Four Iraqi protesters killed, 50 wounded in renewed violent crackdown: report

ERBIL (Kurdistan 24) – Amid a fresh bout of violent crackdowns on protests, four demonstrators were killed and 50 others were wounded in the Iraqi capital on Thursday, Reuters sources said.

This, along with other protests in southern cities, mark fresh tensions after two days of relative calm. Since their beginning on October 1, members of the security forces used severe measures to deter the demonstrations.

According to Reuters, the security forces used live ammunition, tear gas, rubber bullets, and stun grenades to contain hundreds of protesters near their camps in Baghdad’s Tahrir Square.

The security forces reportedly killed three people by directly firing tear gas canister at their heads. A fourth person died from wounds sustained by a stun grenade. Reuters wrote that at least fifty other protesters had been injured, including chokings due to tear gas.

Since they began in early October, widespread protests in Iraq have resulted in the deaths of at least 300, and some 15,000 have been injured, according to the Independent High Commission for Human Rights of Iraq (IHCHR).

Amid ongoing worries by government officials about the implications of the country’s current unrest to the economy, social media pages, human rights organizations, and media reports continue to show the use of government violence to counter and deter protests in various parts of Iraq, especially the capital of Baghdad and the oil hub of Basra to the south.

Those who have taken to the streets and many other Iraqis complain of high levels of unemployment, the dismal state of infrastructure and basic public services, and widespread government corruption, widely perceived to be at the heart of it all. Demonstrators are calling for radical change in Iraq’s political system, which they say serves the interests of a small governing elite instead of the general population.

A source close to Sistani's office told Al-Monitor that Sistani is referring to early elections under an amended electoral law and under UN supervision when he speaks of "another pathway."

Sistani called for a halt of the violence being used against protesters, including their arrests and abductions, and he repeated his previous demands to hold those responsible for killing the protesters accountable and to undertake real reforms within short time.

Sistani has been supporting the protests since they began in early October. His representatives have expressed his support for protesters at every Friday sermon since the beginning. His two official representatives, Abdul Mahdi Krbalai and Ahmad Safi, attended mass protests in Karbala last week, which was organized by the staff of the Shiite holy shrines that are under Sistani’s supervision.

In addition to the above support, Sistani responded to Iran's request to use his influence among Iraqi Shiites to halt the protests and give the government another chance to undertake the reforms. “I am with the Iraqi people, even if their decision is not in line with my opinions,” Sistani said. The source from Sistani's office stated that in addition to Maj. Gen. Qasem Soleimani's visit with Sistani last month, prominent Lebanese cleric from the Hezbollah movement Sheikh Muhammad Kawtharani and the Iraqi cleric from the Islamic Supreme Council close to Iran, Sheikh Jalal al-Din al-Sagheer, sent messages to Sistani asking him to accept Iran's request and work with Soleimani to halt the protests.

Soleimani attended a high-security meeting in Baghdad’s Green Zone in late October in which he called upon Iraqi officials to back Abdul Mahdi and reject any proposal that includes his resignation. He also promised to halt the protests.

But Soleimani has been unsuccessful thus far: The use of excessive violence against protesters increased after Soleimani's meeting and has resulted in nearly 100 more deaths among protesters. Also, the demonstrations are ongoing and spreading in Baghdad, Basra, Nasiriyah and other southern cities. The protesters could even close the Umm Qasr port in southern Basra for several days.

As security forces increased the use of violence against protesters last week, rumors spread in some Iran and Iran media close to Iran that in a meeting between Soleimani, Iraqi populist cleric Muqtada al-Sadr and Sistani's son, Muhammad Reza, all agreed to support Abdul Mahdi and give him from six to 12 months to undertake reforms. Sistani's office and Sadr's representative both denied this news.

With protesters receiving direct support from Sistani, the UN and the United States, it will be very difficult for Abdul Mahdi to resist them unless he uses even more violence. Such action would result in mass killings and civil war.

In such circumstances, it seems there is no solution to the crisis as long as Abdul Mahdi remains in office without undertaking early elections in accordance with a new electoral law — as are the minimum demands of protesters and their internal and external supporters.

ERBIL (Kurdistan 24) – In his strongest expression yet of support for Iraqi protesters and criticism of the country's political elite, the nation's top Shia cleric argued that the current anti-corruption movement marked a turning point Iraq's history, adding that the state would not be the same after this "battle for reform."

A representative for Ayatollah Ali al-Sistani read his statement during a sermon in the city of Karbala on Friday, more than a month and a half after demonstrations demanding a change in the country's ruling political elite began. Sistani, in his eighties, often comments on the country’s political affairs in times of crisis.

"If those who have power think they can evade merited real reforms with procrastination and stalling, they are delusional, as what comes after these protests will not be like before in any way; be aware of that," he said.

Sistani lamented that Baghdad had yet to meet the demands of the protests, especially in regard to the ousting of "corrupt leaders, recovering the looted money from them, and canceling the unfair privileges granted to certain groups at the expense of the rest of the people."

The cleric met earlier this week with Jeanine Hennis-Plasschaert, the head of the United Nations Assistance Mission for Iraq (UNAMI), who said afterward that Sistani had expressed support for a UN package of reforms recently suggested to the government.

Hennis-Plasschaert said Sistani stressed "the need to conduct serious reforms within a reasonable period" and spoke favorably of a UN "proposal for one consolidated electoral framework." He also reportedly expressed his concern that “political forces are not serious enough to carry out these reforms,” adding that "peaceful demonstrators cannot go home without sufficient results."

On Friday, Sistani reiterated his doubts about the ability of the political elite to implement reforms, saying that the protests started because the people "found no other way to get rid of the corruption worsening day after day," and that "rampant devastation" that has plagued the country for years is the result of "the consensus of the ruling forces—from various components—to turn the country into spoils they share between each other with some of them overlooking the corruption of others."

He also rejected foreign interference, warning that "the battle for reform waged by the Iraqi people is a united national battle, and Iraqis are the ones who bear the heavy burdens, and an outside entity is not allowed to [steer it] in any direction."

The reference determines its position on the demonstrations by five points

Holy Karbala / morning

The supreme religious authority reiterated the need to maintain peaceful protests and stay away from acts of violence, stressing the need to hold accountable all those involved in acts of sabotage and killings in accordance with the law, while noting that Iraq "will not be beyond these protests as before," He pointed out that corruption in the country is exacerbated "by the agreement of the ruling powers to make the homelands to share with each other and tolerate some of the corruption of others," warning that "should not be allowed to interfere with any external party in the battle of reform."
Thousands of people continued their protests in Baghdad and a number of provinces yesterday, while informed sources said that there were injuries among demonstrators near al-Khalani Square in central Baghdad due to excessive use of liquefied gas. For tears. In his Friday sermon delivered at the al-Husseini al-Sharif's courtyard, the representative of the Marjaiya read out the text of what was received from the office of His Eminence Sayyid al-Sistani (as long as his shadow) from Najaf: It is "once again clarifying its position on the current protests demanding reform The first point is to support the protests and to ensure that they are peaceful and free from any form of violence, condemning the assault on peaceful demonstrators by killing, injuring, kidnapping, intimidating or otherwise, as well as condemning the assault on security forces, government installations and private property. .
Al-Safi added in the second point that "the government derives its legitimacy - other than authoritarian regimes and the like - from the people, and there is no one to grant it legitimacy to others. The will of the people is the result of the secret ballot if it is conducted fairly and fairly, hence it is important to speed up The adoption of a fair electoral law restores citizens' confidence in the electoral process and does not prejudice political parties and currents, and gives a real opportunity to change the forces that have ruled the country over the past years if the people want to change them and replace them with new faces.
