Maliki rejects foreign interference: We want friends to support and no enemies to interfere

BAGHDAD / Obelisk: The head of the coalition of law, Nuri al-Maliki, on Tuesday, the need for reforms away from external interference, while noting "We want friends support and do not want enemies to intervene."

 "We need to make reforms away from outside interference," he said. "We want friends who support and we don't want enemies to interfere."
 
For his part, the new German ambassador expressed his happiness to represent his country to Iraq, expressing his country's keenness to support Iraq and enhance the prospects of cooperation between the two countries in the interest of the two friendly peoples.

The head of the National Coalition Iyad Allawi, on Tuesday, a condition for the deaths of demonstrations, before resorting to the International Tribunal.

Allawi said in a tweet on Twitter, "We will resort to prosecution before the International Tribunal if the killers of demonstrators in Iraq are not tried in public."

"There must be justice for the people," Allawi said.

Security forces killed at least 147 protesters in protests in Baghdad and Iraq's southern cities in early October, and more than 100 were killed in a second wave since 25 October.

People around the world are standing up to communists, tyrannical regimes and insane elitist policies.  The movement that started with Brexit and the Trump Presidency is expanding to all parts of the globe.

Iraq

In Iraq, its citizens are standing up against the brutal Iran regime that took over after Obama pulled US troops from the country.

 

After Obama was elected President in 2008, he removed all US troops from Iraq.  Iraq was at that time the most peaceful and free it had maybe ever been.  The surge resulted in Iraqis supporting the US presence and helping Americans rid the country of terrorists. However, Obama had other plans.

In short order American troops were removed from Iraq and a vacuum was created.  On the west, Iran entered Iraq and on the east ISIS entered the unprotected country.  This led to many innocent lives lost and atrocities the world has not seen in centuries.

 

After President Trump was elected, ISIS was destroyed.  The western portion of Iraq was freed from the devils created by the Obama administration.  But the rest of Iraq was still under a the heavy hand of Iraq.

BAGHDAD (Reuters) - Iraq’s ruling parties appear to have rallied behind a strategy, blessed by Iran, to try to survive a mass anti-government uprising by containing protests on the streets of Baghdad while offering a package of political reforms and elections next year.

But the proposed solution involves keeping in power a ruling elite that Iran has cultivated for years - unlikely to placate protesters who have been demanding the entire caste of politicians be swept aside.

Iran has been closely involved in formulating the new strategy, with a number of meetings between political groups and government figures attended by Qassem Soleimani, the general who commands the Quds Force of Iran’s Revolutionary Guards that supervises Tehran’s clients across the Middle East.

Two sources with knowledge of the talks said Soleimani had approved the reform plan, which would keep Prime Minister Adel Abdul Mahdi in power until new elections next year, as it would give Iran time to recalculate how to retain influence.

The protests pose the biggest challenge to Iraq’s Shi’ite Muslim-dominated political order since it emerged after a 2003 U.S. invasion toppled Sunni dictator Saddam Hussein.

At least 300 protesters have been killed, most by security forces firing live ammunition into crowds. But the violent response has done little to persuade the protesters to leave the streets.

A senior security official told Reuters new tactics were being rolled out to try to confine the demonstrations to Baghdad’s Tahrir Square, a roadway junction at the foot of a bridge across the Tigris, where demonstrators have camped out for weeks.

“Security forces received new orders on Saturday that protesters must be kept in Tahrir Square,” the security official said. “They’re working quietly now to seal off the square from all directions, and an arrest campaign is expected to follow in a bid to reduce momentum of the protests.”

Meanwhile the authorities will push on with a reform plan to mollify the crowd, with new elections run by a commission intended to be more independent, and parliament restructured to be smaller and more representative of Iraq’s diverse population.

Sources who have attended recent government meetings say the strategy now enjoys the backing not only of the Iran-backed parties that support the government, but also of their main rivals, the faction of Shi’ite cleric Moqtada al-Sadr, who regularly denounces Iran and had called for Abdul Mahdi to quit.

Sunni and Kurdish political leaders also support the plan.

 

“The anger of protesters at everyone in politics, even religious figures, forced all parties to listen to Iranian advice and work together to keep Prime Minister Adel Abdul Mahdi’s government standing,” said a source close to Sadr.

“Even Sadr is on board,” he said. “He worried that protests he’s not controlling could also threaten his position” among his followers, the source said.

REFORMS

The new reforms include lowering the minimum age of candidates, increasing the number of voting districts and reducing parliament to 222 seats from 329, according to a proposal from Iraq’s President Barham Salih seen by Reuters. Political appointees on Iraq’s Independent High Electoral Commission would be replaced with technocrats and judges.

Parliament will vote on the changes before eventually approving a date for early elections in 2020, two sources close to the talks said, leaving room for potential delays.

Izzat Shahbandar, an independent who has been mediating among senior political figures including Abdul Mahdi and regularly meets with protesters, said a partial cabinet reshuffle was agreed in principle, with the premier staying.

“Everyone has rallied around the prime minister now. He’s their best bet to avoid chaos,” he said.

It remains to be seen whether the promise of reforms can take any of the heat out of the protests. The reforms clearly fall short of protester demands to scrap the entire post-Saddam political system, but parties could present them as evidence that they are serious about moving in the right direction.

Grand Ayatollah Ali al-Sistani, who speaks on politics only in times of crisis and wields enormous influence over public opinion in Shi’ite-majority Iraq, has called for serious reform within a “reasonable time frame”. He has urged protesters not to go home until concrete steps are taken to meet their demands.

As the protesters’ demands have become more specific, some have called for a system with an elected executive president, less beholden to the political factions that have selected all of Iraq’s post-Saddam prime ministers behind closed doors.

Most say they just want the rulers out.

 

“They choke us so we can’t breathe, so we can’t speak and tell them to go away!” said Ammar, 20, from Baghdad’s Sadr City district, wearing a helmet with a scarf around his face at a medical tent where he was being treated for tear gas exposure.

ERBIL, Kurdistan RegionReforms in Iraq are a strictly Iraqi affair with no room for external intervention, Iraqi President Barham Salih said on Tuesday amid US calls for early elections. 

“Awaited reform in Iraq is a purely Iraqi decision, and it is the response to the will of Iraqis. It cannot be subject to external dictation,” the Iraqi Presidency said in a Tuesday statement

“Any external intervention is rejected and unacceptable,” the statement added, asserting that it is Iraqis, while “respecting the will of the [Shiite] Marja], who will decide on things within legal and constitutional frameworks, and “with their independent national decision”.

The comments follow a White House statement published on Sunday, in which the US called for early elections.

The statement directly linked protest suppression to Tehran, saying that "Iraqis wont stand by as the Iranian regime drains their resources and uses armed groups to stop them from peacefully expressing their views."

"The United States joins the UN Assistance Mission to Iraq in calling on the Iraqi government to  halt the violence against protesters and fulfil President Salih's promise to pass electoral reform and hold early elections," it added. 

Protests swept across the south of the country in October against corruption, unemployment and poor public services, among other issues. Those taking to the streets are now calling for the overthrow of the government. 

Iraqi security forces have responded with deadly violence, including live rounds and military-grade tear gas canisters directly shot at protesters.

While protesters have not shied away from bashing Iran in the protests, the US statement was not met with a warm welcome by some officials with ties to Tehran. 

On Monday, firebrand Shiite cleric Muqtada al-Sadr vowed to evict US troops, thousands of whom remain in Iraq in assist-and-train missions for Iraqi security forces, if the US intervenes in Iraq's affairs.

In aggressive and fiery language, Sadr called the US “occupiers” and held them responsible for corruption that has marred Iraq since 2003.

“Enough of you interfering in our affairs. Iraq already has great [individuals] who can protect it and doesn’t need intervention from you or anyone else,” said Sadr, who is head of the majority Sayirun Alliance.

Sadr has even previously called for early elections and the resignation of the current Iraqi Prime Minister Adil Abdul-Mahdi, but to no avail. 

Despite the difference of opinion between rival Iraqi blocs, many were united in their rejection of the US statement.

“’Iraq is for Iraqis’ is a truth that the children of this proud people have struggle for and have given blood, tears, and enormous sacrifices,” Ammar al-Hakim, head of the opposition Hikmah Front, said in a tweet on Tuesday. 

“While we re-affirm our stance and deep-rooted belief in this truth, we also condemn all types of external intervention in Iraq’s domestic affairs, and Iraqis are able to resolve their issues through their constitutional institutions,” al-Hakim, who had also advocated for reforms rather than early elections, added.

The early election proposal was rejected by Iraq’s Prime Minister and the pro-Iran Fatah alliance, which consists of the major Hashd al-Shaabi paramilitary-aligned political parties and rivals that of Sadr. 

“The White House statement revealed the extent of American intervention in Iraqi affairs, and it is a proof that the early elections project is mainly an American project,” Qais al-Khazali, the secretary general of Asaib Ahl al-Haq, a Hashd al-Shaabi unit, said in a Monday tweet

US Secretary of State Mike Pompeo denounced the "suppression" of demonstrators in Iraq.
A statement by US State Department spokeswoman Morgan Ortigas on Pompeo's phone call with Prime Minister Adel Abdel Mahdi said Pompeo stressed that "peaceful demonstrations are an essential element in all democracies."

Iraqi Prime Minister Adel Abdul Mahdi received a phone call from US Secretary of State Mike Pompeo on Tuesday evening.

Abdul Mahdi, according to a statement issued by the Information Office of the Prime Minister, the serious desire to strengthen bilateral relations and strengthen Iraq's relations with its neighbors and friends, and respect for its sovereignty and independence.

The Prime Minister stressed the determination of the Iraqi government to continue its approach in dealing positively with the demonstrations, stressing their peacefulness and protection by the security forces, and strive to achieve the demands in accordance with the Constitution and the law .

For his part, the US Secretary of State stressed the support of the United States of America to the Prime Minister and the Iraqi government, and the desire to strengthen cooperation between the two countries in accordance with the Strategic Framework Agreement.

The organizing committee of the Tishreen demonstrations called on the sons of Iraq in all governorates and in the countries of the Diaspora to raise the country's flag high everywhere they are.

In a statement, the committee called on Iraqis to raise the Iraqi flag in high homes, cars, work sites, shops, streets and alleys to meet the demands of the rising people.

She continued: "Raise the flag whispering .. The flag of Mesopotamia feared by the corrupt Green Zone, a symbol for which the blood of hundreds of martyrs of the uprising and thousands of wounded were raised high with their hands and their chests in the yards of demonstrations in the areas of Baghdad and in the breach of Iraq Everywhere of the homeland.

In the meantime, security forces and armed militias continued to target demonstrators, dropping dozens of wounded near al-Khalani square in Baghdad, while activists confirmed that the gas used causes cases of suffocation and epilepsy.

On the other hand, the audience of the Iraqi Air Force Club today shouted against the Quds Force commander and the Arab file official in the Iranian Revolutionary Guards Qasem Soleimani and against Prime Minister Adel Abdul Mahdi for their role in suppressing and killing demonstrators.

Iraqi demonstrations continued for the 20th day in a row since the dignity revolution was announced to topple the government and dissolve parliament on October 25.

Massive demonstrations took place in several provinces, including Qadisiyah, south of Baghdad, while mass demonstrations took place in Diyala to support the Iraqi revolution in order to restore dignity and bring down corrupt and accountable.

 

For the second time, the US Embassy in Baghdad lied to the press office of the Iraqi Prime Minister, about the content of the communication between US Secretary of State Mike Pompeo and Adel Abdul Mahdi.

While Abdul Mahdi's office confirmed Pompeo's support for the Iraqi prime minister and talked about strengthening ties, the embassy said the contact clearly indicated that peaceful demonstrations were a right and an essential element in all democracies.

Pompeo denounced the death toll among the protesters as a result of the Iraqi government's repression and the use of lethal force against them, as well as reports of the kidnapping of protesters.

Meanwhile, Sadr's leader, Moqtada al-Sadr, made statements that the reforms introduced by the House of Representatives were false and fictitious to silence rebel voices.

Demonstrations regain momentum in Iraq amid continued pressure on the authorities

BAGHDAD (Reuters) - Anti-government protests continue in the southern Iraqi capital on Wednesday, as authorities seek to counter street pressure fueled by UN efforts to find a solution to the crisis that has plagued the country for several weeks.

Despite the authorities' calls for a "return to life and normalcy", demonstrators continued to demand a new regime and change the political class in a country that is one of the richest in the world and among the most corrupt.

Although the momentum of the demonstrations has diminished in the past few days after the violence in the face of demonstrations by the security forces, the demonstrators returned Wednesday in Baghdad and the cities of the south to the squares supported by students and teachers' union which continues to strike.

"We came in support of our fellow demonstrators, demanding the legitimate rights of the Iraqi people, including the rights of the teacher," Aqil Atshan, a teacher in the center of Baghdad, told AFP.

In the southern oil city of Basra, about 800 students and teachers returned to the camp outside the headquarters of the provincial council, after the security forces broke up last weekend.

According to correspondents from Agence France-Presse for the outbreak of large demonstrations in the city of Diwaniya and Nasiriyah, with the almost complete closure of schools and official departments.

The highest Shiite religious authority in Iraq has given the street momentum in the face of the government's efforts to break up the demonstrations, noting that the protesters will not withdraw from the street unless real reforms are made.

Another student in Tahrir Square said, "Students, students and colleges all came today for civil disobedience."

"If the authority gives orders for civil disobedience, everything will shut down, the state, all the oil companies. That is how we reach a solution."

The Iraqi parliament is expected to host on Wednesday the head of the United Nations Mission in Iraq (UNAMI), Jenin Hennes-Blachart, amid mounting diplomatic pressure on Baghdad.

The United Nations is seeking to be the godmother of the solution to the Iraqi crisis by drawing up a roadmap and meeting with Iraq's top cleric Grand Ayatollah Ali al-Sistani on Monday, after political parties in the country, under Iranian auspices, reached an agreement on the survival of power.

She is expected to brief members of parliament on her meeting with Sistani and the UN position on the events.

After meeting Sistani on Monday in Najaf, Balskhart announced that the Marja had approved the road map presented by the organization and includes a review of the election law within two weeks.

Iraq is the 12th most corrupt country in the world, according to Transparency International.

Young people make up 60 percent of Iraq's 40 million population. The unemployment rate is 25 percent, according to the World Bank.

Unemployment was one of the main drivers of the protests that began on October 1, and to date has killed at least 319 people, according to official figures.

The Shiite cleric Moqtada al-Sadr at the beginning of the movement to the resignation of the government, while President Barham Saleh proposed early elections, in exchange for support from other political parties to the government of Adel Abdul Mahdi.

But after a series of meetings sponsored by the Quds Force's commander in the Iranian Revolutionary Guards, General Qasem Soleimani, an agreement on the survival of power emerged, and Sadr and Saleh appeared to change their tone.
