From the internal tugging and ease of mind to the UN Security Council

Iran's pre-Vienna 2015 agreement focused, on substance, on a strategy to prevent the nuclear file from reaching the Security Council, keeping it technically within the circumstances of the 2003 Additional Protocol, accepting and rejecting it, moving it in terms of spatial coordinate between Geneva and Vienna, away from Washington and New York, and ensuring its management through the IAEA. IAEA, opening margins of marketing and executive maneuvering through Europe through the G-3 (Britain, France, Germany) or by introducing my operational maneuvers to Russia and China, via the G-5 + 1.
However, these transformations as a whole were only half of the first picture or face, while the other half or the other side represented the variables of the landscape and its volatility but also its conflicts within Iran itself, a field that was and remains the focus of competition between institutions, the struggle of the wings and components, and the intensification of visions and positions with violence and hustle, including Go beyond criticism, opinion and other opinion, and amounted to accusations, treason and beatings under the belt, before and with the Vienna Agreement and after and for now, on what we will see in this follow-up.

Wide claim!
Mohammed Jawad Zarif makes a broad claim that he has achieved all the goals he wanted during his administration of the file. The file goes to the Security Council, as we have made progress on the road to a solution in the Board of Governors ». Moreover, Zarif believes that the nuclear issue with his negotiating administration has been able to positively influence the world's political elites and the world public opinion and create the impression that America is responsible for stumbling and obstruction, not Iran. The successive reports of the IAEA secretariat to Iran, the second most important in his view, are Condoleezza Rice's testimony. Zarif was cited several times by Rice's meeting with Reuters in March 2004, when she was still a national security adviser. ! (Agay Safir, pp. 152, 239, 255).
In fact, Zarif and his negotiating team, and the political line they represent in Tehran, were dragged into exaggerated complacency, even inflation and a tendency away from reality, until he hoped to convince the Americans of the feasibility of a nuclear Iran: “I wanted to convince the specialized atomic elite of America. , That transparent public enrichment in Iran, is better for the benefits of America itself, to prevent enrichment and stand against it »! (Ibid., P. 213).
However, this overly optimistic pink image and nothing more than political romance and vauntedness soon faded and flipped the whole scene, following two variables, both of which were linked to the Iranian domestic arena!

The Ahmadinejad administration
The first variable is undoubtedly Ahmadinejad's accession to the presidency in 2005, and the retreat of the forces of the Iranian left in its extremist parts (Organization of the Islamic Revolution Mujahideen Organization) and the moderate (Tehran Scholars Complex - Rouhani) and forces aligned with them, in favor of the right in both extremes also (the group of Shariatmadari and Kayhan newspaper, and the remnants Hezbollah, the supporters of Mesbah-Yazdi, the Haqqani School, the moderate (the Tehran-Ruhanit Scholars' Society) and the regular forces with them.
Ahmadinejad started a critical offensive strategy during his election campaign and before his victory, focused on rejecting the entire course under Khatami's presidency, with strong criticism of the negotiating team and throwing it in all adjectives, intensifying the attack especially on Mohammad Javad Zarif, Cyrus Nasseri and Hussein Mousavian, and deepening the counter-campaign Under such headlines as the New York Gang and the US Foreign Office, the atmosphere is filled with anti-policy clues and symbols, it has not preserved Iran's national interests, is in a disagreement with the policies of Supreme Leader Khamenei, and has been lax in bowing to the West by erecting organs. Monitoring in three Or four areas of Iran, and opened nuclear facilities for censorship, surprise inspection, and other charges. Interestingly, the market of charges extended to include figures known and still despite their right, a lot of balance and rationality, such as Ali Larijani, the current speaker of parliament, who said in assessing the outcome of the work of the negotiating team, a text:
Let Zarif draw in his words some of the features of the reversal of the scene, and the voice of the current anti-him and his team, but to the Khatami era apparently, Rafsanjani really, he says: «It was not the logical argument or not is the orbit in that moment, we were practicing art, but they did not understand , And perhaps they were not willing to understand. Even when we were saying that Mr. [Khamenei] was the one who authorized it, you also see them repeating: Why did you do this? "You should not justify your action."
Zarif then goes on to recall directly that Iran's dilemma with nuclear has arisen from here. He says that this activism and the language of indignation and indictment at home are the introductions that globally ignited the crisis of suspicion about the Iranian nuclear, and established the misunderstanding around this file: «I think the first spark Misunderstanding and suspicion about Iran's global goals, it was from this very point. Yes, the Americans and the others were making accusations from the start, but no one listened to their accusations until they found excuses to justify and accuse their accusations. One of their most important pretexts was the issue of CTBT devices and the noise that Flared around at home »(ibid.).
In fact, Zarif almost dreamed of the language of his opponents himself, using his own terms, in his interpretation of the internal conditions in his country, when he says a text: «Perhaps the word betrayal is the appropriate term that comes to mind, to judge this loudness and demagoguery that has ravaged inside, if we want Tolerance is a bit, perhaps we could benefit in the description and justification, terms such as ignorance and illiteracy, and hatred, envy and grudge »(Agai Ambassador, p. 208).
The result, Zarif said, is the loss of a decade and a half of the accumulated efforts, and wasted and neglected by falsehoods and lies: «The policy that has continued in front of the world for fifteen years, and all these nuclear successes accumulated during those fifteen years; Specific people, and turned against, when they made a gradual impression globally that Iran is seeking weapons! ”(Ibid.).

Psychosis ease!
It is true that Zarif brings back the hustle and bustle of the nuclear file to various categories, such as the ignorant, the disloyal, the traitors, the non-specialists, and the pretenders of competence and professionalism, but without understanding, knowledge and knowledge, and to the malice and the envious. Until the prosecution reached some of them, they only set a period of two months to deal with the nuclear file and close it completely! (Agay Safir, p. 230).
Let us reclaim a text that we have seen before, which gives us an accurate description of the psyche of the ease and naivety that is associated with it, with a very brief but in-depth analysis of this phenomenon, giving it back to psychological and cognitive pillars; in which Zarif says: “On the one hand, the other invokes the pretexts. Case". He then adds: “The problem of our nuclear problem is psychological and cognitive” (ibid., P. 232).

Underestimating international resolutions
Zarif is proud of him, Hossein Mousavian, Cyrus Nasseri and the rest of the negotiating team, behind them Hassan Rouhani, Secretary-General of the National Security Council and all of them above Hashemi Rafsanjani; Because Khatami was able to invalidate the pretexts of America to push the Iranian nuclear file to the Security Council.
But with the disregard of the international resolutions that dominated Iran's policy under President Ahmadinejad, the landscape has changed completely, especially with the perception established by this administration and its many supporters inside Iran, when some claimed: »(Ibid., P. 231).
Zarif frankly tries to hold Ahmadinejad's government responsible for the nuclear dossier and the negative image he has created for Iran in the world. It is a threat to peace and security, and therefore the question should be answered and assumed responsibility in this area, otherwise all that is said otherwise is the fraud, forgery and ignorance ”(ibid., P. 239). He then resorted to the flaunting comparison between his administration and the subsequent administration of the file, and criticism of the policy of disdain for UN resolutions: "Mrs. Rice made great efforts to line the world with her, so she had to engage with the European Union." “Now we have six Security Council resolutions against us!” (Ibid., P. 239).
Zarif violently blames the unilateralists and the decision-making circle that has ruled out Security Council resolutions against Iran, demanding that they be held accountable and responsible: “It is our duty, with the title of observer and expert, to announce what was going on in the world. If you go back to the writings of those who called us "the gang of New York" in the years 2003-2006, on various sites, especially the site «Paz Tap» you will see their insistence not to issue a decision, while assigning me as an expert, that the decision will be issued ». When decisions were made successively and accumulated, they saw that instead of retreating and taking the initiative to correct and contain their wrong positions, they took a step forward when they took lightly of the decisions, calling them nonsense that has no value and represents nothing:

Naive and ElBaradei's example!
Within the area marked by the Third World, including the Arab and Islamic countries, and under unilateral regimes, political action is often short-sighted, and afflicted with ease and naivety. On nuclear, Mohamed Jawad Zarif gives an example of this case of the behavior of then-IAEA director Mohamed ElBaradei and how the Iranians dealt with him. He begins the story as follows: The colleagues who did not allocate to them, thought excessively naive, that the file will take its solution to the solution soon, because of ElBaradei's nationality or religion ».
Zarif believes that ElBaradei, cunningly and expansively as an international employee at the head of a global agency, realized the good intentions of the Iranians, arising from naivety and psychosis of ease, and began to feed them and inspire them what they want and Iagi their wishes, through the game of temptation words; “They believe that taking advantage of some of the sentences that did not come out explicitly in the IAEA system is in their favor,” he said. instead of “non compliance”; Z pledge commitment »where he did not notice a lot to the nature of the result. These non-specialized colleagues, who are supposed to have made good progress, should have recognized the apparent difference between these two sentences!
But why did IAEA Director General Mohamed ElBaradei practice this word game and deceive the terminology with the Iranians, and what prompted the Iranian political and negotiating team to be dragged into it, despite what the Iranians have traditionally been prudent in conducting negotiations? Zarif answers the question as follows: “My colleagues and others like me heard in the hearings that the term“ non compliance ”in the IAEA system is dangerous and that its use by the Secretariat and the Board of Governors is to return the file to the Security Council. Therefore, they were pleased when ElBaradei said in his report: "breach of the obligation to comply" and avoided the use of that dangerous phrase, while this sentence: "breach of the obligation to comply" is what dragged us to the Security Council »(ibid., P. 233 ).
Nevertheless, the blame lies not on ElBaradei's eyes, but on the Iranians who believed and disregarded him. Otherwise, those who do not understand the difference between “breach of the obligation to comply” and “non compliance” and do not know the dire consequences of this in international law cannot write a news report. Unfortunately, some of our colleagues who have reached such a low level of misunderstanding have allowed themselves the right to express their experience and to express a specialized opinion! (Ibid., Pp. 233-234).

Monitoring stations
Three internal triggers for Iran's nuclear are behind the uproar and controversy. The first is accusing the negotiating team of defiance and defeatism for America and the West, and the great struggle over the CTBT to ban nuclear tests at all. The third is the issue of the three monitoring stations that Tehran agreed On its monument in its territory.
Complementing the psychosis of ease, naivety, lack of experience and specialization, Zarif provides an example of the situation, taking it from the intense debate about monitoring devices.
What happened in Iran is that a mixture of politicians, academics, media professionals, pretenders of expertise and expertise has been surprisingly confusing. T. B. Although the CTBT will not become operational unless it is ratified by 144 countries in its parliaments. Among these 44 countries are Israel, the US, Russia and Iran. That the meaning of Si. T. B. This is a treaty that will not be enforceable for Iran even if it is signed, as long as Israel has not signed it! '' (Aqaى Safir, 201).
But the ignorant or intentional irony is that the opponents of these stations and their apparatuses in Iran were content with the first and the second. "These stations are designed in such a way that, if there is an atomic explosion in Pakistan, Argentine stations can also monitor them," he says. "For example, all the stations spotted the North Korean nuclear test, but one station proved that this was a nuclear test, the Russian Nuclide X-ray station, while the rest said they had not seen any trace of nuclear radiation." Zarif concludes: “All the talk that has been said and raised by the masters inside Iran is worthless and unfounded, and it is so fragile and weak that it does not deserve a response” (ibid., P. 204).
