Legal expert Ali al-Tamimi revealed on Friday that the parliament can interrogate Prime Minister Adel Abdul Mahdi in absentia, and revealed his international trial for the killings of demonstrators, as happened with the former Chilean president.

2. Parliament's control over the executive authority was absolute without restriction in Article 61 of the constitution and the internal rules of the parliament. He added that "the front would adopt the demands of the demonstrators and to amend the constitution in line with the development of the state properly, and the abolition of all special grades approved by the prime minister being chosen according to the principle of party quotas and make them start from within ministries and departments themselves electoral staff and approval by the Prime Minister after that".
Al-Atafi hinted that "the door is open for the accession of the wishes of the rest of the deputies," stressing that "that front was formed after criticizing a number of political leaders of members of the House of Representatives for the performance of parliament during the last stage."
He criticized the government's management of the country, which he described as "incorrect because of the auctions and the selection of people with identity and party favors to create leadership positions for its administration and this does not serve or promote the country."
He pointed out that "the Council of Representatives will work on the abolition of the Independent High Electoral Commission and the amendment of the law on elections to serve the people and the abolition of the provincial councils fully," noting that after the completion of all the Constitutional Council and this issue, and this is the end of the current period of this Assembly and this is the case A large number of current members. "

He pointed out that "the Constitution stipulated in Article (19 / II) that" there is no crime and no penalty except by text, and no penalty except for the act prepared by the law at the time of committing a crime, and may not apply a penalty more severe than the penalty in force at the time of the crime. "
"The judicial verdict, as it is known for the crimes, involves two parts, the first conviction, which represents the evidence of the act against the accused and the evidence on which it was based, and the second is the punishment issued on the basis of the conviction," Sharif said.
He explained that "This means that any act can not be criminalized or held accountable unless provided for by law, and since the Constitution has criminalized violation of the Constitution as a crime, but the Iraqi legislative system is devoid of the text there is a penalty for that act."
He continued, "despite the many accusations made by the public opinion that there are many cases of violation of the Constitution, but we did not hear that the legislative institution discussed a draft of this crime and other crimes stipulated in the Constitution."
Sharif called "the House of Representatives to address this serious legislative shortage so that there will be real accountability for those who exceed the constitutional provisions or exceed their application.
Al-Sharif asks: "What should include the law that punishes the violator of the constitution?", And believes that "the law should include the definition of the crime and its elements, and how it can be committed in a manner that covers all dimensions."
He added that "the law should specify the judicial authority to hold the defendants accountable, in accordance with the Constitution and judicial norms, and the procedures of trials, and penalties that should be imposed in the event of conviction."
"The Constitution has settled the controversy for the President of the Republic and the Prime Minister and members of the Council of Ministers that being held accountable for the crime of breach of the Constitution is before the Federal Supreme Court, provided that a law regulating that process, and they are as we have not been issued so far."
He pointed out that Sharif, "The law separates the rest of the official titles, it may violate the Constitution of the House of Representatives or one of its members or local administrations."
"If we had a law governing the accountability of violators of the constitution and there were penalties for those convicted, there would be a deterrent to the violator of the constitution, or to the times stipulated in it."
Al-Sharif went on to say that "the constitution contains provisions that are supposed to be applied within a certain period, such as the election of the Speaker of the Council of Representatives and the President of the Republic, the nomination of a candidate for prime minister, the formation of the Union Council, or the application of Article 140 of the Constitution, etc. It does not mean that it is over, but there is a breach that has happened that requires those responsible to be held accountable

Parliamentary Finance Committee, on Monday, revealed the salaries of members of the House of Representatives after reducing their privileges in the past few days, noting that the three presidencies also included a significant reduction on the allocation of hospitality.

The committee member Haneen al-Qadu said in a press statement seen by "Al-Ahd News", that "the salaries of members of the House of Representatives will be reduced after the parliament's decision and will be about four million dinars with cuts of hospitality fees of two dinars."

He added that "the three presidencies and special grades will also be reduced their salaries after the demonstrations and will boil most of the amounts of hospitality, with the exception of some public figures who must receive official delegations on a daily basis."
