BAGHDAD /

IRAN : Security authorities in Iran used excessive force in dealing with demonstrators in all Iranian cities protesting against the high cost of living and the government's decision to raise fuel prices.

"The method of suppressing demonstrations in Iran is similar to the suppression of demonstrations in Tahrir Square by the use of live bullets and the same liquefied gases used in Iraq," experts told Al-Ikhbaria.

Defense Minister Najah al-Shammari confirmed that the bombs discovered in the bodies of the protesters and their heads had entered the country without the knowledge of the authorities.

"The range of the rifle used by the security forces to launch gas bombs ranges from 75 to 100 meters," the Iraqi minister said in a video broadcast by the media.

He also pointed out that "equipment launched by the security forces is used around the world."

Meanwhile, the border outlets announced on Saturday, stopping the movement of passengers, from Iraq to Iran, at the request of the Iranian authorities following the protests in several Iranian provinces.

Iranian protests, which began on Friday and lasted on Saturday, rocked the cities of Mashhad (northeast) and Sirjan (south) and Ahwaz (west), and was punctuated by clashes between demonstrators and Iranian security forces.

Activists and Iranian media reported that at least one person was killed in the city of Sirjan, while there were reports of three demonstrators killed in the protests so far.

The Iranian prosecutor said on Saturday that Tehran "will firmly confront the breaches of security and public order," referring to the demonstrators who protested against the rise in fuel prices in the country, in light of the deteriorating economic conditions.

This is considered by politicians and activists to reduce the Iranian influence in the repression and killing of the people of Iraq and Syria, and even Yemeni and Lebanese and in Ahwaz as well.

It is noteworthy that the Iraqi revolutionaries received the movement of the Iranians by declaring their full support for the Iranian people in their uprising against the Khamenei regime so that the country associated with its regimes in Tehran would get its freedom, especially Iraq.

The activists announced it outright from Baghdad. Here is Tehran, a reference to providing all possible support for the overthrow of Khamenei's regime through resilience and confrontation with its arms, government and militias in Iraq.

US military official calls on Gulf states to unite their capabilities to confront Iran

1029391708.jpg

16th November, 2019

US Air Force Chief of Staff David Goldfein urged Gulf Arab states on Saturday to resolve their differences and unify their military capabilities amid tensions with Iran.

"When a missile or drone launches from Iran, it will not be the right time to settle the grievances of the past. The right time is now, today," Goldfin told an air force conference in Dubai.

"No country has everything it needs to defend itself on its own, but together we have everything we need for collective defense."

The United States accuses Iran of responsibility for a series of attacks in the Gulf last summer, including a missile and drones attack on Saudi Aramco's oil facility in September, which temporarily cut the kingdom's oil production in half, while Tehran denied involvement. attack.

Khamenei accuses "counter-revolution" of sabotage: Security officials must do their duty

17th November, 2019

Iran's supreme leader, Ali Khamenei, said on Sunday that the price increase of gasoline should be implemented.

According to state television, Khamenei blamed "acts of sabotage" for what he called "counter-revolution and enemies", calling on security officials to "do their duty." Protests intensified in Iran on Saturday evening, where activists reported the burning of a bank and the headquarters of the Basij forces in the city of "Karaj" northwest of Tehran.

A well-informed Iranian source said that the Supreme Leader, Ali Khamenei, ordered the price of fuel to triple, which brought the country into a wave of mass protests, and quoted a site close to the reformists that Khamenei wanted to increase fuel prices since last March, under the sanctions imposed On oil.

Iran's Interior Minister, in his latest statement, threatened protesters to move security forces, in a reference to the crackdown on protesters, as the death toll of demonstrations to raise fuel prices rose to 25 people, after the killing of five protesters last night in the Iranian province of Kurdistan by security bullets, according to activists.  Activists deployed several video clips to set fire to protesters, as well as clashes between them and security forces.

The most prominent event of the protests was the burning of pictures of the Supreme Leader, Khamenei, in several Iranian cities. Iranian President Hassan Rouhani on Friday responded to protests over rising gasoline prices by saying that "this was done for the benefit of the people and the poorer classes of society."

In response to the interruption of the Internet .. Ask technology companies to disable the accounts of Iranian officials

17th November, 2019

A consultant in the US State Department called on major internet companies to disable the official accounts of Iranian officials in response to the authorities' interruption of the Internet in conjunction with the demonstrations taking place in the country.

Lin Khodorkovsky said in a tweet on Twitter that digital media companies should disable the Iranian government accounts until the regime reopens the Internet.

Clashes have intensified since Friday between demonstrators in about 50 Iranian cities and security forces after protests against the rise in fuel prices, and protesters shouted angry calls to overthrow the regime. The protests erupted on Friday, hours after the announcement of a 50 percent rise in gasoline prices for the first 60 liters of gasoline purchased each month and 300 percent for each additional liter each month.

In the wake of the protests that hit Iranian cities, reports of Internet outages cited some of the city witnessing the demonstrations. On Sunday, the Iranian authorities admitted that the Internet service was down 24 hours. Social media activists carried pictures and videos of protesters blocking the main streets of Tehran, Isfahan and other major cities.

There were protests in some areas that led to the closure of the streets by cars, as happened in the city of Sanandaj, Karaj, Shiraz, Tehran, Isfahan, and others. The protesters carried slogans and chanted angry slogans calling for the overthrow of the regime and "Death to the dictator" in the city of Karaj, in central Iran.

Demonstrators: We Have No Jobs And No Salaries Will Not Leave Even If It Lasts 40 Years

0c1ec9bea7ac0e1ea7022374cd948065_L.jpg

17th November, 2019

Convinced them, helmets and clothes stained with blood and dust, young men control the barriers erected in the Iraqi capital Baghdad, shouting the fall of the government, and stress: “We young people overflowing with enough and conditions are not great. We have no jobs, no salaries… we won't leave, even if it lasts 40 years. ”

Iraqi youths have been participating in the thousands since anti-government protests erupted on October 1 in the capital and quickly spread to the south of the country. More than 300 demonstrators have been killed so far in the security forces' response to mostly peaceful demonstrations by firing live ammunition, rubber bullets and tear gas canisters directly at the bodies. “We are here to demand justice,” said Mohammed, a young protester who only gave his first name. I want justice for my brother who was killed on this bridge, and I want justice for my friend who was killed here on this bridge.

Mohammed, wearing an Iraqi flag mask on his face to protect himself from tear gas, was standing under the bridge of the Republic where violent clashes with riot police broke out over the last three weeks. On top of it, hundreds of youths supervised concrete barriers, sheets of metal and tires, as the confrontation with security forces on the other side reached a dead end. Nearby, volunteers such as Rand Mohammed set up voluntary medical clinics to treat the wounded. "We are here to help our brothers in the square," Rand said of Tahrir Square in the city center. "We have to stay here to achieve what we want peacefully." Even if it takes so long. ”

* Widespread dissatisfaction

The demonstrations were dominated by young people from a generation struggling with rampant unemployment, a corrupt political elite and years of armed conflictDespite Iraq's oil wealth, many live in extreme poverty and lack access to clean water, electricity, health care and education. “I graduated as one of my first students at school, but no university accepted me,” said Ahmed, 27. Even if I graduated from university there are no jobs. Even if you want to work daily, you will need a strong medium now.”

Prime Minister Adel Abdul Mahdi has taken some action to try to calm the protests, the most complex challenge to the ruling elite since 2003. The initiatives included financial aid to the poor and more jobs for university graduates. But the initiatives have failed to keep pace with the growing demands of demonstrators who are now demanding the demolition of Iraq's sectarian power-sharing system and the departure of leaders they see as corrupt. "We don't have anything," said Mohamed Said Yassin. No wealth for the nation. Politicians know only theft and they steal from us… We have to get rid of these corrupt officials. Without it, there would be no solution.”

Protesters were outraged by the lukewarm response from their leaders and say they will remain on the streets until their demands are met. "We are young enough," said Hussein, a demonstrator who wore an empty tear gas canister around his neck. We have no jobs, no salaries… we won't leave, even if it lasts 40 years.”

Iraq is fortunate to have oil wealth, but it is also afflicted for the same reason. Total dependence on oil sales imports creates a culture of dependence and does not push the state and the people towards productive and competitive economic production. When combined with a dictatorial or corrupt government, or both, a government that grabs the proceeds of oil resources to boost its tyranny and increase the wealth of its leaders, the results are devastating.

In contrast, Norway, for example, is an oil state, but it does not rely entirely on oil, but uses it to improve and develop its infrastructure as well as monitor a large part to ensure the future of future generations.

During the monarchy, Iraq began a good start with the construction of the Reconstruction Council, which has been allocated some of the oil revenues. His leadership was entrusted to a group of non-partisan or politicized national figures and thus was beyond the control of the government. It was all in the past!

In the previous article, I talked about the attack on power by the leaders of the Islamic parties, in support of the Kurdish leaders, which translated them into wholesale employment in the state departments for all those who follow them or claim their loyalties. “Originally.

In the electricity sector, for example, before 2003, there were 35,000 employees, distributed among three companies, whose operating budgets come from the collection of electricity wages. Now the number of employees has exceeded 100,000, and their salaries are spent on the public budget.

Most of the society is divided into two categories; employees in the state with very low productivity live on their resources parasitically, and another category deprived of government jobs dream of obtaining, at a time when universities are no longer interested in raising the scientific level

In the army, the number of high-ranking holders swelled unworthily and incompatible with the size and capabilities of the army. The number of generals in the Iraqi army ten times the number in the US military! Their professional level is a very different issue. The same is true in the police and other federal and local government departments, many of which are forged or issued by petty institutions.

Do not forget the tens of thousands, if not hundreds of thousands of "aliens" and deputies who receive pensions for their work in parliament for one term, in addition to the beneficiaries of the law of Rafha and the law of political prisoners and false.

All this was merely to establish enough loyalties to the extent of the great looting committed by the parties and their leaders from major projects, real and delusional. In short it is an organized looting of state resources, which should be acted to serve all people and improve their lives.

How do we get out of this unsustainable anomaly? How do we move to good governance so that State departments are limited to the minimum number of qualified employees and associates? This will certainly require a significant reduction in the number of staff and associates and bridging gaps in organized corruption.

This change cannot happen overnight. A broad class of unproductive employees has emerged, some of them just a small screw in the mighty corruption machine. This class will not accept change and reform obediently, will not recognize the reality of its parasite and will not give up its illegal privileges easily.

Most of the society is divided into two categories; employees in the state with very low productivity live on its resources parasitically, and another category deprived of government jobs dream of obtaining them, at a time when universities are no longer concerned with raising the scientific level, as much as it is interested in issuing certificates that are tantamount to work permits in the state, The holders are not fit for any productive work.

If there is a shake-up in the oil market and its price falls or hinders its export for any reason, the whole country is in danger of collapse.

The situation we must reach, even after years of carefully studied gradual steps, is that of good governance, which does not protect organized looting but protects the rights of all, especially the weak and disadvantaged. The necessary steps to achieve this, which should be considered, may include:

Using modern technology to complete the Unified Identity Project, which uses each individual's biomarker, has (or has) a single fixed number to be used in all individual dealings with the state. This will help eliminate the phenomenon of multiple government salaries per person and the phenomenon of "aliens".

Rethinking the entire government and abolishing institutions and circles, which add nothing but layers of useless, expensive and potentially harmful bureaucracy. For example, if we strengthen the Audit Bureau and equip it with fair and efficient personnel, we will not need the Inspector General's circles, the Integrity Commission, or the newly established Supreme Anti-Corruption Council.

Large-scale introduction of computerization into the work of state departments with systems developed by specialists, which allows reviewing all steps in each government transaction with their timing and the person who has spent or stopped it, and facilitating the inspection process to be an important tool in reducing administrative corruption.

Establishing the Public Service Council and ensuring that qualified administrators are recognized as competent and non-politicized, even if we bring them from outside the country in the early stages. The appointment in all departments of the State shall be through this Council exclusively and in effective competition.

- Encouraging the civil and military departments of the State, under the supervision and management of the Public Service Council, to the minimum extent capable of performing its tasks and confining qualified personnel according to specific criteria to ensure expertise.

Transforming surplus employees and associates into a central registry and laying them off from their constituencies. Paying them low salaries, for a fixed period, allows them to find alternative work.

Abandoning the principle of lifelong employment, as those who work in the state, like those working in the private sector, and must be productive and career promotion only competitively. If he is found to be redundant or underemployed, his services can be terminated after a simplified and fair procedure, and he is referred to the laid-off record and treated like them until he finds another job. The procedures governing all this shall be supervised by the Public Service Council, which should be immune from favoritism, extortion and abuse.

Strengthening the social security system to include all unemployed citizens without exception, and the establishment of training centers to prepare technicians and administrators needed by the private sector.

These changes mean a revolution in perceptions and mindsets and a shift from a parasitic dependency culture to a productive competitive culture, except for those who are unable to work. Those who are unable to find work will be helped by society until they find it.

But all reforms will not be possible without security and creating an environment conducive to the private sector and national and foreign investment to create increased employment opportunities, especially for young people.

There are many experiences in other societies that have gone through similar stages. China, for example, where all the workforce was working exclusively in the state in 1965, can be guided. There was no work outside the government. In 1997, after years of economic opening up by Deng Shaopeng, private-sector workers accounted for about 10 percent of the workforce and produced 50 percent of national output. Twenty years later, in 2017, the private sector accounted for 44 percent of the total workforce (340 million out of 776 million). All this happened in a country ruled by the Communist Party and still supports the public sector for ideological and security reasons.

In other rentier countries such as Saudi Arabia and other Gulf countries, with their differences, there are programs to reduce government employment and expand the role of the private sector, which can be studied and benefited from.

The wealth provided by reforms, the consolidation of the government apparatus and the control of financial and administrative corruption, can be used in building and developing the infrastructure of roads, bridges, transportation, communications, upgrading of education and health services, and will cause a reversal in the standard of life in the country and its cumulative impact will be great. Without it, we will undoubtedly remain on a sloping path whose endings are catastrophic.

HONG KONG
(Reuters) - The island has regained relative calm after five days of mass demonstrations called "Spread Everywhere" that prompted police to warn the city was on the verge of "total collapse" as protesters vacated the Chinese university which was the scene of clashes.

The Chinese army announced today that it had briefly deployed its troops there to clean up the residues and barricades left by the demonstrators.

Bolivia
still suffers from unrest after President Evo Morales was declared the winner of a fourth term. Although he resigned on Sunday to calm the street and move to Mexico, the country is still full of violent protests.

Five Morales supporters were killed yesterday in clashes with police and soldiers near Cochabamba. Thousands of farmers were trying to reach the city to join a mass demonstration.

Guaidou gained new impetus after the resignation of Bolivia's Morales president, who was an ally of Maduro.

The protests are an extension of a three-week-old protest over rising metro ticket prices, then expanded to denounce social inequality, lower wages and higher education and healthcare costs.

Although the drafting of a new constitution is one of the main demands of the protesters, the protesters received the new agreement with skepticism, demanding that their living problems be resolved first.

Economic reforms have become a pressing demand in the context of the remedies advocated by everyone at this stage in the country. Parliamentary blocs last Wednesday with the representative of the United Nations Mission Jenin Blachart, which presented a number of proposals included actions on several axes was the most important reform measures in the economic affairs, most notably with regard to the file of anti-corruption and legislation legislation (Where did you get this?), A social security law, putting in place measures to solve the housing problem, enacting oil and gas laws, the reconstruction council, and amending the law to encourage investment and public-private partnership.

These proposals are linked in the context of short-term and medium-term reform plans in the political and security aspects, which makes them a priority in the reform landscape. This can pave the way for a suitable platform for other measures, so that the possibilities of success are available with a view to reaching the goals of achieving social justice through the enactment of a fair social security law and finding quick solutions to the problem of housing and others.

In the medium term, the legislation of oil and gas and the reconstruction council and the amendment of the law to encourage investment and public-private partnership, will be the main pillars to integrate the features of the economic landscape and restructuring of economic relations in conjunction with the implementation of laws enacted by previous parliaments such as (protection of domestic product, consumer protection, competition regulation The monopoly, the labor law, which, by applying them, can shape the relations of market elements and leave the economic scene in a state of confusion, which can be positively applied to the business environment and economic activities, paving the way for real economic growth. Revenue is not dependent on total revenues and accounts, through the contribution of real and supporting sectors to GDP.

However, these aspirations depend primarily on the existence of a national will capable of taking the necessary steps, which became realistic in the light of the historic opportunity created by the public will, which makes the steps to reform the economic scene closely related to the reform of the scene Total.

17th November, 2019

A week later, what could be described as the prediction of Turkish President Recep Tayyip Erdogan on the extent of the protests in Iraq and Lebanon to Iran.

Speaking to reporters aboard the plane during his return from Hungary, President Erdogan said they expressed expectations about the parties behind the demonstrations in Iraq and expected the possibility of an extension to Iran.  Erdogan pointed out that the goal is to divide and tear the Muslim world and create differences within it.  Erdogan's remarks quickly resonated with Tehran, where Iranian Foreign Ministry spokesman Seyed Abbas Mousavi described them as "a very important warning." "Mr. Erdogan's statement about the possibility of unrest spreading to other countries is in place and an important warning because some hidden hands want to cause disagreement and turmoil in Muslim countries," Mousavi said.

He pointed out that Erdogan saw these hidden hands correctly. He expressed his country's appreciation to the Turkish president about the warning. Iran is already witnessing protests for the second day in a row after a decision by the authorities to increase gasoline prices. According to the site "Iran International", there were clashes between the Iranian police forces and demonstrators in the city of Shiraz. The protesters burned the bankers of "Ansar and Malt" in the city of Shiraz. According to the Iranian website, the police used tear gas to disperse the demonstrators in several Iranian cities.

Iranian President Hassan Rouhani said on Sunday the state should not allow lawlessness in the face of rioting, which he said had taken place in several Iranian cities since last Friday. He justified the Iranian president to raise fuel prices, saying: "If we do not raise gasoline prices, to back Iran to import it in two years." Earlier in the day, supported the Supreme Leader of the Islamic Republic Ayatollah Ali Khamenei on Sunday, the decision to increase gasoline prices and rationing its distribution, a decision taken by the The government suddenly provoked demonstrations in several Iranian cities. "I am not an expert and there are different opinions, but I said that if the leaders of the three branches make a decision, I support it," Khamenei said in a televised address.

There were demonstrations in a number of Iranian cities in protest against the decision issued by the Supreme Council for Economic Coordination, which consists of the president, the head of the Shura Council and the head of the judiciary. On Friday, demonstrators were killed and others injured in protests that widened on Saturday.  Protesters blocked public roads, some set fire to a bank in Ahvaz, and targeted public property and gas stations. Demonstrations began hours after the announcement of a 50 percent increase in gasoline prices for the first 60 liters of gasoline purchased each month and 300 percent for each additional liter each month.
