Over the past weeks, demonstrations erupted in Baghdad and other governorates in Iraq. Protester demands cover a wide spectrum of issues, including economic growth and employment, reliable public services, prudent and impartial governance, an end to corruption, credible elections as well as broader reform of the political system - including amendments to the constitution.

An accumulation of frustrations about the lack of progress in the last 16 years is clearly perceptible, and with rising numbers of deaths and injured (both protesters and members of the Iraqi Security Forces) a climate of anger and fear has set in. The Iraqi people cannot afford to be held back by the past nor by partisan interests. Rising hope asks for a leap forward, including the understanding that - in today’s digital age - daily life has moved online. Meanwhile, the risk of ‘spoilers’ hijacking peaceful demonstrations is increasing and potentially derailing any attempt at genuine change. Time is therefore of the essence, as are tangible results.

To start with, and following consultations with a wide range of Iraqi parties, actors and authorities (including the three Presidencies, the Supreme Judicial Council, protesters and union representatives), the United Nations Assistance Mission for Iraq (UNAMI) proposes the following principles and measures:

 

PRINCIPLES

The following principles apply to all parties at all times:

1. Protect the right to life above all.
2. Guarantee the right to peaceful assembly, demonstration and freedom of expression,
as granted in the constitution.
3. Practice maximum restraint in the handling of the protests, including no use of live ammunition, ban the improper use of non-lethal devices (such as tear gas canisters).
4. Deliver full accountability for perpetrators and redress for victims.
5. Act in keeping with the law, including in regard to public and private properties.

 

MEASURES

Immediate measures (less than a week) include:

1. Release all peaceful demonstrators detained since 1 October, in accordance with the law.
2. No peaceful demonstrators shall be targeted.
3. Initiate full investigation of cases of abduction (including by making available CCTV footage), and reveal the identity of those responsible.
4. Accelerate the identification and prosecution of those responsible for targeting demonstrators.
5. Prosecute and punish those responsible for the excessive use of force and/or other violent acts, in accordance with the law.
6. Publicly call on all regional and international parties not to interfere in Iraq’s internal affairs, respecting its sovereignty.

 

Short term measures (within one week to two weeks) include:

1. Electoral reform: With the technical support system" rel="">support of the UN, a single legal framework shall be finalized. Soon after, the framework shall be submitted to the Council of Representatives (CoR). The parliamentary procedure shall be completed as soon as possible.

2. Security Sector Reform: Executive Order 237 shall be fully implemented without delay. Any weapons outside state control shall be prohibited. Any outlaw armed entity or rogue element shall be considered illegal and it is the state’s responsibility to take them on.

3. Corruption: The political elite shall lead by example, for instance by publicly declaring their assets – at home and abroad, held under their own name or another. Additionally, political parties/blocs and movements shall abolish their economic committees.

 

Medium term measures (within one to three months) include:

1. Constitution: With the technical support system" rel="">support of the UN, the Constitutional Review Committee shall continue its work. Any amendment to the constitution shall be put to referendum by the people of Iraq.

2. Corruption: The Commission of Integrity shall submit corruption cases to the High Judicial Council or the Central Anti-Corruption Court. The Central Anti-Corruption Court shall handle corruption cases at all levels of the state. All corrupt officials will be held accountable and prosecuted.

3. Enactment of laws: The Government shall send the following draft laws to the CoR, and the CoR shall complete its due process as soon as possible:

a. A law addressing the principle: ‘Where did you get this from?’
b. The Federal Court Law
c. The Social Security Law
d. Law on resolving the Housing Crisis
e. The Oil and Gas (Hydrocarbon) Law
f. Amending the Law on Encouraging Investments and Public-Private Sector Partnership
g. The Council of Ministers and Ministries Law
h. The Reconstruction Council Law

In the cafe, near the wall, I thought. When will the Arab walls fall? Not only the walls that prevented this Arab state from communicating with its neighbor, but also the inside walls that held the mind, heart and lungs. The name of the ruler of Iraq was Saddam Hussein. Libya's ruler Muammar Gaddafi. Syria's governor Hafez al-Assad. The Baabda Palace in Lebanon was in the hands of a tumultuous general named Michel Aoun, and as head of a government he formed of military personnel. Today, the three leaders were absent, and Baabda Palace resides under Aoun as an elected president.

We sailed so long in despair. We killed the long wait. Then we were disappointed by the collapse of the “Arab Spring”, and the forces of the past advanced to seize people's dreams. We were appalled by the ability of the regimes to intimidate, change course and drown in blood and terrorism. But we are now witnessing the birth of a new Arab. He does not want to conquer the other sect or the other sect. He wants an education that opens up opportunities for him to work, progress and creativity. He wants a policeman working under the law. The court is not enjoined by the director of intelligence. He wants a natural and modern state that does not always live on the brink of civil war, and does not have desperate, suicide bombers and explosive belts. The Arab here and there wants a state of balconies, not a state of walls.

It is hard to believe that the Iranian youth does not have the same dreams as the Iraqi and Lebanese youths, despite the specificities of each country. Addiction to blowing into the embers of the revolution does not postpone forever the economic, political and social benefits. The permanent wall of engagement with the West will not hide the economy and currency figures and the high poverty rate. Iranian officials should remember that the Chinese revolution was saved by those who reconciled it with the realities of economic progress and improved people's lives, and that the Soviet Union collapsed due to economic failure and refusal to read in people's feelings. Accusing protesters in Iraq and Lebanon of receiving money and orders from embassies is a language that does not solve the problem of the accused or the accused.

Innocent young people with smartphones, rich imaginations and pure wills fall down the walls. Those who do not listen to them stand in the camp, which will sooner or later be called the losers' camp. Iran has no right to be the barrier to change in Iraq and Lebanon.

In other words it is now complete. 

I'll bet the meeting with the KRI talking about PERMANENT REVENUE SHARING could fall under the category of unprecedented reform clauses,e.e., read HCL...

My best guess is it is apart of it. 

The now completed 2020 Budget was scheduled to be completed with out disruption.

Imagine that? Wow!

The House of Representatives on Monday lifted its session until next Wednesday, when it decided to host the UN representative in Iraq, Jenin Blachart.

Parliament talks about compensation for the injured and hosts Blaskhart in its next session

Speaker of the House of Representatives Mohammed Halbousi, on Monday, that the goal of the law to compensate those affected by the military operations is to overcome obstacles to the return of citizens to their homes and compensate them for the damage caused to them.

Halbousi said in a statement received to Twilight News that "the issue of dealing with the decisions of judges must be resolved and overturned by the staff of the compensation committees."

He added that "the House of Representatives has finished reading and discussing the proposal of the Second Amendment Act to compensate those affected by military operations and military mistakes and terrorist operations No. (20) for 2009."

He pointed out that "the House of Representatives lifted its session until next Wednesday at 1 pm," noting that "the next meeting will include the hosting of the representative of the Secretary-General of the United Nations Jenin Blaskart."

Khalaf: The Central Bank was subjected to 50 attacks

Spokesman for the Commander-in-Chief of the Armed Forces, Major General Abdul Karim Khalaf, said on Monday that the Central Bank of Iraq has been subjected to 50 attacks in the past days by uncontrolled groups.

Khalaf said during a press conference followed by "information" that "some protesters disrupted traffic in the capital, and assaulted the security men," noting that "the central bank building alone was attacked by 50 uncontrolled groups diagnosed by security forces."

He added, "The security forces did not use any force, and the majority of security forces are present in their barracks." He explained, "All arrests are made only by judicial orders," noting that "very few of the violent perpetrators of the violations," saying that "some of them today burned a school and thus will be the target of arrest and prosecution."

The United States has called on the Iraqi authorities to hold early elections and electoral reforms, as well as an end to violence against demonstrators that has left hundreds of people dead, according to a report presented on the Saudi channel "Madad News" on YouTube.

 

The White House said Washington wanted the Iraqi government to stop violence against protesters and fulfill President Barham Salih's promise to embrace electoral reform and early elections, as the United States is gravely concerned about continued attacks against demonstrators, civilian activists and the media.

The report noted that Washington regretted the restrictions on access to the Internet in Iraq.

The White House said: "The Iraqis will not stand idly by about the depletion of the Iranian regime of their resources, and move armed groups to prevent them from expressing their views peacefully."

Talks between Erbil and Baghdad on the federal budget for 2020 will resume in the next few days, an official from the Kurdistan Regional Government (KRG) said Monday.

The representative of the regional government in the Iraqi capital, Baghdad, Faris Issa, told (Pasnews) that "4 delegations from the Kurdistan region will visit Baghdad," adding, "The first is concerned with the budget, the second is the census and the census, while the third delegation is concerned with Peshmerga affairs, while the fourth is energy and oil."

Issa confirmed the completion of preparations by the four delegations for the visit.

The representative of the regional government in the Iraqi capital Baghdad, pointed out that talks between Erbil and Baghdad on the federal budget for 2020 will resume in the next few days, and continued, "Arbil may visit a delegation from Baghdad in this regard," pointing out that the preparation of the budget and discussions on it is not yet complete.

The spokesman for the Kurdistan Regional Government, on Monday, continued talks between the governments of the Kurdistan region and the Iraqi federal, on the federal budget, expressing optimism to reach an agreement between the two sides.

Dr.. "The talks are going on in a positive atmosphere," Adel told Pasnius. He expressed optimism to reach an agreement in this regard "within the framework of the Iraqi Constitution and the legitimate rights of the Kurdistan region."

On the other hand, the spokesman revealed that the President of the Kurdistan Regional Government will announce the strategic projects of the Kurdistan Regional Government during the next few period, and said "will be announced by Prime Minister Masroor Barzani at a press conference."  He also noted that the Kurdistan Regional Government cares about the private sector and has ambitious plans in this regard.

The representative of the provincial government in the Iraqi capital, Baghdad, Faris Issa, said in a statement to (Basnews) on Monday, that "four delegations from the Kurdistan region will visit Baghdad," adding, "the first competent budget, the second census and census, while the third delegation is concerned with Peshmerga affairs, With the fourth energy and oil."

Spoke with my Shia friend last night and we talked about the protesting. I told him that the people should be given money for the oil and he kind of stopped me. He said the Iraqis don’t have big dreams of making money or big dreams like us in the western culture. He said the reason they are protesting is because of lack of basic things like electricity, jobs, etc.. he said they are simple people just wanting the simple things in life and be able to adequately provide for their families. He also said the UN is there now so this week and next will probably be very interesting... his opinion. I guess we will see.

We had an interesting conversation about their flag also. I guess the 3 colors and stars represent the old Bathe party under Sadam. The Arabic writing between the stars says something like “God is Greatness” or “God is the Greatest”.. he said when they made changes to the flag by removing the stars, they should have changed the whole flag not just part of it because it’s still a sign of the bathe party era.. anyway, they are angry about a lot of things that need to change there..

audit activity in banks, part of the Bank's ongoing efforts to address regulatory issues, 
strengthen oversight through regulations and directives that urge good practices. . It 
takes into account developments in international oversight practices and in banking 
institutions, and includes lessons learned from the global financial crisis that required 
the development of risk-based internal control systems based on the provisions of Article

the Banking Law. To ensure the safety of banks' activities, each bank is required to 
establish an internal audit department (an internal audit activity). It is commensurate with 
the size of the bank, its complexity and the nature of its operations. The internal audit 
activity should be part of the Bank's standardized control framework and is essentially 
linked to the Board of Inquiry's.

Duties of the Audit Department Auto 1 - The Internal Audit Department develops an action
plan and procedures, updated and focused on risks, on an annual basis, and approved by
the Board of Directors or its Audit Committee at the beginning of the year. The updated
plan includes a prerequisite for the internal audit department to visit the bank branches
at a minimum quarterly. The updated work plan and procedures should be implemented
during the year, being followed up by the Audit Committee of the Board of Directors 2.
Professionalism, including the knowledge and experience of each internal auditor, which
is essential to the effectiveness of the Bank's internal audit activity. Senior management
should develop and enhance this competence through the acquisition of skills for internal
audit staff, including through training courses inside and outside Iraq. The Central Bank
of Iraq will follow up such cycles because of their importance. The responsibilities of the
Internal Audit Division include the audit of expenditure transactions before and after
disbursement and in accordance with International Standards. This charter is part of
the requirements for seasonal governance. 4. The scope of internal audit activities should
ensure adequate coverage of matters included in the audit plan.  Included in the
investigation plan.  The administrative engagement of the Investigation Department
and the fact that effective internal audit activity provides independent assurances to the
Board and senior management regarding the quality and effectiveness of risk management
in the Bank, governance (including compliance activity), and internal control systems and

4. The Central Bank of Iraq has the right to effectively conduct internal audits: I  and 4.

or its Audit Committee. The Bank is independent of the audited activities. This requires that
the internal audit activity have sufficient standing and authority in the bank, enabling
internal auditors to carry out their tasks accurately and objectively - the Audit Committee,
or its counterpart, should: | | Oversee the Bank's internal audit activity (as set out in
Annex 1). The Board, or its Audit Committee, shall serve as the first line of engagement
for the Director of the Internal Audit Section. B. The Board shall be responsible for
approving the appointment of the Director of the Internal Audit Department, supervising
his work, and dismissing him for objective reasons, if necessary, subject to the approval
of the Central Bank of Iraq. C) The Bank shall discuss the reasons for requesting the
dismissal of the Director of Internal Audit in the Banking Control Department of the
Central Bank of Iraq.

8. The Director of the Internal Audit Department shall be responsible for ensuring that
the Department complies with sound internal audit standards and the Code of Conduct.
The Internal Audit Division shall be subject to the Board or its Audit Committee in all
matters relating to the performance of its functions as described in the Internal
Investigation Charter. 10. The Internal Audit Division shall: Efficiency of internal control,
risk management, and governance systems and processes established by business units
and supporting activities. To provide guarantees regarding these systems and processes.
11. To facilitate a consistent approach to internal auditing in all banks of a single
banking institution, the Board of Directors of each bank group or holding company structure
