Parliamentary movement to resolve the crisis {slums »

Baghdad / Huda al - Azzawi

Despite the revision of the law on the treatment of slums and the ownership of its inhabitants for several times, the House of Representatives returned the said law to the services committee to review the members of the legal committee to make amendments to it, so some members of parliament felt that the treatment of slums subject to political debates have no involvement in technical and legal issues related to the resolution The crisis that has been raging for years has negatively affected Iraq's urban plan.
Chairman of the Parliamentary Services and Reconstruction Committee Dr. Walid Al-Sahlani said in a statement to Al-Sabah: "The law on the treatment of slums has been discussed within the Services Committee and in the next few days will be put to the first reading and the second reading to vote on it, as well as the reading on agricultural land that took place in the last session. ".

He pointed out that "most of the agricultural land has been divided without an official legal argument matching the ownership of land, some of which belong to the Ministry of Finance, which will develop solutions by 50 or 30 percent to move constructively and properly in harmony with the nature of neighboring countries." Al-Sahlani affirms that "the constitution guarantees every Iraqi citizen the right to housing, but that does not justify the transgression on the land that flows into the nature of planning, order and aesthetic cities, which are mostly the focus of the attention of the world, especially tourism, economic and sports, which are scattered and disorganized excesses reflect an improper picture The Committee on Services and Reconstruction of Parliament has always put forward this problem and diagnosis accurately and develop solutions and treatments, and will start a plan starting from the province of Basra to most of the provinces of Iraq to follow-up services accurately and clearly with the executive and local authorities to follow the troubled projects "And he said,"
While the member of the parliamentary legal committee Hussein al-Oqabi in a statement to "morning", that "the file address slums; was not the focus of political debates as some believe, but what we see that there is no serious will by the government to take realistic action This issue is the competence of the executive branch and sometimes needs legal or financial cover if there is a clear and constructive plan in this subject. He regretted that he did not come so far. Subject to private and individual, and the subject of slums is a vital topic in which several m Folds need to talk as some of the slums that need to organize not only intersect with areas of public interest. "
Al-Oqabi adds that "so far, there has not been a comprehensive plan to address the issue of slums once and for all because of the policies floundering and paralyzed in the implementation of the Constitution in Article 30 of the Constitution, which provides that the State guarantees the individual income and family and adequate housing and social security and health for Iraqis."

Opportunities for cooperation
The spread of 3,000 slums inhabited by nearly 3 million citizens, mostly in Baghdad, poses a great danger to the basic plans of cities, which leads to the violation of the right of residents to achieve their health and social and environmental needs and desires, where slums are divided into two parts: a section established on the territory of the state and constitute 88 percent, It is divided on private land and constitutes 12 percent, all of which generally represent about 27 percent of the housing as a percentage of the size of the land and the rest goes to malls, garages, shops and other construction.
on her.
Ghalib al-Zamili, a member of the Parliamentary Services and Reconstruction Committee, said in a statement to Al-Sabah that the statistics related to the spread of slums in Baghdad and the governorates are inaccurate for the committee. The crisis in accordance with a clear strategy, in addition to the introduction of World Bank loans, which will contribute significantly to the elimination of this crisis and gradually build housing complexes. " Zamili asserts that "earlier there was a way to resolve the slums and simplified, where held under the auspices of the United Nations and international organizations meeting outside Iraq, but the solutions have not been implemented and unfortunately, so we need a broad plan and joint cooperation to get rid of slums and
True".
According to figures published in media reports, there are calls for the allocation of 4 trillion dinars to address the housing crisis and slums, and this was denied by a member of the Finance Committee, Ahmed al-Haj in a statement to "morning", stressing that "the budget of the Ministry of Finance discussed and did not reach the Council of Ministers, so There is no talk about compensation (for slum dwellers) until after the budget has arrived and the committee will have another talk if it arrives. "

Effective solutions
According to specialists, the phenomenon of indiscriminate construction has become a major threat to the urban environment, which is to override state property or bypassing citizens on the property of others, and there is an override on the rules and regulations on construction, such as encroachment on agricultural land and changing the pattern of use, which was confirmed by the "morning" associate Abdul Moneim Nasser, Director General of Media and Relations at Baghdad Municipality
Issawi.
Al-Issawi points out that "there are irregularities due to the inability to obtain building permits and this is related to government land that is not owned by citizens and which has been controlled by them, as well as land not sorted secretly and agricultural land with private ownership and turned into residential without conversion There are building violations due to non-compliance with the conditions of the building permit granted, where the owner violates the conditions of the building permit obtained, in addition to the proliferation of large numbers of street vendors on the main streets and sidewalks This is what caused the decline in the reality of services and the completion of infrastructure projects
Infrastructure. "
He stresses, "There is no intention now by the Municipality of Baghdad to remove the housing violations until a clear directive to ensure the safety of implementation, so the effort of the Secretariat is currently focused on the removal of violations and abuses on the sidewalks and streets, according to organized procedures and in accordance with the law and municipal regulations, which are consistent with the size of each violation. Also, the work of removing abuses includes those that lie on the state's territory, which impedes the implementation of service projects such as roads, sewer lines and any service work according to judicial decisions and depending on the laws.
the window".
Al-Issawi concludes by saying: "There is a great coordination between the municipal departments and the Department of Guards and Security in the Municipality of Baghdad and the Baghdad Operations Command in the completion of these campaigns, which are still ongoing
Until now".
Database
Based on the solution of the crisis facing the entire Iraqi state related to the housing crisis and its product (slums) proposed human development expert and international trainer Amir Kazem Jizani during his talk to the "morning", the preparation and preparation of "a database and a real survey of these slums and their size and location, and secondly classified geographically, Then comes the role of working within the corridors of the parliament to provide legal cover for the government through legislation to resolve the housing crisis and the problem of slums and recount agricultural land and orchards in Baghdad
And provinces. "
He added: "We must legislate a law to provide financial cover to solve the problem of slums through the provision and provision of services to them and the transformation of the land from agricultural to residential as it has been cut off water and has become ineligible for agriculture has now provided many services, and work to remove abuses in some slums that It was mistakenly built on transport lines or uninhabitable places, compensating them elsewhere and ensuring safe housing for all as guaranteed by the Constitution. "
"New agricultural areas should be included in the housing plan for the administrative boundaries of each governorate to accommodate the increase in the population," he said. "As well as investing the human resources that inhabit these slums in work projects and preparing development projects, the government should be aware of the magnitude of the disaster." It is incumbent upon them to exacerbate the housing crisis, and therefore must work very quickly to provide solutions and alternatives to people in light of the continuous increase in the size of the population, because Iraq is constantly growing and needs long-term housing plans and programs, and this work needs a real will and a comprehensive vision To solve that crisis, which is the most important in people's lives
And the state. "
