Hundreds of protesters arrived in Tahrir Square, demanding economic reform and a drastic change in the country's deteriorating reality, while some went further and demanded the overthrow of the government.

The protesters aired a video clip on social media of one of the activists, Ahmed al-Helou, announcing the formation of a national rescue government, headed by Lt. Gen. Abdulwahab al-Saadi, Lt. Gen. Abdul-Ghani al-Asadi, and Deputy Prime Minister for Regions Affairs Masrour Barzani.

The Council of Ministers held its weekly meeting on Tuesday, headed by Prime Minister Adel Abdul Mahdi. At the beginning of the meeting, Abdul Mahdi briefed the latest developments and discussed issues on its agenda, and issued a number of resolutions and directives.

The Cabinet decided to approve the mechanism of implementing paragraph (1) of the Council of Ministers Resolution: (93 of 2019) on the problems and constraints of the contractor segment, and decided to amend the text of Article (1) of the draft law amending the Social Welfare Law No. (126) of 1980.

The Cabinet approved the priorities of the draft laws and the following:

1. Recommend to the House of Representatives to withdraw the draft law regulating the establishment of Allawi selling fruits, vegetables and animals.

2. Recommendation to the House of Representatives to wait on the approval of the draft law on oil and gas until the completion of the draft law to amend the law of the National Oil Company and the completion of the draft law on oil and gas before the Council of State.

The Cabinet decided to approve the amendment of the designation of (General Electric Power Transmission Company / Upper and Middle Euphrates) to become (General Electric Power Transmission Company / Middle Euphrates) in the Ministry of Electricity, based on the provisions of Article (3) of the Public Companies Law No. (22) of 1997. Amended, and approved the amendment of paragraph (1) of the Council of Ministers Resolution: (9 of 2019) on the contract with a number of experts from IATA or ICAO, in addition to the approval of the amendment of paragraph (2) of the Cabinet Resolution No. (267) of 2018, By adding the Minister of Culture to the Committee of Scientists.

The Cabinet approved the formation of the presidential team to follow up the projects.

Moody's: Iraq's fiscal deficit is expected to reach 4% in 2019

A report issued by the credit rating agency "Moody's" that the credit file of the Government of Iraq is stable, noting that it will remain dependent on oil revenues, which is expected to decline in the medium term.

The Moody's report published on Thursday, that oil production and exports are two of the main factors of economic growth in Iraq and the main source of financial and current account revenue.

Moody's expects Iraq's fiscal deficit to be around 4 percent of GDP in 2019-20 after a surplus of 7.9 percent in 2018.

Oil accounts for 99 percent of merchandise exports, more than 90 percent of government revenues and more than 60 percent of economic output.

The agency said it did not expect Iraq to reduce its dependence on oil production and the sensitivity of oil price fluctuations significantly in the next five years.

It also suggested that the current account balance would gradually deteriorate to 2 percent of the GDP deficit by 2020, after a surplus of 5.8 percent and 0.8 percent of GDP in 2018 and 2019, respectively.

I returned from Baghdad to Amman, after spending three days at a conference organized by the Rafidain Center for Dialogue entitled "Security and Economy" under the slogan "Iraq is recovering." Two main topics were discussed in the conference: security in Iraq, where it arrived? What are the challenges ahead ? Such as the integration of the Popular Mobilization into the regular army. 
The conference focused on the economic dimension, where it discussed important issues such as attracting investment, trade with the neighborhood, and how to  stimulate the Iraqi economy to play a pivotal role in the region.

Officials and specialists represented Arab, Islamic and foreign countries. Of these, I am reminded of delegates from Kuwait, the UAE, Oman, Lebanon, Jordan, Turkey, Iran, Malaysia, the United States, the United Kingdom, France, Germany and China, as well as representatives of international organizations.

The Iraqis participated strongly in the conference, which was attended by about 200 people, and the attendance did not interrupt the sessions over time. The number of sessions was eight, the number of workshops was four, and the number of meetings with leaders was four.

The Iraqi side focused on important matters, the most important of which is that Iraq wants to assert its independence in the resolution, especially from both Iran and the United States.
Methodological points were raised at the Conference on the relations between the sectarian components.

 

In an intervention by a well-known Kuwaiti figure, Saad bin Taflah, a former minister of information and university professor, the debate in Iraq with Daesh was titled State versus Caliphate.

A senior Shia scholar intervened to say that the only caliph who applied Sharia, as stated in the Qur'an and the Sunnah, was the same. He said that the burning of Da'ash, the Jordanian war pilot, Muath Kasasbeh, was not based on the Qur'an or Hadith, but was based on the work of Caliph Abu Bakr al-Siddiq.

Hence, sectarianism in Iraq carries ideological complications and opens the door to sectarian differences between Sunni and Shiite imams. The great disparity in reading history and differences over references, especially in modern science and the foundations of measurement and diligence, will be a source of problem in the future.

But many of Iraq's Arab Shiites, as well as Sunnis, are beginning to be fed up with this debate, arguing that it is this persistent ideological dispute that gives Iran the excuse to stay in Iraq, influence its policies, and keep the Hashd as it is.

One Iraqi speaker replied that we could not allow the popular mobilization to be compromised or to undermine its existence as an independent organization. Had it not been for this crowd, which Ayatollah Sistani issued a fatwa to create, and excited to engage in, Iraq would not have triumphed over terrorism and would have been taken over by ISIS.

 

An Iraqi government official refused. He said that the crowd had been found to the end, and the end had disappeared. In addition, the budget of the crowd is ten billion dollars, and the Iraqi people pay these funds, and the right of its representatives in the House of Representatives to ask how to spend.

This issue appears to be at the center of the conflict between the government headed by Adel Abdul Mahdi, which seeks to reorganize  all Iraqi institutions within a single institutional framework, allowing the issuance of clear laws, investment legislation and development, and enables Iraq, rich in resources to devote these resources to make Iraq a diversified economy surprising among opponents So.

Iraq has large debts amounting to about $ 150 billion, most of which are internal, and the external ones are about fifty billion, or 25% of GDP.

But Iraq 's foreign currency income reaches 99% from a single source, oil. Since oil income goes to the public budget, and constitutes about 90% of it, the budget achieved a surplus of $ 26 billion last year (2018).

The Western-Iranian conflict in Iraq is clear. Western countries say that what protected Iraq from the Islamic State (IS) is the counter-terrorism forces led by Lieutenant General Abdul-Wahab al-Saadi, who gave an intervention in which he explained what his forces did to recapture Mosul, Fallujah and Tikrit. It seems to have curbed him shortly thereafter.

The problem is that Iraq has ambitions to increase oil production to 6.5 million barrels per day, and to build  special pipelines through Jordan for export. He has ambitions to solve the electricity problem and connect with Jordan, Saudi Arabia and Kuwait. He wants to develop his production, increase the production of his industries and invest his agricultural, tourism and mineral potential.

But the story is that this internal conflict must end. Iraqis are well aware that those who fought terrorism with him want to regain their costs. The Iraqis want the proxy wars in their country to end, get rid of these sectarian arguments, and give the opportunity to renegotiate with Iran and its exit from Iraq, and with  Turkey to get its troops out of the north, and give them their fair share of the Tigris and Euphrates waters.

Iraq is now safer, and despite its complexity , it is recovering. He desperately needs the support of his Arab neighbors, and more daring to enter and support him. They will find that the majority of the people there stand with them and support them.

The embassy said it had instructed non-essential staff to leave Baghdad and Erbil immediately.



Thousands of people took to the streets in central Baghdad on Tuesday in protests demanding services, improving living conditions, providing jobs for the unemployed, eradicating widespread unemployment and financial and administrative corruption in state departments and institutions.

The federal government announced a curfew in Baghdad from 5 am on Thursday until further notice.

The governorates also witnessed several angry popular protests, including Wasit, Kirkuk, Diwaniya, Missan, Basra, Karbala and Dhi Qar, which resulted in deaths and injuries.

Internet access has been cut off across much of Iraq including the capital Baghdad with connectivity falling below 70%, internet blockage observatory NetBlocks  said, amid renewed anti-government protests that turned violent and spread nationwide.

Earlier on Wednesday social media platforms Facebook, Twitter, and Instagram, as well as messaging application WhatsApp all appeared to be have been disabled across Iraq except in the semi-autonomous Kurdistan Region which has a separate internet infrastructure.

The services were only accessible by using a VPN, which effectively disguises the location of a device.

Graft is widespread and basic services such as power and water are lacking.

A government statement on Tuesday said 40 members of the security forces were among those injured and blamed “groups of inciting riots” for the violence. At least six members of security forces were injured in Baghdad on Wednesday and five in Nassiriya.

The United Nations on Wednesday expressed concern over the violence and urged calm, with the Special Representative of the United Nations Secretary-General for Iraq, Jeanine Hennis-Plasschaert reaffirming in a statement the right to protest.

The US Embassy in Baghdad urged all sides to avoid violence.

The head of the Revolutionary Guards' Intelligence Organization, Hossein Taib, said Thursday that an attempt to assassinate the Quds Force commander, Major General Qasem Soleimani, was foiled.

"The assassination of Major General Suleimani along with provoking sectarian wars in the Fatimid days and Muharram is a Hebrew-Arab plan prepared for years, where he was thwarted and all members of the assassination team were arrested," Taib said at the 23rd Revolutionary Guards' congress on Thursday.

He pointed out that "the enemies of the Islamic Revolution and after failing to target the headquarters of the Revolutionary Guards, carried out a plan, has been prepared for years to assassinate Major General Soleimani inside Iran, specifically in the province of Kerman."

The United Nations High Commissioner for Human Rights announced on Thursday that 12 demonstrators were killed and hundreds injured in the latest update of the death toll as a result of the protests in all of Iraq.

Ali al-Bayati, a member of the UN High Commissioner for Human Rights, said in a statement today that the death toll reached 11 civilians, including a security element, while 650 people were injured, including 87 security personnel.

The number of detainees was 122, he said, adding that most of them had been released.

Earlier in the day, an Iraqi police source and eyewitnesses reported the killing of a civilian activist and his wife by unknown gunmen in the southern city of Basra.

The source and witnesses told Shafaq News that unidentified gunmen killed the civil activist (Hussein Adel) and his wife (Sarah) after they stormed their apartment in the center of Basra city.

It is noteworthy that Adel and his wife Sarah were helping the injured and to deal with cases of suffocation that occurred during the demonstrations in Basra province in the past two days.  Iraqi Prime Minister Adel Abdul Mahdi announced a curfew in Baghdad from 5 am Thursday until further notice.

The sources added that seven protesters and a policeman were killed in Nasiriyah during clashes between demonstrators and security forces, while four were killed in the city of Amara.

The meeting was held at the invitation of President of the Republic Barham Saleh on Wednesday evening in the presence of Prime Minister Adel Abdul-Mahdi and Speaker of the House of Representatives Mohammed Halbousi and leaders and heads of blocs.

A statement issued by the Presidency of the Republic said on Thursday that it was stressed during the meeting the need to respect democratic principles that guarantee the right of citizens to demonstrate and express their protest by various peaceful means. The meeting appreciates the national keenness shown by the peaceful demonstrators to maintain security and maintain order and adhere to the peaceful nature of the demonstrations, and appreciation of the important role of the military and security forces and their dedication to the service of the country and the protection of public order Remnants.

The statement added that the meeting stresses the need to accelerate the taking of accurate and honest investigative measures on what happened in the demonstrations of the past two days, and to emphasize restraint and respect for the law and prevent the use of excessive force in dealing with events, and emphasize the legal and social responsibility in the face of engineers who want to target Public security and diverting demands from their popular and peaceful paths.

The meeting also stressed the following:

The need for direct communication between the government and representatives of the demonstrators to maintain good understanding and work together for reform and desired change in a way that preserves the country and the people and establish security and stability.  In this context, it was emphasized to form an official committee to deal with the immediate demands of the demonstrators.

Support the government and the House of Representatives to achieve structural economic and government reforms and meet the legitimate aspirations of the people and the development of a program and action steps and real timetables to achieve these demands on the ground. Specifically:

Immediately initiate the adoption of the Law of the Reconstruction Council and the Social Security Law and the formation of the Federal Service Council to determine employment contexts with transparent and fair mechanisms

Constructive and productive cooperation between the government, parliament and the judiciary to take direct action on corruption cases and files, and to work with the various forces represented in the parliament, in order to facilitate the task of the judiciary in order to preserve the rights and public money under deterrent legal procedures.

- Providing job opportunities to eliminate unemployment and improve the lives of young people by equitably distributing appointments and employment in the government sector, expanding employment in the investment sector, and stimulating small and large enterprise initiatives.

Ensure the necessary conditions for initiating the agreements and understandings concluded by the government with companies and countries for major projects in the field of services that are delayed in solving their problems.

Constructing constructive plans to provide adequate housing for all and to consider improving minimum per capita income.

Launching a frank and constructive national dialogue on reform and its requirements, so as to ensure that the reform steps are collective, real and far-reaching.

- Emphasizing that the citizen is the basic wealth of Iraq, including the prevention of any violation of the rights of the citizen and his dignity.

- Emphasize the formation of a national parliamentary bloc in support of reform and support necessary changes in the ministerial composition to achieve the reform program and the provision of services.

- Inviting Iraqi intellectuals and researchers to contribute to reform through their proposals and proposals.

Mubasher: The Supreme Council for Combating Corruption in Iraq announced the dismissal of 1,000 government employees .

The Supreme Council against Corruption, on Thursday, that the dismissal of government employees came as a result of charges related to embezzlement and waste of public money, according to the Iraqi news agency "conscious ".

This comes in conjunction with demonstrations in several cities and provinces in the State of Iraq in the current period .

The Iraqi Prime Minister, Commander-in-Chief of the Armed Forces, issued today a decision to prevent full roaming of wheels and personnel in Baghdad from five o'clock this morning until further notice .

The Iraqi Civil Aviation Authority announced that the movement of flights runs smoothly at Baghdad International Airport.
A statement by the authority that the air traffic at Baghdad International Airport has been running smoothly since the early morning hours of this day and according to the flight schedules of the various airlines operating at the airport.

He added that the management of Baghdad International Airport assures everyone the safety of arrival and travel procedures for passengers within the specified timeframes without delay by the concerned authorities, especially that the curfew does not include holders of tickets.

Baghdad, Maysan, Najaf and Babil have already imposed a curfew after hundreds were injured and at least 10 others have been killed since security forces used tear gas and live ammunition on Tuesday on crowds of protesters in Baghdad and several cities in the south. As the crackdown continues.

Mubasher: The Ministry of Foreign Affairs of the Kingdom of Bahrain has warned citizens not to travel to Iraq for the time being .
In a statement issued on Thursday, the Bahraini Foreign Ministry called on citizens not to travel to the brotherly Republic of Iraq at the present time, due to the security conditions experienced by the State of Iraq .

The ministry called on all citizens in the Republic of Iraq to leave immediately, in order to ensure their security and safety .

It noted the need to exercise the utmost care and to stay away from places of unrest and gatherings in Iraq, and to follow the instructions of the competent local authorities .
