imo when 140 and oil n gas law is made into law and the citizens start receiving a % those that are siphoning oil money will greatly decrease the thievery  , so the cbi may not need those laws passed it will help to keep people a little more honest ( if that is even a concept in iraq ) but who really knows ... right , cheers

The House of Representatives votes on a law and ends the reading and discussion of three laws (expanded)
The Council of Representatives voted in its third session of the first legislative term of the second legislative year of the fourth parliamentary session, which was held under the chairmanship of Mohammed Halbousi, speaker of the House of Representatives on Tuesday and the presence of 175 deputies, on the draft law 2012, he finished reading and discussing three laws, lifting immunity from MP Fayek Sheikh Ali.
At the beginning of the meeting did not get the Council's approval to complete the vote on the draft law ratifying the headquarters agreement between the Government of the Republic of Iraq and the International Committee of the Red Cross submitted by the Committee on Foreign Relations, and returned to the government.
The Council completed the vote on the draft law of the first amendment of the Agricultural Quarantine Law No. (76) of 2012, submitted by the committees of agriculture, water, marshes, health and environment, for the purpose of exemption of small quantities of agricultural consignments and seed models of high-quality items and high production from the import license and for the purpose of covering the staff supporting the examination and fumigation .
The council voted to lift the immunity of MP Fayek Sheikh Ali.
The Council postponed the first reading of the proposed amendment to the law of the second amendment to the law of compensation for those affected by military operations and military mistakes and terrorist operations No. (20) for the year 2009 (amended), until next Saturday.
The Council completed the first reading of the draft law amending the first law of the Ministry of Interior No. (20) for the year 2016, submitted by the Committee on Security and Defense, and aims to review the formations of the ministry and its association and determine its levels in line with the legal system of administrative organization, and for the purpose of creating the University of Security Sciences to secure a base of scientific and security property .
The Council concluded during the meeting, which was chaired by Bashir al-Haddad, Deputy Speaker of the House of Representatives to read the report and discuss the draft law of accession of the Republic of Iraq to the 1995 grain trade agreement submitted by the committees of foreign relations and legal, economy, investment, agriculture, water and marshes.
The deputies' interventions focused on the economic feasibility of the agreement and Iraq's financial obligations in case of joining the agreement, pointing to the possibility of raising the performance of Iraqi ports after joining the agreement.
In response, the Committee concerned that he was addressed the Ministry of Finance on Iraq's accession to international conventions, noting its refusal to join any international convention burdens the federal budget.
The Council completed the report and discussed the draft law of accession of the Republic of Iraq to the Minamata Convention on Mercury submitted by the Committee on Foreign Relations, Health and Environment.
The Council postponed the presentation of the report of the quarterly activity of the Committee on Culture, Tourism and Antiquities to the next sessions.
The MPs discussed a number of important issues, including the demands of demonstrators for free lecturers, stressing the need to meet their demands, in addition to discussing the reasons for preventing and stopping agricultural aircraft to combat palm pests by the Civil Aviation Authority, as well as the reasons for not proceeding with the completion of projects suspended since 2014, especially in the province of Nineveh , Stressing the need to redress the segment of veterinarians and the need to include medical graduation and provide functional grades that meet their ambition, as well as demand for increased salaries of retirees, for
his part between Bashir al-Haddad that the House of Representatives met with representatives of the demonstrators and listened to their demands He pointed to the Council's endeavor to achieve their demands and alleviate their suffering, as well as directing the Committee of Agriculture to investigate the issue of stopping agricultural aircraft from the campaign to combat agricultural pests, noting to the agreement with the Prime Minister to launch tsunami compensation and the launching of stalled projects in the liberated provinces.

A parliamentary source told Mawazine News that "the House of Representatives voted today, during its session on the draft law on the accession of the Republic of Iraq to the Convention on Maternity Protection No. 183 of 2000."
The source added: "The House of Representatives also voted on the draft law ratifying the protocol of 2014 supplementing the Convention on Forced Labor No. 29 of 1930."
He pointed out that "Parliament also voted on the draft law ratifying the Convention on the exemption of holders of diplomatic passports and official service from the entry visa between the Government of the Republic of Iraq and the Government of the Republic of Serbia."

He pointed out that "the House of Representatives voted during the meeting on the draft law of accession of the Republic of Iraq to the UNESCO Convention on the Protection of Underwater Cultural Heritage."

"
He added: "We presented a project that every family falls below the poverty line or does not have a certain salary and the state is allocated 400 thousand dinars per month and at the expense of the number of poor families, the amount will be six trillion dinars annually, which means that the state only need to provide one trillion additional to achieve No family should be below the poverty line. "
