A delegation from the Kurdistan Regional Government concluded this afternoon a meeting at the parliament building in the region where they discussed the situation in the disputed areas, the export of oil and the region's share in the federal budget, and the salaries of employees.

The head of the Turkmen List, Hemdad Sabah, told reporters that the aim of the meeting was to clarify the differences and outstanding issues between the regional government and the federal government with regard to the budget and oil and article 140 of the Constitution.

He added that the biggest problem facing the two sides is the issue of the delivery of 250 thousand barrels per day of oil exports to the region to Baghdad, adding that the parliament of the Kurdistan region is seeking to be transparent in this aspect.

Sabah said that the parliament does not oppose the delivery of those quantities of Kurdistan's oil exports to Baghdad, but said that the region has an experience in 2015 where he delivered his oil exports to the fullest, but he was not delivered his full share of the budget of 17%.

He pointed out that the Kurdistan region wishes to express the sincerity of his intention and as is well known, the KRG immediately after its formation sent a delegation to Baghdad to discuss oil and budget and address the issue of Article 140 of the Constitution and

went on saying, "We are seeking to resolve those issues because Iraq is all of Iraq and do not want to be There are problems about oil and the budget. "

On the salaries of employees and workers in government departments and institutions in the region, Sabah said that there are about 3-4 salaries saved and not paid to employees, stressing that the Kurdistan region adds from its financial revenues to what Baghdad sends in order to pay the salaries of employees.

The Presidency of the Kurdistan Parliament, on Sunday, called on all deputies to come to the parliament room on Tuesday, to hold a session.

An invitation signed by the Speaker of the Kurdistan Parliament, Rawaz Fayek, said that "all deputies were invited to the regular session No. (1) for the first year of the fifth electoral session of the Kurdistan Parliament at 11 am on Tuesday, 17/9/2019 to attend in the parliament room."

The parliament of Kurdistan, on Tuesday, the first regular session of the new legislative chapter to discuss a number of draft laws.
The Presidency of the Kurdistan Parliament said in a statement to meet (Mawazine News) a copy, that "the meeting tomorrow, Tuesday will see a report on the participation of a delegation of the Kurdistan Parliament in the Asian Parliaments Conference and the mechanism to regulate relations between the standing committees in the Kurdistan Parliament and the House of Representatives."
The statement added: "The session will also see the first reading of the proposal of the first amendment to the rules of procedure of the Kurdistan Parliament, and the proposed law to activate and amend the law to prevent the smuggling of oil and its derivatives, in addition to the proposed law to activate the law to protect Iraqi federal products."
He continued, "The session includes the completion of the first reading of the proposal to activate and amend the law to control the smuggled funds and prohibited circulation in local markets No. (18) for the year 2008. Also proposed a law to activate and amend the law of import and sale of petroleum products No. (9) for the year 2006. Vegetable markets, "Mirdif" as well as the proposed law to activate the law of electronic signature and electronic transactions federal No. (78) for the year 2012. "

The presidency of the Kurdistan Parliament decided to hold a regular session on Wednesday.

The Presidency called in the statement of all members of Parliament to attend the regular session No. 2 for the first legislative year of the fifth session, which will be held at 11 am on Wednesday, 25 - 9 - 2019.

The Presidency did not publish the agenda of the session.

ERBIL — A delegation from the Kurdistan Region Parliament is set to visit Baghdad on Wednesday where they are planning to discuss a range of issues pertaining to the remaining disputes between the regional and federal governments.

According to MP Mohammed Sadaddin, on Thursday the Kurdish MPs will meet with lawmakers at the Iraqi parliament to mainly discuss the 2020’s budget bill, the disputed areas, and the differences between Erbil and Baghdad in the case of oil and gas.

The delegation will be led by Deputy Speaker Hemin Hawrami, MP Sadaddin said. It will include head of committees for finance and economy, natural resources, and disputed areas.

Since the formation of the new cabinet of the Kurdistan Regional Government, there has been progress in the relations between Erbil and Baghdad. Top Kurdish officials said they have received “positive signs” from the federal government in the direction of resolving their disputes in accordance with the Iraqi Constitution.

The Presidential Commission of the Parliament of Kurdistan, on Saturday, the date of the third regular session, which is scheduled to be held on Sunday.

The leader of the Kurdistan Democratic Party (KDP), Massoud Barzani, met in Salah al-Din on Saturday with members of the Kurdistan Democratic Party (KDP) bloc at the fourth session of the Kurdistan parliament.

Barzani said in a statement today, "The Kurdistan Democratic Party bloc in the previous session of the Kurdistan Parliament, and under difficult and sensitive political circumstances, carried out its tasks and duties in an excellent manner."

Barzani and "in the meeting highlighted the political process in Kurdistan, and the aspirations of the Kurdistan Democratic Party in order to move towards a strong Kurdistan."

Kurdistan Regional Government sends two requests to Baghdad on (Somo)
Informed sources revealed that the Kurdistan Regional Government sent two formal requests to the federal government regarding the National Oil Marketing Company (SOMO).

Summary of Kurdistan Parliament committees’ recent meetings and activities:

Agriculture and Irrigation Committee

29 September – The chair and MPs of the committee in Parliament welcomed the Minister of Agriculture and Water Resources Begard Talabani and her staff. They discussed reorganizing the fruit markets in Kurdistan, and marketing Kurdistan farmers’ products.

Minister Talabani suggested relevant draft legislation to support the sector. She said that the ministry plans to unify fruit marketing systems in all of Kurdistan Region. The committee members pledged to follow up on the issues raised in the meeting.

The meeting also discussed villages next to airports, where villagers’ land has been used for airport construction. The parliament committee and the minister decided to direct the request to return the villagers’ lands to Parliament’s presidency. The committee documented the ministry’s requests and suggestions.

Legislative Committee

26 September - The committee led by the chair Mr. Bizhar Kocher (KDP) held their regular weekly meeting. They discussed all of the comments and recommendations made by MPs during the second reading of proposed amendments to Parliament’s Internal Rules of Procedure, on 25 September. They drew up a report on the amendments which they submitted to Parliament’ Presidency, ahead of the vote by MPs.

Committee on Finance and Economic Affairs with Committee on Energy, Natural Resources, Commerce and Industry

26 September – During a visit to Baghdad, the two committees led by Mr. Balen Ismaeel (Gorran), chair of the energy committee, and Mr. Hevidar Ahmad (KDP), deputy chair of the finance committee, met with the Petroleum and Energy committee of the Iraqi Council of Representatives (ICOR).

They discussed ensuring that Kurdistan Region’s share is provided in the Iraq 2020 budget. They also briefed the ICOR Petroleum and Energy committee on the new Kurdistan Region Government cabinet’s strategies. They said that the KRG is working to develop strong relations with the Iraqi Federal Government on the basis of mutual understanding, dialogue, and the Iraqi Constitution.

The ICOR Petroleum and Energy committee accepted the Kurdistan Parliament committees’ invitation to visit Kurdistan to increase their cooperation, and said that they hope to visit as soon as possible.

speaker of the Kurdistan Parliament, Ruwwaz Faeq, on Tuesday, the parliament is working to legislate several important laws during the current legislative chapter.
Faeq said, "There are many important bills before the competent committees in the Kurdistan Parliament and we will work on legislation during the current legislative chapter."
She added: "The Kurdistan Parliament is working to legislate a law on the sale and import of fuel and prevent oil smuggling in the region."
She continued: "The Kurdistan Parliament is working by supporting the negotiating delegation to stabilize the share of the Kurdistan region in the federal budget for 2020."
She stressed the need to "focus the Parliament of Kurdistan to urge the government of the region to implement its commitment to the federal budget, and ratify the draft laws associated with the program of work of the regional government."

SULAIMANIYAH, Iraq — Iraqi President Barham Salih met separately Sept. 18 with four Kurdistan Regional Government (KRG) leaders — President Nechirvan Barzani, Prime Minister Masrour Barzani, parliament Speaker Rewaz Fayaq and Deputy Prime Minister Qubad Talabani in Erbil, the KRG capital. 

The purpose of Salih’s visit was to warn the KRG about the region’s share in Iraq’s federal budget for 2020, scheduled to be passed by the national parliament by the end of the year. A well-informed source close to the ruing elites in both Baghdad and Erbil told Al-Monitor on condition of anonymity that the Iraqi president — who is Kurdish — cautioned the Kurdish leadership that the federal government in Baghdad will cut the Kurdistan region's share of budget, including salaries of the KRG employees, if Erbil fails to hand over a portion of its oil to the State Organization for Marketing of Oil. The organization is responsible for selling Iraq's oil.

Under the Iraqi budget law for 2019, the KRG agreed to send 250,000 barrels of oil per day to the state oil organization. Although Baghdad continues delivering funds to Erbil as per the 2019 budget law, the KRG has told Baghdad that it cannot hand over its share of oil, claiming it has obligations to pay back debts to international oil companies working in producing and importing the region’s oil. Because the KRG’s oil sector is not transparent, there is no official data available on the KRG’s local and foreign debts. However, some 2018 estimates indicated the loans were about $20 billion.

The head of the national parliament’s finance committee, Haitham al-Jubouri, said Sept. 23 that the Iraqi government has yet to send the draft budget bill to parliament. He said the committee will return the bill to the government if it includes large deficits.

 
 

Iraq is the second largest producer in the Organization of the Petroleum Exporting Countries and home to 12% of the world's proven oil reserves; 95% of Iraq's revenues come from oil production. 

Jubouri said the country’s debt gas reached $125 billion. In part as a result, Iraqi Prime Minister Adel Abdul Mahdi is under increasing pressure from Iraqi opposition parties to require the KRG to either respect its financial obligations to Baghdad or see a drop in the KRG share of Iraq’s budget.

The source said the KRG asked Iran to appeal to Abdul Mahdi to continue sending funds to the Kurdistan region in 2020 and cover the KRG’s inability to submit the 250,000 barrels of oil per day, but that Tehran refused the request.

KRG spokesman Jutyar Adil told Al-Monitor, “The KRG has showed goodwill for reaching an agreement with Baghdad based on the Iraqi Constitution. For this purpose, we formed several technical committees.” Adil added, “There are some details that should be settled between both sides; the KRG believes that the issues can be resolved permanently.”

Asked whether the KRG could handle its financial issues if Baghdad cut all federal funds to Erbil, the spokesman said the KRG will respond to this if and when the funds are cut off.

Jamal Kochar, a Kurdish member of the national parliament's finance committee, told Al-Monitor, “The budget bill is a political debate. I do not believe the Kurdistan region’s share will not go below 12.67%, since data from the Iraqi ministries of planning and trade indicate the Kurdish population to be 13.9% of Iraq’s population.”

“I do not think Baghdad will cut salaries of KRG employees because such an action would support the Kurdistan region’s bid toward independence and economic independence from Baghdad; this is not the Iraqi state’s policy and the global coalition against the Islamic State would not tolerate that, ” he added.

He indicated that the Iraqi parliament will not be able to easily pass the budget bill with a reduction in the KRG’s share. He said that if the Kurdistan region’s share of the federal budget is reduced, Kurdish lawmakers will vote against the bill.

Mohammed Rauf, a professor of economics at Sulaimani University, told Al-Monitor that according to Iraq’s Constitution, the Kurdistan region’s share of federal budget cannot be cut, provided that the KRGs abide by the budget bill that is yet to be passed.

He said that the KRG did not abide by its obligations regarding the budget law for 2019, and that the Iraqi central government partially implemented its responsibilities toward the Kurds.

“If KRG does not start submitting 25,000 barrels of oil per day to Iraq in the coming months, then mutual trust between Baghdad and Erbil would vanish,” Rauf said, “Consequently, that might cause Abdul Mahdi’s government to stop sending any cash to Kurds, even if the Iraqi parliament passes the budget bill similar to this year’s formula. Still, Abdul Mahdi might continue sending the cash to Kurds.”

The economist emphasized that the KRG lacks a strong will to combat corruption, which, he said, is the culprit behind all of the Kurdistan region’s debts and financial woes.

Under the supervision of the Prime Minister of the Kurdistan Regional Council Masroor Barzani and the presence of his deputy Qubad Talabani, the Joint Committee of the Parliament and the Kurdistan Regional Government, on Monday, a meeting to study the draft reform on the files of salaries, allowances, retirement and other privileges.

ERBIL (Kurdistan 24) - Prime Minister of the Kurdistan Region Masrour Barzani reviewed new draft legislation on Monday with a group of senior government officials and parliamentary factions known as the Committee of Coordination between the Government and Parliament.

During the meeting, Barzani stressed that the new Kurdistan Regional Government (KRG) cabinet is firmly committed to meaningful reform in how the region approaches the economy, a key focus of the administration's agenda.

The senior Kurdish official also highlighted the ongoing cooperation and coordination between the administration and Kurdistan Region's parliament to ensure a sustainable process of reform in the region, according to the KRG's press office.

Barzani reaffirmed that reforms should be grounded in the best interest of the people of the Kurdistan Region.

During the meeting, parliamentary officials, known as the Committee of Coordination between the KRG and Parliament, were also present, with Barzani stressing on the importance of implementing reforms.

"Met senior cabinet officials and parliamentary factions today to review draft reform legislation. This is one of many steps to bring fairness and efficiency to public salaries, allowances and pensions in line with the government’s agenda," Barzani said in a statement on his Twitter account.

The Kurdish premier further noted that reforms should serve the interests of the people of the Kurdistan Region.

KRG Holds Emergency Meeting to Discuss Ongoing Developments in Iraq and Syria

Erbil, Kurdistan Region, Iraq (GOV.KRD) – Prime Minister Masrour Barzani today chaired a meeting of the Kurdistan Regional Government to discussing the evolving situation in Syria and threats to Iraq’s stability.

Addressing the recent developments in Syria, Prime Minister Barzani strongly affirmed that any military escalation in the country’s north-east would have severe consequences beyond the Syrian border.

Prime Minister Barzani called on all parties to engage in dialogue to de-escalate the situation and prevent the loss of innocent lives and further displacement of people toward vulnerable areas or the Kurdistan Region, which is still hosting over 1.1 million refugees.

Minister of Interior Reber Ahmed provided a detailed report on the potential humanitarian crisis in north-eastern Syria and the waves of mass displacements the Kurdistan Region could imminently face.

Minister Ahmed warned that the Kurdistan Region alone does not have the short-term capacity to respond to another influx of refugees. He urged the international community to adapt their humanitarian assistance in Iraq and Syria to further support the Kurdistan Region.

With regards to the ongoing protests in Iraq, Prime Minister Barzani expressed his hope that a swift and peaceful resolution can be found.
