yota691
Zero achievements of the committee to amend the Iraqi constitution since its establishment two months ago Baghdad - Bara Al-Shammari December 27, 2019 Although two months have passed since the formation of the Iraqi Constitutional Amendment Committee , which emerged from Parliament in an attempt to satisfy the rising street that demanded the amendment of some articles of the constitution, it has not yet come up with any significant amendment amid profound differences between its members. A member of the Parliamentary Amendment Committee, Yonadam Kanna, told Al-Arabi Al-Jadeed that the committee is still discussing articles of the constitution that require amendments, noting that there is more than one point of view in this regard. He pointed out that some members of the committee want to make the amendments in accordance with Article 142 of the Constitution, stressing that about 50 articles are on the schedule of amendments according to this opinion. It is noteworthy that Article 142 of the Iraqi constitution allows for the amendment of the constitution after the parliament votes on the amendments by a two-thirds majority. Kanna pointed to another influential presence in the functioning of the Constitutional Amendments Committee, which is the street that calls for changing the form of the political system, Confirming the existence of discussions in this regard, some of which call for converting the political system in Iraq to a presidential or semi-presidential one, while others believe that the current parliamentary system is better. He added: "There is also a debate on the conservatives, are they directly elected by the people through the governorate councils?" He continued: "When the amendments are completed, we will submit our report to Parliament if the parliament remains unchanged." However, another member of the Constitutional Amendments Committee expected that the commission would not complete its report with the amendments required of it during the period specified for it, which is 4 months, which will end at the end of February next year, assuring Al-Arabi Al-Jadeed that the differences within the committee are greater than the participants. He indicated that the most controversial articles are those related to the form of the political system, as some people demand that it be transformed into a presidential one, which is rejected by others, who fear that the country will turn into a dictatorship in the hands of some powerful parties, explaining that another dispute arose regarding the demands of some members of the committee to cancel the "veto" The Three Governorates "to amend the constitution mentioned in Article 142, which was strongly rejected by Kurdish members and others representing the northern and western governorates. He pointed out that the differences also included material related to the disputed areas between the Iraqi government in Baghdad and the Kurdistan Regional Government, and how to manage resources, especially oil and gas, explaining that the work of the committee in its current situation requires more time to formulate acceptable and satisfactory amendments for all parties. A member of the Constitutional Amendments Committee, Muhammad al-Karbouli, said that the atmosphere is not ready now to make amendments, stressing in a press statement that time is insufficient for that, given the protesters insist on legislating a new election law and holding early elections. He indicated that the presentation of constitutional amendments through a public referendum would require a period of more than two years, indicating that the new election commission would be involved in the issue of preparing for early elections. And at the end of last October, Parliament formed a committee to amend the constitution, which included 18 of its members, and gave it a period of 4 months to complete the required amendments, in an attempt to absorb the anger of the demonstrators who demanded fundamental amendments to the constitution. Activists in the Iraqi demonstrations refuse to recognize any outputs resulting from this committee, as it is part of the parliament that they describe as corrupt, assuring Al-Arabi Al-Jadeed that the amendment of the constitution must be carried out by jurists in constitutional law and political systems.
