Thanks, Adam.

Question: is that 500 Billion dollars, or 500 billion Yuan?

I know that the dollar is the world's reserve currency. But, want to make sure something did not get lost in the translation.

I feel that, at some point, maybe soon, that the buck may loose it's status as THE reserve currency of the world... and be in a basket of fairly equal currencies.

Thanks.

Regards to all...

Dr.. In the name of Brahimi

The visit is the largest in terms of the number and level of officials that took place a few days ago through a high-level delegation headed by the Prime Minister to the People's Republic of China, the second economic power or as the so-called Asian Dragon which is expected to become within the next two decades

The first economic figure in the world, a visit with important implications and deep dimensions at the level of the relationship between the two countries as well as the possible repercussions on economic relations in particular, what are the most prominent ones

Reflections? Is it permissible for us to be optimistic or will it be a visit like other visits by officials in the past years?
Certainly, China's economic weight internationally is important in choosing the destination of the visit.

It is also a trading partner for many countries of the world, including Iraq and has a significant proportion of world trade
Reaching about 25 percent, with a value of about $ 4.5 trillion, it also has the best real estate companies in the world.
Boat (10 percent) annually on average.

The importance of this visit comes not only from the economic advantages we mentioned, but also from the mechanism that will be adopted as part of the strategy signed during the visit. The main advantage of this agreement is that the funding of these projects will be through the proposed fund without going through ministries, committees and To be away from the corruption that has disrupted the start of the Iraqi economy for more than a decade and a half.

If Iraq is able to proceed with this agreement, it will be on the threshold of an important stage of its transition from one case to another, befitting it, its economic and historical status and its national merits, with its material and human resources capable of making the future.

Warnings of worsening foreign debt .. "China" one of the attempts of "Mahdi" to contain the deficit of the Treasury!

 Wednesday 25 September 2019

Special: Written - Nashwa Hefni:

Coinciding with the announcement of "Iraq" signed 8 new economic agreements with "China" during the official visit of Iraqi Prime Minister, "Adel Abdul Mahdi," and a delegation of his ministers and governors, announced the parliamentary Finance Committee in the "Iraqi Parliament", that the debts of "Iraq" Foreign Ministry reached the $ 125 billion barrier, describing this figure as “dangerous and frightening for the economic future”.

Ahmed Mazhar al-Jubouri, a member of the committee, said: “The committee has already suspended debts, especially foreign affairs, in the 2019 budget, at a time when there is an obligation to continue the debt as it existed during the war on ISIS gangs in the provinces of Nineveh, Anbar and Salah al-Din.” .

He pointed out that: "especially foreign debt amounted to 125 billion dollars."

He warned that: "Its survival portends a threat to the economic future of Iraq."

He pointed out: "The presence of 20 paragraphs of debt will be in the budget 2020, after the Committee held with the Ministry of Finance five meetings during the past month, as part of these debts were loans imposed on Iraq by the World Bank."

He explained that: "The search is still continuing for solutions to fill the budget deficit next year."

Pessimism surrounds Iraqi economy

According to the "International Monetary Fund" the debts of "Iraq" has worsened, during the past years, where it was six years ago; 73.1 billion dollars, and rose in 2014 to 75.2 billion dollars, and in 2015 became 98.0 billion dollars, compared with two years ago, 114.6 Billion dollars, to rise in 2017 to 122.9 billion dollars.

The latest estimates of the "International Monetary Fund" for the Iraqi financial situation, in July, to devote the pessimistic situation surrounding the local economy despite the improvement of prices "oil"; exceeding the minimum expected by the Iraqi government per barrel.

"The reconstruction and recovery of the economy, after the war on ISIS, have been slow," the IMF said.

The rise in non-oil GDP was limited to less than 1 percent year-on-year, over the past year; “due to poor implementation of reconstruction and other public investments. Gross domestic product contracted by about 0.6 percent as oil production was cut pursuant to the OPEC agreement.

In this estimate, hopes fade about the ability of "Iraq" to pay part of its foreign debt, as well as the interior. The budget this year included about $ 15 billion to pay off debts, but it is unclear whether the Iraqi government has already spent the amount in this section in light of the lack of transparency with regard to official financial statements.

8 agreements signed with China

At the same time, the Iraqi government announced the signing of eight agreements and memorandums of understanding between Iraq and China, in the presence of Iraqi Prime Minister Adel Abdul Mahdi and Chinese Premier Li Keqiang.

A statement by the Iraqi government that the agreements and memorandums of understanding, which were signed at the end of the Iraqi prime minister's visit to "China", included the areas of finance, trade and security, reconstruction, communications, culture, education and cooperation between the ministries of "foreign" in the two countries.

The statement pointed to the agreement of the parties to implement the mechanisms of the framework agreement between the "Ministry of Finance" of Iraq and the "China Credit Guarantee Agency" and the agreement of economic and technical cooperation.

The agreements also included the signing of a memorandum of understanding between the Iraqi Ministry of Finance and the Chinese Ministry of Commerce on cooperation for post-war reconstruction in Iraq, the statement said.

The memorandum and other agreements are a memorandum of understanding between the Ministry of Communications and the Chinese Office of Aeronautics in satellites, a security memorandum of understanding between the Iraqi Ministry of Interior and Public Security in China, and a memorandum of understanding between the Iraqi and Chinese foreign ministries on the lands allocated to the diplomatic missions.

The statement noted the signing of a memorandum of understanding between the Ministry of Higher Education and the Information Office of the State Council to establish the Chinese Library at the University of Baghdad, and a memorandum of understanding for the executive program of cultural cooperation.

Iraq enters new phase

The statement quoted, "Abdul-Mahdi" as saying, that: "(Iraqi-Chinese) relations are at their best, and we look forward to their progress in the future, and that the Chinese economy is a pride to the East and the peoples of the developing", reviewing: Baghdad and the provinces are witnessing after the lifting of roadblocks and the opening of roads.

He explained, "Abdul Mahdi": "We have entered a new phase; namely, the provision of services and reconstruction and the fight against corruption and bureaucracy after the victory over (ISIS) and the grave sacrifices made by the Iraqi people, who suffered the scourge of war and dictatorship and deprived of the elements of a decent life in a double siege externally and internally, through terrorism and destruction “We look forward to turning cooperation into investment opportunities for our people.”

The trade will exceed 500 billion dollars.

Governmental and economic circles rely heavily on partnership (Iraq-China) in various areas of the economy, construction and investment in the medium and long term, given the amount of money expected to be spent in this direction, Abdul Hussein Al-Hunain, "that:" the volume of business between Iraq and China will exceed 500 billion dollars, in the next 10 years. "

A source close to the Iraqi government that; that: "Framework Agreement for spending through the financial trust fund among the most important agreements concluded with the Chinese side, and a long-term agreement between the two countries will encourage well-known Chinese companies to invest more in Iraq."

The source believes that: "China based on the recent agreements will be one of the largest importers of Iraqi oil, and today imports up to 800 barrels of oil per day from Iraq, and I expect to rise to one million next year."

Political visit responds to critics of the government!

In the opinion of the economist, "Yahya Al-Sultani," that: "China is a great country and able in terms of industries, reconstruction, services and trade, and all the countries of the world are moving towards them, including Iraq, which is expected to reach oil exports nearly five million barrels per day by the year 2020, making it a resource-rich country that China can trade with its industries and services. ”

He added that: “The visit of the Iraqi delegation headed by the Prime Minister to China; during which thirty memorandums of understanding were signed between the two countries, including eight huge memorandums concerning the liberated and destroyed areas, which include reconstruction, construction and trade sectors. In Baghdad, on the grounds that Mr. Adel Abdul Mahdi, inefficient in the management of the government program, so this visit was a response to critics of the Prime Minister, as he is able to sign huge agreements, knowing that the visit, Abdul Mahdi, to Beijing Supposed to take place eight months ago Dhat ”.

He continued, "Sultani": "Questions are raised about the value of these agreements and the amounts of interest that Iraq has to pay in the future, which may lead to the depletion of cash in the Central Bank, and if these agreements lead to such difficulties, they will be rejected by refusal, as it should Reference to the role of the United States in this subject, in terms of acceptance or not, those agreements, especially as the volume of trade between Iraq and China amounts to thirty billion dollars annually.

Corruption exacerbates budget deficit

On the budget deficit, said the Iraqi economist, "Bassem Jameel Antoine," that the budget deficit was previously considered a real deficit, but with the successive years and low prices of "oil" and increased expenditures and widespread corruption and the dependence of the Iraqi economy on "oil" and " Gas, ”the budget deficit is real.

The economist pointed out that: "To cover this deficit, the government resorted to borrowing from international organizations and companies, and this is a burden on the Iraqi economy."

Antoine explained that the budget deficit is part of the external debt of the former regime of the Gulf States, in addition to internal debt.

Antoine stressed the need to restructure the budget and rely on the private sector and activate the productive sectors to reduce import and create jobs to solve the problem of budget deficit.

On the role of the Parliamentary Finance Committee, Antoine added: "It must meet with specialists and competencies from the Ministry of Finance and those charged with preparing the budget to carry out a process of trimming and rid of excess expenses."

The Iraqi economist praised the steps taken by the Prime Minister, "Adel Abdul Mahdi," such as the signing of several important agreements with the "China";

Economic commissions cause widespread corruption ..

According to the site (Arabs), most deputies prefer to hold the government responsible for the fiscal deficit in the country's treasury, ignoring the fact that the illegal economic committees, formed by parties to represent them in the state institutions is the reason for the leakage of the country's money to networks of corruption.

It is no longer a secret that large parties form committees known as “economic”; their task is to collect their shares of state funds by monitoring the referral of projects for financial commissions, which means that MPs coming mainly from parties, are part of the problem, and perhaps its basis.

MPs are often members of their economic party committees, and they use their presence in parliament to pressure executives to get businesses, while questioning is the fate of officials who refuse.

Economists expect "Iraq" to continue the budget deficit in the country as long as the formulas of corruption and partisan quota, while others point to the possibility of an imminent economic collapse in the event of a drop in oil prices, "the world" from the current rates.

In order to search for companies carrying out projects in the form of payment of the deadline; due to the inability of the public treasury to direct funding, Iraqi Prime Minister, "Adel Abdul Mahdi", to "China" recently for help amid warnings of the country's involvement in new foreign debt.
