ERBIL, Kurdistan Region – In a speech marking 100 days since the current Kurdistan Regional Government (KRG) cabinet took office, Prime Minister of the Kurdistan Region Masrour Barzani made a lengthy televised speech detailing its achievements and goals in fighting corruption, improving Erbil-Baghdad relations, and increasing domestic revenue.

"We have made great developments and our works are moving forward on the right track and that considerable achievements have been made," Barzani said. "We reiterate our commitment to work towards a stronger Kurdistan and have a government to serve the people, not the contrary; that has been the basis of our work since day one."

The KRG has made good progress in "improving our relations with the federal government of Baghdad, fighting corruption, restoring transparency to the domestic and public revenues, and ending bureaucracies across government apparatuses," Barzani added.

Domestic revenues

"Concerning revenues of government institutions, it was decided since the early days of this government that all the revenues must go to the Ministry of Finance in order to know what the government's revenues are and to have a clear vision for our expenditures. On this basis, we have planned to increase domestic revenues and decrease expenses.

"We have been able to increase our domestic revenue and are working to further increase it by 50 percent by the end of this year [2019] by reorganizing and establishing a balanced taxation system, aimed at serving public interests and providing funds to public services.

"Through the establishment of a central control, public spending of the government will be precisely monitored in order to make sure that the public revenues are not wasted," Barzani said.

The KRG signed a contract with Deloitte at the request of the World Bank to audit oil sales and revenues in early October 2016 to audit its oil and gas sector.

"We have launched a transparent process in terms of natural resources. We have continuously made the data information available for the public. The people have now the access to know what are our revenues and in what areas they are spent."

Corruption

The new KRG cabinet headed by PM Barzani has repeatedly pledged to tackle corruption. 

The KRG Integrity Commission has submitted198 corruption cases to courts in the past year alone, of which just 33 have concluded. 

The Commission estimates nearly 298.5 billion dinars ($250 million) is wrapped up in corruption cases. Almost 5.4 billion dinars ($4.5 million) has been recuperated so far, mostly in Sulaimani province.

Officials within the ruling Kurdish parties have also acknowledged the serious lack of transparency in government revenues and expenditure.

"Concerning corruption, we have created an ample atmosphere where corruption can no longer grow. I am very determined on this matter and do not turn a blind eye on corruption from any side. We have currently taken strict legal measures against those who receive or pay bribes for the carrying out their works at the government institutions. Recently many government officials and employees or tens of business owners have their cases of involvement in receiving bribes and paying bribes refereed to courts.

“We have so far removed hundreds of ghost employees from government payrolls and the process will continue.

"After one hundred days of work, I dare to say that to a considerable extent, we have restricted corruption to a considerable extent and will oppose all corruption though law.

According to Transparency International, Iraq, of which the Kurdistan Region is part, is among the world's most corrupt nations.

Reform

The new cabinet of the KRG is amending the previous government's reform package before sending it back to the parliament to be passed as law. The project aims to reform the Kurdistan Region’s pension and salary systems.

The KRG sent a reform package to parliament to be debated and passed in August 2018. However, the previous parliament did not pass the bill, which would have eased the financial strain on the KRG due to disagreements among different blocs. The task was therefore left to the current parliament.  

The changes that will be made to the package will include: decreasing salaries of high-ranking officials, increasing salaries of civil sector's pensioners, and removing ghost employees on the KRG payroll. The government will rely on a number of things to do this, including its biometric system to determining the number of its employees.

"Since the government took office, we set up a high level committee from all the relevant sides of the government and after months of reviewing the reform bill, it is now ready to be referred to the parliament.

"To enhance and better provide services to the people, I have called upon all the ministries to reduce bureaucracy and prepare their four-year long reform plan.

“We have launched the digitization of a set of public services and we will expand it.”

"We are in the process of establishing an information center for the government, for which 50 percent of the work has finished. In the next few months, it will start work. This center is set to provide public services to the people and business owners digitally, in order to provide easy access to government services. For example, through the internet, we have connected many border crossings with each other. Our efforts are ongoing to connect other crossings and the airports with one another. It will speed up the collection of customs and lead to trade movement development. It has improved quality control.”

Erbil-Baghdad relations

After months of talks, Erbil and Baghdad finally came to terms over the 2020 budget draft which will see the KRG committed to handing over a daily average of 250,000 barrels of oil in return for its share of the federal budget, after reaching an initial deal with the Iraqi federal government for the year 2020.

A KRG delegation has travelled between Erbil and Baghdad to reach a deal with central government over Erbil's share of the budget and its independent oil exports. A deal to hand over the 250,000 barrels of oil per day to state oil marketing company SOMO was finalized last week. 

"One of the top priorities of the ninth cabinet of the KRG was to strengthen and improve our relation with the federal government in Baghdad.

"Following the first meeting of the Council of Ministers, we visited Baghdad in order reaffirm our goodwill to reaching a just agreement within the framework of the constitution to them.

"Improving our relations with Baghdad will leave a positive impact on the daily lives of the people of the Kurdistan Region and the whole people of Iraq. The Kurdistan Region’s interest is for Iraq's situation to be stable.

"Our aim is to reach a comprehensive wide-range agreement with Baghdad which will be in the interests of all sides. And I am pleased to announce that good development has made in our talks on four main topics.

"First, finding a just formula about the Kurdistan Region's share of the federal budget. Second, according to the Iraqi constitution, the authority and rights of the Kurdistan Region related to oil be preserved. Third, the problem of the disputed areas be resolved per the constitution. Fourth, the Kurdistan Region Peshmerga forces be part of the Iraqi defense system and have their constitutional rights protected.

"The federal government has taken our concerns. And currently we are engaged in resolving them. For example, this is the first time ever for the Kurdistan Region to take part in preparing the drafting of the annual budgets of Iraq. We have taken good steps with the Finance Ministry of Iraq to fix the Region's financial entitlements in the 2020 budget.

"We receive part of the budget now, jointly export Kirkuk oil, and have unified our customs fees.”

The KRG started exporting oil directly to world markets from its fields through the Ceyhan port in Turkey in 2013.The independent oil sales infuriated the Iraqi government, led by then Prime Minister Nouri al-Maliki. Baghdad cut off the Kurdistan Region from its  17 percent federal budget share in 2014 while war against the Islamic State raged and Iraqi IDPs and Syrian refugees flocked to the Region for safety, sending the Region into a deep financial crisis.

The budget cut remained in place until the beginning of 2018, under Prime Minister Haider al-Abadi, who just gave a small percentage of the Region's share of the budget to the Region. 
 
The KRG was able to secure a more favorable 2019 budget bill with current Iraqi Prime Minister Adil Abdul-Mahdi, widely seen as an ally of Kurds.

In return for 12.67 percent share of the federal budget, the KRG was supposed to handover 250,000 barrels of oil per day to SOMO. Failing to do so would give the federal government the right to cut an amount of the Region's budget share corresponding to the amount of the oil not handed over.

ERBIL (Kurdistan 24) – Kurdistan Region Prime Minister Masrour Barzani marked the 100th day of the Kurdistan Regional Government’s (KRG) ninth cabinet in a speech on Saturday to highlight the progress since it was formed.

Improved ties with Baghdad

In his speech, Prime Minister Barzani pointed to the enhanced Erbil-Baghdad ties, especially the recent agreement both sides had reached.

He outlined four main outstanding issues, which include a guarantee of the KRG’s share of the national budget, the oil and gas file, resolving the status of disputed territories based on the Iraqi Constitution, and recognizing the Peshmerga as one of the formal forces within Iraq’s defense system.

“We were able to take considerable steps forward with the Iraqi federal government through dialogue,” the Kurdish leader stated.

“It is the first time the Kurdistan Region has participated in drafting Iraq’s annual budget law, and with that, we reached an understanding to ensure the Kurdistan Region’s financial rights in the 2020 budget bill.”

Fight against corruption

Prime Minister Barzani spoke about the government’s efforts in fighting corruption and how it has been a priority for the new cabinet. “Hundreds of people charged with corruption are apprehended and turned to the courts of law,” he affirmed.

Barzani also emphasized that reform is the first article on the government’s agenda, adding that a special committee has prepared a reform plan and is now ready to present it to the Kurdistan Parliament.

In his speech, Barzani also highlighted the importance of reform within the Peshmerga and said the Global Coalition continues to train the Kurdish forces. “Within the past 100 days, Peshmerga reform has been ongoing,” he said.

“I have witnessed the bravery of Peshmerga on the front line as they defended the Kurdistan Region,” Barzani added, stating that reform within the Peshmerga forces is one of the main objectives of the KRG’s new cabinet.   

Investment in the Kurdistan Region

Prime Minister Barzani also underlined investment in the Kurdistan Region and said the KRG is working on a law that would facilitate and promote investment in the autonomous Kurdish region.

Furthermore, he said work is underway to finish strategic projects that have been on hold, such as completing the establishment of 11 new dams and three granaries in the Kurdistan Region to ensure the security of food and water.

In his speech, Barzani also discussed the government’s efforts to improve various sectors such as education, transportation, electricity, and to promote the agricultural sector. “During the past 100 days, the KRG accomplished a great deal and will continue to do so.”

Transparency within the government

Barzani also mentioned the increase of transparency within the government to the public, especially how oil and gas revenue is utilized and what it is spent on within the government.

He also said measures had been taken to increase the government’s revenue, centrally managed by the Ministry of Finance. “By the end of 2019, it will see a 50 percent increase.”  

Prime Minister Barzani concluded his speech by highlighting the “solid understanding and cooperation” between the Kurdistan Region’s presidency, the Parliament, and the government.

“The government does not belong to a particular political party or individual, but it is for the people.”

Shafak News / The President of the Kurdistan Regional Government, Masrour Barzani, described on Saturday that the region has become "more powerful and stable" than before, announcing that his government has prepared future plans to improve the service and living conditions of citizens in the region.

Barzani said in a speech he addressed to the people of Kurdistan on the occasion of the 100th anniversary of the formation of his government that "with the start of the government’s work, we assigned the Ministry of Finance the task of counting the revenues of the Kurdistan Regional Government, so that we are aware of the amount of spending and revenue, and that the spending is in accordance with the requirements of need and with careful planning, and we have achieved an increase in Internal revenue, and we aim to raise it to 50 percent by the end of this year. "

The Prime Minister indicated that, during the 100 days of work, the government has established a balanced system of taxation that takes into account the public interest, and includes an end to tax and illegal evasion of all individuals and companies operating in the region.

In his speech, the Prime Minister touched on the corruption file, and said: "We have put in place a mechanism to reduce corruption, and I personally are very serious in following up the issue, and I will not hesitate for any person or entity that practices corruption." Referring many of them to the courts, and we have formed special committees in the ministries to follow up on corruption and illegal practices.

The Prime Minister discussed the reform program, and pointed out that all ministries submitted their plans for the next four years, and said: "Reform is one of the main axes in our work, and we have started providing some public services by following the electronic mechanization of some government departments."

He continued: "We are in the process of establishing an information center for the government to be implemented in the coming months. For example, we have linked some border outlets with each other via the Internet, and we will continue to work in this regard."

The Prime Minister indicated that the region's government is working hard to develop and strengthen the infrastructure of the Kurdistan economy and diversify its sources and not rely on a single source of income, stressing that there are plans to advance the agricultural and industrial sectors.

He said: "Our goal is strong, stable and prosperous Kurdistan, with balanced and good relations with neighboring countries and the international community, and we believe that the citizens of Kurdistan deserve a more effective government to provide more services, and we are doing everything we can to achieve this."

The Prime Minister thanked the citizens who endured the darkest days in the region in light of the compelling economic conditions, and said: "Thank you for your steadfastness and thank you for your cooperation, and we hope that we will be as you expect."

At the end of his speech, the Prime Minister pointed out that a detailed report on the achievements of the hundred work days of the ninth government formation will be published in the media and will be available to all.

Kurdistan Parliament presidency decided to hold a session next Tuesday, while one bill is scheduled to be discussed during the session. 

In a statement on Sunday 8/12/2019, the Presidency of the Parliament invited the members to attend a regular session on Tuesday at 11 am.

According to the information obtained by Dawaf, the council will discuss the commercial advertisements bill, while the legal committee is awaiting the presidency of the parliament to determine the meeting's agenda.

HEWLÊR-Erbil, Iraq’s Kurdistan region,— In a major speech on Saturday, Iraqi Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani touted what his government has achieved since it took office on July 10, particularly in terms of the economy, government reform, fighting corruption, and relations with Baghdad.

“We have made great strides and our work is moving forward on the right track,” Barzani said.

He said that one of the main goals of the cabinet is to increase domestic revenue and to reorganize it in a way that the government keeps better track of its own expenditures. In order to do this, it has begun directing all KRG revenue to the Ministry of Finance and Economy.

We have been able to increase our domestic revenue by reorganizing and creating a balanced tax system” he said.

The cabinet has been able to create the necessary atmosphere to fight corruption and prevent it from growing further, Barzani said, adding that the government has removed hundreds of fake and “ghost employees” from government payrolls.

“I am very determined on this matter and will not turn a blind eye to corruption from any side or in any place,” he said.

“We have taken strict legal measures against those who receive or pay bribes to carry out their duties at the government departments. After one hundred days of work, I dare say that we have restricted and erased corruption to a considerable extent,” Barzani claimed.

The government was inaugurated following a vote by the Kurdistan Parliament on July 10. Barzani made his speech on the 150th day of his administration.

The prime minister said that a government reform package would soon be sent to parliament for approval, having promised to deliver it within 100 days. He said that it will incorporate reform to both the pension and salary systems.

He added that it will also include a salary increase for lower-level employees and a decrease for senior officials.

“In order to improve provision of services to the people, I have requested that all ministries reduce bureaucracy and prepare a reform plan for the next four years,” Barzani said.

He also revealed that the KRG is in the process of establishing a digital information center to provide public services to residents and business owners.

Barzani also touted his government’s improved relations with Baghdad.

The KRG recently reached agreements with the federal government on oil exports and the Region’s share of the federal budget.

In an earlier statement, the KRG said that Erbil will send 250,000 barrels of oil per day to Baghdad and in return Baghdad will transfer the Region’s full share of the budget.

Barzani said that this would lead to a better life for the people of the Kurdistan Region.

“One of the top priorities of the ninth cabinet of the KRG was to strengthen and improve our relations with the federal government in Baghdad,” Barzani said.

Since the 2019 Federal Budget Law was signed in January, Erbil refused to send 250,000 barrels of crude oil per day to Baghdad. As a result, the KRG was facing the prospect of difficult negotiations over the budget.

In November 2019, a US magazine said the Barzani family had purchased two mansions in Beverly Hills for $47 million. But Barzani’s office denied these allegations.

Transparency International ranks Iraq, including the Kurdistan Region, 168 out of 180 on its Corruption Perception Index. In a report on the Kurdistan Region, the watchdog notes that corruption has deep roots in the governance system.

“Corruption challenges are rooted in the strong role that the two established political parties have in the political system, nepotism, a weak bureaucratic governance system, and the task to ensure proper use of oil revenues,” it said in a summary.

Kurdistan considered as the most corrupted part of Iraq. According to Kurdish lawmakers and leaked documents billions of dollars are missing from Iraqi Kurdistan’s oil revenues.

The ruling Barzani clan control a large number of commercial enterprises and involved in oil business in Iraqi Kurdistan, with a gross value of several billion US dollars, according to observers.

The Barzanis have been routinely accused by critics of amassing huge wealth from oil business for the family instead of serving the population. KDP party leader and ex-president Massoud Barzani remains the most powerful leader in the shadow according to analysts. Massoud’s son Masrour is the Kurdistan region’s prime minister and his nephew Nechirvan Barzani is president of Kurdistan.

ERBIL - Kurdistan Regional Government's (KRG) Council of Ministers approved on Wednesday the reform bill.

The council held its regular weekly meeting on Wednesday headed by PM Masrour Barzani who pointed out that doing reforms is a "continuous process" and that it will include all sectors of his cabinet in the future.

The council is now expected to send the reform bill to the parliament so that the lawmakers will vote on it.

Several discussions were held on each section of the proposal before it was approved on Wednesday.

The reform plan had to be approved in November, but disputes among the political parties caused a delay in the plan.

ERBIL (Kurdistan 24) – On Wednesday, the Kurdistan Regional Government’s (KRG) Council of Ministers met under the supervision of the Prime Minister Masrour Barzani and approved a draft of a reform bill to be submitted it to the regional parliament.

In the meeting, the council discussed the bill in regards to retirement, public salaries, and several privileges in the Kurdistan Region of Iraq, which are part of the KRG’s ninth cabinet’s work plan.

Prime Minister Barzani explained that reform is a crucial and ongoing process and that the next phase will include all sectors.

“Since the takeover of KRG’s ninth cabinet, we promised to send this reform project to the parliament and this project is a joint effort with the participation of the political parties and all the sectors of the government as it serves the best interest of all sides to ensure the rights of qualified people,” he said.

After discussing each segment of the reform bill, the council implemented several amendments after the discussions.

During his inauguration speech on July 10, Barzani said in a statement that the ninth cabinet will be a government to serve the people, stating, “After working since September 2018 to put together a truly inclusive government, my commitment now is to work together with every party and every part of our nation to build a strong [KRG] that serves the people, not the other way around.”

The current cabinet, comprised of 21 ministers, was also approved by majority vote, Barzani, the former Chancellor of the Kurdistan Region Security Council (KRSC), formed his new cabinet within the legal timeframe of 30 days after he was instructed to do so by President Nechirvan Barzani on June 12.

Today, the provincial minister for Parliament Affairs, Fala Farid, handed over the bill to the regional parliament.

A parliamentary source said that Parliament will hold a session on Monday 16-12-2019 to read the draft law first reading.

The regional council of ministers held yesterday, Wednesday, headed by Prime Minister Masroor Barzani, and his deputy, Qubad Talabani, as the aforementioned draft law was approved during the session.

Shafaq News / The Kurdistan Parliament announced today, Thursday, that it published the details of the reform bill approved by the region’s Council of Ministers.
He said, "Because of the great importance of the draft reform law in retirement, salaries, allowances, grants and other benefits in the Kurdistan Region" which was approved by the Kurdistan Regional Council of Ministers and for the purpose of more dialogue and discussions on it, it was sent to Parliament and in order to inform and inform everyone of its contents, it would publish its full text.
In the same context, the Kurdistan Parliament is scheduled to hold next Monday the first reading of the reform bill
According to the program of work of the meeting, Parliament will vote for the proposed commercial ads law and the second reading of the draft law on narcotic drugs and psychotropic substances in the Kurdistan Region.
According to a source in the Kurdistan Parliament, the reform bill does not refer at all to cutting the allocations for employees except for the salaries of allocations for people who were illegally appointed and were given positions.
And in the first article of the project on the objectives of the law, it came to achieve the foundations of equality, justice and entitlement in the disbursement of salaries, allowances, grants and privileges in the Kurdistan Region and the elimination of undue use of the public budget and the prevention of waste of public money as well as the institutionalization and unification of different directorates and departments and pension units in the civil and military areas and forces Local security in one national retirement unit in the Kurdistan Region.
The first article also indicated that the law aims to activate and support the pension fund’s finances and prevent any disbursements from the fund except what is mentioned in the retirement law in force in the region.
The law also aims to reorganize the retirement of high-ranking employees and special grades based on age, certification and years of service.
And in the second article it is mentioned that it unifies the retirement of presidents and higher levels in terms of conditions and requirements for referring to retirement with the terms and criteria for employee retirement in general job grades on civil and military owners and internal security forces. These grades included: the region president, speaker of parliament, prime minister and their deputies, members of parliament and ministers Those with their rank, deputy ministers, and those with their rank, who receive the salary of the undersecretary, owners of special grades, general managers, whoever has the rank of general manager, who gets the salary of a general manager, president, and members of the provincial councils of the region and all Persons who receive salaries and allocations grades (A) and (B) on civilian and military staff and the Internal Security Forces.

And the third article indicated that the employees, including those mentioned in the first and second articles, do not deserve a retirement salary unless they spent 15 years of actual service and were 45 years old and above, except for some exceptions that included deaths, martyrdom or referral to retirement for health reasons.

Article 4 of the bill (the General Directorate of Retirement) repealed the owners of the Ministry of Finance and Economy and established (the National Retirement Authority). It also stipulated the transfer of all districts, departments, and any other units that pay civil or military retirement salaries and internal security forces to the National Retirement Authority.

Whereas, the fifth article canceled retirement at the rank of minister, deputy minister, general counsel and general manager, and any other special degree for the peshmerga who participated in the liberation movement in Kurdistan before 3/5/1991 who granted these pensions as an estimate for them, provided that a list of the names of these beneficiaries is organized and granted them with appropriate financial benefits in light of Law No. 33 of 2007 or Law No. 34 of the same year, according to the specifics.

As for the sixth article, it stipulated the amendment of pensions for all persons who were referred to retirement at higher levels than they deserve, or on the basis of an unlawful calculation of years of employment service and modification of their pensions to the salaries they deserve according to what this law indicated.

In the third section of the draft law, the rights and privileges of martyrs, anfal, prisoners and political detainees were reorganized.

In the fourth section of the law, he mentioned canceling the benefit more than once from the public budget by canceling all financial grants and privileges that are disbursed to people who have illegally registered themselves to benefit from social welfare allocations, people with special needs and the handicapped and adjusting benefit according to their true criteria.

As well as the abolition of laws and decisions that allow the benefit of more than one salary.

In the fifth section of the Peshmerga and Asayish forces and the local police, Article 9 emphasized in its first article the unification and organization of the accounting units in all units of the organized and unorganized Peshmerga forces within the framework of the structure of the Ministry of Peshmerga Affairs in one accounting unit which is the General Directorate for Budget and Programs (Military Accounts) of the Ministry of Affairs Peshmerga in the Kurdistan Region.

Shafaq News / Deputy Qubad Talabani, Kurdistan Regional Government Vice President, confirmed that voting on the draft law on salary, pension and benefits reforms is a win-win situation.
Talabani said in a statement that this project belongs to the eighth ministerial formation of the Kurdistan Regional Government, explaining that extensive discussions took place before it was approved by the majority.
He added that the draft law of reforms is not a personal gain for any one or party, calling on the Kurdistan Parliament to vote on the project as soon as possible for the public interest.

Member of the Kurdistan Region, "Soran Omar," confirmed today, Friday, that the reforms law approved by the region's Council of Ministers will save about 100 billion dinars and return it to the treasury.


Omar said to the Iraq solution: “Under the reforms law, the salary of more than 200,000 employees who were receiving illegal salaries, or are space employees, or would combine salaries would be cut.”

Pointing out that «the law will reduce the privileges granted to former and current officials, and end the issue of space employees in a number of government departments and institutions within the region».

Under the aforementioned law, "social wages will be cut off from those who are not eligible, as well as canceling the concessions of members of the Kurdistan Regional Parliament and reducing their salaries," according to Omar's assurances.

The Council of Ministers of the  Kurdistan Region voted in its session held last Wednesday on the reforms law and referred it to the Kurdistan Parliament, to vote on it for it to take effect.

The head of the Kurdistan Regional Government # Masrour Barzani has pledged in a speech he delivered on the occasion of the 100th day since he assumed the presidency of the government, to eliminate corruption within the region and to request the assistance of the various Kurdish parties to carry out this task.

SULAIMANI — The senior political leadership of the Kurdistan Region is set to meet on Tuesday (December 17) to discuss the situation in Iraq and internal developments in the Region.

The meeting will include the Kurdistan Region President Nechirvan Barzani and vice presidents Jafar Sheikh Mustafa and Mustafa Said Qadr, Speaker of the Kurdistan Parliament Rewaz Fayaq and Deputy Speaker Hemin Hawrami, Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani, as well as a number of advisors to those officials.

The meeting is expected to specifically discuss President Barham Salih’s call for the Council of Representatives in Baghdad to determine the largest parliamentary grouping, as a procedural step towards selecting a new prime minister to replace Adil Abdul Mahdi.
