The Finance Committee, chaired by MP Haitham Al-Jubouri, voted on the report and the recommendations that resulted in hosting the Minister of Finance and Director General of the Oil Marketing Company (SOMO) and the Director General of the Accounting Department at the Ministry of Finance on Tuesday 21/5/2019.

The recommendations called on the Prime Minister to "oblige the Ministry of Finance to fully implement Article 10 / C of the Budget Law 2019 and hold it accountable to the House of Representatives in the event of non-application of the article," calling on the Ministry of Oil to "take legal action against companies that buy Iraqi oil without government approval Iraq, also called on the Ministry of Finance and the Financial Control Bureau to the immediate implementation of Article 11 / VI of the budget law 2019.

The recommendations included addressing the Secretariat General of the Council of Ministers to seek agreement between the former Prime Minister and the Government of the Territory on the payment of funds for the Territory in 2018.

It's nice to see Iraq is starting to catch on by realizing the need to address corruption in the manner described in the above article. In my opinion, this is one of the final steps that must be addressed before a change can be made in the value of the dinar. 

 

My guess is that the recent work documented about  KPMG includes forensic accounting.  It's been hypothesized by some that a change in value of the Iraqi dinar will be nearly simultaneous with implementation of HCL. I believe that the latter is still going to occur, and that ithe event is also going to coincide with a nearly simultaneous publicized statement regarding the arrest of those who stole and looted from the country. I know how frustrated I get at the thought of a former prime minister who had a documented annual salary of $15,000, now being recognized as one of the world's wealthiest people. I can only Imagine how frustrating it is for other high-ranking cifficials and for all citizens of Iraq who have been looted by Al-Maliki to kive with the unjustice that permeates their country, and how much they must yearn for justice. Despite the numerous efforts over the years by greedy officials charged with power to prevent the evolution of Iraq's trasiotion from a dictatorship to a capitalist sociery, the inertia of positive and legitimate progress is too great to stop and the completion of a unified government with an internatoonally recognized currency will soon resilt.

 

Articles and publicized ststements regarding the need to stop the auctions and similar anti-corrupt viewpoints from Iraqi econonists and others are now appearing frequently after being virtually unseen for a decade, which is an awesome indicator of how far Iraq has come and where they presently are on their journey to true international status.

The Security and Defense Committee called on the parliament to review the law of security companies in view of the deliberate and repeated violations of these companies on the security of Iraq and its people and its economy, pointing out that the presence of these companies was due to the security conditions experienced in the country in previous years while the stability of the current security situation negates the need for their presence.
"There is a law in the Ministry of the Interior allowing licenses to be granted to these companies," said Mohamed Reda, head of the committee. "We need to reconsider this law during the coming period, in line with the perceived violations of these companies."
He added that "the poor security situation during the last phase imposed on us the presence of these companies, to protect the oil companies and the persons responsible in particular," and expressed his hope "to reach the stage of dispensing with the presence of these companies, or review the details of approval of the presence of those companies in Iraq And to check the names of its members and the weapons they use, because there is a possibility to intervene in the event of any security breach. "
For his part, described the committee member Karim Mohammedawi, security companies as "the most serious facing Iraq during the current stage."
"The majority of these companies are working for the intelligence of hostile countries," he said. "They are trying to break the security situation in Iraq and to know the precise and sensitive details, especially in the oil sector, because it protects all companies operating inside the country."
He warned that "the government knows what it can do the presence of those companies inside Iraq and how they killed and exceeded the people," stressing that "these companies contributed to the weakening of security and the economy, taking advantage of the differences existing within Iraq," suggesting that "the Commission is trying to have a future position Of the presence of those companies in Iraq. "
The member of the Security and Defense Committee, Nayef al-Shammari, that the law of private security companies systems of the work of companies within the powers allowed.
Al-Shammari explained that "the capital Baghdad is the highest province in which security companies are active because of the presence of officials and political figures, followed by the province of Basra by virtue of the presence of international oil companies operating there."

The second chapter of the Security Companies Law stipulates that the private security company may not operate without obtaining a work permit in accordance with the provisions of this law. A decision of the Ministry of the Interior shall grant a work permit to the private security company at the request of the concerned parties according to the provisions of this law. The license shall be granted only to an Iraqi security company. The maximum security requirements may be granted to the branches of foreign security companies with the approval of the Council of Ministers upon the proposal of the Minister of the Interior. The Ministry of the Interior shall establish a department called the Special Security Companies Affairs Department to grant the leave stipulated in this law The new private security companies and supervision of their affairs and administered by an officer not less than a colonel and a service not less than (15) fifteen years, and a fee of two hundred and fifty thousand dinars for the grant of leave.
The eighth chapter of the law confirms that the company is subject to supervision and inspection by the authority specified by the ministry to investigate the company's activities according to the provisions of the law. The company must provide the necessary facilities to the entity stipulated in the first item of this article and provide it with the necessary documents, The company's stores of weapons and equipment and all that it can perform its work.
Any person who works in the security protection profession shall be punished without a prison sentence and a fine of not less than one million dinars and not more than 50 million dinars or either of these two penalties unless the law provides for a heavier penalty. The Minister may withdraw or suspend the work permit granted to the company The company for its activity or stop it after sixty days from the grant of leave without a legitimate excuse, or not renew the company's leave within the period stipulated by law.

Maybe they are taking points from the US Congressional Rino's and liberal Dems....They seem to not only have written the play book on corruption, theft, deceit, defection and cover up.....They have been getting away with it for the past 50 some years and getting a Salary too boot.
