The United States has stepped up its military presence in the oil-rich Deir ez-Zor and has begun building two new US military bases in the province controlled by the Syrian Democratic Forces (SDF), Washington's ally in the war on IS, local sources told the Anatolia news agency on Monday.

The sources said that the first base is being set up in the town of Sour in the northern countryside.

The agency pointed out that the US military sent, after the launch of the operation "spring of peace" against the Kurdish People's Protection Units active within the framework of the Syrian Democratic Forces, sent reinforcements to Deir Ezzor, consisting of about 250 soldiers, and mechanisms and armored vehicles and rocket launchers.

The information comes in confirmation of the official Syrian newspaper Al-Watan, which said last week that "US forces have begun the establishment of two military bases" in Deir Ezzor.

The first base is located in the town of Baghouz, east of Deir ez-Zor, on the Syrian-Iraqi border, near the camp where ISIS prisoners are being held and guarded by the SDF.

The sister of former Islamic State terrorist leader Abu Bakr al-Baghdadi has been arrested in northern Syria, Turkish officials said. Officials said Rasmiya Awad, 65, was arrested in a security operation on Monday in an area near the village of Azaz in Aleppo province. Turkish security officials were quoted by media as saying the security operation could reveal valuable intelligence about ISIS.

Baghdadi was killed during a raid by US special forces on his hiding place in northwestern Syria last month.  His death was seen as a victory for US President Donald Trump, but ISIS is still seen as a security threat in Syria and elsewhere. A Turkish official told Reuters news agency: "We hope to get a lot of intelligence from Baghdadi's sister about the course of action inside IS."

Fakhruddin Alton, director of communications at the Turkish presidency, said the arrest of Baghdadi's sister was "another example of the success" of Turkish operations in the fight against terrorism. Little is known about Baghdadi's sister. Baghdadi has many brothers and sisters, and it is not known whether they are still alive, according to the New York Times.

Turkish security source told the Associated Press on Monday that Turkey had arrested Rasmiya Awad, the sister of former Islamic State leader Abu Bakr al-Baghdadi, who was killed by US forces.

The source added that Baghdadi's sister, was arrested on Monday, where she lived in one of the "caravans" in northwestern Syria.

Rasmiya Awad, 65, was living in the caravan with her husband and five children near the town of Azaz, he said.

Little is known about Baghdadi's sister, who was killed in a US raid in Idlib province last month.

A Turkish official, speaking on condition of anonymity, said those arrested were a "gold mine" for intelligence.

"What you (IS) know about ISIS can greatly expand the understanding of ISIS and help capture more evil people," he said.

The legal expert Ali al-Tamimi, Sunday, that the continued closure of ports will return Iraq to the seventh item and put the country under international tutelage.

"The closure of any seaport or strait in the world makes it under international sanctions as it threatens navigation and global maritime security," he said.

He added that "according to the international sea law, the continued closure of the ports of Basra will impose on Iraq several sanctions, including the return of Iraq under the seventh item and make it under international tutelage."

He explained that "will not depend on international trusteeship, but to make the ports operate under international supervision as well as entail significant material losses."

He pointed out that "the Security Council may issue a resolution on the return of Iraq to Article VII, especially since the United Nations reports when there is a threat to civil peace, and when countries are unable to carry their internal problems, the United Nations provides advice and guidance and if it does not succeed, "The Security Council decides to place the country under Chapter VII and entrusts the administration of Iraq to the United Nations to choose an interim national salvation government until new elections are held."

The Council of Ministers held its regular session on Tuesday, chaired by Prime Minister Adel Abdul Mahdi, and the presence of conservatives.

According to a statement by the Prime Minister's Information Office, the Prime Minister presented his vision of the options presented through the demands of the demonstrators in a speech, which will be presented today.

The Council of Ministers issued a number of decisions, including the issuance of a new reform package that includes requests to respond to the demands of the demonstrators.  The Council also decided to grant the Minister of Oil the power to approve the appointment of graduates of oil training institutes for 2018-2019 on the owners of the ministry and its winning public companies, with the exception of the budget instructions 2020.

With regard to industrial projects, the Council of Ministers agreed to reduce the customs duty of plastic granules to the extent (for industrial projects registered with the Directorate General of Industrial Development or projects registered with the Federation of Iraqi Industries or registered according to), and the bodies that grant the above-mentioned approvals to provide the ministries (Finance / General Authority for Taxes, Labor and Social Affairs).

The Council decided to approve the lifting of the words (for the purpose of working as a social researcher to ensure the speed and accuracy of the completion) of paragraph (2) of the Council of Ministers Resolution (363 of 2019) and added to paragraph (3 / b) to become in the following form granting the Ministry of Labor and Social Affairs the power to contract with (1000) for the purpose of working as a social researcher to ensure the speed and accuracy of achievement, through the inclusion of a text in the draft law of the federal budget for the fiscal year / 2020.

In the field of investment, the Cabinet approved the following:

Authorization of the Chairman of the National Investment Authority Sami al-Araji the power to sign the United Nations Convention on International Settlement Agreements emanating from the mediation The Ministry of Foreign Affairs shall prepare the necessary authorization document on behalf of the Government of the Republic of Iraq for the President of the National Investment Commission in accordance with the approved contexts.

The Council approved the recommendation of the Ministerial Council for Social Services to approve the adoption of Maja in the document of standards of urban and rural housing in Iraq

Approving the recommendation of the Joint Meeting of the Audit and Approval Committee of the Ministry of Construction, Housing, Municipalities, the Governor of Babylon, the executive bodies of the Babylon Sewerage Project, the Analysis Committee and the Tender Opening Committee to refer the project for the first phase of the Hilla sewerage project financed by the British loan to KAMA and its partners as far as financial viability is concerned. 

The cabinet approved the bill for the Iraqi Olympic Committee and referred it to the House of Representatives.

The Council approved the recommendation of the Ministerial Council on Energy to include the sectors of the Ministry of Electricity and the authority to implement projects for the electricity system on the lands belonging to the government authorities after obtaining the initial approval from the owner and the parties directly concerned duly and before completing the procedures of privatization or transfer of ownership, provided that the concerns are clear and do not enter obligations Contractual assignment or transfer of land.

The Council of Ministers also approved the recommendation of the Ministerial Council for Social Services on reducing the percentage of the public treasury from the profits of Ibn Al-Rushd State Company for the previous years to cover the deficit in the salaries paid.

The protests in Iraq clearly crossed the threshold of economic and social demands, and turned into a revolution aimed at toppling the regime and disengaging from Iran. This has put the Iraqi authorities in an unprecedented impasse, especially as they have exhausted various solutions and failed to stop the massive tide of protests through promises of reform and the temptations of employment and social benefits, or through the use of violence and intimidation against protesters.

BAGHDAD - The ongoing protests in Iraq are gradually moving away from the immediate demand-driven motives for improving social conditions, creating jobs and fighting administrative and government corruption, to more profound and far-reaching issues such as the overthrow of the government, regime change and disengagement from Iran.

In practice, the Iraqi street, inflamed by protests that began on 25 June, no longer listens to the government's almost daily promises to improve social conditions, nor to reports that some officials and officials of various degrees are held accountable.
