Video: A new oil agreement between Baghdad and the Kurdistan region begins next year

2019-11-27 |

A preliminary agreement reached by the last meeting held between the federal government and the delegation of the Kurdistan region, in which he almost completely resolved the benefits of Kurdistan budget twenty-two and the salaries of the region's employees in return for the implementation of the latter's oil commitments to deliver two hundred and fifty thousand barrels per day to the federal government through SOMO.

The agreement, which was the result of many lengthy talks, says Deputy Prime Minister and Oil Minister Thamer Ghadhban that its implementation will begin early next year. But that does not mean the talks between the two sides will end, but will continue to discuss other details and the rest of the things described as pending.

Observers found this agreement a positive step towards moisturizing the atmosphere between the Center and the region, but politicians criticized the agreement, which they said did not refer to any guarantee to deliver the agreed amount of oil exports, and thus repeat the scenario of the previous agreement, stressing the need to impose guarantees on the Kurdistan region in the event He did not deliver his agreed oil exports to Baghdad.

Irbil - Asharq Al-Awsat
President of Kurdistan, Nechirvan Barzani, renewed on Tuesday support to Iraqi Prime Minister Adel Abdul Mahdi, announcing a third visit of a Kurdistan delegation to hold talks in Baghdad over oil and the fiscal balance.

During a press conference held on the sidelines of his visit and his two deputies to Sulaymaniyah on Tuesday, Barzani stressed the need to work to improve the situation of citizens of the region, expressing the willingness of Kurdistan to help the federal government to overcome the current crisis.

According to the German news agency, the President stressed that his visit comes in the framework of efforts to establish a Kurdistan coalition that represents the voice of the Region in talks with Baghdad and in all other joint files between the federal government and the Region government.

Barzani told reporters about the right of Iraqis to a better life.

On the situation in Baghdad and other provinces, Barzani stressed that the solution is not to change Prime Minister Adel Abdul Mahdi.

The President said a Kurdistan delegation visited Baghdad twice, and shall make a similar move next week to reach an agreement with Iraqi officials over the oil and the general fiscal balance.

“Until now, meetings held in Baghdad are positive. We will continue to help the government to exit this crisis that surely affects the Kurdistan Region,” he said.

Barzani also reiterated the Region’s support to any Iraqi constitutional amendment that lies in the interest of Iraqis and improves their living conditions.

He added that a meeting of the three top heads in Kurdistan would be held soon to discuss drafting a constitution to the Region.

SULAIMANI — The Government of Iraq is expected to send nearly one trillion Iraqi dinars ($838 million) per month to the Kurdistan Region in 2020 after Baghdad and Erbil reached an agreement over oil exports and the budget, a parliamentarian has said.

Coordinator of the Council of Representatives' Finance Committee Ahmed Safar said the federal government would transfer the Region's full share of the budget for 2020 after Erbil began exporting 250,000 barrels of oil per day through Baghdad.

“Next year will be different for the Kurdistan Region because it will hand over the oil,” he told Kurdistan Democratic Party-affiliated media on Wednesday (November 27).

“Baghdad is expected to transfer nearly 1 trillion dinars to the Kurdistan Region according to the budget which Iraq has for next year,” he added.

The KRG and the federal government reached an agreement to resolve their ongoing disagreement over oil on Monday, belatedly implementing the terms of the 2019 budget.

The Kurdistan Region is expected to export 250,000 barrels of oil per day through Baghdad to Turkey’s Ceyhan port. In return, Baghdad will send the Region’s full share of the federal budget.

A KRG delegation is expected to visit Baghdad next week.

Oil is just one of several persistent disagreements between the two governments, which also include security and the disputed areas.

Baghdad and Erbil: the oil of the region against the "financial share"

BAGHDAD - Peace dry, Mohammed Ali

November 28, 2019

Of the three scenarios proposed for agreement between  the federal government in Baghdad and  the KRG in Erbil, one was initially selected during meetings and meetings held in Baghdad in recent days between officials from both sides.

According to an official in the Baghdad government  for the "new Arab" according to the expected agreement that the region to deliver 250 thousand barrels of oil per day to Baghdad, which is exported through the Iraqi oil pipeline to the Turkish port of Ceyhan, in exchange for granting the region its full share, including salaries, from the financial budget of Iraq .

The official, who declined to be named, that next week will see a delegation from Kurdistan to Baghdad to complete the negotiations. He continued: "This may be crucial to the agreement in the case of proceeding to send the budget for next year to the Iraqi parliament for approval and the share of the region 12.67%, which is naturally rejected by political forces in parliament is expected to challenge it, considering that the budget granted to the region more than the estimated value , As the budget and the share of each Iraqi province is calculated according to the census and the reality of living in it.

On Saturday, a high-level Kurdish delegation visited Baghdad, which included the finance ministers of the Kurdistan region, Awat Sheikh Janab, the regional minister Omid Sabah, and the head of the regional bureau Amang Rahim, and met with Iraqi Prime Minister Adel Abdul Mahdi and other officials.

Two government officials in Baghdad spoke to Al-Arabi Al-Jadeed, one of them by telephone, saying that the meetings discussed three options for reaching an agreement. The first is to hand over the region 250,000 barrels of oil per day to the Iraqi oil exporting company "Somo", and then sell it through the market Global and recognizes its revenues.

The second proposal, according to officials, who declined to be named, is to sell the region the same amount and hand over its proceeds to Baghdad, and the third proposal that the region to sell its oil and receive the proceeds of that sale and Baghdad deduct the proceeds of the quantity agreed and send the rest of the money from the province's share of the federal budget to the region .

One official confirmed that the first option was settled in principle, pointing out that the agreement will be applied, if signed, on the first of next year.

He revealed that the dialogues are now discussing the guarantees of implementation of the agreement and not faltering, such as the previous agreement, which forced Baghdad to deduct what the region sold oil and did not pay in 2019.

The population of the region about 5 million people, which is based on opponents of this proportion, they assert that Baghdad has a population of 9 million and does not get a quarter of what gets the province, as well as Nineveh, which has a population of about 4 million people.

He described the Deputy Prime Minister of the Kurdistan region, Qubad Talabani, in a press conference this week, the negotiations between the parties in Baghdad as serious and important, saying, "We hope to reach satisfactory results for all parties."

For his part, said a member of the Kurdistan Democratic Party, Ahmed al-Saffar, in an interview with the "new Arab", that the delegation of the region came to Baghdad for the purpose of agreeing on the share of the region and also to participate in the organization of the draft budget 2020 for the federal government because of problems in the previous budget due to the inability of the government Kurdistan to commit to deliver the quantity agreed in the draft budget.

He added that the delegation came to Baghdad to announce the commitment of Erbil starting from the beginning of next year to deliver the agreed quantity, in return for the region to get its share of the full budget, and will agree that the ratio between 12.7% and 14% of the total budget.

According to the researcher in the Kurdish affairs, Ali Naji, for the "new Arab", "there is an agreement almost to give the region 250 thousand barrels per day for the government of Baghdad, which in turn pay nearly one trillion Iraqi dinars in salaries and dues of the region monthly," pointing to a file Second, the two sides are discussing the issue of amending the constitution.

On the other hand, ruled out the Iraqi parliament member, Ahmed al-Jubouri, Kurdistan's commitment to any agreement with Baghdad, stressing in an interview with the "new Arab" that this is not the first time that the dialogue in this regard will not be the last.

He continued: "Needle anesthesia no more, and I do not think that the region will respond to the requests of the central government, especially that in the past budget was exporting more than 500 thousand barrels per day, and we included in the budget provision to deliver the region 250 barrels per day, but he did not deliver anything to this day This".

Jubouri said: "Regarding the budget, it is still in the corridors of the Council of Ministers did not reach so far to the House of Representatives, especially the Finance Committee."
