Iraq signed a memorandum of understanding with the United Nations Assistance Mission for Iraq (UNAMI) on Thursday on the Iraq Reconstruction and Recovery Trust Fund. The memorandum of understanding on Iraq was signed by Minister of Planning Nuri al-Dulaimi, and signed by the United Nations Mission Marta Ruidas, the UN Resident Coordinator in Iraq. 

Al-Dulaimi said after the signing of the agreement that "this memorandum organized the work of the management of the Fund for Recovery, Reform, Reconstruction and Development, which comes within the obligations of the Iraqi government decisions of the Kuwait Conference in February 2018, in the management of support pledged by the international community to provide the Iraqi government for the purpose of reconstruction and development and economic reform.

I have not seen where the IMF has announced Iraq has accepted Article VIII obligations.....Article IV consultations generate a report to go to the Board.  The Board then approves actions.  This has yet to be done as far as I know.  When they announce, Iraq will move from Article XIV to Article VIII officially.  The announcement will be something along the lines of "Iraq has accepted Article VIII obligations as of _______"  That date will be many months ago as it is not a decision of Iraq but rather performance of Iraq mandated.  They have to demonstrate over at least 90 days they are compliant with Article VIII.  The last hurdle was Jordan.  That is now past.  All IMO of course.
