The Council of Ministers, on Tuesday, recommended the House of Representatives to wait in the passage of some laws, including the draft law of oil and gas, while decided to amend some paragraphs of the law of the Council.

Abdul Mahdi 's office in a statement received / information / copy of it, " the Council of Ministers held its regular meeting under the chairmanship of Adel Abdul Mahdi   and decided to approve the mechanism for the implementation of paragraph (1) of the Council of Ministers Resolution: (93 2019) on the problems and constraints of contractors segment, as Decides to approve the amendment of the text of Article (1) of the draft law amending the Social Welfare Law No. (126) of 1980. ”

The Cabinet approved the "priorities of the draft laws and to recommend to the House of Representatives to withdraw the draft law regulating the establishment of Allawi, selling fruits, vegetables, animals and lingering on the adoption of the draft law on oil and gas until the completion of the draft law to amend the law of the National Oil Company and the completion of the draft law on oil and gas before the State Council."

The Cabinet decided to approve the amendment of the designation of (General Electric Power Transmission Company / Upper and Middle Euphrates) to become (General Electric Power Transmission Company / Middle Euphrates) in the Ministry of Electricity, based on the provisions of Article (3) of the Public Companies Law No. (22) 1997 amended, and approved the amendment of paragraph (1) of the Council of Ministers Resolution: (9 of 2019) on the contract with a number of experts from IATA or ICAO, in addition to the approval of the amendment of paragraph (2) of the Cabinet Resolution No. (267) of 2018 By adding the Minister of Culture to the Committee of Ulema. ” Finished 25 h

I'm with you. I don't see a problem with the statement. My interpretation is they are waiting to vote on the draft until it is completed. Seems reasonable.

Welcome warmblood1323 . Fresh newbie blood with a new set of eyes, and a brain , seems to be exactly what we needed to get us out of our " been in this long enough " complacency . And therefore we expect them to kick the can down the road, and then RV. I like the reminder of Parliaments splitting up the Oil and Gas Law to make it easier to pass each section individually . Shoot I forgot about that, and I may say that I just don't recall that bit-o-news. It makes no sense you got  a rubie for sharing your info and opinion. I have always said (except when I give rubies) Those who give rubies, must have done dubbies, in a van down by the river.

On Tuesday, Prime Minister Adel Abdul Mahdi issued directives to accommodate graduates and create job opportunities for them, as well as directives on the percentage of labor in investment projects, directing the Department of Labor and Vocational Training in the Ministry of Labor and Social Affairs, according to specialization, to absorb newly graduated engineers. While the Council of Ministers recommended the legislative authority to wait on the approval of the draft law on oil and gas until the completion of the draft law to amend the law of the National Oil Company and the completion of the draft law on oil and gas before the State Council, revealed a member of the Higher Education Committee of the House of Representatives Lynas Alksusi about the existence of a trend for the appointment of higher education in the budget of 2020. The

meeting of the Council of Ministers

A statement issued by the Information Office of the Prime Minister, received by «morning», that «the Council of Ministers held its weekly meeting, headed by Prime Minister Adel Abdul Mahdi.
At the beginning of the meeting, Abdul Mahdi briefed the latest developments, the Council discussed the issues on its agenda, and issued a number of resolutions and directives.
The Cabinet decided to approve the mechanism of implementation of paragraph (1) of the Council of Ministers Resolution: (93 of 2019) on the problems and obstacles of the contractor segment, and decided to amend the text of Article (1) of the draft law amending the Social Welfare Law No. (126) of 1980.
The Cabinet approved the priorities of the draft laws and the following:
1. Recommend to the House of Representatives to withdraw the draft law regulating the establishment of Allawi selling fruits, vegetables and animals.
2. Recommendation to the House of Representatives to wait on the approval of the draft law on oil and gas until the completion of the draft law to amend the law of the National Oil Company and the completion of the draft law on oil and gas before the State Council

The Cabinet approved the formation of the presidential team to follow up the projects.
 
Holders of higher degrees
The Prime Minister issued important directives to accommodate graduates and create job opportunities for them, and on the proportion of labor in investment projects and calculate the service of engineers in the private sector, as follows:
In order to accommodate all state institutions, colleges and private universities to hold higher degrees and benefit from their scientific and research capabilities and to improve their level of performance in the service of construction and reform, and for the purpose of finding job opportunities for them and benefit from their expertise, we directed the following:
1. Launching the job grades of appointment to the movement of owners for the years (2017, 2018 and 2019) within the owners of ministries and entities not associated with the Ministry and the provinces.
2. Appointing holders of higher degrees and distributing them among all ministries according to the Law of Operation of Higher Certificates Holders No. (59) for the year 2017, which shall be (15%) of the total vacancy of job vacancies announced in each of the departments of the State.
3. Increasing the percentage of appointing graduates to not less than (30%) of the total job grades allocated to universities and government colleges.
4. Obliging universities and private colleges to appoint holders of higher degrees within the teaching and administrative staff in accordance with the provisions of Article (4) of Law No. (59) for the year 2017, not less than (60%) of the above, provided that the Ministry of Higher Education and Scientific Research Following up on the above, in accordance with the provisions of Article (10 / I) of the provisions of the Private Public Education Law No. (25) of 2016, and the number of lecturers appointed to permanent staff in public universities and all departments of the state is determined by no more than (20%) From the faculty members on the owners of the college or private university It shall be established in accordance with the provisions of the above law.
5. The Ministry of Higher Education and Scientific Research should prepare model contracts to be committed by private colleges and universities when contracting with holders of higher degrees to ensure the rights of certificate holders.
 
Investment projects
The Prime Minister also directed the following:
1. Emphasis on the implementation of the provisions of Article (30) of the Investment Law No. (2) for the year 2009, which specified the size of the local manpower by not less than (50%) of the total manpower in the investment project.
2. The ministries and entities not affiliated with the Ministry and the governorates shall take appropriate measures regarding increasing the number of Iraqi engineers, technicians and specialists in foreign companies contracted with the above mentioned authorities.
3. The Ministry of Oil and other government agencies should include in the contracts that will be concluded with foreign companies texts guaranteeing the determination of at least (50%) of their engineering cadres, which are reserved for engineers and professionals.
4. Calculation of the service of engineers working in the private sector in case they are appointed to permanent owners in accordance with the provisions of Article (5) of the Labor Law No. (37) for the year 2015 in accordance with the fundamental mechanisms for their calculation, provided that the above mentioned workers are guaranteed.
5. The Department of Labor and Vocational Training in the Ministry of Labor and Social Affairs, according to competence, to absorb the newly graduated engineers and train them on the basis of the tasks assigned to them under the law.
 
Suggestions and solutions
In the meantime, a member of the Higher Education Committee of Parliamentary Enas Al-Maksousi said that the budget of 2020 should be allocated an item for the appointment of holders of higher degrees and the development of mechanisms and criteria for that.
Al-Maksousi said in an interview with Al-Sabah, that the item concerns not only their appointment to the Ministry of Higher Education and Scientific Research, but also the rest of the ministries and according to the competence of each of them to provide them with the scientific and practical experience they have, which contributes to the development of its work during the next stage.
For his part, Director of the competence of Baghdad Saad al-Saadi 4 proposals to solve the problem of the appointment of graduates.
Al-Saadi explained to Al-Sabah that the most prominent of these proposals is to raise the percentage of appointing higher certificates to 60 percent instead of 20 of the job grades resulting from the movement of owners according to the final inventory of the owners of Iraqi universities, and exclude part of them to hold higher degrees of protesters, according to the President's book. Parliamentary Higher Education Committee Dr. Ghaida Kambash to the General Secretariat of the Council of Ministers, regardless of age and specialization as a teaching of the required disciplines and administrative for other disciplines.
Saadi added that the second proposal is the conclusion of ministerial contracts for the holders of higher degrees holders on the Ministry of Higher Education and Scientific Research is included in the budget law for the year (2020) obliges the House of Representatives to create functional degrees to install contracts holders of higher degrees in the Ministry of Higher Education and Scientific Research The House of Representatives should include a clause in the 2020 budget stipulating that the contracts of the Ministry of Higher Education and Scientific Research holders of higher degrees.
Al-Saadi pointed out that the other proposal is to appoint holders of higher certificates and their distribution among all ministries, according to law (59) for 2017, noting that the last proposal is when determining the functional grades of the budget (2020), which takes into account the deduction of the percentage of holders of high degrees from the total number of functional grades of ministries And include them as a separate paragraph within the budget in accordance with Article (2) of Law (59) for the year 2017.

Direct: The Iraqi Council of Ministers held its regular weekly meeting in Baghdad, headed by Prime Minister Adel Abdul Mahdi.

The Prime Minister, according to a statement by the Council on Wednesday, the implementation of the provisions of Article (30) of the investment system No. (2) for the year 2009, which set the size of local manpower by at least 50 percent of the total labor in the investment project.

The Prime Minister, by the Ministry of Oil and other government bodies to include contracts to be concluded with foreign companies texts to ensure the identification of at least 50 percent of its engineering cadres and professionals.

The Iraqi Ministry of Labor and Social Affairs said in August that the committee to evaluate and count the number of foreign workers in oil companies formed under the guidance of the Minister of Labor Bassem Abdul Zaman held its regular meeting chaired by the Director General of the Department of Labor and Vocational Training Ammar Abdulwahid al-Sudani.

The ministry added that the size of foreign labor will be limited, which allows the implementation of the recommendation of the Diwaniya Order No. (46) for the year 2012 to oblige foreign investment companies contracted with the Iraqi government to employ 50 percent of Iraqi labor, in coordination with the Ministry of Labor and Social Affairs.

During its meeting on Tuesday,  the Council directed the launch of the functional degrees of appointment to the movement of owners for the years 2017, 2018 and 2019 ; within the owners of ministries and entities not associated with the Ministry and the provinces.

He decided to appoint graduate holders and distribute them to all ministries according to the Law of Operation of Higher Certificate Holders No. (59) for the year 2017, and be 15% of the total vacancy of the job vacancies announced in each department of the State.

The Council of Ministers obliged private universities and colleges to appoint holders of higher degrees within the teaching and administrative staff in accordance with the provisions of Article (4) of Law No. (59), and increase the proportion of the appointment of holders of higher degrees to become not less than 30 percent of the total job grades allocated to universities and government colleges for 2017 at least 60 percent of the above staff.

Everything you stated is correct. This has gotten to the point where every eye must be crossed and every tee dotted because when they finally do it they don't want any factions jumping up yelling "Unconstitutional!" And taking it to their Supreme Court which will put in kibosh limbo. 

I will say my dream where toilet paper came out of an ATM with the number 19 streaking down to the bottom/end of the paper it spit out as I celebrated my new found wealth, I am now convinced to interpret it as this is a fluid situation that will come to pass between now and the end of 2019 but not into 2020 because there was no 20 nor any more paper by the time the 19 ended. Hopefully this is a correct interpretation.

I have a plan to get them to pass the oil law: Just riot three weeks in the streets. Oh wait, that's what is already happening. There is hope then. They needed people to riot, in order to get the elite moving. I support the rioters. I hope they keep it up! Iraq is rich, but corrupt. The only things that work are riots. I am very hopeful now. 😃

FOR 16 years years Opportunist Career Criminal Politicians Hijacked Iraq. They looted, pillaged and padded their Bank accounts with an obscene amount of perhaps up to $450 Billion ? Now the very same think they can calm things with feeble, pathetic & repugnant Excuses as . . . " it can't be solved in a day " or " there's no magic wand to fix this overnight "  ! ? ! ? ! ( I paraphrase slightly ). These statements will only further enrage a population already fed up with inept & irresponsible behavior from Corrupt Bureaucrats.

 

This shows an alarming & disturbing disconnect of Iraq's political ruling ELITE. This is absolutely despicable, shameful, reprehensible & irresponsible behavior. Iraqis I'm sure will continue to work towards the day when these criminals are brought to justice . . . Iraqi Style.

 

At least the Speaker of Parliament Halibousi is reaching out/trying to connect/bringing the demonstators to Parliament/confabbing with them and listening to their Demands, in an attempt to prevent the country from plunging into anarchy ( I would hope there are other MPs on board as well ). Time's Up, huh - IMMEDIATE ACTION REQUIRED:tiphat:
