The Iraqi Parliamentary Observatory on Monday published its report on documenting and monitoring the performance of the Council of Representatives for the second quarter of the first legislative year of the current session.The report included a monitoring of the legislative and supervisory performance and an assessment of the Council's activities and its commitment to the Constitution, the laws in force and its internal regulations.

The report, which Alsumaria News received, a copy of it that "the Presidency of the Council of Representatives and in a dangerous precedent, refrained from publishing the absences of members in violation of Article 18 of the rules of procedure, which requires the publication of absences and the presence of members on the official website of the Council and in a newspaper," indicating "The Observatory team was forced to adopt the rate of attendance of members in the sessions of the Council to be able to draw absentee rate, which amounted to (128) deputies per session, which means that more than one third of the members do not attend the meetings of the Council."

 

The report noted that the parliament should continue not to vote on its final accounts, in violation of article 143 of its rules of procedure, and that its supervisory performance does not include any questioning of any member of the executive branch.

 

With regard to the work of the committees, the report pointed out that "the Council continues the process of distributing the members to the parliamentary committees without any limitations. Some committees have 24 deputies, while others have not completed the minimum number of members. The number of members of the committees of martyrs, victims and political prisoners," The Committee on Women, Family and Children consists of only 5 members.
