WASHINGTON: An American senator has called for Washington to consider an attack on Iranian oil facilities as pressure grows in the US for a firm response to the Saudi Aramco strikes.

Saudi Arabia’s Energy Minister Prince Abdulaziz bin Salman inspected the Aramco factories in Abqaiq and discussed with local officials the latest developments following the terrorist attack that targeted the two facilities.

Secretary of State Mike Pompeo blamed Iran for the drone attacks on Saturday against the Abqaiq oil processing plant and the Khurais oil field. He also suggested that unlike previous drone and missile attacks on the Kingdom, this one may not have been launched from Yemen by the Iran-backed Houthis. Reports have said that the attack may have originated in Iraq where Iran also holds sway over a large number of powerful militias.

“It is now time for the US to put on the table an attack on Iranian oil refineries if they continue their provocations or increase nuclear enrichment,” Lindsey Graham, a Republican senator close to Donald Trump, said on Twitter.

Iran on Sunday denied it was behind the attack, but the Yemeni Houthi militia backed by Tehran, claimed they had launched them. 

The White House on Sunday did not rule out a potential meeting between President Donald Trump and Iranian President Hassan Rouhani, even after Washington accused Iran of being behind drone attacks on Saudi oil facilities.

White House adviser Kellyanne Conway said the attacks “did not help” prospects for a meeting between Trump and Iranian President Hassan Rouhani during the United Nations General Assembly this month but she left open the possibility it could happen.

"You're not helping your case much," by attacking Saudi Arabia, civilian areas and critical infrastructure that affects global energy markets.” Conway told the Fox News Sunday program.

The Trump administration's sanctions and “maximum pressure” campaign on Iran over its nuclear and ballistic missile program will continue whether or not the two leaders meet, she added.

The US ramped up pressure on Iran last year after trump withdrew from an international pact to curb Iran’s nuclear program.

Washington has reimposed a tough sanctions regime on Tehran, which it accuses of hiding behind the nuclear deal to advance its missiles program and aggressive foreign policy in the Middle East.

Meanwhile, condemnation of the attacks continued from around the world.

Kuwait's emir telephoned King Salman on Sunday to express his condemnation of the attack.

Secretary General Antonio Guterres condemned the attack and called upon all parties to exercise maximum restraint to prevent any escalation.

King Salman also received a telephone call from Palestinian President Mahmoud Abbas expressing his deep condemnation.
Abbas affirmed that the Palestinian government and people stand with the Kingdom to confront these terrorist acts of aggression.

UK foreign minister Dominic Raab said the attack was a “reckless attempt to damage regional security and disrupt global oil supplies.”

The European Union warned of a “real threat to regional security” in the Middle East.

Yemen rebel group claims responsibility for attack on Saudi oil facilities

 

The attack, which knocked out more than half of the Saudi oil output, may force the U.S. to tap into its own oil reserves to keep the markets well supplied.

 

President Trump on Sunday suggested U.S. investigators had "reason to believe" they knew who launched crippling attacks against a key Saudi oil facility, and vowed that America was "locked and loaded depending on verification."

While he did not specify who he believed was responsible for Saturday's drone attacks, U.S. investigators previously have pointed the finger at Iran.

"Saudi Arabia oil supply was attacked. There is reason to believe that we know the culprit, are locked and loaded depending on verification, but are waiting to hear from the Kingdom as to who they believe was the cause of this attack, and under what terms we would proceed!" the president tweeted.

Earlier Sunday, Trump authorized the use of emergency oil reserves in Texas and other states after Saudi oil processing facilities were attacked, sparking fears of a spike in oil prices when markets reopen Monday.

The president wrote that he had authorized the release of oil from the Strategic Petroleum Reserve, "in a to-be-determined amount sufficient to keep the markets well-supplied."

The Saudi oil sites attacked on Saturday, in a drone assault linked to Iran, interrupted about 5.7 million barrels of crude oil production, over 5 percent of the world’s daily supply.

Yemen’s Iran-backed Houthi rebels have claimed responsibility, but the U.S. has accused Iran of launching the assault. Tehran has denied any involvement, calling the accusations "maximum lies."

The Strategic Petroleum Reserve, located in Texas and Louisiana, is the largest government-owned stockpile of emergency crude oil in the world, according to the Department of Energy, which manages the supply.

The emergency reserve was created in the mid-1970s amid rising gasoline prices sparked by the Arab oil embargo. Per U.S. law, presidents may authorize the use of the reserves if a major disruption threatens the economy.

Iran has dismissed US accusations it was behind drone attacks on Saudi Arabia's oil plants, and warned it is ready for a "full-fledged" war.

Iranian foreign ministry spokesman Abbas Mousavi said Washington had adopted a "maximum pressure" strategy against Iran, but because of "its failure [the US] is leaning toward maximum lies".

His remarks came as a senior commander in Iran's Revolutionary Guards said America's military bases and aircraft carriers, which are stationed up to 1,243 miles around Iran, were within range of Iranian missiles.

Amirali Hajizadeh was also quoted by the Tasnim news agency as saying that Iran has always been ready for a "full-fledged" war, without mentioning Saturday's explosions in Saudi Arabia.

Saturday's drone attacks - which Yemen's Iranian-backed Houthi rebels claim they carried out - have halted around half of Saudi oil supplies after hitting the kingdom's biggest processing facility and a major oil field.

They set off huge fires, leading to a suspension of production operations at the Abqaiq facility and the Khurais field, about 200 miles northeast of the Saudi capital Riyadh.

Terrorist attacks on major oil processing plants in Saudi Arabia are putting the world under a test of its ability to deal with a supply crisis. It faces the loss of 5% to 6% of global supplies from the world's largest crude exporter temporarily.
In an effort to calm markets, Saudi Arabia said it would use its large oil stocks to compensate its customers, the day after the attack on two major oil facilities in the kingdom. Washington has also said it is ready to withdraw from strategic oil reserves if necessary.
 
The Iranian-backed al-Houthi terror group in Yemen has claimed responsibility for the attacks, which led to the closure of two units at the Abqaiq facility, the heart of the kingdom's oil industry, and a statement from Saudi Aramco said the kingdom's production would fall by 5.7 million barrels per day, more than half of Saudi production.
Crude oil prices could rise several dollars a barrel when markets open on Monday as prolonged supply disruptions could prompt the United States and other countries to withdraw from their strategic oil stocks to increase commercially available quantities globally.
"Oil prices will jump because of this attack and if Saudi production is prolonged, the drawdown from the strategic stockpile ... seems likely and logical," said Jason Burdoff, founding director of the Center for Global Energy Policy at Columbia University in New York.
It is too early to know the extent of the damage to the Saudi processing and supply chain units that transport crude oil from production fields to export facilities.
Aramco Chief Executive Amin Al-Nasser said in a statement that the company would have more information within 48 hours as it works to halt production.
Last year, Aramco's exports exceeded seven million barrels per day (bpd) of crude oil, with three-quarters of those being delivered to customers in Asia.
Saudi Arabia has reserves of about 188 million barrels, equivalent to Abqaiq's processing capacity, for about 37 days, according to a memo Saturday from Rabidan Energy Group.
The Organization of Petroleum Exporting Countries' (OPEC) surplus production capacity, the untapped production capacity that can be used to supply consumers in the event of a supply shortage, has been declining for decades due to aging oil fields.
In August, Saudi Arabia's actual 2.3 million barrels per day (bpd) of spare capacity was more than two-thirds of OPEC's 3.2 million bpd, according to estimates by the International Energy Agency, with Kuwait and the UAE contributing most of the difference.
Analysts said Russia may have spare capacity in the wake of a global deal between OPEC and its allies to limit production to boost prices.
The US Department of Energy says the US strategic stockpile now stands at about 644 million barrels, roughly equivalent to US production in 52 days.
A prolonged supply disruption could push up production and exports from the United States, but analysts and oil traders said US companies' response to price changes could take months due to logistical constraints.
US production now exceeds 12 million bpd and exports exceed 3 million bpd, but it is unclear whether US export facilities can absorb additional shipments. "Every day the facility remains closed, the world loses another five million barrels of oil production, and the world's spare capacity is not five million barrels a day,"

Trump authorizes use of emergency oil reserve after Saudi attacks

President Trump on Sunday announced he had authorized the use of the U.S.'s emergency oil reserve in response to a series of drone attacks in Saudi Arabia that have disrupted the Gulf country's crude output.

"Based on the attack on Saudi Arabia, which may have an impact on oil prices, I have authorized the release of oil from the Strategic Petroleum Reserve, if needed, in a to-be-determined amount sufficient to keep the markets well-supplied," Trump said in a series of tweets. "I have also informed all appropriate agencies to expedite approvals of the oil pipelines currently in the permitting process in Texas and various other States."

Established in the 1970s in response to the Arab oil embargo, the Strategic Petroleum Reserve is the world's largest crude oil stash. Located along parts of the U.S. Gulf Coast, it has been used a handful of times times since its conception: during the first Gulf War in 1991, after Hurricane Katrina hit in 2005 and following supply chain disruptions in Libya in 2011. 

Trump's decision, which had been signaled earlier this weekend by Energy Secretary Rick Perry, comes after a series of drone attacks on oil facilities in Saudi Arabia cut off around 5 percent of the country's crude output, sparking fears that they will impact oil prices around the globe.

The attacks were claimed by Houthi rebels fighting Saudi-backed forces in Libya, but Secretary of State Mike Pompeo blamed the attacks on Iran. Tehran has dismissed the allegations.

Trump later tweeted that the U.S. was waiting for confirmation as to who was likely responsible.

"There is reason to believe that we know the culprit, are locked and loaded depending on verification, but are waiting to hear from the Kingdom as to who they believe was the cause of this attack, and under what terms we would proceed!" he said.

The attacks are a notable escalation in the ongoing conflict between Riyadh, one of the U.S.'s closest partners in the region, and Tehran.

As bankers discussed Saudi Aramco’s initial public offering at the Ritz Carlton hotel in Dubai last week, a drone attack was being planned to hit the heart of its operations over the weekend. It caused Saudi Arabia to halve its oil output and may cut the valuation of Aramco’s milestone deal.

The giant oil producer has accelerated preparations for a share sale that could happen as soon as November in Riyadh. Dozens of bankers from Citigroup Inc. to JPMorgan Chase & Co. met last week to work on the deal, with analyst presentations initially scheduled for next week, people familiar with the matter have said.

“Crown Prince Mohammed bin Salman will push the company to demonstrate that it can effectively tackle terrorism or war challenges,” analysts led by Ayham Kamel, head of Middle East and North Africa research at the Eurasia Group, said in a report. “The attacks could complicate Aramco’s IPO plans.”

In an attack blamed by the U.S. on Iran, a swarm of drones laden with explosives set the world’s biggest crude-processing plant ablaze. Floating a minority stake of the oil giant, officially known as Saudi Arabian Oil Co., is part of Prince Mohammed’s efforts to modernize and diversify the economy.

 

The attacks underscored geopolitical tensions in the region. Iran denied responsibility, which was instead claimed by Iranian-backed Houthi rebels in Yemen.

The main Saudi stock index fell as much as 3.1% shortly after opening on Sunday, leading losses in the Gulf. It partially recovered and was down 1.1% as of 12:48 p.m. local time.

Back in 2017, investors suspected that Saudi government-related funds swooped in to support the market after the imprisonment of local billionaires at the Ritz-Carlton in Riyadh. That also happened amid the international crisis following columnist Jamal Khashoggi’s murder at the Saudi consulate in Istanbul.

All these articles about the USA attacking Iran, where are the articles saying Saudi Arabia defending their own country an them attacking Iran. 

With all the gold an money they have, they should have a modern Air Force and military. I think the USA should sit this one out an let the Arabs an Jews take care of Iran.

MOSCOW (Reuters) - Russian Energy Minister Alexander Novak said he planned to talk to his Saudi counterpart after attacks on Saudi oil facilities, adding there were enough commercial oil stocks around the world to cover any supply shortages from Saudi Arabia.

Novak said the criteria for the global oil production deal had not changed and there was no immediate need for an extraordinary meeting of OPEC and independent producers, and a Kremlin spokesman said Russia would see what was happening in Saudi Arabia before any decision on Russian oil production was made.

Iraqi intelligence denies any media statement attributed to it about attacks on Saudi oil institutions

BAGHDAD / Obelisk: A spokesman for the Iraqi National Intelligence Service denied that any official in the agency had authorized Middle East Online, or any other media, especially in connection with the attacks on oil institutions in eastern Saudi Arabia.

The spokesman stressed that the agency is committed to the letter and spirit of the statement issued by the Prime Minister's Office on September 15, and calls on the media to be credible and accurate in reporting news, especially those that may seek to involve the country in conflicts of external confrontation.

Moody's credit rating agency said on Monday that drone attacks on Saudi oil facilities over the weekend would have a negative impact on the credit rating and that production disruption was "significant", adding that it expected a limited long-term impact.

"We do not expect this to have a long-term impact on Saudi Aramco's financial position, given its strong balance sheet and strong reserves," said Rehan Akbar, vice president of Moody's.

"Nevertheless, this event highlighted the fiduciary ties between the company and the Kingdom in terms of geographic focus and, most importantly, exposure to geopolitical risks."

Saudi Arabia has a long-term rating of Moody's at A1.

BAGHDAD: Iraq on Sunday strongly denied claims that its territory had been used to launch a wave of drone strikes on two Saudi oil facilities.

In a statement from Iraqi Prime Minister Adel Abdul-Mahdi’s media office, the government vowed to take “firm” action against any parties that attempted “to violate the constitution,” and appealed for an end to the attacks which posed a major threat to regional and global security. And Iraqi commanders of pro-Iran armed factions warned they could now be targeted themselves by the US. 

Drones hit Saudi Aramco refineries at Abqaiq and Khurais, in the Eastern Province, on Saturday setting them on fire and sparking international outrage.

Although the Iranian-backed Yemeni Houthi group has claimed responsibility for the attacks, while the US has officially blamed Iran, some regional and international media organizations have accused Iraqi factions linked to Iran of launching the strikes from Iraqi territory.

“Iraq denies news circulated by some media outlets that suggest its territory was used to attack Saudi oil facilities using drones, and stresses its constitutional commitment to prevent the use of its territory to attack its neighbors, brothers and friends,” the statement said.

“The Iraqi government will deal firmly with anyone who tries to violate the constitution … (and) calls on all parties to stop mutual attacks which cause great loss of life and facilities.

“The Iraqi government affirms that it follows with great interest these developments and solidarity with its brothers and expresses concern that the escalation and military solutions will complicate the humanitarian and political situation and threaten our common, regional and international security,” it added. The strikes, which have disrupted Saudi crude oil production, have raised fears of US retaliation and intensified concerns in the region, especially from Iraq, about the reaction of American President Donald Trump’s administration to Iran and its allies.

Iraq has become one of the biggest battlegrounds in the region between the US and Iran since 2003. The two sides control dozens of armed groups and their allies, and the Iraqi government has come under pressure, both internally and externally, to deal with the activities of pro-Iran factions.

For years Iraq has maintained a policy of distancing itself from any regional or international conflicts.

A senior Iraqi National Security source told Arab News: “We have no evidence to suggest that any armed Iraqi faction was involved in these attacks, and we have not received any accusation from Saudi Arabia, or any international or regional party involved.

“We were surprised by the prime minister’s statement and sent him a written reply saying that issuing this denial is wrong and if there is a need to provide some clarifications to our allies or friends in the region, including Saudi Arabia, diplomatic channels and back channels can play this role.”

The Iraqi Security and Defense Parliamentary Committee was also surprised that a statement had been issued denying Iraq’s involvement in the bombings, three committee members told Arab News.

“We in principle refuse to target innocent people and infrastructure in Saudi Arabia and anywhere in the world. We have no rivalry with Saudi Arabia, and the Iraqi government and its security forces, including the Popular Mobilization Units, have no interest in engaging in a war that we have nothing to do with,” Ahmad Assadi, a prominent Shiite member of the committee and commander of one of Jund Al-Imam’s armed factions, told Arab News.

“We do not understand the motive behind the accusations. If someone thinks that these attacks (on the Saudi oil installations) are part of our response to attacks that targeted our warehouses, they are wrong.

“We have already declared that the attacks on our warehouses were directly or indirectly carried out by the Zionist entity, and therefore Saudi Arabia has nothing to do with them, and we have no justification for attacking it.”

Iraqi commanders of pro-Iran armed factions said media reports of their involvement were an American attempt to put more pressure on the Iraqi government and justify future attacks on resistance leaders inside Iraq.

“We know that the accusations are baseless and the Americans cannot prove them. They would know if any drones took off from anywhere in Iraq as they fully control the Iraqi skies, so it is just a new pretext to target us,” a prominent commander of Asa’ib Ahl Al-Haq, one of the most powerful Shiite armed groups in Iraq, told Arab News.

“They (the US) will start a campaign to terminate the leaders of the resistance (pro-Iran) factions and some Shiite politicians who they (the Americans) believe are a threat for their (the US’) interests.

“We have taken precautions and whoever (commanders) thinks he will be a target will avoid public appearances for this period.”

Saudi Arabia has led a military alliance to support President Hadi's forces to restore the country's rule since March 26, 2015, against the Houthis who control the capital Sanaa.
To date, the bloody conflict in Yemen has led to the displacement of hundreds of thousands of people from their homes, cities and villages, the spread of infectious and famine diseases in some areas, and significant destruction of the country's infrastructure.
It also resulted, according to statistics of UN bodies and organizations, killing and injuring hundreds of thousands of civilians, as well as the deterioration of the humanitarian situation and the spread of diseases and epidemics, especially cholera, and the decline in the size of cash reserves.
