"In order to accommodate all state institutions, colleges and private universities to hold higher degrees and benefit from their scientific and research capabilities and improve their performance in the service of construction and reform, and to create job opportunities for them and benefit from their expertise," Mahdi News said in a statement. Prime Minister, Adel Abdul Mahdi, on Tuesday, directives on the proportion of manpower in investment projects and the calculation of service engineers in the private sector.
In a statement received by Mawazine News, the Prime Minister's Media Office said that "Abdul-Mahdi issued directives on the percentage of labor in investment projects and calculating the service of engineers in the private sector, including the emphasis on the implementation of the provisions of Article (30) of the investment system No. (2) For the year 2009, which determined the size of the local labor force by not less than (50%) of the total labor in the investment project.
The statement added, "Abdul-Mahdi, directed by the ministries and entities not associated with the Ministry and the provinces to take appropriate measures on increasing the number of engineers, technicians and Iraqi specialists in foreign companies contracted with the aforementioned bodies."
"The Ministry of Oil and other government bodies should include contracts that will be concluded with foreign companies to ensure that a minimum of 50% of their engineering cadres is allocated to engineers and professionals," he said.
He instructed, "To calculate the service of engineers working in the private sector if they are appointed to permanent owners in accordance with the provisions of Article (5) of the Labor Law No. (37) for the year 2015 in accordance with the fundamental mechanisms for their calculation, provided that the above-mentioned workers are guaranteed." "The Department of Labor and Vocational Training in the Ministry of Labor and Social Affairs, according to the specialization, to absorb the newly graduated engineers and train them on the basis of the tasks assigned to them by law."

The Office continued, "The President of the Council directed that the ministries and entities not associated with the Ministry and the provinces to take appropriate measures on increasing the number of engineers, technicians and Iraqi specialists in foreign companies contracted with the aforementioned bodies."

The office confirmed that "Abdul-Mahdi directed the Ministry of Oil and other government bodies to include contracts to be concluded with foreign companies texts to ensure the identification of a minimum of (50%) of its engineering cadres and dedicated to engineers and professionals."
 

He explained that "Abdul-Mahdi was charged with calculating the service of engineers working in the private sector in case they were appointed to permanent owners in accordance with the provisions of Article (5) of the Labor Law No. (37) for the year 2015 in accordance with the fundamental mechanisms to calculate, provided that the above-mentioned workers are guaranteed."

The office pointed out that "Abdul-Mahdi directed that the Department of Labor and Vocational Training in the Ministry of Labor and Social Affairs, according to competence to absorb the newly graduated engineers and training them based on the tasks assigned by law."

BAGHDAD: The Council of Ministers held its weekly meeting on Tuesday, headed by Prime Minister Adel Abdul Mahdi.
At the beginning of the meeting, Abdul Mahdi briefed the latest developments and discussed issues on its agenda, and issued a number of resolutions and directives.
The Cabinet decided to approve the mechanism of implementation of paragraph (1) of the Council of Ministers Resolution: (93 of 2019) on the problems and obstacles of the contractor segment, and decided to amend the text of Article (1) of the draft law amending the Social Welfare Law No. (126) of 1980.
The Cabinet approved the priorities of the draft laws and the following:
1. Recommend to the House of Representatives to withdraw the draft law regulating the establishment of Allawi selling fruits, vegetables and animals.
2. Recommendation to the House of Representatives to wait on the approval of the draft law on oil and gas until the completion of the draft law to amend the law of the National Oil Company and the completion of the draft law on oil and gas before the Council of State.
The Cabinet decided to approve the amendment of the designation of (General Electric Power Transmission Company / Upper and Middle Euphrates) to become (General Electric Power Transmission Company / Middle Euphrates) in the Ministry of Electricity, based on the provisions of Article (3) of the Public Companies Law No. (22) of 1997. Amended, and approved the amendment of paragraph (1) of the Council of Ministers Resolution: (9 of 2019) on the contract with a number of experts from IATA or ICAO, in addition to the approval of the amendment of paragraph (2) of the Cabinet Resolution No. (267) of 2018, By adding the Minister of Culture to the Committee of Scientists.

Council of Ministers recommended, on Tuesday, the House of Representatives to wait on the approval of the draft law on oil and gas, and also recommended the withdrawal of the draft law regulating the establishment of Allawi, the sale of fruits, vegetables and animals.

The Prime Minister's Office said in a statement received by the All-Iraq News Agency [where] a copy of it, that "the Council of Ministers approved the priorities of the bills and to recommend to the House of Representatives to withdraw the draft law regulating the establishment of Allawi, the sale of fruits, vegetables and animals."


He added that the Council "approved the recommendation to the House of Representatives to wait on the adoption of the draft law on oil and gas until the completion of the draft law to amend the law of the National Oil Company and the completion of the draft law on oil and gas before the Council of State."

The Council decided, according to the statement, "to approve the amendment of the designation of (General Electric Power Transmission Company / Upper and Middle Euphrates) to become (General Electric Power Transmission Company / Middle Euphrates) in the Ministry of Electricity based on the provisions of Article (3) of the Public Companies Law No. (22). The Prime Minister issued important directives to accommodate graduates and create job opportunities for them, and on the proportion of labor in investment projects and calculate the service of engineers in the private sector, as follows:

In order to accommodate all state institutions, colleges and private universities to hold higher degrees and benefit from their scientific and research capabilities and improve their performance in the service of construction and reform, and for the purpose of finding job opportunities for them and benefit from their expertise, we directed the following:

1- Launching the job grades of appointment on the movement of owners for the years (2017, 2018 and 2019) within the owners of ministries and entities not associated with the Ministry and the provinces.

2- Appointing holders of higher degrees and distributing them to all ministries according to the Law of Operation of Higher Certificates Holders No. (59) for the year 2017, which shall be 15% of the total vacancy grades declared in each department of the State.

3- Increasing the percentage of appointing graduates to not less than (30%) of the total job grades allocated to universities and government colleges.

4. Obliging universities and colleges to appoint graduates of higher degrees within the teaching and administrative staff in accordance with the provisions of Article (4) of Law No. (59) for the year 2017, not less than (60%) of the above, provided that the Ministry of Higher Education and Scientific Research Following up on the above, in accordance with the provisions of Article (10 / I) of the provisions of the Private Public Education Law No. (25) for the year 2016, and the number of lecturers appointed to permanent staff in public universities and all departments of the state is determined not to exceed 20% From the faculty members on the owners of the college or private university established according to As the law above.

5 - The Ministry of Higher Education and Scientific Research to prepare model contracts to be committed by private colleges and universities when they contract with holders of higher degrees in a way that guarantees the rights of certificate holders.

1 - Emphasis on the implementation of the provisions of Article (30) of the Investment Law No. (2) for the year 2009, which set the size of the local manpower by not less than (50%) of the total labor in the investment project.

2. The ministries and entities not affiliated with the Ministry and the Governorates shall take appropriate measures regarding increasing the number of Iraqi engineers, technicians and specialists in foreign companies contracted with the aforementioned entities.

3 - The Ministry of Oil and other government bodies to include contracts that will be concluded with foreign companies texts to ensure the identification of a minimum of (50%) of its engineering cadres and dedicated to engineers and professionals.

4- Calculating the service of engineers working in the private sector in case they are appointed to permanent owners in accordance with the provisions of Article (5) of the Labor Law No. (37) for the year 2015 according to the fundamental mechanisms for their calculation, provided that the above mentioned workers are secured.

5. The Department of Labor and Vocational Training in the Ministry of Labor and Social Affairs, according to competence, to absorb newly graduated engineers and train them on the basis of the tasks assigned to them by law.

Eh. We don't know how long the wait will be. Could be just a few weeks for the amendment.  Who knows? I know this though, we don't get to see everything that's going on. I truly believe it will happen all of a sudden with no CLEAR  indications of it forthcoming. JMO.  Have a great day.

The main sticking point of the Oil and Gas Law is to give American Oil Companies No Bid Contracts and control of the extracted Oil. Thats not going to happen in today's environment. Their issues with the Kurds can be resolved through negotiations. Short story is passing the HCL in its current form is economic suicide hence the delays. The only ray of hope for an RV is to link up with China for Open Markets and Economic Development in order to control their resources and security.

How many billions of $$$$$ Do these corrupt bureaucrats need to pad their accounts before they say “ Well okay, I guess 50 billion $$$$$ is enough “ - apparently there’s still a great deal of fleecing to be done ?????

Dinar4Dinner, didn’t mean crush your RV dreams of the day but I’ve been reading these articles since 2004 an have never dranked the cool aid or champagne. 

I would suggest read the articles an stay in the news section here at DV an you will get off that roller coaster of emotions. 

There’s a big difference in being a Donald or Debbie Downer an being a realist in my opinion, the main difference is the cool aid - champagne...
