Leaked Iran spy documents reveal extent of grip on Iraq

 

Ground-breaking documents detailing staggering evidence of Iran’s espionage operations, bribery payments and efforts to expand influence within Iraq have been leaked to the US-based media organisation The Intercept in collaboration with the New York Times.

Together they reveal the huge extent of Iran’s grip on its neighbour.

The report released by the two organisations details the aggressive efforts with which Tehran worked to bring Iraq under its influence following the US invasion and toppling of Saddam Hussein in 2003.

The documents include the years of experience of Iranian spies to ensure the obedience and cooperation of the country’s leaders, pay Iraqi agents to switch sides from working with US intelligence, and gain a firm foothold in every aspect of Iraqi life.

The revelations in the report cover the bribery of Iraqi government officials. A prominent example happened in mid-October while protestors were on the streets in Iraq demonstrating against Iranian influence.

The commander of the Islamic Revolutionary Guard Corps (IRGC), Major General Qasem Soleimani (pictured), visited Iraq to persuade an ally in Parliament to help Prime Minister Adil Abdul-Mahdi maintain his position.

The report reveals how Abdul-Mahdi was groomed by and begun to work closely with Iran in 2014 while he was Iraq’s oil minister, and how his “special relationship” was connected with that of former Prime Minister Haidar Al-Abadi who also worked in support of Iran.

The documents go even further by broadening out the evidence of espionage to the entire region, with the IRGC under Soleimani having appointed and stationed its own ambassadors to Syria and Lebanon to gather information, report it back to their headquarters in Tehran, and produce entire reports on the findings to be presented to Iran’s Supreme Council of National Security.

The leaks also detailed how, following the withdrawal of US troops in 2011 and the power vacuum that resulted, Iran acted swiftly to recruit former Central Intelligence Agency (CIA) informants in the country.

It was even written in one undated document how Iran started the process of planting a spy inside the US State Department with the promise that, “The subject’s incentive in collaborating will be financial.” The result of the endeavour remains unclear and there were no further details reported, but it described the agent as able to provide “intelligence insights into the US government’s plans in Iraq, whether it is for dealing with ISIS or any other covert operations.”

This focus on US actions and plans within Iraq was allegedly vital to Iran, particularly for the purpose of staying on top in the struggle for influence over the country.

One Iraqi man who had spied for the CIA and been abandoned by the US withdrawal was recorded to have told his Iranian handler that, “I will turn over to you all the documents and videos that I have from my training course… And pictures and identifying features of my fellow trainees and my subordinates.”

Another agent, an Iraqi military intelligence officer who met with an Iranian counterpart, stated his firm support for Iran and that “Iran is my second country and I love it.” In what was a more than three-hour meeting, he also expressed his admiration for the Iranian system of governance, which puts the clerical class in direct control of much of the government.

One major factor in the expanded influence of Iranian espionage within Iraq that is detailed in the report is the sectarian divide between Sunnis and Shia.

This was particularly exacerbated following the toppling of Saddam Hussein and the consequent ousting of every member of his Baath Party, which involved major sections of society and the workforce. Moreover, many of the Baath members were Sunnis, making the de-Baathification process the catalyst for the marginalisation and unemployment of Iraq’s Sunni community, the dominance of the Shia, and the resulting feeling of resentment amongst Sunnis leading to the insurgency and sectarian tensions.

It was this divide through which Iran sought to navigate and regulate, often by preventing Sunni militias from forming while arming and funding loyal Shia militias as a famed tool for influence in the country.

The vast number of leaked documents, more than seven hundred altogether, are seen to reveal the extent of Iran’s influence over Iraq and its body politic, confirming what were previously minor reports and suspicions of the close relationship between the two countries.

The revelation is hugely significant given the escalation in tensions between Iran and the US with its allies in the region, and especially relevant in the ongoing popular protests across Iraq.

Local human rights groups have estimated at least double the amount in the first four days of the unrest alone. Protests began on Friday after Tehran passed a new regulation on subsidized gasoline, effectively tripling its price. Although limited at the start, demonstrations quickly spread to other parts of the country, including its Kurdish region to the west.

The elite Islamic Revolutionary Guard Corps (IRGC) threatened on Monday to take a “decisive” response if demonstrations continued. The unrest has reportedly continued on Tuesday.

Iranian authorities have also effectively shut down access to the internet, limiting the communication abilities of protesters with the outside world and media outlets. Local independent press and organizations, though small in numbers, have nevertheless actively reported on the killings, utilizing local sources.

The Iran Human Rights Monitor reported on Tuesday that the number of deaths had “exceeded 220” over the previous four days. It claimed security forces were targeting civilians' heads and chests with live rounds. It also claimed the authorities were transporting the dead and burying them in undisclosed locations.

The rights group also reported the violent crackdown had also wounded 3,000 other demonstrators. Semi-official Fars news has said security forces had arrested close to 1,000 people.

Rupert Colville, UN human rights spokesman, on Tuesday, voiced concerns about the extreme violence committed during the protests and asserted that the extent of casualties was “clearly very serious.”

According to local organizations reporting on human rights breaches in the Kurdish regions of the country, so far, there have been at least 45 deaths as a result of direct gunfire by the security forces. Hengaw, one such group, has logged the names of 20 of the victims.

Iraqi figures on the US sanctions list on charges of corruption and repression

BAGHDAD - The United States plans to take punitive measures against Iraqi figures over their involvement in the use of lethal force to quell mass popular protests that began in early October and continue for the 50th consecutive day, informed sources in Baghdad said.

The sources told "Arabs" that Washington is also considering punishing Iraqi figures from the first political line, on charges of corruption and violation of human rights.

According to the sources, there are two lists that may be issued by the US Treasury soon, including the names of five Iraqi figures, which will be covered by financial sanctions in accordance with the laws in force in the United States.

The sources pointed out that the new US sanctions, will be extended to three prominent Iraqi figures, closely linked to the Iranian Revolutionary Guard and the Popular Mobilization militias, pointing out that "Abu Jihad al-Hashemi, Director of the Office of Iraqi Prime Minister Adel Abdul Mahdi, put his name at the top of the list of punished figures."

Fog has surrounded the fate of al-Hashemi since the beginning of this month, after the leaked office of Abdul-Mahdi news of his resignation, and the appointment of Qais al-Amiri, close to Faleh al-Fayyad, head of the Popular Mobilization Authority, in his position.

Hashemi is described as the de facto prime minister in Iraq since the formation of Abdul Mahdi's government, which confirms the sources accompanying that he chose the most prominent pillars, while other sources say that “Abu Jihad is the financial coordinator of the activities of the Iranian Revolutionary Guard in Iraq, which includes billions of dollars in the areas of housing, entertainment, tourism and materials Food. ”

But an Iraqi observer played down the seriousness of the leaks and predicted that government sources with limited influence had leaked them, with the aim of spreading terror among Iranian figures, whose presence was heavy on the political system.

The observer told Al-Arab, “It can be said that the protests have strengthened one wing of the last wing of the regime in Iraq, so that the wing dare to declare its desire to exclude the faces that have become subordinate to Iran is a burden on Iran itself. All this means that there is an intention to carry out liquidations within the regime, supervised by Iran in order to delude the protesters that there is a real response to their demands.

In defense of his government's austerity plan, Rouhani has repeatedly noted that the gasoline subsidies will benefit members of the lower class by ending up as cash in "their pockets." Many have challenged the assertion, among them Habibollah Keshtzar, a lawmaker representing his impoverished southwestern constituency of Behbahan, where many deaths by live fire have been reported.

"Instead of squeezing your hands in people's pockets, you could have saved money by curbing budget wastefulness, ending unnecessary costly trips abroad and combating extravagance by some members of your administration," he said Nov. 19 in a sharply-worded parliamentary address. Keshtzar also lamented the plight of "the needy who yearn for bread" and have to "pay the price" of the Rouhani government's new scheme.

A member of the Parliamentary Integrity Committee high Nassif, on Thursday, the committee's move to open an investigation auction currency, indicating that there are a lot of personalities involved in this area will be referred to the judicial authorities.

Nassif said in a statement to the information, that "the Parliamentary Integrity Committee, especially after the completion of a law from where you get this, it is heading towards opening the currency auction in the Central Bank."

She added that "the Chairman of the Committee will form a team of members of the House of Representatives in order to open an investigation auction currency, in addition to the Office of Financial Supervision expressed cooperation with the Commission on Integrity and confirmed that there are files ready on the auction of currency."

She pointed out that “next Saturday will be the formation of the said team to investigate the auction of the currency, and refer those involved to the judiciary, where there are indications of some people who did not have property before 2003, while you find owners of banks and large property, and therefore the law from where you will apply this on them".

She stressed that "the Commission on Parliamentary Integrity owns the names of banks and personalities involved in the corruption of currency auction, where there are many of them took advantage of the period after 2014 to increase its funds."

BAGHDAD (Reuters) - At least three protesters were killed on Friday and about 30 others were wounded by Iraqi security forces as they blocked protesters from reaching the heavily guarded central bank, witnesses said, while the Shi'ite authority called for speedy reform of electoral laws to break the current crisis.

Al-Jazeera correspondent in Baghdad said that hundreds of demonstrators managed to drop the first concrete barrier leading to the central bank located in Al-Rasheed Street near Al-Ahrar Bridge in central Baghdad.

The correspondent added that security personnel prevented the protesters from dropping the second barrier to reach the bank, and the barrier is only a few meters away from the central bank.

He pointed out that the security forces used tear gas and live bullets to disperse the demonstrators and prevent them from dropping the second barrier.

The area witnessed yesterday skirmishes of security forces and demonstrators tried to reach the Central Bank, killing seven protesters and wounding more than seventy.

The Reuters news agency, citing medical sources and eyewitnesses that seven demonstrators were killed and dozens wounded and suffocation cases yesterday in several areas, including the bridges of Alsink and Ahrar in central Baghdad.

Umm Qasr
Reuters reported sources in the southern port of Umm Qasr that security forces dispersed protesters at the port gate, which led to the injury of a number of them.

Witnesses from the southern city of Basra said the protesters were gathering near the port of Umm Qasr, the country's biggest port overlooking the Gulf.

The sources added that the port authorities, which had been forced in the previous days to close because of the gathering of demonstrators, still closed the port even after the security forces dispersed the demonstrators using tear gas and batons.

The Reuters news agency that the workers managed to enter the port near the city of Basra, but its operations have not yet resumed.

The protesters had closed the port of Umm Qasr from October 29 to the ninth of this month, except for a brief resumption of operations for three days.

A government spokesman said at the time that the closure had lost Iraq more than $ 6 billion in the first week alone.

The port receives imports of grain, vegetable oil and sugar shipments in a country heavily dependent on imported food.

In a related context, a security source told the Anatolia that angry protesters set fire yesterday evening in the Department of Tribal Affairs Directorate Dhi Qar police in the south of the country.

Shiite Marja
At the political level, the Shiite Marja in Iraq urged politicians to expedite the adoption of the laws of parliamentary elections and the Independent Electoral Commission.

The representative of Grand Ayatollah Ali al-Sistani said in the Friday sermon in the city of Karbala that the Supreme Reference "stresses the need to accelerate the completion of the election law and the law of its commission, stressing that the Supreme Reference Country. ”

Despite all the verbal attacks, the trick ultimately allowed a nuclear deal to be reached with the Obama administration. Realistic relations became rosy, and the “Death to America” speech also remained.

That "revolution" created a Mafia regime representing the interests of the regime's militias and organs, led by a "supreme leader" who is the "elder father". He moves it as he pleases, and appoints on her head who he pleases, in order to personally owe him loyalty.

The talk of 18 million families in need of aid is itself a scandal. In fact, they reach about 60 million people, according to Hassan Rouhani himself, out of a total of 81 million.

The trick didn't fool anyone, anyway. The poverty under which the Iranians live is worse than every trick. Even if they were already distributed to 60 million, the proceeds would not be enough to buy a piece of cheese.

Iran, according to Oil Minister Begin Namdar Zanganeh, produces 36 million liters of gasoline per day. The increase is supposed to save the Treasury $ 9 million a day. This means that each of those 60 million dollars will be worth only 16 cents.

It is perhaps a genius to find a trick, because it is part of nature, inherited customs. But his genius did not look at what she did with so many people, nor at the meager aid she proposes.

The Iraqi street is no longer merely protesting against the ruling authority and raising demands, as it tends to offer solutions and alternatives in order to emerge from the country's crises, most recently the launching of a new campaign of demonstrations to encourage the local producer.

Less than three weeks after the protesters launched a campaign of boycott of Iranian goods in Iraq, which received wide response in the street, activists and media launched a new campaign to support the national product with several slogans, most notably "Made in Iraq."
