars ($838 million) per month to the Kurdistan Region in 2020 after Baghdad and Erbil reached an agreement over oil exports and the budget.

ERBIL (Kurdistan 24) – The Kurdistan Regional Government (KRG) delegation leading negotiations with the Federal Government of Iraq is due on Sunday for another round of talks in Baghdad despite Prime Minister Adil Abdul Mahdi’s intentions to step down.

“Tomorrow, we will go back to Baghdad and talks, hopefully, will continue,” Umed Sabah, head of the KRG Council of Ministers Diwan, told Kurdistan 24 on Saturday. Sabah is part of the negotiating team.

Sabah reiterated that Erbil and Baghdad had agreed to an initial deal on oil exports and added that the two sides had to discuss details of financial arrangements, including the KRG share of the national annual budget for 2020.

“We will insist on the constitutional entitlements of the Peshmerga, the salaries of public servants, and the rights of the Kurdistan Region.”

Erbil–Baghdad negotiations struck a pause in early October when central and southern provinces in Iraq organized widespread anti-government protests. So far, Iraqi security forces have killed over 400 demonstrators and wounded at least 16,000 others.

The KRG negotiating delegation resumed talks with Baghdad last week and, following a second visit on Monday, reached an agreement with the federal government regarding oil revenue sharing, according to the Oil Minister, Thamer al-Ghadhban.

During a cabinet meeting, Kurdistan Region Prime Minister Masrour Barzani affirmed the KRG’s commitment to “securing an agreement that protects the interests of the people through continued cooperation and a strong collaborative approach,” according to a statement from his office.

However, as pressure continued to mount after two months of demonstrations, the Iraqi prime minister announced that he would submit his resignation to the national legislature after the country’s top cleric, Ali al-Sistani, called on lawmakers to “reconsider” their support for the current government.

The Iraqi Parliament has scheduled a session for Sunday.

Sistani’s statement followed a day of unprecedented violence in the cities of Baghdad, Nasiriya, and Najaf, where security forces killed upward of 40 protesters, who torched the Iranian consulate in Najaf the night before.

As the unrest continued even after Abdul Mahdi’s announcement, the fate of talks with Erbil was unclear.

On Saturday, senior Kurdish leader Masoud Barzani expressed his concerns about the unfolding situation. “We are closely monitoring the recent developments and welcome any steps which could contribute to resolving the crisis and not lead to the return of dictatorship,” he wrote on Twitter.

“Any changes should take into consideration the rights of all components and must be in accordance to the [Iraqi] Constitution,” he added, referring to efforts at amending the government’s founding document

ERBIL — A delegation from the Kurdistan Regional Government (KRG) is visiting Baghdad to meet with Iraqi counterparts and ultimately sign an agreement on budget, said Kurdistan Region’s Interior Minister Rebar Ahmad on Sunday.

Speaking to reporters from Erbil, Ahmad explained that todays meeting between Erbil and Baghdad delegations is to finalize a previous deal over the budget bill of 2020 before submitting it to the parliament for approval.

Ahmed said the KRG is optimistic about the progress in Erbil-Baghdad talks, which can ultimately help Kurdistan’s further development in different sectors.

MP Vian Sabri, head of Kurdistan Democratic Party (KDP) faction at the parliament, confirmed the finalization of the deal and told BasNews that it was the outcome of a lengthy negotiation prior to the resignation of the Iraqi prime minister.

ERBIL, Kurdistan Region – Changes cannot be made to the deal between Erbil and Baghdad concerning the delivery of Kurdish oil in exchange for Erbil’s share of the 2020 federal budget, Kurdistan Regional Government (KRG) planning minister Dara Rashid said Sunday. 

Rashid’s comments come two days after Iraq’s Prime Minister Adil Abdul-Mahdi offered to resign following weeks of deadly protests against corruption and misrule. 

If the Iraqi parliament accepts his resignation, the move would cast doubt on recent improvements in the factious Erbil-Baghdad relationship.

A KRG delegation was in the Iraqi capital on Monday to cement a deal with the central government covering Erbil’s share of the federal budget and its independent oil exports. 

Following the six-hour meeting, a deal was reached whereby Erbil agreed to deliver 250,000 barrels per day (bpd) of oil to Iraq’s state oil marketing company SOMO in return for its slice of the budget.

A similar deal was reached for the 2019 budget, but Erbil failed to send a single barrel of oil. Some in the Iraqi parliament think Abdul-Mahdi has been too soft on the KRG.

Speaking on Rudaw’s breakfast show Nuroji  Dostan on Sunday morning, Rashid said the agreement would not be scrapped or renegotiated even if the prime minister resigns or the government collapses. 

“We have already agreed on a deal so even if the government resigns and a new one comes, our deal for 2020 budget stays the same,” Rashid said. 

“The deal was reached during the last meeting on Monday with the Iraqi government, which consisted of the Finance Minister Fuad Hussein, Oil Minister Thamir Ghathban, and the Minister of Planning, Dr.Nouri al-Dulaimi,” he said.

A final meeting is scheduled for Sunday to review the deal and send it to parliament for approval, Rashid added.

“The KRG is to start sending 250,000 barrels per day of oil produced in the Region to SOMO from January 1, 2020, and in return 12.6 percent will be the KRG’s share of the federal budget,” he said.

However, Rashid said the problem with percentages instead of fixed sums means the KRG’s share of the budget is liable to sink if the overall budget is reduced. 

“The KRG’s share decreases when the total budget of Iraq decreases. As Baghdad has 2.7 trillion Iraqi dinars provided for investment and public services projects, and KRG has 12.6 percent of this budget, but Baghdad will not spend that much on investment so the KRG’s share will decrease as well,” Rashid said.

Ghathban, the Iraqi oil minister, has already confirmed the deal, and says SOMO will supervise the export of the Kurdish oil via Turkey’s Ceyhan port from January 1.

The agreement between the KRG and the Iraqi federal government has been years in the making.


The KRG started exporting its oil independently of Baghdad via its own pipeline to the port of Ceyhan in 2013.

The independent oil sales infuriated the Iraqi government of Nouri al-Maliki, which cut the Kurdistan Region’s share of the federal budget from 17 percent to zero in 2014. 

The move coincided with the outbreak of war with the Islamic State group (ISIS), a massive displacement crisis, and the collapse of world oil prices, which coalesced to plunge the Kurdistan Region into financial crisis. 

The Region has been steadily recovering since Haider al-Abadi, the former Iraqi prime minister, reinstated a portion of the KRG’s budget in late 2018 and Abdul-Mahdi secured a bigger lump sum under the 2019 budget. 

In return for it 12.67 percent share of the 2019 federal budget, the KRG was supposed to send SOMO 250,000 bpd, but failed to do so, claiming contractual arrangements and debts owed to foreign oil companies prevented the handover. 

Two months of anti-government protests in Iraq’s southern and central provinces have left Abdul-Mahdi’s tenure looking precarious. KRG officials have moved with increased urgency to lock in a favorable budget agreement in case a potential successor is less amenable to Kurdish concerns.

MP Sair Al-Okaili on Wednesday called on the government of Kurdistan to deal with the principle of "good intentions" with Baghdad, stressing the need not to treat the region as "a separate part of Iraq."

Al-Okaili said in an interview with Alsumaria News , "The application of the laws in force and constitutional is a duty to be implemented by the governments of Baghdad and Erbil , and that the region is not treated as a separate part of Iraq ."
