The strikes which paralysed the Saudi oil industry on Saturday morning, forcing it to halve its output of crude oil, were made by Iranian drones launched from Hashd al-Shaabi bases in southern Iraq, a senior Iraqi intelligence official has told Middle East Eye.

The attacks on Abqaiq and Khurais, two key Aramco facilities in eastern Saudi Arabia, were in retaliation for Israeli drone strikes on Hashd al-Shaabi bases and convoys in August, which were co-ordinated and funded by the Saudis, the official said.

ā€œThe latest attack comes for two reasons: another message from Iran to USA and its allies that as long as its siege on Iran continues no one will have stability in the region. ā€œThese Israeli drone attacks were supported and financed by the Saudis. That is why the recent attack was the most devastating, while the previous attacks were more symbolic and inflicted little harm," the official said.

In August, five drone attacks on the Iranian-trained Hashd militia were launched from Kurdish bases under the control of Syrian Democratic Forces (SDF) areas of northeastern Syria,Ā MEE reported at the time.Ā 

The drones struck bases, weapons depots and a convoy belonging to Hashd al-Shaabi, killing one fighter and severely wounding another.

Iraqi intelligence saidĀ theĀ strikes were planned whenĀ Saudi Minister of State for Gulf Affairs, Thamer al-Sabhan, visitedĀ the SDF in Syria in June.

Drone seen over Kuwait palace

The Iraqi intelligence official refused to say which bases Saturdayā€™s drones were launched from.

However, he confirmed that the distance between southern Iraq and the Saudi oilfields was about half the distance the drones would have had to fly had they been launched from Houthi bases in northern Yemen.

He said the drones had to travel between 500km and 600km, where as if they had been fired from Houthi bases they would have had to cover a distance of between 1,100km and 1,300km.

The flight path of the drones travelling south west from Iraq to the eastern oilfields of Saudi ArabiaĀ would have taken them over the sea or through Kuwaitā€™s airspace.

Kuwait media reported on Saturday that a three-metre drone was sighted flying above the Dar Salwa palace in the centre of Kuwait City.Ā 

Alrai newspaper said that a three-metre-long unmanned aircraft, which came from the sea, descended to an altitude of 250 metres above the palace.

The drone hovered near the beach of Al Badaa and headed to the city of Kuwait.

MEE was unable to confirm whether this was connected to the attack on the Saudi oil installations.

Kuwait's government said on Sunday thatĀ it was investigating the drone sighting.

"The security leadership has started the necessary investigations over the sighting of a drone over the coastline of Kuwait City and what measures were taken to confront it," the cabinet said on its Twitter account.

It said Prime Minister Sheikh Jaber al-Mubarak al-Sabah directed military and security officers to tighten security at vital installations in the Gulf OPEC producer and to take all necessary measures "to protect Kuwait's security".

Iraqi denial

The Houthis have claimed responsibility for Saturdayā€™s attack, however the official said: ā€œIt was not the Houthis. These were Iranian drones launched from Hashd al-Shaabi bases.ā€

The embattled Iraqi government was forced on Saturday to issue a statement denying the droneĀ attacks on Saudi facilities came from its territory.

The statement issued by the prime ministerā€™s press office read: ā€œIraq denies what has been reported by the news media and the social media about the use of its territories to launch an attack on Saudi oil installations using drones.Ā 

"It asserts its constitutional commitment to preventing the use of its territories for aggression against its neighbours, brothers and friends.Ā 

ā€œThe Iraqi government will deal firmly and decisively with whoever attempts to violate the constitution.Ā 

"A committee composed of relevant Iraqi parties has been formed in order to pursue information and follow up developments.ā€

'Between the rock and a hard place'

For months, Iraq Prime Minister Adel Abdul Mahdi has been desperately attempting to prevent his country from being used as a battleground in a proxy war between the US and Iran.

Earlier this year, the US military signalled itsĀ intention to him to strike an airfield held by Iraqi Hezbollah after drone strikes on oil facilities in the Gulf.

Abdul Mahdi was reported by witnesses to the exchange to have told the Americans that he could not stop them striking wherever they wanted, but neither could he prevent retaliatory strikes by Iranian backed militias on US troops and bases in Iraq.

The US strike on Iraqi Hezbollah never took place. Instead, the US allowed Israel to use its drones from SDF bases in northeastern Syria.

In August, Abdul Mahdi came under huge pressure to publicly accuse Israel of launching drones to attack targets on Iraqi terrritory.

US President Donald Trump said on Sunday that the United States is "locked and loaded" for a potential response to the attack on Saudi Arabia's oil facilities, after a senior official in his administration said Iran was to blame.

It is the first time the president has hinted at a potential American military response to the attack, which slashed Saudi oil production by half and led both the kingdom and the US to announce they may tap their strategic reserves, AFP reported.

"There is reason to believe that we know the culprit, are locked and loaded depending on verification, but are waiting to hear from the Kingdom as to who they believe was the cause of this attack, and under what terms we would proceed!" Trump said on Twitter.

He said he had authorised the use of the US emergency oil stockpile to ensure stable supplies after the attack, which shut 5 percent of world production, according to Reuters.

A senior Revolutionary Guards commander warned that the Iran was ready for "full-fledged" war.

"All American bases and their aircraft carriers in a distance of up to 2,000 kilometres (1,240 miles) around Iran are within the range of our missiles," the semi-official Tasnim news agency quoted Commander Amirali Hajizadeh as saying.

The US official, who asked not to be identified, said on Sunday there were 19 points of impact in the attack on Saudi facilities and that evidence showed the launch area was west-northwest of the targets - not south from Yemen

The official added that Saudi officials indicated they had seen signs that cruise missiles were used in the attack, which is inconsistent with the Iran-aligned Houthi groupā€™s claim that it conducted the attack with 10 drones.

"There's no doubt that Iran is responsible for this. No matter how you slice it, there's no escaping it. There's no other candidate," the official told reporters.

Still, a ***-for-tat strike on Iranian oil fields is "highly unlikely," Middle East expert James Dorsey told AFP.

"The Saudis do not want an open conflict with Iran. The Saudis would like others to fight that war, and the others are reluctant," said Dorsey, from the S. Rajaratnam School of International Studies in Singapore.

Riyadh has accused Iran of being behind previous attacks on oil-pumping stations and the Shaybah oil field, charges that Tehran denies. Saudi Arabia has not yet blamed any party for Saturday's strike. Riyadh also says Tehran arms the Houthis, a charge both deny.

Aramco gave no timeline for output resumption. A source close to the matter told Reuters the return to full oil capacity could take "weeks, not days".

Bloomberg News also reported on Sunday, citing unidentified sources, that a significant volume of oil production can be restored within days, but the company will need weeks to reach full output again.

Traders and analysts said crude may spike to as high as $100 a barrel if Riyadh fails to quickly bring back supply.

Another source briefed on the developments said Saudi oil exports would continue to run as normal this week thanks to large storage in the kingdom, the world's top oil exporter. It ships more than 7 million barrels daily to global destinations.

Riyadh said it will compensate for the damage at its facilities by drawing on its stocks, which stood at 188 million barrels in June, according to official data.

The Saudi bourse closed down 1.1 percent on Sunday, with banking and petrochemical shares taking the biggest hit. Saudi petrochemical firms announced a significant reduction in feedstock supplies.

"Abqaiq is the nerve center of the Saudi energy system. Even if exports resume in the next 24 to 48 hours, the image of invulnerability has been altered," Helima Croft, global head of commodity strategy at RBC Capital Markets, told Reuters.

"The genie is out of the bottle," Bill Farren-Price, director of the London-based RS Energy Group told AFP.

According to the US official, 17 structures at Abqaiq suffered damage on their west-northwest facing sides, along with two points of impact at Saudi's Khurais facility.

US Secretary of State Mike Pompeo said earlier that there was no evidence the attack came from Yemen, where a Saudi-led coalition has been battling the Houthis for more than four years in a conflict sometimes seen as a proxy war between Saudi Arabia and Mideast rival Iran.

UN Secretary-General Antonio Guterres condemned Saturday's attacks and called on all parties to exercise restraint and prevent any escalation.

The European Union warned that the strikes posed a real threat to regional security, Britain called them a "reckless attempt" to disrupt global oil supplies and France said such actions could only worsen the "risk of conflict". Iran's ally Turkey called for the avoidance of "provocative steps".

The attack came after Trump said a meeting with Iranian President Hassan Rouhani was possible at the UN General Assembly in New York this month. Tehran ruled out talks until sanctions are lifted.

But Trump appeared late Sunday to play down the chances he might be willing to meet with Iranian officials, saying reports he would do so without conditions were not accurate.

Still, earlier in the dayĀ White House counselor Kellyanne Conway in a television interview did not rule out a possible meeting.

Conway told ā€œFox News Sunday" that Trump would "consider" following up on his suggestion of a meeting at the forthcoming UN General Assembly session in New York, but that "the conditions must always be right for this president to make a deal or take a meeting."
