Amman - Al-Rai

Minister of Energy and Mineral Resources Hala Zwati said that the process of transporting 10,000 barrels of oil per day from Iraq will begin before the end of this month.

The minister's statement came during talks in Baghdad with Iraqi Oil Minister Thamir al-Ghadhban during which they discussed bilateral cooperation relations, especially the developments of Iraq's oil export pipeline through the port of Aqaba.

Minister Zuwati briefed the Minister on the presence of the Kingdom's ambassador to Iraq, Montaser Al-Aqla, on the decision of the Iraqi Council of Ministers to approve a draft pipeline for the export of Iraqi oil from oil fields in Rumaila in Basra to the port of Aqaba through the Jordanian territories.

Minister Zwati stressed the importance of the decision of the Iraqi Council of Ministers to approve the project, which transfers about one million barrels of oil per day from the city of Basra for export through the port of Aqaba on the Red Sea.

Zuwati said that the approval of the Iraqi Council of Ministers will be followed by the signing of an agreement between Jordan and Iraq and then start the implementation of the pipeline project, which will extend from the city of Basra and branch to the oil refinery in the city of Zarqa through the Kingdom's land to the port of Aqaba and to the international market.

She pointed out that Jordan and Iraq agreed during the ministerial meeting held in Baghdad early this year headed by the two prime ministers to move forward with the project which serves the interests of the two brotherly peoples by opening a new port for Iraq's oil exports and granting Jordan the right to buy 150,000 barrels of oil per day through the pipeline Which is estimated to cost about 5 billion dollars.

Zwati praised the brotherly ties between Jordan and the Republic of Iraq, especially in the energy field, stressing the importance of joint projects in the service of the two countries and the interests of the two brotherly peoples.

Iraqi Prime Minister Adel Abdul-Mahdi announced Tuesday that the Iraqi cabinet has approved the Iraqi-Jordanian pipeline project, stressing that any impediment to the export of oil through the Strait of Hormuz will affect the Iraqi economy, which depends on oil imports and the Council of Ministers is considering alternatives to find different paths And diversified to ensure the continuation of the movement of Iraqi oil exports in a streamlined manner.

For his part, Deputy Prime Minister for Energy and Minister of Oil Thamer Ghadhban said that the Cabinet approved the project of export (Rumaila - Aqaba) capacity of one million barrels per day through the implementation of a pipeline project to transport crude oil from oil fields in Rumaila Basra to the port of Aqaba on the sea the Red.

The Jordanian and Iraqi sides agreed at the end of talks for the two prime ministers of the two countries on February 2 to start studies necessary for the construction of Iraqi-Jordanian oil pipeline, which runs from Basra through Haditha and then to the port of Aqaba.

On the other hand, the two sides discussed the latest developments in supplying Jordan with about 10,000 barrels of crude oil per day.

In January, Iraq agreed to supply Jordan with Kirkuk crude from the Baiji plant in accordance with a price formula linked to the price of Brent crude, minus transportation costs and different specifications.

ERBIL (Kurdistan 24) – Iraqi and Jordanian officials announced that Amman would receive its first shipment this week of a planned 10,000 barrels per day (bpd) of oil from Iraq's disputed province of Kirkuk as apart of an agreement made between the two neighboring countries in early 2019.

Hala Zawati, Jordan's Minister of Energy and Mineral Resources, told The Jordan Times on Saturday that the oil was being loaded onto trucks at Iraq's Baiji refinery on Saturday. On Sunday, Iraqi spokesman Assim Jihad confirmed to local Iraqi media that the trucks had begun their journey to the Hashemite Kingdom early that morning.

Zawati said that more than 200 trucks, roughly 100 from each country, were expected to reach their destination of Jordan’s Petroleum Refinery Company in Zarqa on Tuesday.

Iraq agreed in late January to provide Jordan with oil from Baiji relying on a price formula that is equal to the rate for Brent crude, a benchmark price for purchases of oil worldwide, minus transport costs and differing specifications.

Related article: Iraq agrees to supply Jordan with 10,000 bpd of oil from Kirkuk

The Jordan Times reported that Burj Al Hayat Transport and Trading Co. won the oil shipping tender in May, "and has since obtained 600 visas for drivers from both countries (300 Jordanians and 300 Iraqis), and will apply for more in the future."

Zawati was quoted by the Ammon news website in mid-August as saying that the necessary procedures to start the transfer were in their final stages and exports to Jordan would start in a short time, stressing that there were "no outstanding issues" that would hinder the successful arrival of the Iraqi oil in Jordan.

The Energy and Mineral Resources Minister previously announced that the oil would start arriving at the end of July, but apparent complications had pushed back the date.

Zawati traveled to Iraq earlier this year for a meeting with government officials in Baghdad following a visit by the country’s monarch, King Abdullah, a first since 2008.

Iraq and Jordan signed a 2013 pipeline agreement worth about $18 billion and announced that multiple financing options would be considered. The Jordanian port of Aqaba, on the northern tip of the Red Sea, has long been a route for Iraqi imports and exports.

A 1,700 km pipeline will have to be built from Iraq's southern port of Basra, through the province of Najaf and vast desert regions of embattled Anbar Province, into Jordan, and down again to the southern port of Aqaba.

August saw the first increase in output for the Organization of the Petroleum Exporting Countries (OPEC) as a result of higher supply from both Iraq and Nigeria, Reuters reported on Friday.

Read More: Increased oil supply from Iraq, Nigeria boosts OPEC output for first time in 2019

In January, Baghdad reluctantly agreed to an output-cutting deal made by an alliance of oil giants known as OPEC+ that aimed to bolster petroleum prices and "restore balance between supply and demand" in the market.

A recent Reuters survey indicated that Saudi Arabia is not deviating from the plan to restrict output, but August's increases by Iraq and Nigeria was apparently enough to outweigh both this and additional losses caused by US sanctions on Iran.

Iraq, OPEC’s second-largest oil producer following Saudi Arabia, almost entirely relies on oil to generate its revenue.

The new Arab quoted Zawati as saying that oil shipments began to flow from Iraq as of Thursday, through tanks landing at the Jordanian oil refinery, under the agreement signed between the two sides in February last year.

Zouati explained that the imported quantities constitute only 7% of Jordan's consumption of crude oil, and that it will be negotiated later to increase the quantity.

Under the memorandum of understanding, Jordan buys Kirkuk crude at prices equivalent to Brent crude, deducting the cost of transportation and specification teams.

The minister pointed out that the number of tanks transporting Iraqi oil is 200 tankers out of 500 contracted through the Jordanian company Al-Hayat Transport Company and its partners, which won the bid to transport crude oil.

Iraq has been operating a pipeline that has been stalled for five years. Jordan is the biggest beneficiary
BAGHDAD (AFP) - A senior official in the energy sector revealed the implementation of a pilot pumping of oil into the main pipeline linking the Kirkuk oil fields with the city of Haditha for the first time in five years.
The official, who declined to be named, said in a press statement that "the aim of the experimental pumping is to determine the levels of damage and other technical problems in the body of the pipe, in a move that was interpreted as part of the steps to implement an oil agreement between Iraq and Jordan, concluded at a time Earlier this year, a pipeline from Basra to the port of Aqaba to export Iraqi crude with a capacity of about one million barrels per day.
This comes nearly two weeks after the Jordanian Minister of Energy and Mineral Resources, Hala Zawati, announced the arrival of the first shipment of crude oil exported from Iraq to Jordan, by 10,000 barrels of land over the border under the memorandum of understanding signed between the two countries last February, praising the efforts Iraq, which resulted in the completion of this important part of cooperation in the field of energy between the two sides thanks to the interest and support of the leaderships of the two countries.
According to the Iraqi official, "the North Oil Company in Kirkuk recently, a test pump in the pipeline from Kirkuk passing through the city of Baiji to the city of modern, at the station {K3} west of the country to see the current problems in the pipeline and maintenance," adding that "this process is underway For the first time in more than five years, the company stopped supplying oil to the pipeline through the pipeline because of ISIS's takeover of Anbar province in 2014. ”
The official added, "The pumping was to assess the pipeline's oil and to know the damage, and found that it is not large and the experimental pumping process succeeded and we identified the status of the line and its carrying capacity, to transport oil," pointing out that "the pipeline is ready to work within Iraqi pipeline network, and at another stage will determine whether to enter the project to export Iraqi oil from Basra to Aqaba, Jordan. "
At the same time, specialists in the oil sector in Iraq that the step is important to complete the pipeline, which depends on both Baghdad and Amman a lot to create a new export port for Iraq away from Turkey and the ports of Basra on the Gulf of security confusion.
According to experts, Jordan will ensure a continuous supply of oil for domestic consumption, as it will reduce the time allocated to complete the project as well as the financial cost, without the need to build a new pipeline at this distance of about 430 km.
Observers confirm that the capacity of the pipeline does not exceed a quarter of a million barrels while the agreement with Jordan is one million barrels per day, excluding that the test pump has to do with the oil project with Jordan at the present time unless there is an expansion plan or considered as a line of several lines to be established to his side.
The economist Ali Khalil said that "the pipeline is one of the important oil pipelines in western Iraq, but pumping oil from Kirkuk through it only means testing it, as the agreement with Jordan requires that the linkage of the Basra oil fields in the south of the country and not Kirkuk fields North.
he adds , "most of Iraq 's cities served by lines of oil medium and large capacity pumping oil in the pipeline could mean that it will be used within the Iraqi linkage Jordanian oil project or that it will return its previous function , which feed power plants and the unity of a small refinery in the city of Haditha in western Iraq oil.
The government approved the mid-year agreement to establish an oil pipeline with an estimated capacity of one million barrels per day with a length of more than 1700 km, and a final cost of up to $ 18 billion to transport oil from Basra on the waters of the Arabian Gulf in southern Iraq to the Jordanian port of Aqaba on the Red Sea.
Prime Minister Adel Abdul Mahdi announced earlier in July that the Council of Ministers had approved the Iraqi-Jordanian oil pipeline project, stressing that any impediment to the export of oil through the Strait of Hormuz will affect the national economy, which depends on oil revenues, and that the Council The ministers are considering alternatives to find different and diverse paths in order to ensure the continuation of the flow of Iraqi oil exports in a smooth manner

AMMAN - National industry exports to Iraq fell during the first seven months of this year by 7% compared to the same period last year, according to the latest figures issued by the Department of Statistics.
The figures show that the value of national exports declined during the first seven months of this year to reach 233.2 million dinars compared to 255.4 million dinars compared to the same period last year, recording a decrease of 17.2 million dinars.
Looking at the index of foreign trade since the beginning of this year, it is noted that national exports to neighboring Iraq began to decline since March (March) last.
The decline came contrary to expectations that there will be a clear increase in the index of exports to sister Iraq, especially after the signing of agreements and memorandums of understanding between the two countries during the month of February (February) last.
During the month of February, Jordan and Iraq agreed on wide-ranging economic issues, the most important of which was the implementation of the decision to exempt 344 Jordanian commodities from Iraqi fees and the project of extending the oil pipeline, the industrial zone, transport, electricity, agriculture, telecommunications and information technology. Baghdad.
Industrialists attributed the decline in Jordanian exports to Iraq to the high cost of production and the inability to compete within the Iraqi market with the same product imported from the countries of the region, in addition to the continued existence of technical obstacles related to customs and transport.
They stressed the need to address the review of production costs, especially with regard to energy, which accounts for up to 40% of production costs in some sectors, in addition to intensifying communication with the Iraqi authorities to resolve all technical obstacles that prevent the flow of Jordanian products to the Iraqi market.
The Minister of Industry, Trade and Supply, Dr. Tariq Hammouri, "The ministry is in constant communication with our sister neighbor Iraq and to seek all technical obstacles that prevent the increase of trade exchange between the two countries."
Hammouri pointed out that there are joint committees between the two countries to hold periodic meetings of what has been agreed to improve and address any problems that may occur during the implementation, stressing that Jordan views the neighbor Iraq as a real partner to reach economic integration that achieves mutual benefits for both parties.
Chairman of the Jordan Chamber of Industry M. Fathi al-Jaghbir said that the high production costs and the inability to compete within the Iraqi market with the same product imported from the countries of the region is one of the most important reasons that led to the decline of national exports to sisterly Iraq despite the agreements signed between the two countries.
Al-Jaghbir pointed out that strengthening the benefit of the agreements signed between the two countries needs time to achieve results on the ground, because of the need for the industrial sector to build a network of relations with the Iraqi merchant and importer and campaigns to promote the definition of the national product.
He explained that the Chamber, in cooperation with the Ministry of Industry, Trade and Supply, is working to organize the visits of a delegation to the Iraqi market in order to explore opportunities and increase exports to the Iraqi market.
He reiterated that Iraq is one of the important and promising markets to increase national exports, especially as the national industry is able to meet the needs of this market because of the high quality it enjoys, indicating that the industrial sector views Iraq as an important trading partner and on the basis of exchange of competition and common interests to reach integration Economic and joint ventures serving the two countries.
"The industrial sector needs time to enhance the utilization of the agreements signed between the two countries during the month of February in order to build a network of relations and find importers of Jordanian goods inside the Iraqi market," said Ihab Qadri, head of the export file to Iraq at the Jordan Chamber of Industry. .
Qadri said that there are technical obstacles related to transport and customs are still on the way to the solution; where there is a response and cooperation by the Iraqi government in this regard.
Qadri, who is the representative of the garment and knitting industry sector, expected that the national exports to Iraq will rise during the coming period, stressing that the agreement signed between Jordan and Iraq has contributed significantly in reducing the decline in exports.
He noted that there are great opportunities for Jordanian products to enter and meet the needs of the Iraqi market, pointing out that the Chamber organizes visits to Iraq in order to discover opportunities and networking with Iraqi traders and importers.
Jordan's exports to Iraq peaked in 2013 to reach 882 million dinars, while in 2016 they declined to the level of 330 million dinars.
