Saleh: I will agree to hold early elections and replace the Electoral Commission with judges

Saleh: I will agree to hold early elections and replace the Electoral Commission with judges (enlarged)

2019/10/31 17:28

The President of the Republic Barham Saleh, on Thursday, agreed to organize early elections and replace members of the current election commission with judges and experts. "There is no security solution. Repression is unacceptable. The use of force and violence is also unacceptable. There is no security and no reassurance without a state monopoly on weapons," Saleh said.

He added, "Parliament must take an extraordinary action to keep pace with developments," pointing to "direct referral of corruption files to the judiciary." "We have started working in the presidency for a new election law that is fairer and more representative of the interests of the people, including the right to run for youth, and addresses the problems of the previous law. "Its circles are professionally away from the party and from experts, specialists and independents." "We expect next week to present the draft law that we are working on in cooperation between the departments of the presidency and a number of experts, specialists and independent as well as UN experts."

He stressed, "Direct in the circles of the presidency to sponsor a national dialogue to work to address the structural imbalances in the system of government in accordance with the constitutional and democratic contexts, meets the demand of Iraqis in good governance beyond the ills and gaps in the past experience, and also helps us in this work a group of experts and legal experts and independent.'' "I personally continue consultations and meetings with various blocs, forces and popular events, in order to bring about the desired reforms and within the constitutional and legal contexts in a way that preserves the stability of Iraq and protects public security and promotes higher national interests," Saleh said. "As president, I will agree to hold early elections by adopting a new election law and commission, the legitimacy of power from the people. There is no alternative," he said.

Saleh continued, "The Prime Minister had agreed to submit his resignation, asking the political blocs to reach an acceptable alternative, in light of the commitment to constitutional and legal contexts and to prevent a constitutional vacuum," noting that "the status quo is unacceptable and must be changed."

The text of the President's speech to the Iraqi people

%D8%A8%D8%B1%D9%87%D9%85-%D8%B5%D8%A7%D9%84%D8%AD-696x435.jpg

31st October, 2019

The text of the speech of the President of the Republic, Barham Saleh, to the Iraqi people regarding the current situation in Iraq.

The following is the text of the speech:

My brothers and sons in the squares, my dear ones in the loyal security forces ..

You spare Iraqis

Peace, mercy and blessings of God

I address you in these difficult historical moments, and I begin my direct statement by reaffirming my bias towards you, with my feelings, emotions and efforts, and with all the space, role and strength I have drawn from you, and from your glorious national advancement.

You young people hope, awakening, conscience and the high national voice through which we affirm and through our national glory and face the challenges and fight the corruption of spoilers and respond to the wicked kid. With you in your peaceful demonstrations and your legitimate claims, and with you in raising injustice and fighting corruption, and with you fairness of the oppressed and marginalized sectors of the Sons of Iraq .. And with you as you raise the banners and the Iraqi media high so that the homeland remains the homeland of all Iraqis and that your demonstrations will be the wall of the country and its strong fence.

With you Balslimtkm .. And against any repression and aggression.

I am addressing you at the same time addressing the security services, and they are your brothers.

They are you and you. You are not two opposing teams. You express your demands and they keep you and the security and order, the security of our country and our people.

The support of the security forces is the responsibility of all of us.

This fraternity between the demonstrators and the forces of the army and security helped to turn these large demonstrations into great celebrations of Iraqi nationalism and the rise of national flags and the national anthem in the streets and squares with the determination of millions of young people, with the will of the generous families in Baghdad and the provinces that participated and embodied the deep meanings of the unity of the people in the best form of unity. Fraternity and solidarity.

We preserve public security and public and private property, and preserve the homeland.

There is no security solution.

Repression is unacceptable. The use of force and violence is unacceptable.

The solution in reform. The solution is in the cooperation of all to maintain public security and confront criminals who want to worsen Iraq.

I am referring to this occasion, and I am talking about the relationship of the demonstrators with the security forces, I refer to the important diagnoses that came with the reference speech last Friday, and to the appreciation of the speech for the embarrassment of the historical moment of our country and our people.

Free people ..

History teaches us that the voice of the people is stronger than any voice, and the will of the people is the last, and the future of Iraq is the goal of all of us to be a bright and dignified future ..

The government is demanding that it be the government of the people, as indicated in the constitution and enshrined in the sacrifices of the Iraqis.

What is required is swift action required by the legal responsibility to hold criminals and minors accountable for the use of excessive violence during the recent protests and bring them to justice through the judiciary and resolve these files with the utmost sense of responsibility, and to work very carefully and carefully to prevent any attempt to insecurity.

In these circumstances, the importance of having weapons in the hands of the state is once again confirmed. There is no security or contentment without this, without the state's monopoly on arms. This helps us to control security and to avoid battles and fighting between armed groups whenever they disagree.

In this circumstance, there must be an extraordinary work for the Parliament.

Parliament, which is the voice of the people and its national representative base, should be the first to address the demands of the demonstrators.

We affirm here that corruption files were immediately referred to the judiciary for decision in accordance with the laws and provisions in force. This is a sensitive and high priority issue.

We hope that joint action between the legislative and executive branches will go beyond routine frameworks and help re-bridge the relationship between the authorities and the people.

On this occasion, I note that in the Presidency of the Republic, we have already started a continuous work for a new, convincing election law that addresses the problems of the previous law and allows a fairer and more representative election of the interests of the people, including the right to stand for youth, protects the votes of voters and prevents attempts to manipulate fraud. The Commission has a truly independent commission, judiciary and experts, completely free of politicization and partisan quotas, with professional restructuring of its constituencies and away from party and politicization. We expect next week to present the draft law that we are working on in cooperation between the departments of the Presidency of the Republic and a number of experts and independent experts in addition to experts of the United Nations.

We have also started in the presidency circles to sponsor a national dialogue to work to address the structural imbalances in the system of governance in accordance with the constitutional and democratic contexts, meeting the Iraqi demand for good governance beyond the ills and gaps of past experience. We are also assisted in this work by a group of qualified and independent experts and legal experts.

I want to emphasize that as President of the Republic, I will agree to early elections by adopting the new electoral law and the new electoral commission.

The legitimacy of governance comes from the people.

Dear people ..

The Prime Minister has agreed to submit his resignation, asking the political blocs to reach an acceptable alternative in light of the commitment to constitutional and legal contexts to prevent a constitutional vacuum.

I personally continue consultations and meetings with various blocs, forces and popular events, in order to bring about the desired reforms within the constitutional and legal contexts in a way that preserves the stability of Iraq and protects public security and promotes higher national interests.

Certainly the status quo is unsustainable. We really need big changes to make.

The demands of the Iraqi people have put us to the test.

They appear to make adversity and adversity a means of jumping, advancement and progress. We must make this circumstance suitable for construction and progress, and prevent the impulse and setback.

Whether we are a government, a parliament, or popular events, the responsibility binds us all to protect the nation from tampering with the bad intentions of the abusers, as it is obliged to get rid of corruption and spoilers. I am with you, and I will remain so, and I will do my best to implement the true demands. I am following with extraordinary interest the investigation of the martyrs and the wounded. My heart and my deep feelings with their generous families who deserve all fairness and appreciation from the state…

No one should be credited with this fairness.

Iraq deserves a lot from us.

May the peace , democracy, security, progress, and dignity of Iraq and the dignity of its people be a goal that unites us all.

Long as you save God

Iraq has long been dear to you.

Peace, mercy and blessings of God

Amending the electoral law in Iraq reproduces the quota system in the same way

- 3 Hours Have Passed

%D8%A7%D9%84%D8%B9%D8%B1%D8%A7%D9%82-300

BAGHDAD (Reuters) - Iraqi President Barham Salih's speech on Thursday did not carry any serious elements that sent reassuring messages to protesters because of its focus on providing formal solutions to the crisis, such as changing the election law, replacing its supervising commission and holding early elections. As long as the constitution is not changed in the direction of striking a sectarian and partisan quota system.

The Iraqi president vowed on Thursday to hold early elections after the enactment of a new electoral law "convincing the people" and to replace the electoral commission with an independent commission "really", pointing to the readiness of Adel Abdul-Mahdi to resign provided the alternative.

Saleh announced in a televised speech that "the Prime Minister expressed his agreement to submit his resignation asking the political blocs to understand an acceptable alternative, in light of the commitment to constitutional and legal contexts and to prevent a constitutional vacuum."

"In the presidency, we have already begun a continuous work for a new convincing election law for the people, which addresses the problems of the previous law and allows for fairer and more representative elections for the interests of the people."

He expected that the draft law will be presented next week "in cooperation between the departments of the Presidency and a number of experts and independent experts in addition to experts of the United Nations."

Iraqi observers said that these partial initiatives will not affect the essence of the existing political system, and it is merely an attempt to win time and absorb the anger of the street, and the illusion of angry youth that his entry to the elections may lead to gaining advanced positions in parliament, government, ministries, institutions and influence in the form of the stage Coming.

Observers pointed out that the continuation of the same political pattern based on sectarianism and quotas will reproduce the same leaders and the same faces, which earned most of the financial wealth and now has militias, as well as the intertwined system of interests based on corruption, making the transfer of positions impossible from within the same system.

Dialogues hosted by the Peace Palace in Baghdad's Jadriya district, where the Iraqi president is staying, which included various political parties, failed to come up with practical proposals that could satisfy the street away from the idea of offering Prime Minister Adel Abdul Mahdi as a scapegoat to save the sectarian political system.

Informed political circles revealed to the Arabs that the meetings hosted by Barham Saleh witnessed the participation of Parliament Speaker Mohammed Halbousi, leader of the parliamentary conquest coalition Hadi al-Amiri, Chief of Staff of the Popular Mobilization Authority Abu Mahdi al-Mohandes, National Security Adviser Faleh al-Fayyad, the leader of the State of Law Nuri al-Maliki and the leader of the Alliance victory Haider al-Abadi Asaib Ahl al-Haq leader Qais al-Khazali, decision leader Osama al-Nujaifi, leader of the Iraqi platform Iyad Allawi, as well as representatives of the coalition of Sairon sponsored by Muqtada al-Sadr and the stream of wisdom led by Ammar al-Hakim and Kurdish and Sunni political forces.

She pointed out that "the common denominator of all views put forward three days ago revolves around the fear of getting involved in making the first concession to protesters, which is expected to be insufficient to resolve the demonstrations, no matter how large, despite the existence of bold views, such as those expressed by Abadi."

Iran's allies in Baghdad fear that the overthrow of the prime minister is a prelude to demonstrating the protesters' escalation of their demands, ignoring the main slogan of protesters in various cities: to topple the entire political system.

The sources revealed that the commander of the Quds Force in the Iranian Revolutionary Guards, General Qasem Soleimani, accompanied the main side of the meetings hosted by the Peace Palace by phone from Tehran, and publicly warned against the overthrow of the government of Abdul-Mahdi without guaranteeing Iran's interests, stressing that Soleimani informed Ameri nomination of a representative of the Fatah Alliance If the current government is to be sacked, it will form a new government.

She said that representatives of the Alliance conveyed to Sadr the desire of the meetings of the Peace Palace to form a delegation to visit him in his headquarters in the city of Najaf, to negotiate with him on the package of measures to be adopted, but refused, pointing to them to negotiate with the protesters directly.

Al-Sadr's associates explained to the Arabs why the Sadr leader refused to negotiate with representatives of the Peace Palace meetings, fearing that his move would be understood by the demonstrators as a ride to their wave, especially after the chants of protesters in Baghdad and Najaf against the interference of any political party, including In that mass are walking.

On Wednesday, protesters chanted "No Muqtada and No Hadi, Free My Country", in the Tahrir Square in Baghdad and Sadr Square in Najaf, in a sign of their rejection of Sadr and Hadi al-Amri's interventions in directing the protest movement.

Friday's protests, which are expected to be mass in Baghdad and the provinces, may be crucial in pushing the political class towards harsh measures, which could include ceding big interests, in light of expectations, especially in light of leaks indicating that the Shiite authority Supreme Leader in Iraq Ayatollah Ali al-Sistani directed his imitators to participate in the demonstrations.

The sources do not expect an explicit announcement from Sistani during Friday sermons that he would stand with the demonstrators, fearing that angering Iran's allies, but leaking his agreement to participate in the protests may be enough to protect his position from public anger.

Observers believe that the only step the political class can take without losing any of its interests and irritating Iran is to overthrow the government, whose president has been isolated and his opinion on what can be done.

But the action has become a thing of the past for protesters. The first is to demand the overthrow of the political system and the end of sectarian and partisan quotas.

The Iraqi political observer in a statement to the "Arabs" that the dialogues of the political class revolve in the vacuum after it became required at the popular level to be excluded that class and the dismantling of the militias of Iran, pointing out that that vacuum is what hawks to adopt the theory of "conspiracy" It is the headline of the Iranian discourse regarding the protests in Iraq and Lebanon.

The observer did not rule out that the decision was ultimately Iranian, which was revealed by leaks confirming that Soleimani was present at all meetings by briefing him directly on everything going on.

It seems that the political class may resort to Moqtada al-Sadr to act as a mediator between them and the protesters, which has become embarrassing for Sadr himself after the intensification of chants against him in the last two days.

The observer added that what is going on confirms that the political class was not ready to face what could constitute an end in the light of an Iranian-American settlement that many believed would be a guarantee for the continuation of the situation as it is for decades to come. It is convincing for political parties that have become convinced that one of the current political structures can be convincing for the demonstrators to be nominated to lead the next phase.

Social media in Iraq… tools of the popular movement

- Two Hours Have Passed

%D9%88%D8%B3%D8%A7%D8%A6%D9%84-%D8%A7%D9

In Tahrir Square, in central Baghdad, laptops and social media have become the first tool of Iraq's "revolution" against the political class, to enable protesters to communicate and communicate their voice to the world.

Suddenly after October 1, the content of the Facebook page of Ali Gasp, a graduate of the Faculty of Social Sciences, changed the images of football players and the flags of the European clubs he was publishing, and his page was filled with pictures and videos of the demonstrators falling or wandering because of Tear gas or groaning from ache in hospitals.

Even when the authorities cut off the Internet for two weeks and tightened the noose on social media, protesters managed to circumvent these measures through VBN applications.

Ali Jasib is one of them.He publishes photos and videos of protesters from Tahrir Square itself in Baghdad, where protesters demand the overthrow of the regime in a country that is one of the most corrupt in the world and where government positions are distributed according to sectarian and ethnic quotas. I watch it from the heart of the event, so that people know what is happening in Iraq directly. ”

He confirms that he is keen to document the events in real time as "government authorities are distorting the news of the demonstrations to spread a panic that may reduce the number of participants in the protests."

Official version

In order to disseminate their information, which contradicts the official version, many young people use their mobile phones for photography and publishing.

"We are responsible for spreading the truth while traditional media do not," said al-Qasim al-Abadi, a dentist and blogger. Local media out of what is happening in Tahrir Square. ”

Ali Gasp says he is being targeted because of his videos, as well as because of his harsh comments against Iraqi political leaders and the influential Iran. "Someone called me and told me, 'We will kill your mother unless you stop,' '' he said. '' The reason is that most of my comments are against Iranian agents and the militias that control the government. '' ”.

Al-Qasim al-Abadi said that in addition to the transfer of bloody confrontations and demonstrations, "we also convey the image of daily life and the chants that are fired and how to distribute food" in Tahrir Square.

Because many young people are ignoring traditional local television stations, WhatsApp, Facebook, Twitter and Instagram are the main sources of information transmission. Through Twitter, demonstrators learned, for example, that the sound of the explosion they heard on Wednesday, October 30, was a rocket that just landed near the US embassy, and some of them hurriedly marked with their tweets.

Again, calls were made Wednesday night to Thursday on social networks to "keep the demonstrations peaceful" after demonstrators tried to remove barriers from two bridges leading to the Green Zone. "Many of the protesters are sending me Facebook messages asking for gas masks or other things," he said.

Gasp publishes these appeals, and since the number of his followers, many unknowns often respond to these calls and work to deliver the masks or food and medicines needed by the protesters, and after many days and nights spent among the demonstrators working to convey their suffering through social media, he says “only when I do what I do, I can sleep and my conscience is comfortable. ”

President Barham Salih said the country’s embattled Prime Minister Adil Abdul-Mahdi was ready to step down,

but there was so far no one to take his place.

The prime minister expressed his willingness to submit his resignation, asking the political parties to reach an agreement on an acceptable alternative,” said Salih.

He pledged to hold early elections as soon as a new voting law and oversight commission was agreed,

but his speech did not appear to impress demonstrators."

2nd November, 2019

Likely Laith Kubba, adviser to Prime Minister Adel Abdul - Mahdi, Saturday, to take over the presidency of the last transitional government in light of the escalation of the protests, while noting the failure of all attempts to contain the demonstrations. "I think the pressure has escalated," Kubba said in an interview with NPR. "I think he will eventually take over a transition," he said.

Said that "Abdul - Mahdi came to power a year ago because the Shiites could not agree among themselves on who should run the country so they found a compromise alternative, which is the current prime minister," He pointed out that "what happened now that these young protesters are not part of any party or political group and their demands are very simple and they undermine this balance and failed attempts to contain the demonstrations."

Kubba said that "the demands of the demonstrations have shifted from mere jobs and improved conditions to change the government and the Prime Minister," noting that "the demonstrators are now rushing more and look at the laws of elections and looking for even foreign influence in the country."

Parliamentary Finance: The budget of 2020 may include 300 thousand degrees of employment

%D8%AD%D9%86%D9%8A%D9%86-%D9%82%D8%AF%D9%883369-696x435.jpg

2nd November, 2019

The parliamentary Finance Committee confirmed on Saturday that the adoption of the new pension law will provide about 300 thousand degrees of employment during the current year, indicating that the government will add them in the general budget for next year.

"The new pension law will include reducing the years of service, which contributes to increase the number of vacant jobs by about 300 thousand degrees during the current year only," committee member Hanin al-Qadu told Al-Maalouma.

He added, "The government is obliged to announce vacant job grades and distribute them to young people in order to absorb the size of unemployment and reduce numbers."

"The budget for next year includes radical reforms in the field of housing complexes, relying on local companies to increase manpower, as well as achieving justice for all provinces in the distribution of wealth," he said.

…there’s really nothing else you need to look into or be worried about.

What you need to do is you need to make sure you understand what your exit strategy is once you exchange your currency.

In other words, what are your taxes going to look like?   That’s what you need to worry about.

That’s all you need to be thinking about.

You don’t need to be thinking about how you’re going to spend it.

Because first you need to figure out how much you’re gonna be able to keep, right

So you have to be thinking on those terms.
[Note: At the appropriate time speak with your tax professional]

Ktfa ‘New CBI Governor’ Chat ...

DoodleBug:

WOW! Munther,, Chairman of the Board of Directors of CBI, not an outside guy, meaning... he is 100% dedicated to Iraq. I think I can safely say he knows Dr. Shabibi very well. IMOO.

I always had a problem with a PROXY pushing the RI button... and here's why. If Alaq were to give the citizens purchasing power, the citizens wouldn't want him to leave. I feel Alaq got his reward for following the instructions of the Fab4... he got a cushy new job and his name "PRINTED" on the currency (not a signature). His name will forever be in the hands of the citizens. The New CBI Governor will push the RI button and the citizens will forever be loyal to him for that reason. Is Mahdi cleaning up the loose ends prior to his leaving? Was this waiting for the CBI Proxy position to be filled?!? tic toc, tic toc... get'er done Mahdi and then get out

Jay:

Bye Bye Proxy Alaak.

ON LIKE DONKEY ... 125bbb21995636e48d4b4439c466882f_png indeed.

Rommy:

IMO spot on DB!  Plus IMO the citizens do not trust or like Alaq.

#######################

DoodleBug:

Agree Rommy, the citizens never trusted Alaq, so many broken promises and IMO, a little bit of corruption in the family lol. I could never understand how a Proxy could change the rate, but then would counter that with "the BOD actually runs the CBI", so I never looked deeper into it. Rearview Mirrors are great, aren't they?!? Blessings to you and yours, Rommy.

Tony777:

Good grief, the "Lame Duck" is accomplishing some powerful things as he exits the stage!!!  Wow indeed!!!

Jay:

Wow. I so agree. Its like the replacement of the LAST proxy was put off until a specific time for a reason. They had a year (and longer) to do it and they sand bagged  the task. So ask yourselves.

WHY DO IT NOW ?  000339medium_gif

Re Mahdi tieing up the loose ends before leaving??? Imo, yes. There was a stall in the air of today's articles concerning the departure time of Mahdi. "He will resign in the coming days"??? <---- as one article said.

one of the primary tools and responsibilities of the CBI is to maintain stability

meaning if it's going to go up in value it'll go up gradually based on pressure/inflation created as a result of significant investment and a private sector.

So until the laws are passed, contracts are signed, stability exists there is no private sector.

So we wait.
The idea of a public-private partnership built into the 2020 budget to launch the market economy/private sector is an excellent idea but we'll have to wait and see.
