The Council discussed the criteria of rural and urban housing in Iraq, and the document of the reconstruction of houses in the liberated areas as part of efforts to ensure the voluntary return of displaced people, and investment projects to establish logistics yards by the Ministry of Transport formations to ensure the absorption of goods and goods and secure the market need of those goods.

Presidency of the Republic reveals the objectives of the bill of the Reconstruction Council
The Council of Ministers approved during its weekly session, on Tuesday, 17-17-2019, the draft law of the reconstruction council for the purpose of submission to the House of Representatives, where the draft law was prepared jointly between the presidencies of the Republic and the ministers and benefit from the advice of many experts and Competencies.
The draft law aims at establishing infrastructure, establishing major projects in the country such as roads, bridges, airports and ports, as well as eliminating unemployment through encouraging investment and manpower, and following up the establishment of strategic, industrial, agricultural, health and housing projects, and sustaining their operation in accordance with international standards and concepts.

The project authorized the reconstruction council to enjoy wide powers such as contracting, supervision and supervision and implementation and management of major projects effectively, and create jobs, and maximize the benefit of Iraqi citizens from the state resources through the distribution of projects profits to them and give them priority to subscribe to the Council projects, and the implementation of development projects of economic importance for the development and diversification of resources Iraq physical and human, and the establishment of national sectors active and competitive free and advance development.

The draft law noted that the reconstruction council is composed of the prime minister as president, the executive director as vice president and chief executive, membership of finance, oil, planning and secretary general of the cabinet, as well as five members from the private sector and specialists in reconstruction affairs and management of major projects. The project defined the tasks of the Council to negotiate and contract according to the principles of competition, transparency, sobriety and justice and to achieve the highest profit or development value, with Iraqi or foreign bodies to achieve its objectives, including contracting with international organizations and companies sober international expertise to provide studies, designs and standard models of contracts, documents, services, materials and consulting, and any other matters Related to the work of the Council, and to develop regulations, policies, plans, specifications, programs and decisions that the ministries of the State and its departments and the private sector are committed to implement, in addition to granting the Council the mandate and the functions and competence of the Investment Authority National investment stipulated in the Investment Law No. (13) of 2006 with respect to the projects of the Council, including granting the investment license in accordance with a regulation issued by the Council.

The project also stipulates that the council has the tasks of receiving bids, analyzing tenders and selecting the best ones for executing projects according to the provisions of this law and the regulations and instructions issued pursuant thereto in coordination with the ministries and entities not related to the ministry and the regions and governorates that are not organized in a region.

The preliminary draft law of the Council of Reconstruction approved by the Council of Ministers yesterday, the sources of funding the Council and the projects carried out after its approval by the House of Representatives and its formation.

The document, seen by Al-Iqtisad News, showed that 5% of the total revenues included in the budget of the reconstruction council should be allocated after deducting the necessary expenses, in addition to supervising each project exceeding 250 billion dinars or any other projects referred by the Council of Ministers to the Council.

The Council aims to manage projects in coordination with ministries, regions and governorates, in addition to increasing the rates of GDP growth and national income and raise the standard of living of citizens and create jobs and develop the skills of workers and increase rates of direct and indirect foreign investment.

The council also identified the projects it will undertake, such as major housing and industrial projects that the private sector is not allowed to enter such as military industries, transport projects such as ports, airports, railways, river and maritime transport, road and tunnel networks for individuals, goods and metro. And others.

"The Cabinet held its regular session under the chairmanship of Prime Minister Adel Abdul Mahdi and discussed many issues prepared for his agenda and issued the necessary decisions," the Prime Minister's Media Office said in a statement received by Mawazine News.

 The Cabinet approved the amendment of paragraph (2) of the Council of Ministers Resolution No. (20) of 2018 to read as follows: - All amounts due from those covered by the description mentioned in paragraph (1) which were deleted after issuance of the letter of the General Secretariat of the Council of Ministers No. 37161. Of the Government Debt Collection Law No. 56 of 1977, as amended. ”
And approved, "the recommendation of the Ministerial Council of Energy on the activation of paragraph (IV) of the provisions of Article (11) in Chapter III of the Law of Public Companies (22) for the year 1997 amended to be the share of the public treasury (45%) only and the share of the government partner (55%) of the net Profit and all seasons of the year to be distributed to the percentages specified in the above article.
It also approved, "The recommendation of the Ministerial Council of Energy as follows: -
1. Extend the work permeability in paragraph (1) of the Council of Ministers resolution (4) for 2019 (another six months) for the need to name the wells and the uses of the Basra Oil Company exclusively and determine the required quantities of the company above
2. emphasize the General Company for Iraqi Cement on obtaining a certificate (API) ".

The European Union confirmed that it has fulfilled the pledges of the Kuwait International Conference on the Reconstruction of Iraq which was held in 2018.

"We need to make sure - with our continuous support - that the reforms that Iraqi citizens are legitimately demanding are implemented immediately with due regard to the obligations," Josep Borrell, the European Union's foreign and security policy chief, said during a panel discussion on Iran and Iraq at the European Parliament headquarters in Strasbourg, France. International pledged at the conference for the reconstruction of Iraq, which was held in February 2018 in Kuwait.

He explained that "the European Union has fulfilled all the commitments it made that amounted to more than 400 million euros (445 million dollars) which were mobilized in the past two years to support governance and reforms and encourage the creation of sustainable job opportunities and comprehensive growth in Iraq."

He added, "I am committed as a high representative and as a representative of the European Union ... We are all committed to working to stop the current cycle of violence in Iraq before it spins out of control again."

The activities of the Iraq Reconstruction Conference, hosted by Kuwait from 12 to 14 February 2018, concluded with a total contributions of $ 30 billion from the participating countries and entities, including the European Union.
