The head of the Kurdistan region Nechirvan Barzani, on Tuesday that early elections would not fit the situation, while noting that the amendment of the constitution must be in safe conditions.

ERBIL (Kurdistan 24) – The Kurdistan Region's top government and party officials held a meeting with Iraqi President Barham Salih to discuss the latest developments in Iraq, where ongoing violent protests have brought political turmoil and general unrest to the country.

The topic of discussion was amendments to the Iraqi Constitution, a political source told Kurdistan 24. Salih, along with the Kurdistan Region's top three officials and the leaders of different political parties in the region, attended the meeting.

Before this, President Salih held a joint meeting with President Nechirvan Barzani, Prime Minister Masrour Barzani, and Parliament Speaker Rewaz Fayaq to review the current situation in Iraq as leading political forces make moves toward amending the national constitution in efforts to calm flaring protests across central and southern provinces.

As the idea of amending the national constitution gained traction, Kurdish leaders stated that the issues Iraq is currently experiencing were not due to the content of the founding document, but rather failing to implement its articles. President Barzani has also rejected any efforts that would affect the governing system of the country.

On Tuesday, an Iraqi source told Kurdistan 24 that a committee tasked with overseeing possible constitutional amendments held its first meeting amid continued pressure building up as a result of the protests.

Changes to the constitution, including a change of government, is part of a package of demands by protesters who accuse the political elite of widespread corruption and failing to improve the state of the country 16 years after the fall of the former regime.

Upwards of 250 people have been killed and thousands injured since clashes broke out between them and security forces, who have killed dozens by directly firing tear gas canisters and live rounds at civilians.

Senior Iraqi politicians have reportedly agreed to a “roadmap” to resolve the current crisis and meet the demands of the demonstrators. The proposed roadmap reputedly includes changing the prime minister’s administrative and military team, a cabinet reshuffle of about a dozen ministers, as well as changing electoral laws and electoral commission members.

According to informed sources, the proposed roadmap does not include early elections or the resignation of Prime Minister Adil Abdul-Mahdi.

It is not clear whether initiating the implementation of this initiative would calm protests, which have been calling for the ouster of the entire political class and the Iraqi government.

ERBIL - The Kurdistan Regional Government will support all the efforts by the Iraqi government for reforms and meeting the protesters' demands, Kurdistan Region President Nechirvan Barzani said on Tuesday.

Barzani made the remarks at a press conference following the meeting with the senior Kurdish officials and Iraqi President Barham Salih in Erbil to discuss the tensions in Iraq and attempts to amend the Constitution, which could put at risk the rights of people of the autonomous region.

The Kurdish president noted that all sides in the meeting agreed to support the demands of the Iraqi protesters for better public services.

He said that they believe the public offices, in the meantime, should be protected, adding that the Kurdistan Region's priority is to resolve the issues in Iraq in accordance with the Constitution.

Concerning the underway efforts to amend the Iraqi Constitution, Barzani asserted that a more stable situation is required for the amendment, and that the constitutional rights of the Kurdistan Region should not be harmed or reduced, calling on all Kurdish political parties to unite in this situation.

The Kurdish leader reminded that there is no issue with the content of the Constitution if it is implemented.

"I think the implementation of the Constitution has been ignored and not its amendment," he said.

Barzani additionally shed light on the relations between the Kurdistan Region and Iraq, saying that a delegation will heading to Baghdad as soon as the situation improves.

ERBIL - The current Iraqi government cannot be blamed for the situation in Iraq alone while the previous cabinets are responsible too, Kurdistan Region President Nechirvan Barzani argued on Tuesday, adding that the Iraqi premier has no magic wand to address all challenges.

Barzani made the comments in a conversation with the Middle East Research Institute in Erbil, where he explained that the entire political system in Iraq is responsible for the existing issues in the country, and not only one person, referring to PM Adil Abdul Mahdi who has been put under pressure by powerful Shia cleric Muqtada al-Sadr to resign.

The Kurdish leader noted that Erbil could help Baghdad in hopes of resolving the issues together and save the country from further possible escalations, as protests against the government have intensified in the capital Baghdad and other Iraqi southern cities since early October.

He further said that the content of the Iraqi Constitution has not been implemented accordingly, therefore, he added, an amendment to the Constitution is not a resolution to the current challenges facing the country.

ERBIL - Kurdistan Region Prime Minister Masrour Barzani has made it clear that Erbil would not support the plan for amending the Iraqi Constitution if fhe rights of the autonomous region are not preserved.

The Kurdish prime minister made the remarks during a meeting with a delegation from Al-Rafidain Center for Dialogue in Erbil to discuss the latest developments in Iraq.

He urged the center to play an effective role in getting the Iraqi sides together and make the efforts to protect the constitutional rights of the Kurdistan Region.

PM Barzani further pointed out that the tensions in Iraq are not because of the content of the Constitution, but a lack of implementation of it.

"We will not support any changes or amendments to the Constitution if the power and the constitutional rights of the Kurdistan Region are reduced," Barzani concluded.

Demands to change the political system from parliamentary to semi-presidential

The head of the Sadikon parliamentary bloc, Adnan Faihan, on Thursday, November 7, 2019, called for a change in the shape of the political system from parliamentary to semi-presidential.

Iraq is not ready for a western type democracy, they need the same type of government as Kuwait, Thailand an Dubai. They can't get this bunch of thieves to agree on anything except for holidays an time off. You have a king an he makes the decisions an that's final.

Maybe in a few generations they could move into a more western type voting an governing system but between the corruption an Iran they really don't have much of a chance right now...

Allawi told Al-Sabah that most of the paragraphs in the constitution can be amended in terms of articles 142 and 126, which authorize the amendment of the constitution, noting that the demonstrations are a message for politicians to recalculate their accounts and make a greater effort to meet the legitimate demands. 
Allawi added that the House of Representatives is waiting for a lot of important laws that need to be reviewed and to overcome political consensus and approval of the victory of the interests of the people over party interests.

Iraq doubles number of Kurds on constitutional amendment committee as protests rage

ERBIL (Kurdistan 24) – Iraq’s parliament has voted to increase the number of Kurdish members of the newly-formed Constitutional Amendments Committee, formed in response to deadly anti-corruption protests that began in Baghdad in early October and quickly spread to several southern and central provinces.

The 18-member committee initially included three Kurds, but Kurdish parties in parliament demanded more significant representation.

The Constitutional Amendments Committee is an interim board set up by parliament to propose amendments to the government’s 2005 founding document following the overthrow of the Baathist regime by a US-led coalition two years earlier. It held its first meeting last week.

Parliament's deputy speaker, Bashir al-Haddad, said in a statement on Saturday that lawmakers had voted to increase the number of Kurds on the board from three to six. He listed the names as Viyan Sabri, Joan Ehsan, Youssef Mohamed Sadiq, Abd al-Bari Modarris, Jamal Kochar, and Rebwar Hadi.

The vote came during Saturday’s session, attended by 232 out of 329 total members.

The vast majority of Iraq's ethnic Kurds reside in the four provinces that make up the Kurdistan Region, to the north of the country. They also make up varying percentages of the population in areas disputed by the federal government of Iraq and the Kurdistan Regional Government (KRG).

Article 140, which spells out a mechanism for resolving the disputed territories, was added to the Constitution precisely because the issue was so contentious that it would have held up the national document's ratification. It contained a deadline to resolve the disputed territories by 2007, but the initial competing claims to the land remain, so the article has never been implemented. Erbil has long complained that Baghdad has blocked the execution of the article, among others.

As lawmakers began efforts to amend the Constitution in an attempt to appease protester's demands for an overhaul of Iraq’s government, Kurdish politicians have been hesitant to support such moves in fear that they may weaken the position of the KRG's territorial claims.

On Tuesday, Iraqi President Barham Salih, who is ethnically Kurdish, was in Erbil to discuss potential constitutional amendments in meetings with top Kurdistan Region officials, including the regional prime minister, president, and parliament speaker. They then met with leaders of all Kurdish political parties in the region.

These developments come as protests continue in Iraq, mainly based in the capital Baghdad and the oil-rich province of Basra. A crackdown by various security forces has reportedly led to the deaths of over 300 demonstrators and injury to some 12,000 others.

On Saturday, Amnesty International called on the Iraqi government to “rein in security forces” as the violence continued.

That same day, local media quoted medical sources as saying that seven people were killed and nearly 100 injured when demonstrators tried to reach the fortified Baghdad's Green Zone, where many government offices and diplomatic missions are located.

Al-Fateh MP Hamed al-Moussawi said on Sunday that the government's reform package needs constitutional legislation and laws.
Al-Moussawi said in a television interview followed by "Mawazine News" that "the letter of reference and the uprising of the masses an opportunity to proceed with the reform of the political system," noting that "the transformation of the parliamentary system into a semi-presidential system gives more guarantees to the people."
"The political forces are incapable of bringing a prime minister in line with the principle of half plus one," he said, noting that "the package of government reforms needs constitutional legislation and laws."
