ERBIL (Kurdistan 24) – On Monday, Iraq announced that it was opening the Mandali border crossing in Diyala governorate, which connects Iraq with Iran, in the middle of the two countries.

The border crossing had been closed for nearly five months, as the Iraqi Border Ports Authority explained. It was shut down last August, through a decision of then Iraqi Prime Minister Adil Abdul Mahdi, because of allegations of corruption in the administration of the border post.

The Border Ports Authority in a statement announced that Abdul Mahdi, who remains Iraq’s interim Prime Minister, has now decided on re-opening the border-crossing on Tuesday, Dec. 24.

The statement explained that the decision came after “the completion of the necessary procedures to re-develop the border-crossing in terms of infrastructure and services, while building several offices and bases for the operational staff and providing them with the necessary equipment to prevent the violations that had been taking place before.”

Iraq has one of the world’s largest oil reserves, and it is the second-largest oil producer in the Organization of the Petroleum Exporting Countries (OPEC.) However, its citizens suffer from extreme poverty and high unemployment rates—which has led to popular protests that have been ongoing since October.

In response, Abdul Mahdi  resigned his post on Nov. 29. Iraqi President Barham Salih, after consultation with the parliament, was supposed to name an interim prime minister last week. However, that deadline has passed twice.

The underlying problem is that the protestors reject the entire political system, set up by the US in the wake of Operation Iraqi Freedom (OIF)—the US name for the 2003 war that ousted the regime of Saddam Hussein.

The Bush administration believed that establishing democracy in Iraq would be easy. It even believed, at one point, that it could transform the entire Middle East by promoting democracy in Iraq and other countries.

Yet establishing good governance in the region has proven a much more difficult task than the Bush administration thought, while Iraq’s government remains highly problematic—hence the ongoing protests.

But, ironically, the protests are not directed against the US, as much as they are directed against Iran, which has established a considerable presence in Iraq during the 16 years since Saddam’s overthrow.

Iraq ranks very high on Transparency International’s list for corruption, fraud, and mismanagement. It is number 169 on that list—the eleventh most corrupt country out of a total of 180.

The other government established by the US in its post 9/11 wars—Afghanistan—ranks even worse: 172, while Iran, itself, fares only somewhat better at 138.

iran's master plan is control with no personal freedom which is exactly the web they have wove for iraq ......

Iran proposes to formalize a border crossing with Iraq
{International: Al Furat News} “Mahdi Mir Ashrafi,” head of the Iranian Customs Authority and Director of Customs in the Kurdistan Regional Government, Samal Abdul Rahman, discussed ways to develop cooperation in the customs field and facilitate trade between the two sides.
Mir Ashrafi's discussions during his meeting with Abdel Rahman - on the sidelines of the conclusion of the training course for employees of Iraqi Kurdistan Customs in Tehran today - included the transfer of customs experiences in the exchange of information and X-ray images and the implementation of the international road transport agreement "TIR", in addition to standardizing work hours Holidays and transit goods.
The head of the Iranian Customs Authority suggested that the Serbian Bandana border crossing be formalized as part of efforts to develop intra-regional trade and tourism.
For his part, the Director of Iraqi Kurdistan Customs expressed his appreciation for holding the training course that included training 27 employees from the region, concluded at the conclusion of the activities a memorandum of training cooperation with the head of the Iranian customs.

The Border Ports Authority announced, on Tuesday, the opening of the Mandali border outlet, indicating that this came after the approval of the "resigned" prime minister.

The authority said in a statement received by Alsumaria News, a copy of it, "The head of the Border Outlets Authority Kazem Al-Oqabi officially opened the Mendele border crossing today in front of the commercial movement between Iraq and Iran."
 
 
She added, "This came after the approval of the Prime Minister and in the presence of the governor of Diyala, Muthanna al-Tamimi," noting that "the director of the Sumar port is like the Iranian side."
 
The Ports Authority announced Sunday (11 August 2019) a temporary closure of the Mandali port in order to take the necessary measures to develop it.

The mini-investigation committee concerned with the work of border crossings hosts a delegation of customs officials and border crossings

The mini-investigative committee formed by the Parliamentary Order (201) for the year 2019 headed by Representative Naji Al-Saeedi, Chairman of the Committee, and its members today, Sunday 12/1/2020, hosted a number of general managers in customs and border outlets.

The meeting held at the headquarters of the Legal Committee, in the presence of both the Director General of the Legal Department of Border Ports, Mr. Rashad Khalaf, the Director General of Operations and Plans at the Ports, Mr. Omar Adnan, the Director General of Customs, Ms. Siham Hussein, in addition to the Director of the Financial Department of Customs, the most important problems and obstacles to work in the ports And the reasons for the decrease in customs tax revenues.

The committee heard a detailed explanation by the visiting delegation of the obstacles that impede their work, including the lack of cadres and the weak infrastructure, in addition to the delay in disbursing the amounts allocated for the rehabilitation of the ports as well as other technical and administrative problems addressed by border border officials.

For its part, the investigation committee stressed the study of all the issues that were raised during the meeting and the endeavor to find effective solutions for them, considering that controlling the border outlets and developing work in them contributes to supporting the federal budget as well as limiting the entry of goods that have an analogous to the local market in support of the national economy and providing opportunities the work .
