During the meeting, according to a statement issued by the Presidency of the Republic, reviewed the security situation in light of the protests in Baghdad and a number of provinces.

In this context, President Saleh stressed the role of the security services in protecting citizens, public property and ensuring their rights to peaceful demonstration.

President Saleh stressed the need to abide by the orders issued by the General Command to prevent the use of bullets and means of excessive violence.

He noted the importance of pursuing all those who exploited the conditions of peaceful demonstration in order to harm demonstrators and members of the armed forces.

President Saleh pointed to the utmost importance of restraint by all during the performance of the national and professional duty to protect the demonstrators and ensure their safety.

The President asserted that the armed forces of various configurations that have protected the country and the people in the most serious confrontations with terrorism are also capable of protecting citizens and their peaceful democratic practices in conditions of peace.

Protests against unemployment and corruption, that broke out last Thursday, turned by Monday into bloody street clashes, leaving 107 killed and over 6,000 injured, the Independent reported.

“Excessive force outside the rules of engagement was used and we have begun to hold accountable those commanding officers who carried out these wrong acts,” the military said, according to Al Jazeera

Of the nearly 6,000 injured, 1,200 are soldiers, The Independent said.

“We need a government that is just to the people, that will end unemployment, that will end ignorance, not increase the corruption,’’ one protester told the paper. “We need a government that will hold the corrupt accountable.’’

Iraq's Prime Minister Adel Abdul-Mahdi said on Saturday that he would agree to meet with the protesters and listen to their demands, but he called them to stop the vandalism. 

However, in his statement, he defended the military and said that soldiers would not use live ammunition unless it is in self-defense.

The Interior Ministry said on Sunday an investigation has been launched to determine how protesters have been killed in the past six days, claiming that security forces did not confront the crowd but that “malicious hands” were behind targeting protesters and security members alike.

‘’There were no clashes or confrontations between security forces and brotherly protesters, but there were malicious hands attacking the victims,’’ Iraq's Interior Ministry said.

He added that protesters had burned 51 public buildings and eight political party headquarters.

However, a large number of journalists and residents have witnessed a clash of protesters with government security forces.

The United Nations expressed concern over the current developments in Iraq, calling for dialogue between the government and the rebels.

‘’The United Nations is urging authorities in Iraq to allow citizens to exercise their right to freedom of expression after the security forces opened fire on mass anti-government protests which began earlier this week.’’

Speaking in Geneva on Friday, OHCHR spokesperson Marta Hurtado expressed concern about the detention of three journalists, two of whom were subsequently released, saying that it threatened the presence of media reporting on the ground.

She also said that Human Right Watch has confirmed 12 deaths and further expressed concern about tear gas, live ammunition used by the military against protesters.

“The use of force should be exceptional, and assemblies should ordinarily be managed without resort to force,” she said

Jeanine Hennis-Plasschaert, the top UN official in Iraq, has also condemned the violence, saying "this must stop."

‘’Deeply saddened by the senseless loss of life. Five days of reported deaths and injuries: this must stop. I call on all parties to pause and reflect. Those responsible for violence should be held to account. Let the spirit of unity prevail across Iraq,’’ she tweeted

The spontaneous protests do not appear to be part of any political group. The protesters are mostly young people who are dissatisfied with the current situation in the country. 

Although Iraq is the 4th country with the highest oil reserves in the world, as much as 3\4 of the population lives on less than US$ 6 per day, according to the World Bank.

This is the deadliest unrest in Iraq since 2017 when ISIS was defeated.

‘’If 100 of us die, next time we will be one million in this revolution. We are all one people, no one represents us! Those who go to the Parliament, wearing suits don't represent us,’’ the protesters said

ERBIL, Kurdistan Region Iraq’s highest judicial authority said Monday it would take legal measures against those who killed and wounded protesters, hours after Iraq’s military vowed to hold security personnel using “excessive force” accountable.

With Iraq’s protests over corruption, unemployment, nepotism, and a lack of basic services appearing to slow down, the Supreme Judiciary Council said after a Monday meeting that it would undertake legal measures against those suspected of use of excessive force.

“Participants of the meeting discussed the necessity to undertake legal measures against whoever attacked protesters and caused the martyrdom and injury of a number of them,” according to a council statement.

Over 100 people are believed to have been killed and several thousand injured over the course of the nationwide protests. Security forces have used live ammunition rounds and tear gas against protesters.

With hundreds of protesters still in detention, the council said it was important to “differentiate” between peaceful demonstrators and rioters who attacked public property.

The council’s announcement came as Iraq’s military admitted for the first time Monday it had used “excessive force” in nearly a week of deadly protests.

“Excessive force outside the rules of engagement was used and we have begun to hold accountable those commanding officers who carried out these wrong acts,” the military said.

It said Prime Minister Adil Abdul-Mahdi had ordered those forces to be replaced with federal police units and the intelligence services to open an investigation into the incident.

It was the first time since protests broke out that security forces acknowledged using disproportionate measures, after the premier insisted they had been acting “within international standards” in dealing with demonstrations.

The judges also announced they would take action against the ransacking of local and regional media offices by “masked gunmen.”

“[The participants also agreed] to undertake legal measures against attackers of the offices of satellite channels and emphasizing the right of freedom of expression, coverage of news for local and international public for facts as they are without any fabrication,” the statement added.

The council said it would also look into cases of “integrity and administrative corruption,” one of the main sources of protester anger. It had been given a large share of the responsibility to tackle rampant corruption in the country by Ayatollah Sistani, the highest Shiite religious authority in Iraq earlier this year.

The court said oversight and investigative authorities would  need to present evidence to be able to hold those suspected of corruption legally accountable.

SULAIMANI — Internet access was restored in Iraq on Monday (October 7) after being suspended by the federal government on October 2 amid the protests in Baghdad and other areas in central and southern Iraq.

NRT Arabic in Baghdad said that the decision by the government came after the security situation had calmed somewhat. Social media remained blocked for most users, according to internet observatory NetBlocks.

Throughout the blackout, users in the Kurdistan Region continued to have normal access.

Part of the reason for the blackout was to prevent footage of the protests and violence against demonstrators from circulating online. Protesters, however, told media outlets including AFP that they had continued to film incidents and were planning on releasing them online when access was restored.

More than 100 people have been killed since last Tuesday, with the security forces using live bullets and tear gas to try to break up crowds.

More than 6,000 people have been wounded.

Speaker of Arab Parliament Dr. Meshal Fahm Al-Sulami, has criticized the ongoing situation in Iraq.

Al-Sulami condemned the killing of demonstrators and security forces and setting public buildings on fire.

In a statement issues on Sunday he called on the Iraqi government to respond to legitimate rights of the demonstrators.

Al-Sulami further reiterated the full support of the Arab Parliament for the security, stability and sovereignty of Iraq and non-interference in its internal affairs, the Saudi Press Agency reported.

ERBIL, Kurdistan Region –  Iraqi President Barham Salih denied Iraqi officials had ordered security forces to shoot protesters and calling for an investigation into their deaths in his first appearance since protests began in Iraq six days ago.

Over 100 protesters have been killed and several thousand more injured in demonstrations calling for improved provision of basic services and an end to rampant state corruption. Protesters nationwide were met with live rounds of ammunition and tear gas from security forces.

Protests seem to have relented following government overtures of employment and housing reform. However, the deadly aftermath of just six days of protests has angered Iraqis, and authorities have promised to launch investigations.

In a televised speech on Monday evening, President Salih denied any orders had been given for protesters to be shot. 

“The government and the leadership of the security forces affirms that there were no orders for shooting. This was not a decision from the state or its institutions,” Salih said.

“This is sedition, a crime, and it cannot be overlooked. The blood of our people and security forces are not up for political rhetoric, nor adventurism,” added the President.

“The targeting of peaceful protesters and security forces with live rounds …  is unacceptable in the Iraq that we chose and agreed to be democratic, in which rights and freedoms are guaranteed.”

All those who have violated the law have to “submit to the state” and be held accountable in courts, the President added.

Salih acknowledged protester grievances, including a lack of basic services, high rates of unemployment, and financial and administrative corruption that has “hindered” Iraqi development, but warned against foreign “saboteurs” from exercising their influence on the demonstrations.

“These protests came against the background of despair, darkness, and a public feeling that the country needs reform,” Salih said.

“Preserve the peacefulness of your protests, and don’t let saboteurs steal from you this homeland. Don’t let anyone steal your dreams or demands.”

The President announced steps to be implemented in the short term, including the “opening of a judicial investigation” into the violence, as announced earlier today by Iraq’s Supreme Judicial Council

“Special authorities, without a doubt, have to hold those responsible for spilling Iraqi blood responsible.”

The President also voiced support for a suggestion by Ayatollah Sistani, the highest Shiite religious authority of Iraq, for forming a committee composed of independent, qualified Iraqis to engage with protesters to present a “roadmap” for reform.

As a third step, the President suggested discussions between Iraq’s political blocs to “form a national parliamentary bloc” to support and oversee reform, the fight against corruption, and the provision of services.

To tackle state corruption – one of the main sources of protester grievance – Salih suggested “activating the role” of integrity courts, supporting their independence and taking corruption cases to them with no “immunity” for anyone.

Iraq has had “enough” of violence, wars, and internal violence, the President said, calling for “de-escalation” and patience that government proposals will be realized.

The Iran Militia in Iraq and Syria (IMIS) has said it was ready to implement government orders to prevent "a coup d'etat or a rebellion" after protests that have left more than 100 dead.


Speaking to reporters, Faleh al-Fayyadh, who heads the force, said he wanted "the fall of corruption, not the fall of the regime."


"We know who stands behind these protests. The plan to bring down the regime has failed," Fayyadh said.


Protests swept through Baghdad and major Iraqi cities last Tuesday with calls to reduce youth unemployment and corruption but have spiraled to demand a total overhaul of the Iraqi political system.


The Iraqi government says more than one hundred protesters were killed and hundreds wounded as security forces reacted to the unrest, while other reports said government snipers on rooftops directly targeted protesters. 


On Monday, Iraq’s military admitted for the first time it had used “excessive force” against the protesters.

Twelve demonstrators gathered in Sadr City neighborhoods east of Baghdad, a source familiar with the situation said Monday.

"Protesters cut off main streets in Sadr City, east of Baghdad, and set tires in the middle of the streets," the source told Shafaq News.

The Joint Operations Command, the highest military authority in Iraq, announced Monday that it was operating, according to army divisions from Sadr City, east of Baghdad, after a bloody night in which several demonstrators were killed and dozens wounded.

"We have begun withdrawing army units from Sadr City and replacing them with troops from the Interior Ministry," the Joint Operations Command said in a statement.

"Dealing with and protecting citizens is a responsibility and obligation of all our security forces," the statement said, adding that any excessive use of force with citizens is not allowed.

The Prime Minister directed the Commander-in-Chief of the Armed Forces Adel Abdul Mahdi on Monday to withdraw all army units from Sadr City east of Baghdad and replace them with federal police.

The clashes took place in Sadr City in Baghdad on Sunday evening, where a medical source told Twilight News, on Monday that the number of those clashes has risen to 15 dead and 40 wounded among the demonstrators.

3. Opening a comprehensive and constructive political dialogue to form a supportive and permanent parliamentary bloc for reform steps, including the outputs of the committee and legislative and governmental procedures, overcoming obstacles and political pressures, and assisting the government to proceed with steps to combat corruption and provide services.
4. Supporting the efforts of the government to undertake a fundamental ministerial reshuffle to enhance performance and activate work mechanisms.
5 - Activate the role of the court concerned with integrity issues and provide the appropriate conditions for its work freely and the transfer of all files of corruption to be resolved within the specified timelines and prevent any appeal in this regard and no immunity to this file to any party or party Och testicular in addition to work to recover public money.

8.Reconsidering the electoral law of the Council of Representatives and its system to allow confidence in the electoral process and the enactment of a new law in line with national aspirations.The presidency of the Republic will form a national dialogue team to follow up this file and with the assistance of experts from the United Nations and the formation of an independent electoral commission to allow maximum transparency and integrity in the electoral process.
