The Committee on Economy and Investment Nabiip, Saturday, to exceed the share of the Kurdistan region in the federal budget for the current year more than 17%, indicating that the region exceeded its highest share of history.

Committee member Nada Shaker Jawdat said in a statement to the information that the budget ended without Baghdad to get any financial resource from Erbil. Despite the prior agreement, which makes the share of Kurdistan rise to more than 17% of the federal budget.

Jawdat said, "The region sells oil through Iraq's share in OPEC internationally, but does not give Iraq any barrel despite the agreement between the parties, which requires the commitment of the regional government to deliver 250 thousand barrels in addition to the resources of customs and airports, which makes the region's share is rising at an unprecedented rate." She pointed out that "the previous government estimated the proportion of the region by 12% after checking the record of staff and needs, as well as being forced to hand over the revenues of the Kamarak and oil, but the government of Adel Abdul Mahdi is the weakest and has been unable to commit Kurdistan to the application of budget items."

Jawdat said, "Kurdistan MPs make fun of Arab deputies during negotiations with them on the share of the region where the answer is immediate that the region is benefiting from those surplus amounts, unlike the southern and central provinces that go to the pockets of corrupt."

Former US Secretary of Defense Jim Mattis: Biden Jamil al-Maliki and ignore the truth about Iraq

242062464.jpg?resize=300%2C169

31st August, 2019

The newspaper "published Washington Akzamunir " a report presented Friday as part of the memoirs of former US Secretary of Defense Jim Mattis , who says that Vice President Joe Biden, the Obama administration made a mistake in the question of Iraq.

Mattis, who resigned after a disagreement with President Trump, explains that assessment in his book, to be published next Tuesday, summarizing lessons from more than 40 years spent in the Marines, three of which culminated in his post as head of US Central Command, where he was honored On military operations in the Middle East and Central Asia from 2010 to 2013. This means that Matisse was in charge of US forces in Iraq and Afghanistan during the war in both countries.

Mattis served under President Obama, and then Vice President Biden visited Baghdad in late summer 2010 to arrange the establishment of the government after the Shiites rejected the right to form the election winner Iyad Allawi and down on orders from Tehran.

From that period, General Mattis wrote that the US-led coalition "finally succeeded in establishing fragile stability" in Iraq.  The administration was considering withdrawing some troops, and the survival of any forces required permission from the Iraqi government led by Nuri al-Maliki, who believes national security officials in the White House that the Iraqi Prime Minister is able to maintain security, which will facilitate the withdrawal of US forces, but this did not agree with Matisse, He told Biden at dinner after a "hot day in Baghdad." "Prime Minister Maliki is not trustworthy," Mattis said, but Vice President Biden replied: "He (Maliki) is committed when he talks to us."

Matis noted that in the elections that year, Maliki did not get a majority of votes, and Matis told Biden, who was leading the administration's policy in Iraq: “Maliki views our ambassadors and military advisers as obstacles to his anti-Sunni agenda. He wanted to cleanse the Sunnis and marginalize the Kurds. ” "Middle East leaders have warned against continuing to throw American support behind Maliki," Mattis said.

Mattis also argued and was against hastily withdrawing from Iraq, but "the general's assessment fell on deaf ears," referring to Biden and his aides, including Brett McGurk, closely related to Maliki.  “Vice President Biden and his aides listened politely. But while we were talking, I felt I had made no progress in persuading administration officials not to support Maliki. “It was like talking to people living in wooden houses but they didn't see the need for a fire department.”

Biden annoyed Matisse when he said, “Do you know why you are at CENTCOM? Because no one was stupid enough to take the job.” Biden reassured Mattis that “Maliki will not expel all US troops from the country. I will bet on this in return for my presence as Vice-President. ”

Matisse's warnings proved logical and practical: “Maliki, free of American influence, was pursuing Sunni politicians, and Iraq slid back into escalating violence. The Sunni insurgency and the weak Iraqi army allowed terrorists allied to al-Qaeda to return in 2014, calling themselves an Islamic state. "It will take tens of years and tens of thousands of casualties, as well as the unspeakable misery of millions of innocent people, to break the geographical control of ISIS. '' Matisse writes.

Thank you Synopsis.

I guess someone didn’t like what I had to say about Barry, thus demonstrating the hypocrisy of the Liberal mindset.  It’s ok to promote a phony Russian Collusion Story but by gosh you better not say anything against their Barry.  They need to do some research on the number of Muslim Brotherhood people Barry embedded into our Government.  They can also do some research on the cash inflow to the DNC.

I find it most amusing how the Left tends to accuse the Reps of the very thing they (Dems) are guilty of doing.

Our budget in 2019 and our budget in 2020

Dr.. Emad Abdellatif Salem *

Prominent economists from around the world, as well as experts from international economic organizations, are predicting a global recession in 2020.

As far as Iraq is concerned, this will mean a drop in world oil prices and a drop in oil revenues, which account for 95% of total budget revenues. To the state.

An example of clarification (and the figures and details I will cite to bring the idea to more people) are personal “estimates”, which may not match official data and “ratings”, and any citizen can get more accurate data by looking at the main items of the public budget. Or through relevant data in the World Bank and IMF reports, available on more than one website:

- If Iraq now receives annual oil revenues of $ 72 billion (with oil exports of 4 million barrels per day, and the price of $ 50 per barrel), then the main expenses "ruling" in the state budget, which does not need any diligence or doubt or interpretation The revenues will be distributed immediately (and by necessity) are as follows: $ 40 billion salaries (of various types, including pensions and social protection salaries) / $ 25 billion for the oil and gas sector and the costs of "licensing rounds" / $ 20 billion to pay Debt installments and compensation .. Where it is time to start paying D What we previously borrowed from debts / $ 5 billion for the electricity and energy sector / $ 2 billion medicines / $ 1 billion ration card / $ 2 billion to pay other "ruling" obligations .. / The total will be $ 100 billion .. a shortage (deficit) of $ 28 billion in revenue compared to (only) these expenses.

Now, if all of our oil revenues do not cover these expenditures (and often do not, our successive public budgets have a “fixed” deficit of at least $ 25 billion a year and need other sources of funding). ???

%D8%B9%D9%85%D8%A7%D9%84-%D8%A7%D9%84%D8

What about the “poor” investment budget expenditures, the necessities of upgrading miserable infrastructures, the costs of stalled and pending projects, and the costs of “development” in general, in a country where the majority of the population is deprived, multidimensional poverty, and all cities, districts and districts suffer. , And his readers, from sustainable ruin?

But what about spending on the rest of the other operational budget items (goods and services), which is not less than 20 billion dollars ???

In all other “oil” countries and countries that respect themselves, and respect their citizens (including Iran, Saudi Arabia, and the United Arab Emirates), oil accounts for no more than 35% of its GDP and 40% of the state budget revenues, except we (our oil) 65 (95% of GDP and 95% of the state budget).

So if oil prices fall below $ 30 a barrel, and (or) oil exports fall below 2 million barrels per day, due to a decline in global demand, which in turn is caused by trade wars, declining investment, and disturbed capital markets, and thus slower growth in The major (and non-major) industrial economies in the world ???

What exactly are we going to do .. specifically ??????

What we will do and our non-oil revenues are scarce to unacceptable or reasonable limits. Our foreign debt was around $ 125 billion in 2017 (63% of GDP), rising to $ 132 billion in 2018, and is expected to reach $ 138 billion in 2017. 2020 (according to IMF data)?

Are we not yet satisfied with rhetoric, clowning, tampering, and waste of available resources?

Did we not satisfy the wars of "personal", "alternative" and "authentic", on the various motives and nomenclature, and its permanent ruin, long ??

We do not have an “economy” in the sense of the modern economy. We have a bazaar. What happens if the main source of funding for this bazaar collapses?

Let the Prime Minister come to the Ministers of Finance, Planning, Oil, Agriculture, Industry, Trade and Labor. The Speaker of the House of Representatives comes with his relevant committees (the most important of which are the Finance Committee, the Economy and Investment Committee, and the Oil Committee ..) Let the President of the Kurdistan Regional Government and his ministers corresponding to their peers in the federal government. Let the President of the Republic bring representatives of the private sector (domestic and foreign) and preside over the session. Let the gathering (if they want) economists who are known for their professionalism and efficiency (from inside and outside) .. They all sit in one hall, and meet in a live broadcast in public, and tell us what they have and what they, and what we and what we .. As is, they clarify the statements, and present the facts (no matter how shocking).

To do so, and to do it now, not for nothing, for nothing, but to answer the questions of "simple" and naive, but it is urgent, and "fateful" now, namely: What we have done to you, and you, you Iraqis in the 2019 budget And what we will do for you, and in you, in the 2020 budget .. And how .. and why .. and where ??

Don't the Iraqis deserve it?
Don't they deserve to know why they are threatened with a “catastrophic”, “terrifying” and “terrible” deficit in the state budget for fiscal year 2020, estimated by some to be around $ 60 billion (72 trillion dinars)?
What is the most deserving subject for consultation, consensus and discussion, meetings and “protests”, and the most deserving of the “jihad” of loyalty, “opposition” and “resistance”, if this is not the case?
Doesn't Iraq and Iraqis deserve that?
If Iraq and Iraqis do not deserve it .. Who else deserves ?????.

Iraq in the World Economic Outlook 2019

Economics is a victim of politics

5d6b76cc6ded8.jpg

1st September, 2019 by Dr. Hussein Ahmed Sarhan

Economic plans and goals remain victims of a lack of political consensus on state-building. Building this consensus is the responsibility of the government and the House of Representatives.

Among the dozens of specialized reports published annually by the World Bank is the World Economic Outlook, which deals with the economic issues of countries around the world according to the division of the world into several regions. Last June, the Global Economic Prospects report was released in June, titled "Escalating Tensions, Restrained Investment''. Typically, this type of report focuses on addressing the political implications of the economic policies and indicators of countries experiencing political instability.

The most affected areas are the Middle East and North Africa, and our country, Iraq, is at the forefront of countries that suffer from the lack of - or to say the fragility of - political stability, or in other words, the escalation and political tension and security - as reflected in the report - which is reflected On all areas of life and makes them a victim of the political situation, including the economy.

From the follow-up of the report on the Iraqi economy, we find that the report dealt with and discussed the Iraqi economy as an economy on the margins in the region, and the words mentioned in the report suggest that the economic policies in Iraq are routine and almost constant, and far from embodying an ambitious economic vision resolutely address the courage of poverty rates Unemployment and the significant decline of the participation of different sectors - other than the oil sector - in the GDP and thus in the national income.

This does not mean that the achievement is lacking, but the previous government and the institutions concerned with the economic side successfully and with international help to overcome a very serious crisis represented by the high defense expenditures due to the war against the Islamic State terrorist, and low oil prices, the main source of revenue for the federal budget.

The most prominent report of the Iraqi economy in the context of the detail received about the Middle East and North Africa is:

• The repeated setbacks and risks of delaying reform are still present due to fears that the federal budget will not be able to cover the reform measures, and the lack of political consensus aimed at building the state and its institutions and adopting a targeted economic vision.

A - The great political risks associated with the generation of uncertainty and reduce investor confidence, and the weak business climate in Iraq.

With regard to the reconstruction of Iraq, the report believes that it is moving forward at a moderate pace, but it remains uncertain whether to achieve its benefits in 2020 uncertain.

C. Further escalation of tension between Iran and the United States would pose a threat to the economies of the region, including Iraq.

D. On the other hand, the high spending on infrastructure in countries affected by the conflict (for example, Iraq) may lead to generate positive side effects on neighboring economies. This includes spending on what the World Bank calls “soft infrastructure,” such as broadband Internet and mobile phone services, which may accelerate access and delivery in areas such as education, health, and financial services.

The World Bank expects Iraq to achieve growth in GDP according to market prices (2.8%) in 2019, (8.1%) in 2020 and (2.3%) in 2021. The recovery that will occur in 2020 will be driven by increased oil production.

In this regard we would like to say that this growth in output will not reflect positively on the Iraqi economy, but is an increase in oil revenues if prices continue unchanged or rise. These ratios remain the expectations of increasing production and rising prices and the continuation of the situation in the region the same.

Currently, the Iraqi government has important strategic and practical plans that are economically viable if there is political will and parliamentary-governmental political consensus, including Iraq Vision 2030, National Development Plan 2018-2022, Private Sector Development Strategy 2014-2030, and Poverty Alleviation Strategy 2018. 2022. These plans have been prepared with Iraqi and international expertise and with interim goals.

But these plans and economic goals remain victims of a lack of political consensus on state-building. Building this consensus is the responsibility of the government and the House of Representatives. Nevertheless, the government with the greatest powers in making and implementing public policies abandons these plans and adopts them in its government program only with a very small fraction that binds them to secondary commitments to sectoral ministries involved in economic policy. These commitments are far from any strategic vision to reform the economy and address major challenges such as poverty and unemployment rates, control of oil revenues, etc.
