Kamal al-Basri proposes "industrial dinar" to move the production wheel

Sunday 01 September 2019

Baghdad / Hussein Thugb

A member of the Supreme Committee for Administrative Reform in the Secretariat of the Council of Ministers d. Kamal Al-Basri is a new model to support the private industrial sector through the industrial dinar, providing subsidized funding to industrial plants to start a phase of actual production in a phased manner, and contribute to address the problem of unemployment.

He added that "the problem of unemployment is troubling everyone and threatens social peace and political stability, which requires quick solutions, and that the Iraqi economy's increasing dependence on oil, requires to diversify sources of income on the basis of economic advantage of projects and achieve greater economic and social effects."

Feasibility
He said: The proposal "is based on the adoption of economic feasibility, which exceeds the cost of government subsidy proposed, which seeks to address unemployment and diversify sources of income through the window of the private industrial sector, which requires the government to allocate a financial amount ($) with the Industrial Bank, according to which one dollar is spent For 600 dinars (instead of 1,200 dinars). "
He pointed out that "the purpose is to operate a specific percentage of pre-constructed plants, which have been suspended for many years, which are approved in accordance with standards set by the Directorate of Industrial Development in the Ministry of Industry (for example, goods are necessary and needed by the family), pointing out that" privatization can be saved from the revenues generated from Protection of the domestic product or through federal budget allocations. "

Factory owners
"To overcome the waste of public money, the industrial bank should supervise the management of the whole process in cooperation with the owners of the factories (including verifying the exact amount of the disbursement to import the necessary equipment and materials).
He pointed out that "for the purpose of analyzing the macroeconomic effects of subsidies, several assumptions were made. $ 420 million) as shown in table (1).

Total salaries
He pointed out that "the second assumption is useful in the case of the assumption that each plant needs 6 workers, the total number of employees (25,200) workers and calculated that the wage of the worker is equal to ($ 400), the total salaries ($ 10.080.000) and this liquidity reduces government support In addition, the operation of these plants requires the use of local goods and services, the economic multiplier will provide another value and sufficient justification for the economic feasibility of this government subsidy, assuming that these factories are not exempt from government taxes and fees (as shown in Table 1). Government revenue is about 93 million Dollars. "

The real value
He noted that "given the table No. (2) we find that the value of imported goods will be around (28 million dinars), while if manufactured locally (without subsidies) will be sold prices (30 million dinars), and in the case of production locally and government support The sale price will be around JD15 million, so subsidies will be useful in lowering price levels and raising the real value of the citizen's income.
"The amount needed for subsidies is $ 420 million, and since the owners of the factories get the facilities of the Industrial Bank according to (600 dinars per dollar), the cost of subsidies is half to 210 million dollars. As the government recovers $ 93 million in fees and taxes," Basri said. The cost of subsidies falls to $ 116 million, taking into account that the subsidy creates 25 thousand jobs and the value of wages realized up to $ 120, which itself exceeds the cost of real support, not to mention if we calculate the impact of the economic multiplier estimated at 10 percent (per dollar spent on the Iraqi market Values of local goods and services that It will be used by laboratories and the impact of wages paid in the market Iraq.

Economic returns
Al-Basri said, "In addition to the progress of economic returns there is another benefit manifested by contributing to lower prices and then economic inflation and thus the high value of salaries and wages, and table No. 2 shows a comparison between the prices of a commodity in the market (in Iraqi dinar) in the following cases: Import (equal to 28 In the case of domestic manufacturing and without subsidies (equal to 30 thousand and in the case of local manufacturing and government support (15 thousand)). "In this proposal adopted support through the policy of raising the value of the Iraqi dinar and thus the adoption of monetary policy, similarly can support Private Sector Tools Financial policy of fees and taxes. Legal expert reveals five drafts in parliament for oil and gas law

Legal expert reveals five drafts in parliament for oil and gas law

2/9/2019 13:24

An expert in constitutional affairs called on the House of Representatives to stop attempts to control the judiciary and leave to legislation to raise the standard of living of the Iraqi citizen, stressing the importance of the adoption of the oil and gas law, pointing to the existence of five drafts of this law should be consolidated in order to find A legal system to regulate the oil relationship between the federal government and the regions and local administrations.

The expert said Mohammed Sharif in a statement received by the agency (Euphrates News) a copy of it, that "the House of Representatives will open Tuesday new legislative chapter with more differences between the blocks on the outstanding laws."  Sharif added that "blocs and parties still adhere to the need to legislate the law of the Federal Supreme Court as the closest way to control the judiciary fully."  And that, "there are a number of laws should pay attention to, and legislation, which touches the citizen directly and would raise the standard of living."

Al-Sharif pointed out that "the most prominent of those laws stipulated by the Constitution is the oil and gas law, which was submitted its first draft in 2007 and the House of Representatives inability to pass so far, although it concerns the natural wealth in Iraq, which is constantly disputed." Sharif stressed, "Information leaked from the House of Representatives confirms the existence of five drafts of the law submitted by successive governments and specialized parliamentary committees and the Presidency of the Republic."  He called, "the parliamentary blocs to hold intensive meetings with all the relevant authorities in the forefront of the government in order to unify those projects and proposals in one draft to be agreed and passed in accordance with the correct constitutional contexts."

Sharif said, "The law of oil and gas regulates the distribution of wealth among Iraqi society, it is not reasonable that oil, which accounts for about 90% of the treasury resources still suffers from the lack of a legislative system."  He stressed, "The most important treatments that will be provided by the law of oil and gas in the event of its adoption is to regulate the oil relationship between the federal government and the Kurdistan region, as well as with local administrations." "The continued disregard of this law is a disregard for the capabilities of the people and a disregard for the livelihood of a citizen who depends directly on oil," he said.

The Iraqi Economy: Unilateral Production with Multiple Consumption

5d6db962ab0b3.jpg

3rd September, 2019

Iraq, OPEC's second-largest producer after Saudi Arabia, faces an economy that relies on oil imports, pumping about 4.6 million barrels per day, and most of its crude exports to Asia.  A series of major challenges due to the instability and ongoing tensions in the region, especially the recent tensions between the United States and Iran, which has raised concerns and concerns of many countries that fear these tensions will affect the export of oil, which is the backbone of the economy in Iraq. It is the first source of financial revenue, with oil dependency reaching 95%.

The oil file, according to some sources, is also one of the most thorny files in Iraq and the most ambiguous in the Iraqi economy, where public opinion has not been informed of most contracts concluded by ministries formed in the governments of the post-occupation, in light of the dominance of powerful parties and the spread of administrative and financial corruption issues.

Iraq is seeking to increase the production capacity of crude oil to 7 million barrels per day by 2022, compared with 5 million barrels per day at the present time, this increase according to some observers will be achieved in the future, especially with contracts and agreements with some international companies to develop the oil sector.  In this regard, the Iraqi Oil Minister, Thamer Ghadban, in a joint press conference with Turkish Energy Minister, Fatih Donmaz, a strategic project that the two countries intend to implement in the field of energy.

Ghadhban announced the intention of Iraq and Turkey to extend a new pipeline to pump crude oil from Iraqi fields in the province of Kirkuk to the Turkish border. The idea of a new oil pipeline between Iraq and Turkey is not new. The Iraqi Oil Minister revealed last May a plan to extend a new pipeline to pump oil from the fields of Kirkuk province to Turkey, in parallel with the existing "Kirkuk-Ceyhan". This comes in the framework of Ankara's efforts to increase purchases of Iraqi oil, after the US decision to end exemptions granted to a group of countries, including Turkey to buy Iranian oil.

Great obstacle

On the other hand, Iraqi Prime Minister Adel Abdul Mahdi said any disruption of oil exports through the Strait of Hormuz would be a "major obstacle" to the economy of his country, which has very few outlets for exporting crude. Abdul Mahdi said his government was considering contingency plans to deal with any possible disruptions, including the search for alternative routes for oil exports. "Iraq has weak oil export outlets," the prime minister told reporters. "Now most of the oil exports are through southern ports." "We need to diversify oil export outlets," he said.

Abdul Mahdi's comments came in response to a question about whether tensions between Iran and the United States could affect Iraq's oil exports through the Strait of Hormuz. The Strait of Hormuz has been at the center of regional tensions for decades, a vital shipping lane linking Middle Eastern oil producers to markets in Asia, Europe, North America and beyond. The past months have seen a series of events that have shaken the region's stability, with six tankers attacked since May amid rising tensions between Tehran and Washington. Many fear tensions will affect the flow of oil.

As part of the contingency plans, Abdul Mahdi said the cabinet had authorized the oil ministry to go ahead with two projects to support the country's future exports. He added that the ministry was tasked with conducting feasibility studies and looking for investment models to build a major oil export pipeline from southern Iraq to the Jordanian port of Aqaba. The ministry will also consider setting up an offshore oil export facility in the south. A spokesman for the Iraqi Oil Ministry said that his country's authorities are considering alternatives in case the escalation of US-Iranian tensions cut off export routes through the Gulf, which observers considered "catastrophic."

The United States has accused Iran of attacking two Norwegian and Japanese oil tankers sailing in the Gulf of Oman, raising fears that global oil shipments through the main waterway could be threatened. "There is no outlet to compensate for the southern outlet and the alternatives are limited. This is a concern for the oil market," said Asim Jihad. Parliamentarians called for an emergency session with oil, trade, planning and transport ministers to "prepare for potential dangers."

One third of the world's seaborne oil supplies pass through the Strait of Hormuz. Iran has repeatedly threatened to close the strait in the event of a dispute with the United States, while US Secretary of State Mike Pompo vowed on Sunday that Washington would ensure the continuation of shipments through it. The Iraqi Oil Ministry announced in May the export of 3.4 million barrels per day through the ports overlooking the Gulf, compared to 100,000 barrels per day only through the Turkish port of Ceyhan. According to AFP.

"The overwhelming majority of our exports pass through this port," said Mazhar Saleh, economic adviser to Prime Minister Adel Abdul Mahdi. There have been no changes in Iraq's production and exports as a result of recent developments, Jihad said, as confirmed by the site "Kleber Dita", which tracks the movement of oil tankers in the region. The budget of Iraq, which is currently the fifth largest oil exporter in the world, depends entirely on oil revenues. "The loss of oil revenues, even for one day, will be catastrophic," said Ruba al-Hosari, a specialist in oil affairs. "If Iraq loses the ability to export its crude oil through the Gulf, it will be strangled completely," she said. "The Gulf waterways are the lifeblood of this country."

New agreement

Meanwhile, five Iraqi officials said that Iraq is close to conclude an agreement with the two international oil companies BP and Eni on a pipeline dedicated to export was originally planned to be part of a huge deal with the US oil giant Exxon Mobil.  Under a proposed $ 400 million deal, BP and Italy's Eni will manage a plan to build two offshore oil pipelines to export oil from southern Iraq through the Gulf, said the sources, who spoke on condition of anonymity because the discussions were not made public.

Officials said the pipeline work was planned to be part of a larger $ 53 billion project that Exxon appeared to be gearing up for earlier this year, but an agreement with Baghdad was halted by contractual disputes and security concerns. The 30-year-old giant is at the heart of Exxon's plans to expand into Iraq, OPEC's second-largest producer, and the fragmentation of plans from the deal could have a negative impact on the company's ambitions.

BP and ENI talks with Baghdad follow Iraqi officials in June announcing South Korean engineering and construction firm Hywandi to build a $ 2.4 billion seawater injection facility, another part of the deal that was under discussion with Exxon. Exxon Mobil and Eni declined to comment, while BP has yet to comment. In May, Iraq's huge deal with Exxon appeared imminent. US Secretary of State Mike Pompeo discussed the deal with Iraqi Prime Minister Adel Abdul Mahdi twice in three days, including during a surprise visit to Baghdad. In the meantime, Abdul-Mahdi said that Iraq is close to signing the agreement with the American company and its partner in the project PetroChina.

However, negotiations took a long time on the terms of the contract and due to the escalation of tensions between neighboring Iran and the United States, the two countries are key allies of Iraq. Talks aimed at reaching an initial agreement have been stalled by at least two separate evacuations of foreign staff from Exxon from Iraq, the first after Washington warned of Iranian threats to US interests there, and the second because of a missile attack that appeared to target the company. The top five Iraqi officials said the delays had forced Iraq to consider other companies to help build its seaport export infrastructure.

"We can't wait for Exxon forever," said one official who oversees the country's export infrastructure in the south of the country. We have serious problems with offshore pipelines and we urgently need to find partners to help build new pipelines. Further delays may damage our maritime export structure. ” The project Iraq is discussing with BP and ENI includes the replacement of two old offshore pipelines, including a discontinued pipeline that transports crude to the Khor al-Amiya port.

Oil officials said loading operations had stopped at Khor al-Amiya since 2017 after the pipeline suffered fractures and leaks and had to be closed. The other pipeline operates partially to ship crude oil to the Basra seaport. Under the proposed agreement, BP will finance the project and Eni will handle the procurement, engineering and construction aspects, the sources said.

The negotiations are in their final stages after the parties have reached a mechanism to allow the British company to recover its funding payments. "In principle, we agreed that BP could recover payments it would make by getting oil shipments instead of cash, such as our payment mechanism for the company developing Rumaila oilfields," said one Iraqi official. Officials said Eni would be paid for her work.

The seawater injection project, which Hyundai chose to take over, was originally part of Exxon's planned agreement to develop energy facilities in southern Iraq. Iraq lacks a large water injection plant and needs one for wells, or risk losing pressure and facing sharp declines in production, especially in its aging oil fields. Given that freshwater is a scarce resource in Iraq, the use of treated seawater is one of the best options. According to Reuters.

Three oil officials said Exxon estimated the cost of the project to be more than Hyundai put at $ 2.4 billion. The rest of the proposed Exxon project could go to other companies if it offered lower costs, including a project to build additional crude storage facilities, they said. The Hyundai deal, announced by the state-run Basra Oil Company, still requires final approval from the oil ministry. One official said the deal would be finalized before the end of the year.

Shared fields

In addition, Kuwait News Agency (KUNA) said that Iraq and Kuwait signed a contract with the British energy consulting firm ARC Equipoise to prepare a study to develop joint border oil fields. The contract, which will examine how best to invest and exploit these fields, was signed by officials from the two Gulf countries in the Jordanian capital and is expected to last for up to two and a half years, the agency said.

There are a few oil fields in the border area between Iraq and Kuwait, including Al-Ratqa, a southern extension of the giant Iraqi Rumaila field. Cross-border oilfield production has long been a source of tension between Iraq and Kuwait, members of the Organization of Petroleum Exporting Countries (OPEC). Before the Iraqi invasion of Kuwait in 1990, Baghdad accused Kuwait of drilling wells across the border and pumping oil from Iraqi territory. Kuwait denied the charge. The head of the Kuwaiti delegation, Sheikh Talal Nasser Al-Athbi Al-Sabah, said that the signing of the contract is the result of six years of hard work between the two countries. Iraq is OPEC's second-largest oil exporter and aims in the long term to boost production curbed by decades of war and sanctions.

On the other hand, a member of the Parliamentary Oil and Energy Committee, Mohammed Kamel Abu Al-Hail, and according to some sources on the Kuwaiti side to drill oil wells within the Iraqi border through the inclined drilling towards Iraq, pointing out that this drilling did not issue any position by the government. Abu Hail said that "Kuwait is drilling oil wells at the Iraqi border using the method of drilling inclined towards Iraq, which confirms the fact that the oil extracted is from inside Iraq and not from Kuwait." He added that "the central government, although aware of the subject, but did not move static about what Kuwait is doing in the joint fields between the two countries." "The oil and energy committee, especially after the selection of the heads of committees will discuss the issue of the exploitation of Iraqi territory to extract oil for the benefit of Kuwait and take the necessary action on them," Abu Hail said.
