The oil and energy parliamentary committee announced on Sunday that the Presidency of Parliament sent a formal request to the government to send a draft oil and gas bill in order to complete its reading and vote during the current legislative term.

 The committee member Muzaffar Fazl said that "the House of Representatives is determined to pass a number of laws that have been stalled disabled since the previous sessions because of political differences on them."  

He added that "among the laws that are being moved to pass the oil and gas law," noting that "the Presidency of the Parliament sent a request to the government to send a draft   oil and gas bill for the purpose of completing the first and second reading and make amendments to it."

He explained that "the Council is determined to pass the law during the current legislative term."

I thought the law has already been passed, they need to implement it right? Why say pass it.

I only throw this in because for some of us " real long " IQD holders, these long winded blowhards have been very exhausting on our patience. One heck of a frustrating mess.

No abandoning Hope here, no sir-eee ! 

 

We've all heard this story of determination for years and it's all been for not. Having said this, however, with so much talk of doing all things international ( most encouraging by the way ), maybe and I say maybe they just might be " determined " enough to actually get it done this time around.

No. That was the Financial Management Law. Not the HCL. I really feel like they are going to pass it this term. Haven't given up hope.

Parliamentary Economy Committee discusses mineral investment law

She added, "Unfortunately, the customs agreements between Iraq and neighboring countries have incurred heavy budget losses, especially with granting these countries customs exemptions and reducing the characteristics of incomes, leading to a decline in non-oil revenues significantly, pointing out that" official figures indicate a decline in non-oil revenues from (8.6) trillion dinars until the end of August of 2018 to nearly (3) trillion dinars until the end of August of 2019. ''

"This was accompanied by another serious decline in total investment expenditures from (16.3) to (11.2) trillion dinars for the same period," said a member of the Follow-up Committee of the implementation of the government program, pointing out that "this indicates a weak investment effort for this year despite what was allocated by the general budget By 32% this year compared to the same period last year.

Al-Khuzaie continued, "and justifies the concern of the performance of the government decline in oil revenues, Iraq has achieved nearly (84) trillion dinars since the beginning of 2018 until August of the same year," pointing out that "this year has witnessed a sharp decline in oil revenues, Oil revenues did not exceed (53) trillion dinars only, which is a decline in oil revenues by (37%) during the current year from 2018.

She explained that "the above figures disclose very important financial facts, the first decline in oil revenues and weak expectations about the recovery of oil prices, and the second decline in non-oil revenues due to the policies of exemptions (free of charge) followed by the current government," warning "of the possibility of an economic crisis Khanaqah warns of inflated levels of government fiscal deficit again and likely widening public debt, both internal and external.

 "Finally, the investment budget figures fully reflect the deterioration of public services in the country, despite the huge budgets that are approved annually to improve the reality of services and raise the living standard of the citizen," she concluded.

Yep.  Same here.  I am very cynical about them getting anything done.  Yet I believe this will happen eventually.  Talk about a mind teaser.  With all the great news we have had in the last few months you would think this is the finale.
