Secretary of State Mike Pompeo blamed Iran for coordinated drone strikes on the heart of Saudi Arabia’s oil industry, saying they marked an unprecedented attack on the world’s energy supply.

The strikes shut down half of the kingdom’s crude production on Saturday, potentially roiling petroleum prices and demonstrating the power of Iran’s proxies.

Iran-allied Houthi rebels in neighboring Yemen claimed credit for the attack, saying they sent 10 drones to strike at important facilities in Saudi Arabia’s oil-rich Eastern Province. But Mr. Pompeo said there was no evidence the strikes had come from Yemen.

In a tweet, he said the U.S. will work with allies “to ensure that energy markets remain well supplied and Iran is held accountable for its aggression.” He added that the strikes showed Iran wasn’t serious about diplomacy.

Mr. Pompeo didn’t explain how the U.S. believes Iran was to blame or where the strikes originated, but Iran-backed militias in Iraq have previously been responsible for targeting Saudi Arabia’s oil industry.

The production shutdown amounts to a loss of about 5.7 million barrels a day, the kingdom’s national oil company said, roughly 5% of the world’s daily production of crude oil.

Officials said they hoped to restore production to its regular level of 9.8 million barrels a day by Monday. Energy Minister Prince Abdulaziz bin Salman said lost production would be offset through supplies of oil already on hand.

The strikes mark the latest in a series of attacks on the country’s petroleum assets in recent months, as tensions rise among Iran and its proxies like the Houthis, and the U.S. and partners like Saudi Arabia. The attacks could drive up oil prices if the Saudis can’t turn production back on quickly and potentially rattle investor confidence in an initial public offering of Saudi Aramco, the national oil company.

President Trump called Saudi Arabia’s day-to-day ruler, Crown Prince Mohammed bin Salman, on Saturday and said the U.S. was ready to “cooperate with the kingdom in supporting its security and stability,” according to the Saudi Press Agency, the official news service.

The White House confirmed that Mr. Trump spoke with the crown prince, saying in a statement that the president offered “his support for Saudi Arabia’s self-defense.”

The attacks happened a few days before world leaders are set to gather in New York for the United Nations General Assembly, where Mr. Trump has said he is interested in meeting with Iranian President Hassan Rouhani to defuse tensions. Iran didn’t react to the attacks on Saturday, and officials have said Mr. Rouhani won’t meet with Mr. Trump until the U.S. lifts sanctions imposed after the president pulled out of the 2015 international nuclear deal.

The new strikes thrust Mr. Trump into a fierce foreign-policy crosswind as his national security team is at its thinnest point in more than a year and concerns about a global slowdown are fanning recession fears.

Mr. Trump has supported Saudi Arabia’s leaders in their war in Yemen at a time when many U.S. lawmakers have soured on the conflict and grown impatient with the kingdom’s crown prince. At the same time, Mr. Trump has pursued what he calls his “maximum pressure” campaign of sanctions and military threats against Iran.

Saturday’s attack was the largest yet claimed by the Houthis in terms of its overall impact on the Saudi economy. The attack hit hundreds of miles away from their Yemen stronghold.

“The attack has been quite surprising” for the amount of damage it caused, said Fabian Hinz, an arms researcher at the Middlebury Institute of International Studies in Monterey, Calif.

“We have seen quite a few drone and missile attacks against Saudi infrastructure, but in most cases the actual damage caused has been quite minimal,” said Mr. Hinz.

Even before Mr. Pompeo tweeted, analysts cautioned against accepting the Houthi claim of responsibility at face value. An attack in May on a Saudi oil-pumping station, which Saudi officials initially blamed on the Houthis and Iran, later turned out to have been launched by an Iranian-backed militia in Iraq, according to U.S. officials.

Saudi officials aren’t sure the attack emanated from Yemen and were discussing on Saturday the possibility that the attack came from the north, according to people familiar with the matter.

Saudi oil officials rushed to contain the damage as fires raged in two major oil facilities. Aramco held an emergency board meeting on Saturday to manage the unfolding crisis, the people familiar with the matter said.

The attacks hit Hijra Khurais, one of Saudi Arabia’s largest oil fields, which produces about 1.5 million barrels a day. They also hit Abqaiq, the world’s biggest crude stabilization facility, which processes seven million barrels of Saudi oil a day, about 8% of the world’s total. There were no injuries reported.

The Abqaiq facility has come under attack before. In 2006, suicide bombers sent by terrorist group al Qaeda blew themselves up at the gate of the facility.

“If you really want to stab the Saudi regime in the heart and send oil prices up, this is your target,” said Bob McNally, an energy expert and former member of the National Security Council under President George W. Bush who was involved in efforts to secure the facility between 2001 and 2003.

The Houthis took control of Yemen’s capital, San’a, in 2014 during a civil war. Since then, a Saudi-led coalition has fought to unseat the Houthis and reinstate a government supported by Saudi Arabia, the United Arab Emirates and other regional powers.

In recent months the Houthis, along with Iranian-backed armed groups in Iraq, have intensified a campaign of missile and drone attacks on Saudi Arabia, launching more than a dozen attacks at Saudi airports, a desalination plant and oil infrastructure. Suspected Houthi ordnance originating from the Yemeni border is launched at Saudi Arabia several times a week, a U.S. official said.

The increasing sophistication of the attacks has shown deepening cooperation between the Houthis and Iran as Tehran has sought ways to apply pressure on their Saudi and American adversaries, according to U.S. officials and analysts. The Iranian government denies controlling the Houthi movement.

A U.N. panel last year said there were strong indications Iran was the source of Houthi missile and drone technology but didn’t directly accuse the Tehran government of providing the weaponry. It said Iran has failed to take the necessary measures to prevent such transfers.

“We promise the Saudi regime that our future operations will expand and be more painful as long as its aggression and siege continue,” a Houthi spokesman said Saturday.

The strikes complicate U.N. and U.S. efforts to negotiate an end to the conflict, which has killed more than 10,000 people over the last four years. U.S. officials had quietly attempted to launch a back channel to the Houthis.

The Yemen war is a central front in a new and more aggressive foreign policy overseen by Prince Mohammed, who launched the intervention with a coalition of allied states in 2015. Under the prince’s watch, the kingdom also applied a blockade on neighboring Qatar, detained Lebanon’s prime minister, and sent a team of men to kill exiled journalist Jamal Khashoggi in Istanbul in 2018.

A conservative kingdom with a Sunni Muslim majority, Saudi Arabia has been an opponent of Iran in a struggle for power across the broader Middle East since the 1979 revolution that toppled Iran’s monarchy.

The drone attacks on Aramco’s facilities are poorly timed for Aramco’s coming IPO and pose a challenge to oil officials after a changing of the guard in their leadership. Aramco last week picked seven international banks to help it list on Saudi Arabia’s domestic exchange, an IPO that could value the company at about $2 trillion dollars and come before the end of the year.

Remember when our President said our country has the capabilities to flood the market with our oil should OPEC's strength resurge again and they are able to manipulate the ppb. If such a mechanism is in place this would be a perfect time for it to be demonstrated by applying it to this situation and replace the supply that may be lost.  At least until such time that the facility can be repaired and the Saudi's can manage their market share. The Saudis should also tap into their oil reserves; assuming they have some.

WASHINGTON (Reuters) - The administration of President Donald Trump is ready to use the US emergency oil reserves if necessary after drone attacks on two oil facilities in Saudi Arabia, a Energy Department spokeswoman said on Tuesday.

Energy Minister Rick Perry is "ready to use resources from the Strategic Petroleum Reserve if necessary to offset any disruption in the oil markets as a result of this aggression," said Shaylin Heinz.

The Iranian-allied Houthi movement in Yemen claimed responsibility for Saturday's attacks on two plants in the heart of Saudi Arabia's oil industry, including the world's largest oil refinery in Abqaiq.

Haynes said Perry directed the ministry's leadership to work with the IEA in Paris "on possible options for collective global action if necessary."

The United States has at times coordinated with the IEA mass oil withdrawals from international reserves.

President Donald Trump has long urged members of the Organization of the Petroleum Exporting Countries (OPEC) to produce more oil to control crude prices.

Attacks on major oil processing plants in Saudi Arabia are putting the world to the test of its ability to deal with a supply crisis as it faces the temporary loss of more than 5 percent of global supplies from the world's top crude exporter.

The Iranian-backed al-Houthi group in Yemen has claimed responsibility for the attacks that led to the closure of two units at the Abqaiq facility, the heart of the oil industry in the kingdom.
Crude oil prices could rise several dollars a barrel when markets open on Sunday night, as prolonged supply disruptions could prompt the United States and other countries to withdraw from their strategic oil stocks to increase commercially available quantities worldwide.
The US Treasury said on Saturday it was ready to withdraw from strategic stocks if necessary.
"Oil prices will jump due to this attack and if prolonged Saudi production is disrupted, the drawdown of strategic stockpiles ... seems likely and logical," said Jason Burdoff, founding director of the Center for Global Energy Policy at Columbia University in New York.
It is too early to know the extent of the damage to the Saudi processing and supply chain units that transport crude oil from production fields to export facilities.
Aramco Chief Executive Amin Al-Nasser said in a statement that the company would have more information within 48 hours as it works to halt production.
Last year, Aramco's exports exceeded seven million barrels per day (bpd) of crude oil, with three-quarters of those being delivered to customers in Asia. Saudi Arabia has reserves of about 188 million barrels, equivalent to Abqaiq's processing capacity, for about 37 days, according to a note on Saturday from Rabidan Energy Group.
The Organization of Petroleum Exporting Countries' (OPEC) surplus capacity, the untapped production capacity that can be used to supply consumers in the event of a shortage of supplies, has been declining for decades due to obsolete oil fields.
In August, Saudi Arabia's actual 2.3 million barrels per day (bpd) of spare capacity was more than two-thirds of OPEC's 3.2 million bpd, according to IEA estimates. Kuwait and the United Arab Emirates contribute most of the difference.
Analysts said Russia may have spare capacity in the wake of a global deal between OPEC and its allies to limit production to boost prices.
The US Department of Energy says the US strategic stockpile is now about 644 million barrels, equivalent to nearly US production in 52 days.
A prolonged supply disruption could push up production and exports from the United States, but analysts and oil traders said US companies' response to price changes could take months due to logistical constraints.
US production now exceeds 12 million bpd and exports exceed 3 million bpd, but it is unclear whether US export facilities can absorb additional shipments.
"Every day the facility remains closed, the world loses another five million barrels of oil production," said Andy Lippo, president of Lippoil Associates. The world's spare capacity is not five million barrels per day. ”

The Iraqi Prime Minister's Office issued a statement on Sunday on the use of Iraqi land in the attack on Saudi Aramco oil plants.

Iraq denied what was reported by some media and social networking about the use of its territory to attack Saudi oil installations by drones.

Iraq confirmed; according to a statement of the Office of the Prime Minister, on Sunday, its constitutional commitment to prevent the use of its territory for aggression on his neighborhood and his brothers and friends.

A terrorist attack on Saturday by Yemen's Houthi militia on Saudi Aramco's Abqaiq and Khurais plants halted production temporarily.

He added that the Iraqi government will deal firmly against anyone who tries to violate the Constitution, and has formed a committee of the relevant Iraqi parties to follow up the information and developments.

Iraq called on all parties to cease mutual attacks and cause great loss of life and facilities.

Abu Dhabi - Mubasher : The United Arab Emirates is awaiting the results of a Saudi investigation into drone attacks on two Aramco facilities in the kingdom, a UAE Foreign Ministry official said on Sunday.

The UAE will continue to support the diplomatic efforts of the UN special envoy in Yemen, according to Hind Mana al-Otaiba, according to Reuters.

She said the UAE would provide all the aid it has pledged to Yemen this year.

 The UAE minister of state for foreign affairs said the attack on Saudi Aramco's factories affected the UAE and the rest of the region.

Anwar Gargash added that his country is aware of the huge challenges facing the region and has chosen to stand by Riyadh.

The Saudi Interior Ministry announced on Saturday, the  control of two fires in two Aramco plants  in the province of Abqaiq and Khurais migration as a result of targeting drones .

Spokesman for the Coalition for support for Legitimacy in Yemen, Col. Turki al-Maliki, said that investigations are underway into the terrorist attack on two Aramco plants to identify those responsible for planning and executing these terrorist acts .  

Abqaiq is located about 75 kilometers south of Dammam in the Eastern Province. It is considered one of the important cities in the region, due to the main location of Aramco's business and one of the largest oil refineries in the world.

The International Energy Agency said on Saturday it was closely monitoring the  situation in Saudi Arabia after oil production facilities in the kingdom were attacked by drones .

Saudi Energy Minister Prince Abdulaziz bin Salman said an estimated 5.7 million barrels of crude oil supplies, or about 50 percent of Aramco's output , had been discontinued and part of the decline would be offset by inventories .

DUBAI: An Iranian Revolutionary Guards commander said on Sunday that US bases and aircraft carriers were within range of Iranian missiles, a day after Yemen’s Iran-aligned Houthi group attacked two Saudi Aramco plants.
“Everybody should know that all American bases and their aircraft carriers in a distance of up to 2,000 kilometers around Iran are within the range of our missiles,” said the head of Iran’s Revolutionary Guards Corps Aerospace Force Amirali Hajjizadeh.
The semi-official Tasnim news agency also quoted him saying that “Iran has always been ready for a “full-fledged” war.”

BAGHDAD: Baghdad on Sunday denied any link to drone attacks on Saudi oil plants, after media speculation that the strikes were launched from Iraq despite being claimed by Yemeni rebels.
The attacks early Saturday targeted two key oil installations, causing massive fires and taking out half of the kingdom’s vast oil output.
The operation was claimed by Iran-backed Houthi rebels in Yemen, where a Saudi-led coalition is bogged down in a five-year war.
But the Wall Street Journal has reported that officials were investigating the possibility the attacks involved missiles launched from Iraq or Iran.
Prime Minister Adel Abdel Mahdi on Sunday denied reports Iraqi territory “was used for drone attacks on Saudi oil facilities.”
“Iraq is constitutionally committed to preventing any use of its soil to attack its neighbors,” he said in a statement.
“The Iraqi government will be extremely firm with whomever tries to violate the constitution.”
Iraq is home to several Iran-backed militias and paramilitary factions, placing it in an awkward situation amid rising tensions between its two main sponsors, Tehran and Washington.
United States Secretary of State Mike Pompeo squarely accused Tehran of being behind Saturday’s operation, saying there was no evidence the “unprecedented attack on the world’s energy supply” was launched from Yemen.
Iraq has called for its territory to be spared any spillover in the standoff between the US and Iran, which has included a series of attacks on shipping in sensitive Gulf waters.
Recent raids on bases belonging to Iraqi Shiite paramilitary groups linked with Iran, attributed to Israel, sparked fears of an escalation.
There have been no military consequences so far, but the strikes have heightened divisions between pro-Tehran and pro-Washington factions in Iraq’s political class.
Baghdad has recently moved to repair ties with Saudi Arabia, a key US ally — much to Iran’s chagrin.
Riyadh recently announced a major border post on the Iraqi frontier would reopen mid-October, after being closed for almost three decades.

RIYADH: Saudi Arabia’s energy minister said drones that attacked Saudi Aramco installations had caused an interruption of an estimated 5.7 million barrels in crude supplies and threaten the world economy.

The Arab Coalition spokesman Col. Turki Al-Maliki said in a statement that investigations are ongoing to identify the perpetrators.

And Al-Maliki said Arab coalition forces would continue to implement necessary measures to deal with the terrorist threats.

Prince Abdulaziz bin Salman said as a result of the terrorist acts, oil production in Abqaiq and Khurais was knocked out temporarily and that estimates show that 50 percent of the company’s production had been interrupted.

Part of the decrease will be compensated to clients through reserves, Prince Abdulaziz said in a statement carried on the Saudi Press Agency.

The newly appointed minister confirmed there were no injuries to staff at the locations targeted, adding that the company is still assessing the resulting damage.

The attacks not only target the Kingdom’s vital installations, but also target the international oil supply and threaten its security, he said, and are a threat to the world economy. 

The blasts took place at 3:31am and 3:42am at the two locations, both in the Eastern Province of Saudi Arabia, causing fires that were brought under control by emergency services.

The drone attacks, at the world’s largest oil processing plant at Abqaiq and at an oilfield in Khurais, highlight the importance of the international community to protect energy supply against “all terrorist sides that carry out, support and finance such cowardly disruptive acts,” the statement said.

He said that these blasts also knocked out the production of 2bn cubic feet of associated gas daily, used to produce 700,000 barrels of natural gas liquids, which will lead to an approximate 50 percent decrease of Ethane and natural gas liquids supply.

The statement said the company is currently working on restoring the lost quantities, and will present updated information within the next 48 hours.

World leaders condemned the attacks on Saudi Arabia on Saturday and those behind the terrorist acts. 

Donald Trump called Crown Prince Mohammed bin Salman to reassert his country's “readiness to cooperate with the Kingdom, by all means conducive to maintain its security and stability.”

The Crown Prince "underscored the Kingdom’s willingness and strength to thwart such a terrorist aggression and deal with its consequences,” SPA reported on Saturday.

The UAE said it “condemns this act of terrorism and sabotage and considers it as a new evidence of the terrorist groups’ attempts to undermine the security and stability of the region as a whole.”

“The Houthis must stop undermining Saudi Arabia’s security by threatening civilian areas and commercial infrastructure,” said the British government.

“The US strongly condemns today’s drone attacks. These attacks against critical infrastructure endanger civilians, are unacceptable, and sooner or later will result in innocent lives being lost,” said the US envoy in Riyadh John Abizaid.

US Secretary of State Mike Pompeo was emphatic about the need to condemn Iranian aggression, specifically on Saudi Arabia, and the need to ensure the security of world energy supplies.

“Tehran is behind nearly 100 attacks on Saudi Arabia while Rouhani and Zarif pretend to engage in diplomacy. Amid all the calls for de-escalation, Iran has now launched an unprecedented attack on the world’s energy supply. There is no evidence the attacks came from Yemen,” he tweeted, “We call on all nations to publicly and unequivocally condemn Iran’s attacks. The United States will work with our partners and allies to ensure that energy markets remain well supplied and Iran is held accountable for its aggression."

The Council of Ministers of Lebanon have also condemned the targeting of Saudi’s Aramco facilities.

The Houthis, who are backed by Iran, said they had carried out the attacks and that 10 drones had been used.
