Hammouri called on logistics companies in Aqaba to submit all their observations and proposals as soon as possible, in order to develop appropriate solutions for them, as the location of Jordan and the port of Aqaba qualified him to be a regional center for transit trade, and will be re-read in the coming period, the legislation governing the work of this trade, which enhances the competitiveness Port of Aqaba.
He said that Aqaba port is witnessing a rise in handling traffic, due to Iraq 's tendency to increase its dependence on importing goods, which requires strengthening the procedures of clearing the goods at the port and accelerating them and reducing the costs to increase the competitiveness of the port.
In February of this year, Jordan exempted Iraqi imports through the port of Aqaba by 75%, as part of understandings reached by the two sides with the aim of enhancing economic cooperation in various fields.

The amount of oil imported from Iraq for the month of November last 309 thousand barrels were transported by 1209 tanks.

The Minister of Energy and Mineral Resources, Hala Zawati, said in a press statement seen by Al-Eqtisadiah that the total imported quantities of Iraqi oil were transferred from the Baiji refinery to the Jordanian oil refinery in the city of Zarqa at a rate of 10,000 barrels per day.
  
As for the total quantities discharged in the Jordanian oil refinery since the beginning of last September until the end of November last, Zawati said it amounted to 776 thousand barrels.
 
Minister Zawati stressed that these quantities constitute 7% of the Kingdom's needs, pointing out that this step comes within the framework of energy cooperation between Jordan and Iraq to serve the interests of the two brotherly countries.

With regard to the prices of Iraqi oil, Minister Zawati said that the memorandum of understanding stipulates that Iraq will sell crude oil (Kirkuk crude oil) to Jordan on the basis of the Brent crude oil monthly rate minus transportation costs and the difference according to specifications.

She said that the memorandum of understanding embodies the economic interests of Jordan and Iraq and enhance energy cooperation between the two countries and contribute to the creation of more jobs and restore the vital economic role of the land road between the two countries, describing the import of Iraqi oil as the launch of a new phase of economic cooperation between Jordan and Iraq.
 
Zawati stressed the importance of moving forward cooperation relations between Jordan and Iraq in the field of energy to meet the interests of both parties by completing the construction of Iraq's oil export pipeline through the port of Aqaba, which extends from Basra through Haditha and then to the port of Aqaba, as well as the establishment of a network of electrical connection between the two countries.
 
The Ministry of Energy and Mineral Resources, in cooperation with the Iraqi side, began in early September last work on the memorandum of understanding on the purchase of Iraqi oil, which is continuing the transfer process in accordance with the program agreed between the two countries.
 
In February, Jordan and Iraq signed a memorandum of understanding under which the Kingdom imports Iraqi crude oil (Kirkuk crude oil) to meet part of its annual needs.

General statistics show that the value of Jordanian exports to Iraq declined during the first nine months of this year to 306 million dinars, compared to 333 million dinars compared to the same period last year, recording a decrease of 27 million dinars.
And the foreign trade index started since the beginning of the current year between Jordan and Iraq, due to the decline in Jordanian exports, whose volume began to decrease since last March compared to the same period last year despite the signing of a package of agreements and memoranda of understanding related to economic affairs and the reopening of the land border crossing between The two countries.
Jordan and Iraq agreed, during the month of February (February) last, on broad economic files, the most important of which is the implementation of the decision to exempt 344 Jordanian commodities from Iraqi fees and the project to extend the oil pipeline, industrial zone, transportation, electricity, agriculture, communications and information technology, and it was on the sidelines of Prime Minister Omar Al-Razzaz’s visit to Baghdad.
In turn, the head of the Jordan Chamber of Industry, Fathi Al-Jaghbir, said that "the security situation in Iraq has cast a shadow over the volume of national exports, as it decreased during the first nine months of this year by 8% compared to the same period last year."
And Al-Jaghbir indicated that the Chamber is making great efforts to restore economic and trade relations with Iraq to its former era, as the Chamber organizes continuous visits to the Iraqi market in order to network and discover opportunities in various sectors.
Al-Jaghbir stressed that the private sector views Iraq as an important partner in various fields, leading to economic integration that achieves the common interests of both countries.
He explained that the Chamber had recently held a meeting with the President of the Iraqi Industries Federation, as it was agreed to work together to promote Jordanian products in Iraq and promote Iraqi products in the Kingdom.
The President of the Chamber expected that the national exports to Iraq will witness a significant increase during the coming period, especially after the return of security stability to Iraq and the export incentives package that he recently presented to the industrial sector, stressing that Jordanian products are able to compete and meet the needs of this market of various commodities and of high quality.
"The security situation and the instability in Iraq have caused a decline in national exports," said Ehab Qadri, official of the export file to Iraq in the Jordan Chamber of Industry.
And Qadri said that there is a state of anticipation that prevails among the exporters until the return of stability to Iraq, stressing that the Jordanian industry is ready to meet the needs of the Iraqi market of various products with high quality.
He explained that the chamber seeks to enhance the benefit from the economic agreements that were signed with the Iraqi side, especially the decision to implement the exemption of 345 commodities from Iraqi fees by organizing trade missions to Baghdad and exploring opportunities and trying to network with Iraqi merchants and importers.
"The decline in export to the Iraqi market is due to several reasons, the most important of which is the tendency of the Iraqi government to protect its industries by imposing customs duties on goods that were exempt from customs duties," said Musa al-Saket, deputy head of the Amman Chamber of Industry, head of the "Made in Jordan" campaign.
And Al-Saket indicated that many Jordanian exporters were surprised at the recent imposition of customs duties by the Iraqi government on goods that were on the lists of exempted goods and customs duties were imposed on them.
He called on the government to need to intensify communication with the Iraqi government to ensure the application of exemption of customs duties on Jordanian products in addition to conducting a review of all agreements in order to evaluate them to build on strengths and address weaknesses.
Al-Saket said that the Iraqi market is one of the important markets that it depends on to increase national exports during the coming period and return it to its previous era, especially since it was acquiring 20% of the total national exports before 2010.

The ministry stated that the rehabilitation of companies that have expressed their desire to participate in the implementation of the Iraqi-Jordanian pipeline project, which includes extending the first section of the pipeline inside the Iraqi territories "Rumaila - modern" with a distance of approximately 700 km, and a design capacity of two million and 250 thousand barrels .

The second section of the pipeline will be extended to Jordan, Haditha - Aqaba, with a distance of 900 km, and a design capacity of one million barrels .

The Iraqi Deputy Prime Minister for Energy Affairs, Minister of Oil, Thamer Abbas Al-Ghadban, indicated that the Ministry had previously formed a technical work team in cooperation with the international consultant to prepare a formula for legal contracts, financial issues and technical specifications for the implementation of the project .

He indicated that the Ministry has set a timetable that includes inviting companies to qualify and submit technical offers .

Al-Ghadban stated that the Ministry has set the end of May next as a deadline for receiving technical offers for the project from qualified companies, after which the offers will be studied and appropriate selection taken into consideration in the public interest and in a manner that achieves the goals and plans of the ministry .

He hinted that the ministry will invite companies or coalitions to submit the final offer later, and the issue will be resolved and the company or coalition eligible to implement the project will be decided before the end of next year 2020 .

The spokesman for the ministry, Assem Jihad, said that the company or the winning coalition to bid for these projects will cover all costs and financial expenses, and the federal budget does not bear any financial expenses or consequences, and the amounts will be recovered by the investors after the project is run according to the specified time periods .

Jihad said that the project to extend the pipeline inside the Iraqi territories "Rumaila - Haditha" will be in accordance with the formula of the investment contract (EPCF), and the project of laying the section for Jordan "Haditha - Aqaba" will be implemented according to the formula of the investment contract (BOOT).

Jihad denied the rumors about postponing the procedures of implementing the project due to the current situation in Iraq, pointing out that these projects are among the important economic strategic projects that require a long time to prepare and implement .         

In October 2017, the Iraqi Prime Minister and his Jordanian counterpart at the time discussed the steps of a project to build an oil pipeline from the southern city of Basra to the port of Aqaba in southern Jordan.

On April 9, 2013 , Jordan and Iraq signed  an agreement to build  a 1700 km pipeline to transport Iraqi crude oil from Basra to the Aqaba export terminals, at a cost close to $ 18 billion and a capacity of one million barrels per day.

The import of Iraqi oil comes within the framework of the memorandum of understanding signed between the two countries in February 2019, according to which Jordan buys Iraqi crude oil (Kirkuk crude oil) to meet part of its annual needs of crude oil at an average of 10 thousand barrels per day.

Iraqi crude oil (Kirkuk crude oil) is sold to Jordan on the basis of the average monthly price of Brent crude, from which the difference in transportation costs and the difference in specifications is deducted.
