ERBIL, Kurdistan Region — The Kurdistan Region is not only concerned with the debate over the federal budget in its deliberations with Baghdad, and will not give up its “national demands,” the Kurdistan Regional Government (KRG) said in a release on Sunday. 

KRG Prime Minister Masrour Barzani made the comments in Erbil in a meeting with the heads of Kurdistan Region political parties and members of the finance committee in the Iraqi parliament.

“The Prime Minister asserted that the problem of the people of Kurdistan is not merely about the budget [share] and salaries, but that we have a national question and national demands, and we will not relinquish our constitutional rights and demands,” read the statement. 

Barzani notified the heads of the Kurdish blocs of the progress of talks with the Iraqi government over the budget, disputed territories and other issues. The two disagree about oil sales and the KRG’s share of the federal budget, as well as the administration of the disputed Iraqi-Kurdish territories in the north of the country. 

“We hope, on the bases of the constitution, the issue are resolved in a manner that the principles of true partnership, balance, and consensus are taken into consideration,” the statement quoted the Kurdish prime minister as saying. 

The Kurdish blocs in the Iraqi parliament later met with Rewaz Faiaq, the Speaker of the Kurdistan Region’s parliament, on Sunday to discuss the Kurdistan Region’s budget share, among other matters. 

One of the sticking matters between the Kurdistan Region and the government of Iraq is independent oil sales of the former. According to Iraq’s 2019 budget law, the KRG is to handover 250,000 barrels of oil to Iraq’s State Oil Marketing Organization (SOMO).

The revenue would go to the federal treasury. The KRG, however, has yet to handover a single barrel, while Baghdad has been sending the salaries of more than 600,000 public employees of the KRG. According to the budget bill, an amount equivalent to the 250,000 barrels per day of oil not handed over would be cut off from the KRG’s share.

In case of a failure to resolve the oil issue, the KRG might have to endure another financial crisis, like in 2014, when it could no longer pay its bloated, more than one million individual-strong public sector employees.

Regarding the disputed territories, Iraq retook them from the KRG in 2017 following the Kurdistan independence referendum. Since then, there has been an Islamic State (ISIS) resurgence in the areas. 

Currently, Baghdad and Erbil have two technical teams, one concerned with budget and oil matters, and the other concerned with the disputed territories and security cooperation, working on the outstanding issues between the two.

There is also a supreme committee, composed of the Iraqi and Kurdish prime ministers, to approve the agreements that the two committees reach.

A member of the Iraqi parliamentarian from the opposition Hikmah Front has said that Iraqi parliamentarians will soon reconsider agreements between the KRG and federal Iraqi government as KRG has shown “no good will” in keeping its side of the bargain with the Iraq. 

Many Kurds consider Iraqi’s current prime minister Adil Abdul-Mahdi as friendly to Kurds, as he has previously admitted that the Kurdish issue in Iraq is as old as Iraq itself.

ERBIL - The Kurdistan Region's concerns are not limited to its budget share or financial issues only. The identity and national question of the people of the autonomous region, their place and demands within a national framework are also Erbil's priority to guarantee, PM Masrour Barzani said on Sunday.

Barzani made the remarks during a meeting with the heads of the Kurdistan Region's factions at the Iraqi Council of Representatives and members of Iraq’s parliamentary finance committee on Sunday to discuss the ongoing talks between Erbil and Baghdad, in which, he made it clear that the Kurdistan Region would not give up on its constitutional rights and demands, while reiterating commitment to its duties in accordance with the Iraqi Constitution.

He also hoped that the remaining disputes between the sides would be addressed in the frame of the Iraqi Constitution.

"Productive exchange today with Kurdistani factions of the Iraqi Parliament to review priorities, including upcoming talks over the federal budget; progress between Erbil/Baghdad on oil/gas and security cooperation, and economic reforms at home. Talks to continue." PM Barzani wrote on Twitter.

According to a statement by premier's office, officials shed light on a variety of issues, detailing "previous violations of the Kurdistan Region’s constitutional rights and requests by former Iraqi governments."

"On Oil: The Council of Ministers’ presidency provided data and key information on oil exports, recovered financial dues and monthly oil revenues, and how they are used to remunerate the public employees. The presented data was obtained from the audit carried out by Deloitte on the oil and gas sector in the Kurdistan Region, which supported the KRG’s push for transparency," reads the statement.

Concerning the regional debts, the Kurdish prime minister pointed out that Erbil's debts were part of the negotiations with Baghdad, and that "cuts implemented by the federal government to the Kurdistan Region's share of the Iraqi budget were compounded by a financial crisis," related to expenditures on hosting nearly 1.8 million IDPs and Syrian refugees, while fighting the Islamic State (IS) jihadist group.

Erbil, Kurdistan Region, Iraq (GOV.KRD, September 8, 2019) – On Sunday, the Presidency of the Kurdistan Regional Government (KRG) Council of Ministers held a joint meeting with the heads of the Kurdistan Region’s political factions in the Iraqi Parliament and members of Iraq’s parliamentary finance committee.

During the meeting, Prime Minister of the Kurdistan Region, Masrour Barzani, briefed attendees on ongoing talks between the Kurdistan Region and the federal government of Iraq. He expressed his hopes that disputes between Erbil and Baghdad would be addressed within the framework of the Constitution of Iraq, and that the two governments would engage in a real and balanced partnership.

The concerns of the people of the Kurdistan Region are not limited to the federal budget or financial issues, the head of the KRG’s Council of Ministers stressed. The question of national identity and the people of the Kurdistan Region’s rights and demands within a national framework are still top of mind as the fight to guarantee constitutional rights continues.

On Constitutional Rights: The KRG has expressed its readiness and commitment to constitutional duties. However, it will in no way compromise on its constitutional rights and prescribed powers.

The Presidency of the KRG’s Council of Ministers added that the government in Erbil, on July 30, 2019, assigned members to the technical committees which will lead talks with the Iraqi government. Discussions with the federal government in Baghdad continue on the subjects of public spending, oil and gas, debts, Kurdistani areas that are not under the administration of the Kurdistan Region, in the hopes of reaching an agreement for the 2020 federal budget. Working together to identify a long-lasting resolution to those issues, within the framework of the Constitution of Iraq, and pushing for a national consensus remains the priority of the KRG.

The Council of Ministers also identified laws issued by the Iraqi Parliament that do not respect the principles of the constitution and of a federal system.

The meeting ended with the visiting parliamentary factions praising the initiative, agreeing to hold further joint meetings to enhance coordination and improve the flow of information.

ERBIL (Kurdistan 24) – A high delegation from the Kurdistan Regional Government (KRG) is set to visit the Iraqi capital of Baghdad next week to discuss the autonomous Kurdish government’s participation in preparing a draft for Iraq’s 2020 budget bill.  

The announcement came on Wednesday during a meeting of the Kurdistan Region’s Council of Ministers headed by KRG Prime Minster Masrour Barzani.

“The meeting approved an essential overhaul of the Kurdistan Region’s taxation system and agreed further actions regarding the KRG’s engagement with the federal government of Iraq,” a statement on the KRG website read.

“The KRG agreed to send a delegation to Baghdad next week to ensure the Kurdistan Region’s interests are represented in the 2020 Iraqi budget,” it added. 

During a press conference following the meeting, KRG spokesperson Jutyar Ali said the Kurdish delegation would “initiate talks and exchange information regarding [Iraq’s] budget bill” with Iraq’s Ministry of Finance, as well as the KRG’s participation in the preparation of the draft budget bill from the early stages.

Another key issue discussed in the meeting was the formation of a special committee to oversee preparations for the upcoming Iraqi national census in 2020, Adil revealed.

The committee will “assess and ensure the rights of all the different ethnicities and religions in the Kurdistan Region are considered,” the spokesperson added.

According to the KRG statement, the autonomous Kurdish government “will invite Iraq’s finance, oil and gas, and legal parliamentary committees for further in-depth discussions.”

Oil revenues, the status of disputed territories, and the KRG’s share of the federal budget are some of the outstanding issues between Erbil and Baghdad.

Ties between the two governments have notably improved since the beginning of 2019, with the formation of a new federal government headed by Iraqi Prime Minister Adil Abdul Mahdi. The governments had fallen out of favor in the aftermath of the Kurdistan Region’s historic independence referendum in September 2017.

ERBIL, Kurdistan Region — Kurdistan Regional Government (KRG) will send a delegation to Baghdad next week to discuss with Iraqi officials details of the federal budget for next year and address its concerns before the draft bill is sent to parliament for a vote.

The KRG’s Council of Ministers convened on Wednesday to form the Baghdad-bound committee, who will talk to the federal government about Kurdistan Region’s share of the 2020 federal budget as Erbil seeks to actively take part in the bill’s drafting.

In the meeting, “a committee was formed which will be headed by the ministers of finance and planning to meet with the finance ministry of the Iraqi government to discuss details of the budget draft for 2020,” KRG spokesman Jutiar Adil said in a press conference following the meeting.

The KRG is sending the delegation to the Iraqi capital “to address our concerns before the draft budget is submitted to the Iraqi Council of Ministers” and finally to the federal parliament for a vote, he added.

Adil reiterated Kurdistan Region’s will to “explore all avenues” for dispute settlement with the federal government within the framework of the Iraqi constitution.

It is the intention of the Kurdistan Region to reach an agreement with the Iraqi government that protects the constitutional rights of the people of Kurdistan,” Adil explained.

The delegation will also be inviting Iraqi parliamentary committees on oil, gas, finance and legal affairs to visit the Kurdistan Region in an attempt to further enrich mutual understanding and build on already improving relations between the regional and federal governments, according to a readout from the KRG media office.

A KRG delegation will meet with the Kurdistan Region parliament tomorrow to share with lawmakers the latest in Erbil-Baghdad dialogue updates over outstanding conflicts.

Disputes between Erbil and Baghdad over natural resources and independent oil and gas sales by the KRG have lingered for years.  Relations between the two plunged in 2014 when the KRG began exporting oil directly to Turkey. Baghdad responded by cutting the KRG’s budget share.

Facing the budget cut, falling oil prices, a costly war with the Islamic State (ISIS), and hosting nearly 2 million displaced Iraqis, the KRG introduced a wildly unpopular salary-saving scheme for public employees in 2014 that lasted nearly four years. 

Iraq’s 2019 budget bill stipulates Iraqi federal government will pay KRG salaries regardless of whether other terms are honored. For other budget allocations, Baghdad requires the KRG to export 250,000 barrels of oil per day through Iraq’s state oil-marketing company SOMO and hand over all federal revenues to the central treasury. The KRG has yet to hand over a single barrel.

In an interview with Rudaw on Wednesday, Iraqi oil minister Thamir Ghadhban warned of the necessity to speed up a resolution to the issue of KRG oil revenue.

“There are now detailed discussions taking place about the 2020 budget law within the federal government. I think we should not be taking our time. We should not talk about negotiation anymore; we should talk about working together and implementing the federal budget law, and also agree on the principles that will guide us both for the year 2020,” Ghadhban said.

KRG Spokesperson Jutyar Adil said on Wednesday that the regional government has formed a delegation to visit Baghdad next week and discuss a range of issues suspended in the bilateral relations.

KRG, Parliament Insist on Constitution as Base for Solution to Disputes with Baghdad

ERBIL - Officials from the Kurdistan Regional Government (KRG) and Kurdistan Region's Parliament met on Thursday for talks on certain remaining disputes between Erbil and Baghdad.

During the meeting, officials shed light on the the issues of the 2020 federal budget, oil & gas, the implementation of Article 140 of the Iraqi Constitution, and the expected nationwide census planned to be held across Iraq next year.

Sherko Jawdat, head of Kurdistan Islamic Union's (KIU) Bloc in the Kurdistan Region's Parliament, said in a statement that Erbil is willing to resolve its remaining issues with Baghdad, but in accordance with the Iraqi Constitution, as cited by Kurdistan 24.

They further discussed the expected visit by a KRG delegation to Baghdad which is scheduled for next week. The Kurdish delegates with Iraqi counterparts will exchange views on a variety of issues suspended in the relations between the sides.
