"The Presidency of the Parliament of the Kurdistan Region on Thursday set a date for a regular session to approve a proposal to consider the third of August, the anniversary of the genocide, which was exposed by the Yazidis by the organization calling after the invasion of areas estimated two-thirds of Iraq in mid-2014.

The Presidency announced in a statement Tuesday that it had decided to hold the session at 11 am on Thursday, 1 August 2019.

The statement said that the meeting will include the second reading of the proposal to determine the day 3/8/2014 as a day of genocide of Yezidis.

The Kurdistan Regional Government of Iraq formed committees to negotiate with Baghdad on three points of disagreement , namely oil and gas , the budget, and the disputed areas, in conjunction with the decision of the Federal Court to stay in force Article 140 of the Constitution, which sets mechanisms to resolve the dispute on different areas between Baghdad and Erbil, An order strongly supported by the Kurdish parties.
The Kurdistan Regional Government said that the Council of Ministers in the region met on Tuesday, and decided to form committees to maintain dialogue with Baghdad, explained in a statement, that the dialogue will focus on three key issues, namely oil and gas, budget, and disputed areas. 

"Kurdish sources informed that a Kurdish delegation will visit Baghdad soon to complete and create an atmosphere of dialogues, asserting the" new Arab ", that these dialogues will not be easy, because of the existence of fundamental differences on the disputed areas, which the territory believes that it belongs to him, in light of Baghdad's insistence on managing it centrally, as well as divergent views on other issues, such as oil exports, the benefits of Kurdistan from the budget, and the spread of Peshmerga forces in some areas.

In the context, welcomed the decision of the "Patriotic Union of Kurdistan" in the Iraqi parliament, Fadel, the decision of the Federal Court on the entry into force of Article 140 of the Constitution, explaining that the decision is welcome, and emphasizes that the judiciary is independent.

She pointed out that the decision of the Federal Court to refute all political debates that claimed that the article is dead, indicating that the Iraqi government is obliged to carry out its responsibilities towards this article.

The Arab Front in Kirkuk criticized the decision of the Federal Court on Article 140 of the Constitution, asserting in a statement that this article is dead by virtue of the Constitution (issued in 2005), which the government and parliament committed to work for no later than the end of 2007.

A spokesman for the Federal Court Iyas Samuk, on Tuesday, the court found that Article 140 remain in force until the implementation of the requirements, and achieve the goal of legislation.

The Iraqi political analyst Hassan al-Qaisi said that great Kurdish pressure has been exerted over the past years to revive article 140 of the constitution, stressing to the "new Arab" that these forces believe that re-working the article will give the Kurdistan region a great opportunity to annex disputed areas.

On the negotiations between Baghdad and Erbil, al-Qaisi said that the Kurdish parties have a golden opportunity to get the most gains, in the presence of the government of Adel Abdul Mahdi, an old friend of the Kurds, expected problems and tensions in disputed areas that the Peshmerga forces want to return to, Kirkuk.

SULAIMANI, Kurdistan Region – The new cabinet of the Kurdistan Regional Government (KRG) is amending the previous government’s reform package before sending it back to the parliament to pass it into law. The project aims to make reforms in the pension and salary systems in the Kurdistan Region.

The KRG sent a reform package to the parliament to debate and pass in August 2018. But the previous parliament did not pass the bill that would have eased the financial strain on the KRG due to disagreements among different blocs. The task was therefore left for the current parliament.

Rebwar Babkaye, an MP with the Kurdistan Democratic Party (KDP) bloc, said they are waiting for the summer recess to finish in order to debate the bill. In the meantime, the parliament is waiting for the KRG to send the package back to them.

Babkaye said he thinks the bill has a better chance to pass this year.

“There might be some differences of opinion, but there is better understanding this year between factions of the KDP, Patriotic Union of Kurdistan (PUK), and Change Movement (Gorran),” he said. “The government will change some of its sections and articles.”

Babkaye said the issue of ghost employees in the KRG’s payroll might cause some contention in debating the bill. Ghost employees are people registered on the government payroll by political parties who do not actually work for the government.

“Our final decision in this regard is to remove ghost employees from the payroll, even if this deals a heavy blow to the KDP,” said Babkaye.

PUK MP Luqman Wardi said his party wants to support the reform package.

“We should wait for the government to send the package back to us to see how it is,” said Wardi. “We will support and pass it if it serves the interests of the people of Kurdistan.”

Wardi said the PUK is not more to blame than other parties for the ghost employees.

“The KDP doesn’t have less of these people [on the register]. Gorran has these people too,” he said. 

An official with the Kurdistan Islamic Union (KIU), who spoke to Rudaw on condition of anonymity, said the question of making reforms is necessary, but complex.

“We shouldn’t only address the issue of inflated salaries, ghost employees or double-salary receivers,” the KIU official said. “Rather, we should also address the problem of MPs or authorities who have numerous guards, with some of them being ghost guards. The officials receive their salaries.”

“It will be a mistake to send the reform package to the parliament without prior political agreement between the PUK and KDP because the three main blocs in the parliament cannot pass any bills without such an agreement,” he added.

Prime Minister Masrour Barzani will amend the reform package and sent it back to the parliament after the parliament recess is over, an anonymous KRG source told Rudaw.

The changes that will be made to the package will include: decreasing salaries of high-ranking officials, increasing salaries of civil sector’s pensioners, and removing ghost employees on the KRG payroll. The government will rely on a number of things in doing this, including its biometric system for determining the number of employees, the source said.

Gorran MP Shakhawan Raof said passing the reform bill was the first thing his party agreed on with the KDP before deciding to join the new government.

Under the proposed reforms, the KRG could save about a quarter of its current salary costs, 100-120 billion dinars ($85-100 million). 

There are 1.249 million civil servants in the Kurdistan Region. Prior to the economic crisis that hit the Kurdistan Region in 2014, the KRG spent about 850 billion dinars on salaries. 

After introducing austerity measures, the salary budget was reduced to 450 billion dinars as state employees were given just a fraction of their salary.

Already suffering under an economic crisis, KRG’s revenues went down by about half with the loss of Kirkuk’s oilfields to Baghdad in October 2017.

The Council of Ministers of the Kurdistan Region has distributed special forms to all ministries to develop plans of action for the last four years.
A source in the Kurdistan Regional Government, said that "the employees of the planning departments have been engaged in all KRG ministries to develop and write their plans for these four years, where they must finish this process within thirty working days, and these plans must be integrated and comprehensive for all affairs and tasks of ministries" .
He added, `` The ministries will develop their plans and work platform on the basis of a multi-page form, which has been prepared by the Department of Coordination and Follow-up in the Kurdistan Regional Government, and a committee of the Council of Ministers of the Kurdistan Region will visit the ministries to provide instructions and instructions for completing the form and prepare plans. ''

The Council of Ministers of the Kurdistan region, on Wednesday, the formation of a committee to follow up talks with Baghdad to find a mechanism in the implementation of the Federal Supreme Court's decision on Article 140 of the Constitution.
The Information Office of the Prime Minister of Kurdistan, in a statement received (Mawazine News) a copy, that "the Council of Ministers of the Kurdistan Region, held under the chairmanship of President Masroor Barzani, its regular session."
The statement added, "The Council, at the beginning of its meeting referred to the decision of the Federal Supreme Court No. (71/2009) issued on 28/7/2019 to remain in force Article 140 of the Constitution, and then decided to form a committee of the Council of Ministers in coordination with The General Commission for the Kurdistan regions outside the administration of the region to follow up talks with Baghdad to find a mechanism in the implementation of Article 140 under the decision of the Federal Court.
He pointed out that "the meeting, discussed the appropriate mechanism for the implementation of the eighth paragraph of the reform section of the government program, and the reform of the tax system in a way that ensures justice in taxation and prevent tax evasion."
The Council of Ministers stressed the importance of taxes, stressing the need for all individuals, entities and companies to pay their debts and taxes to the government.
He pointed out, "the importance of unifying the internal tax fees from the legal and administrative terms in a manner that takes into account justice, and takes into account the level of income when imposing taxes."
He decided to "revise the lists of the names of the disabled and the handicapped," and voted on "re-pay the salaries of about 13 thousand of the beneficiaries of the handicapped and disabled."
The Council discussed, "a number of issues related to the Office of Foreign Relations, and took a number of necessary measures," directing the ministries of interior, municipalities, tourism and related ministries, "to receive tourists properly and provide all necessary facilities for them during their visit to the Kurdistan region during the days of Eid al-Adha" Done 29/6 N.

The presidency of the Parliament of the Kurdistan Region and the Council of Ministers of the Region held a joint meeting, on Wednesday, to discuss issues that serve the citizens.

The Speaker of the Parliament Rywaz Faeq to the importance of coordination between the parliament and the Kurdistan Regional Government, said "there must be good coordination for the implementation of bills approved by the parliament."

In turn, Prime Minister Masroor Barzani stressed the need for coordination between the government and parliament to provide the best services to the citizens of the Kurdistan region.

The Prime Minister also noted the importance of respecting the three authorities (legislative, executive and judicial), in order to strengthen the democratic process in the Kurdistan Region.
