There are two ways out of the crisis: the constitutional path and the revolutionary road.
The constitutional road adheres to the articles of the constitution and the democratic mechanisms that we have embarked upon. The revolutionary road goes beyond the constitution and the democratic mechanisms and seizes power through the popular revolution or coup.

The starting point in the constitutional solution is the dismantling and sharing of the power-industry institution, namely the House of Representatives. The Constitution allows us to dissolve parliament legally, according to the operative part and article 64 of the Constitution, which says:

Second: The President of the Republic, upon dissolution of the House of Representatives, shall call for general elections in the country within a maximum period of sixty days from the date of dissolution.
This means that the government becomes a caretaker government for a maximum of 60 days.
In the meantime, new parliamentary elections must be held. In order to achieve the purpose of these elections must be conducted by the method of individual election, and not by way of election on the list, and in as many circles as the number of deputies. The constitution provided for elections, and did not mention the method of elections on the list chosen by the political class to ensure the survival of its blocs in

The Iraqi constitution allowed every Iraqi citizen to run for a seat in the House of Representatives. Article 49 / First of the Constitution that "is required in the candidate for membership of the House of Representatives to be a fully qualified Iraqi." It is clear that the constitutional text speaks of "individual candidate" and not "list of candidates." However, paragraph (III) of the said article, "Regulates by law, the conditions of the candidate and the voter and everything related

The Electoral Law No. 45 of 2013, amended (twice), regulated the conditions of the candidate, the voter, and everything related to the elections. In the first article, the law introduced the definitions of terms related to elections as follows:
"Candidate: Any Iraqi whose nomination has been officially accepted by the Independent High Electoral Commission for membership of the Iraqi Council of Representatives.
Individual List: This is the list in which one individual is entitled to be nominated for elections provided that he is registered with the Commission.
Open List: This list contains the names of the declared candidates.
Constituency: Each designated area has been allocated a number of seats in accordance with the provisions of this law.
It is noted that the law added the concept of "open list" to the method of nomination, which is not mentioned in the Constitution.
In Article (12) the law said: "Nomination shall be by open list and the number of candidates therein shall not be less than three. The voter shall have the right to vote for the list or list and one of the candidates therein.
He notes that this article has made "open-list nomination" the basis, and authorized, with the exception of this basis, "individual nomination". The law did not address the individual nomination except for this position. The call for individual elections does not include more than amend this article to be as follows: "The nomination in the elections of the House of Representatives in an individual manner." With the deletion of the phrase “the candidacy shall be in an open list manner and the number of candidates therein shall not be less than three.
