Suleimani’s ally said some Iraqi military leaders were demanding military intervention to end the demonstrations, especially in Tahrir Square where most demonstrators are gathering in Baghdad.
“They demanded the intervention of the Popular Mobilization Forces (PMU), but Suleimani rejected this option in principle.
“He clearly said that this is an American trap to drag the PMU factions to clash with the demonstrators and then demand their dissolution.”

300 - demonstrators have been killed and 15,000 wounded, mostly in Baghdad.

The PMU factions have not intervened as combat troops, “but that does not mean it (PMU) did not intervene as intelligence or security support,” the ally said.
Suleimani’s ally said that the solutions offered do not include the dismissal or resignation of Abdel Mahdi, although everyone knows that the cause of the current problem is him and his private office manager Abu Jihad.
“Our problem with the Americans, Sadr and Najaf is caused by Abu Jihad,” he said.
“Adel Abdul Mahdi has not taken any real decision since he became prime minister and all the decisions were made by Abu Jihad.
“Those two (Abdul Mahdi and Abu Jihad) are protected and their protector (Suleimani) insists that there is no real problem worth sacrificing them.
“He (Suleimani) does not deal with Iraq as a single country, but rather as part of a system that includes Iran, Syria, Lebanon, Yemen and Palestine, so any suggested solutions that exclude Adel or Abu Jihad are not acceptable (by Suleimani).
“The Iranians are not like Americans. They do not give up their ally easily, so they will continue to support Abdul Mahdi until the very last moment.”
The solutions proposed by Suleimani and agreed by the majority of key political players include a ministerial change involving more than half of the Cabinet, and to gradually vote on a number of important laws, accelerate the adoption of constitutional amendments to be ready for a referendum in April, vote to reduce the number of members of the Parliament to half, the abolition of the provincial councils, “which represent the vicious circle of corruption in the provinces,” change the election law “to allow the rise of individuals and small lists” and change the High Electoral Commission, the source said.
Changing the system from parliamentary to presidential may be included in the constitutional amendments but will not be passed as the Kurds, Sunnis and Najaf reject this system “because it is the key to sliding into dictatorship.”
“Now we are worried about Najaf (Grand Ayatollah Ali Al-Sistani) because it is really upset. This is really our last chance. (If not taken) then people will come out in an armed revolution,” Suleimani’s ally said.
“I’m not optimistic because the tools are the same. Real solutions mean big losses and no one is willing to take any losses.
“The situation will calm down and people (demonstrators) will return to their homes, but they will return to the street later.”

Iraq heads of state ‘reject and shun’ security solution to protests

ERBIL, Kurdistan Region – Ongoing protests in central and southern Iraq cannot be achieved through a security solution, Iraq’s three presidencies and its judiciary chief asserted in a joint meeting on Sunday - despite security forces continuing their crackdown to bring an end to the protests. 

“The attendees affirmed the immutable stance to reject and shun any security solution for peaceful protesting, and holding any confrontation that depends on excessive force strongly accountable,” the joint statement following Sunday’s meeting between the President, Prime Minister, parliament speaker and Supreme Judiciary Council chief read.

The protests are “inevitable” and necessary for the reform of service provision “in a manner that Iraq deserves,” the statement added. 

However, the statement’s rejection of violence and claims to hold its perpetrators accountable rings hollow as security forces forcefully retake protest sites, causing the protester death toll to climb. 

According to the Parliamentary Human Rights Committee, 319 protesters and security forces members have died since protests began almost six weeks ago.

Iraqis took to the streets to demand an end to corruption, nepotism, and unemployment, among other issues gripping the oil resource-rich country. They were met with deadly force, including the fire of live ammunition rounds and tear gas.  Protests paused on October 8 as the Shiite religious pilgrimage of Arbaeen approached.

A second wave of protests began on October 25. In response to the violence enacted during the first wave of demonstrations, protesters upped the ante and demanded the overthrow of the government, a change of Iraq’s system to a presidential one, and the amendment of the 2005 constitution, among other demands.

The second wave of protests have been marked by the fire of heavy, military-grade tear gas canisters directly at protesters, a number of whom have died as a result of the skull injuries incurred.

Iraqi forces have already evicted protesters from the al-Sinak, al-Shuhada, and al-Ahrar bridges that lead to Baghdad’s fortified Green Zone, where embassies and government offices are located.

Protesters maintain control of the central Tahrir Square, the prominent “Uhud Mountain” building overlooking it - otherwise known as the Turkish Restaurant - and a section of the Jumhuriya Bridge leading off of Tahrir. They fear being encircled and forcefully pushed out of the protest zones by security forces. 

Also feeding protester fear is the killing and disappearances of prominent protesters and government critics, who it is widely believed are being deliberately targeted.

On Saturday, international bodybuilding champion Mushtaq al-Izzawi was hospitalized after being shot three times in his own car. 

Civil activist and Rudaw Arabic columnist Amjad al-Dahmat was assassinated on November 6 in the southern Iraqi province of Maysan. He was a prominent figure in the protest movement in the province.

Dahmat’s death was preceded by the killing of Iraqi caricaturist Hussein Adil and his wife Sara in their home in the southern city of Basra in October.

Prominent activist Saba al-Mahdawi, kidnapped by masked men on her way home from a protest earlier this month, is still missing.

As signs reading “Don’t cross the bridge. Your life is precious” hung in Tahrir Square, protesters speaking to Rudaw on Sunday remained defiant.

“No demands have been met. All of their [politicians] promises are lies. We die so that the country lives. No going back before victory,” one protester told Rudaw.  

“Today on Sinak Bridge, there was direct shooting at protesters. I am a witness to this,” they continued, claiming that even the army and federal police were being shot at.

“Yes. The protesting will help us get all of our demands met. Allah willing, all of our demands will be met. We will not retreat from the Tahrir Square. We would die and still not retreat,” another protester said.

Iraqi media quoted medical sources on Sunday who said seven people were killed and nearly 100 injured when demonstrators tried to reach the fortified Green Zone in the capital of Baghdad.

According to Iraq’s High Commission for Human Rights, since they began in early October, widespread protests in Iraq have resulted in the deaths of at least 300, while some 12,000 have been injured.

Heba Morayef, Amnesty International’s Middle East and North Africa Director, called on Iraqi authorities to “immediately order an end” to the use of “excessive force” against demonstrators.

“There have now been at least 264 protester deaths across the country in little over a month,” Morayef added. “This is turning into nothing short of a bloodbath—all government promises of reforms or investigations ring hollow while security forces continue to shoot and kill protesters.”

The Amnesty director urged the Iraqi government to protect its citizens, who are exercising their right “to gather and express their views.”

“This bloodbath must stop now, and those responsible for it must be brought to justice.”

The protests over the past month reflect widespread dissatisfaction with the economy, including high levels of unemployment, the dismal state of public services, and widespread government corruption.

Demonstrators are calling for radical change in Iraq’s political system, which they say fails to address their needs, but, rather, serves the interests of a small governing elite.

Over the past weeks, demonstrations erupted in Baghdad and other governorates in Iraq. Protester demands cover a wide spectrum of issues, including economic growth and employment, reliable public services, prudent and impartial governance, an end to corruption, credible elections as well as broader reform of the political system - including amendments to the constitution.

An accumulation of frustrations about the lack of progress in the last 16 years is clearly perceptible, and with rising numbers of deaths and injured (both protesters and members of the Iraqi Security Forces) a climate of anger and fear has set in. The Iraqi people cannot afford to be held back by the past nor by partisan interests.

Rising hope asks for a leap forward, including the understanding that - in today’s digital age - daily life has moved online. Meanwhile, the risk of ‘spoilers’ hijacking peaceful demonstrations is increasing and potentially derailing any attempt at genuine change. Time is therefore of the essence, as are tangible results.

To start with, and following consultations with a wide range of Iraqi parties, actors and authorities (including the three Presidencies, the Supreme Judicial Council, protesters and union representatives), the United Nations Assistance Mission for Iraq (UNAMI) proposes the following principles and measures:

PRINCIPLES

The following principles apply to all parties at all times:

  1. Protect the right to life above all.

  2. Guarantee the right to peaceful assembly, demonstration and freedom of expression, as granted in the constitution.

  3. Practice maximum restraint in the handling of the protests, including no use of live ammunition, ban the improper use of non-lethal devices (such as tear gas canisters).

  4. Deliver full accountability for perpetrators and redress for victims.

  5. Act in keeping with the law, including in regard to public and private properties.

MEASURES

Immediate measures (less than a week) include:

  1. Release all peaceful demonstrators detained since 1 October, in accordance with the law.

  2. No peaceful demonstrators shall be targeted.

  3. Initiate full investigation of cases of abduction (including by making available CCTV footage), and reveal the identity of those responsible.

  4. Accelerate the identification and prosecution of those responsible for targeting demonstrators.

  5. Prosecute and punish those responsible for the excessive use of force and/or other violent acts, in accordance with the law.

  6. Publicly call on all regional and international parties not to interfere in Iraq’s internal affairs, respecting its sovereignty.

Short term measures (within one week to two weeks) include:

  1. Electoral reform: With the technical support of the UN, a single legal framework shall be finalized.
    Soon after, the framework shall be submitted to the Council of Representatives (CoR). The parliamentary procedure shall be completed as soon as possible.

  2. Security Sector Reform: Executive Order 237 shall be fully implemented without delay. Any weapons outside state control shall be prohibited. Any outlaw armed entity or rogue element shall be considered illegal and it is the state’s responsibility to take them on.

  3. Corruption: The political elite shall lead by example, for instance by publicly declaring their assets – at home and abroad, held under their own name or another. Additionally, political parties/blocs and movements shall abolish their economic committees.

Medium term measures (within one to three months) include:

  1. Constitution: With the technical support of the UN, the Constitutional Review Committee shall continue its work. Any amendment to the constitution shall be put to referendum by the people of Iraq.

  2. Corruption: The Commission of Integrity shall submit corruption cases to the High Judicial Council or the Central Anti-Corruption Court. The Central Anti-Corruption Court shall handle corruption cases at all levels of the state. All corrupt officials will be held accountable and prosecuted.

  3. Enactment of laws: The Government shall send the following draft laws to the CoR, and the CoR shall complete its due process as soon as possible:

    a. A law addressing the principle: ‘Where did you get this from?’
    b. The Federal Court Law
    c. The Social Security Law d. Law on resolving the Housing Crisis
    e.
    The Oil and Gas (Hydrocarbon) Law
    f. Amending the Law on Encouraging Investments and Public-Private Sector Partnership
    g. The Council of Ministers and Ministries Law
    h. The Reconstruction Council Law

White House calls for early elections in Iraq
The White House on Monday called for early elections in Iraq and an end to violence against protesters across the country.
The White House said in a statement: "The United States is deeply concerned about the continuing attacks against demonstrators, civilian activists and the media in Iraq, as well as restrictions on the Internet in Iraq ... "The coalition rejected the use of force that caused many casualties, the policy of suppressing freedoms, arrests and kidnappings, as well as the knowledge of the perpetrators of the killings by snipers and the use of direct fire," the statement said, criticizing "the blackmail of the government and the exploitation of the current situation to pass what they want and gain gains."
He noted that "the international community wants to help Iraq and what the current government is doing gives a negative view of the country where the previous government has taken great measures to return Iraq to the international community."

She pointed out that "the United Nations is following what happened in the past weeks" / pointing to "anger and indignation in the street because of the failure to provide services for 16 years, where people have high hopes to meet the demands."
"The United Nations is conducting credible reports to stop this violence," he said, calling on other parties to "intervene", stressing that "Iraq is always sovereign and we provide advice by monitoring events, and we are seeking Iraq's progress."
"It is a real time for the Iraqi authorities to do what the demonstrators demand," he said.

The security expert and strategist, Hisham al-Hashemi, Monday, that the Iraqi government is in trouble and must choose between light and darkness.

Hashemi said in a tweet to him on the "Twitter", "The dilemma of the government it believes who deceives, it now has to choose between light and darkness."

He explained that "if the government chose the light? That is good, the implementation of demands without procrastination or tarry, and a public trial for those killed, kidnapped and threatened demonstrators or ordered to do so, as a good faith to confess and apologize."
