Prime Minister Adil Abd Al-Mahdi attended a meeting at Al-Salam Palace in Baghdad with President of the Republic, Barham Salih, the Speaker of the Council of Representatives, Mr. Mohammad Al-Halboosi, and the President of the Supreme Judicial Council, Judge Fayek Zidan.

They acknowledged that the protests helped increase the pressure on political parties. They agreed that the executive, parliamentary and judicial authorities must work together to address the demands expressed by the protestors.

During the meeting, they discussed and agreed to:

  • Continue investigating cases of corruption and prosecute the accused in order to restore justice.
  • Draft a new electoral law to ensure the fairness and representativeness of the electoral system.
  • Establish a national dialogue to review Iraq’s governance and constitution according to the constitutional and legal principles.

NAJAF, Iraq⁠—The United Nations' top official in Iraq and the country's most senior cleric urged authorities on Monday to get "serious" about reforms after anti-government demonstrations that have left hundreds dead.

Mass rallies calling for an overhaul of the ruling system have rocked the capital Baghdad and the Shiite-majority south since October 1 -- the largest and deadliest popular movement in Iraq in decades.

The bloody unrest has sparked serious concern from the UN, human rights groups and the White House, which on Sunday called on Baghdad "to halt the violence against protesters" and pass electoral reform.

After weeks of paralysis, Iraq's top leaders seem to have agreed to keep the system intact, but the UN in Iraq (UNAMI) urged them to enact a host of changes.

These include electoral reforms within two weeks, the prosecution of those responsible for the recent violence as well as of corrupt officials, and the passing of anti-graft laws.

On Monday, UNAMI chief Jeanine Hennis-Plasschaert met the country's highest Shiite authority, Grand Ayatollah Ali Sistani, in the holy city of Najaf.

She said the seat of Shiite religious power in Iraq, known as the marjaiyah, had stressed that "peaceful demonstrators cannot go home without sufficient reforms" to answer their demands.

"The marjaiyah expressed its concerns that the political forces are not serious enough to carry out such reforms," said Hennis-Plasschaert.

"If the three authorities -- executive, judiciary and legislative -- are not able or willing to conduct these reforms decisively, there must be a way to think of a different approach," she warned without elaborating.

There was no statement attributable directly to Sistani, who is 89 and never appears in public.

In his recent sermons, delivered by a representative, Sistani has described the protesters' demands as "legitimate" and called for the rallies to be handled with "restraint".

- Rallies flare up -

In recent days, more than a dozen protesters have been killed as security forces have cracked down on demonstrators.

They have cleared streets and squares in Baghdad, in the port hub of Basra and the southern city of Nasiriyah, where four protesters were shot dead on Sunday.

Security forces there even chased down demonstrators into a children's hospital and fired tear gas inside.

On Monday, protesters struggled to come out in large numbers there and security forces reopened roads in Basra, stifling attempts to stage sit-ins near the provincial headquarters.

In Baghdad, live rounds rang out in neighbourhoods close to the main protest camp of Tahrir (Liberation) Square.

But thousands of demonstrators took to the streets again in Hillah, Diwaniyah and Kut.

Aside from the crackdown, activists and volunteer medics have described a widening campaign of arrests and intimidation intended to keep them away from protests.

The UN has warned that "a climate of anger and fear has set in," and its human rights council was to meet later Monday for a periodic review of Iraq's rights record.

- 'We want total change' -

Iraq's President Barham Saleh had last month proposed an early vote after reforms, but the suggestion seems to have been widely rejected by the political class.

Prime Minister Adel Abdel Mahdi cast them as unrealistic and even firebrand cleric Moqtada Sadr, who first demanded snap elections supervised by the UN, has gone silent.

The initial fissures among the political elite appear to have closed this week following a consensus brokered by Major General Qasem Soleimani, the head of Iran's Islamic Revolutionary Guard Corps' foreign operations arm.

Demonstrators say the current system means government jobs are doled out based on bribes or nepotism, shutting out applicants who are politically independent.

Youth make up 60 percent of Iraq's nearly 40 million people and the unemployment rate among them stands at a staggering 25 percent, according to the World Bank.

One in five people lives below the poverty line, despite the vast oil wealth of OPEC's second biggest producer.

"We don't want amendments, we want change -- total change," one protester in Baghdad told AFP on Monday.

"We don't want this government, or parliament, or any political party."

ERBIL (Kurdistan 24) – The UN envoy to Iraq on Monday met with top Shia cleric Ali al-Sistani, a day after her office issued a statement advising the government to adopt a number of measures in the short-term and the long-term amid widespread protests that have led to the deaths of upwards of 300 people and injuries to 12,000 others.

Jeanine Hennis-Plasschaert, the Special Representative of the Secretary-General (SRSG) for the United Nations Assistance Mission for Iraq (UNAMI), held a press conference following her meeting with Sistani, relaying the cleric’s message to the government and demonstrators.

She said Sistani had stressed “zero use of violence against peaceful protesters,” adding that “all perpetrators should be held to account without delay.” She noted Sistani condemned “arbitrary arrests, kidnappings, beating, and the killings should stop.”

The cleric had expressed “the need to conduct serious reforms within a reasonable period” and “welcomed the proposals by the United Nations,” including “the proposal for one consolidated electoral framework.”

Sistani reportedly expressed his concern that “political forces are not serious enough to carry out these reforms,” adding that “peaceful demonstrators cannot go home without sufficient results,” Hennis said.

On Sunday, Sistani’s office denied a report that claimed he had reached a deal with another Shia cleric, populist Muqtada al-Sadr, and the infamous Iranian general, Quds Commander Qassim Soleimani, to keep Prime Minister Adil Abdul-Mahdi in power.

The cleric had also reportedly stated either the authorities implement reforms, or “there must be a way to think of a different approach,” without specifying.

The UN envoy said there is “lots of anger and frustration over the lack of progress in 16 years and we have to think forward to address the rising hopes.” She warned that demonstrations would continue and resurface if the demands are not met.

In a statement on Sunday, UNAMI demanded the authorities release all peaceful protesters, and called for an investigation to identify perpetrators of violence, and “[p]ublicly call on all regional and international parties not to interfere in Iraq’s internal affairs, respecting its sovereignty.”

It also called for electoral and security sector reforms within one or two weeks from the date of the issuance of the statement. UNAMI added that the “political elite shall lead by example, for instance by publicly declaring their assets – at home and abroad, held under their own name or another.”

For medium-term measures, the UN mission suggested constitutional reform, adding that “any amendment to the constitution shall be put to referendum by the people of Iraq.” It also called on the judicial authorities to hold “corrupt officials” accountable.

Hennis-Plasschaert said at a press conference after her meeting with Sistani that the protesters "could not go home without sufficient results."

The top Shia cleric further made it clear that the three presidencies of Iraq should either start implementing reforms or they need to consider other alternatives.

Direct: The Council of the Secretariat General of the Council of Ministers, on Tuesday, held its fifth regular session chaired by Secretary-General Hamid al-Ghazi .

The Council discussed, according to a statement issued by the Secretariat of the Council of Ministers, the latest developments of peaceful demonstrations in the capital Baghdad and a number of provinces .

The Council stressed, according to the statement, the importance of responding to legitimate demands, and invest the proposals made by the demonstrators to correct the course of the political process, the elimination of corruption and the provision of employment and improve public services .

The Secretary-General of the Council of Ministers, Hamid al-Ghazzi, the vision of Prime Minister, Adel Abdul Mahdi, in dealing transparently with the recent decisions in the form of "reform packages."

 He pointed out that the reforms should be realistic and applicable, and directed all departments of the Secretariat to make extraordinary efforts to implement the requirements of the implementation of the announced packages .

During the meeting, the Council touched upon acts of sabotage affecting public and private property and damaged a number of entrepreneurial businesses, as well as disrupting the work of a number of governmental and educational institutions.

Economy News - Baghdad

The Ministry of Finance, on Tuesday, signed a memorandum of understanding with France to advance the construction and the provision of services in Iraq.

The ministry said in a statement seen by "Economy News", "Minister Fouad Hussein discussed with the French ambassador in Baghdad Bruno Hubert the latest developments in the Iraqi arena and the subject of popular protests."

The statement added, "Hussein briefed the ambassador on the vision and plans of the Iraqi government reform in terms of providing employment opportunities and the realization of the principle of social justice among segments of society and sorting and distribution of residential land and serious initiation of anti-corruption measures and administrative and economic reforms."

The statement pointed out that "the French ambassador expressed his country's full support for the reform steps followed by the Iraqi government in order to restore stability and advance construction and provide services to citizens," noting that "a memorandum of understanding was signed between the two sides in this regard."

BAGHDAD - The
adviser to former Prime Minister Laith Shubr, said Tuesday, that every crime committed by Prime Minister Adel Abdul Mahdi and those in his government will be punished sooner or later.
"Every crime committed by Adel Abdul-Mahdi and those with him will be punished sooner or later," he said in a post on his Facebook page.
"Young Iraqi people, your uprising is great and your victory is very close," the former editor of Abdul-Mahdi's newspaper, al-Mahdi, told the protesters.
It is noteworthy that the adviser to former Prime Minister Laith Shubr, advised Abdul Mahdi to resign more than once, the latest "not enough advice after the blood shed."
It is worth mentioning that the Internet service has witnessed a fluctuating interruption since the beginning of the demonstrations on October 1, on the order of the government of Prime Minister Adel Abdel Mahdi, in order to suppress the demonstrators and muzzle.
